This pertains to the Memorandum dated November 10, 2009 ofExecutive Director Jose M. Tolentino, Jr. relative to BAC Resolution No. 50-, 2009 recommending the creation of a Committee on cations.

The Memorandum of Executive Director Tolentino reads:"Attached herewith is fhe Memorandum dated November 10, 2009from Atty. Maria Lea R. Alarkon, Chairman, Bids and Awards Committee

(BAC), with reference to BAC Resolution No. 50-2009 proposing thecreation of a Committee on Specifications to expedite and simplify the Iprocurement of election supplies and election/canvassing forms for the May10, 2010 Automated National and Local Elections; to determine thequantity, technical specifications (not content and design) of all electionforms, supp/ies and paraphernalia, giving special priority to electionparapherna lia th at requ ire i m portation and/or man ufacturi ng process.For the May 2007 National and Local Elections, the Commlssion onElections, to deal with the procurement of election paraphernalia requiringimportation and/or manufacturing process, promulgated on November 24,2006 COMELEC Resolution No. 7759 creating a Committee onSpecifications composed of the following:.1. Executive Director Pio Jose S. Joson;2. Deputy Executive Director for Administratiotn Estretla P. de Mesa;3. Election Records and Sfafistics Department Director Ester L.Villaflor-Roxas;4. Personnel Department Director Bartlome J. Sinocruz, Jr.;5. Internal Audit Officer-ln-Charge Agnes T. Carreon; and6. Tolentino, Jr. to reactivate the committee on specifications with thesame office/department composition enumerated in comelec Resolution No'7759 promulgated on Novembe r 24' 2006' to wit:1.
