Reorganization of working groups from D0, F0

and G0 into D0 and new E0. Motivation for this was to:

1. Combine similar working groups.

2. Eliminate F0 West Coast Subcommitteesince it is not representative of the currentmembers.

3. Find new participants for the existing G0working groups.
