The Mental Health Association ofMaryland’s advocacy is perhapsmore important than ever as thestate, and our nation, continueto experience significant economic challenges. Maryland’sPublic Mental Health System isseeing an increasing demand,now serving 20,000 additionalpeople, an 8 percent increaseover last year.

During the 2010 LegislativeSession, MHAMD fought to prevent cuts to the MentalHygiene Administration’s budgetas well as the budgets of otherstate agencies that serve those with mental illnesses. MHAMDpresented testimony on morethan 65 bills.

To advance advocacy efforts and to increase awareness of the impact of budget cuts, the

Maryland Mental HealthCoalition, chaired by MHAMD,launched the statewide 1outta5campaign. Featuring rallies inAnnapolis, citizen petition drivesand mobile billboards, 1outta5educated policymakers about the needs of the one in fiveMarylanders living with mentalillness and the impact of budgetcuts on critical services and supports.

The outreach gained the attention of Governor MartinO’Malley who responded to advocates’ call for more funding,but the state’s declining revenuesthreaten to erase the gain. Inaddition, the Maryland legislaturefailed to pass the LorraineSheehan Health & CommunityServices Act of 2010, whichwould have raised the tax on alcohol by a dime a drink, with

increased revenues going to sustain services for mental health,substance abuse, developmentaldisabilities and Medicaid expansion. The bill is expected to be reintroduced in 2011.

MHAMD supported legislation toensure the Maryland InsuranceAdministration has the enforcement authority to guarantee compliance with thefederal mental health parity law — an important component toensuring the intent of the federallegislation. MHAMD also advocated to tie provider ratereimbursement to state agencybudgets that are increased toaccommodate inflation and togrant voting rights to individualsunder guardianship for a mentaldisability.

Aging Outreach

Advocacy

The Mental Health Association ofMaryland continues to improveaccess and quality of mentalhealth care for older adults in Maryland through public education, training and systemicchange. MHAMD sits on theselect workgroup for the stateDepartment of Health andMental Hygiene (DHMH), participates in the BehavioralHealth Workgroup of Maryland’sMoney Follows the PersonImitative and consults on theAging in Place SteeringCommittee. MHAMD is engagedin multiple efforts to reconcileprogram and service inefficien-

cies and systemic flaws whereDepartment of HumanResources, Maryland Departmentof Aging and DHMH intersect.

MHAMD has been involved in 72educational programs reaching2,800 individuals through public and professional forums.MHAMD also participates in theplanning and execution of several annual conferences in partnership with the MarylandGerontological Association andlocal Departments of Aging inMaryland.

The Assisted Living TrainingInitiative now boasts more than

150 Maryland trainers, certifiedby MHAMD and the Alzheimer’sAssociation of Maryland, to provide dementia and mentalhealth education to assisted living workers. To support thecomprehensive training programand expand the reach to nursinghomes, MHAMD and theAlzheimer’s Association ofMaryland developed a video-based Assisted Living Training.The program addresses multipletopics including dementia, mental health, communicationapproaches, behavioral interventions, end of life care,family relations and staff stress

Mental Health First AidMental Health First Aid, agroundbreaking education program focused on helpingMarylanders in crisis, continuesto grow both in Maryland andacross the nation. To date, 2500Marylanders have completed the12 hour training that teachesnon-clinicians how to help someone developing a mentalhealth problem or experiencing acrisis — just like CPR or generalFirst Aid can help someone in amedical emergency.

Training key audiences who serveand influence the public continued to be the focus of Mental HealthFirst Aid Maryland. The programearned accreditation and licensure

approval for social workers, daycare facilities and humanresource professionals. It alsoreached law enforcement and justice audiences, resulting in all Administrative Law Judges inthe state receiving Mental HealthFirst Aid certification and theprogram being adopted for allnew hires by the Harford CountySherriff’s Department. MHAMDcertified Mental Health First Aidinstructors from the VeteransAdministration to increase outreach to veterans and theirfamilies. And, MHAMD builtpartnerships with seven collegesin the state to offer Mental HealthFirst Aid to students, faculty, staff and community members.

MHAMD is both the implementer of the program statewide and,through our grant from the Maryland Mental HealthTransformation Office, afounder and manager of theMHFA-USA program nationwide.

In late 2009, the curriculum andmaterials for Mental Health FirstAid USA moved from pilot tocompletion, with the participantmanual shipping to instructors inOctober. At that time, MHAMDlaunched a national distributionprogram to fill materials ordersfrom nearly 700 instructorsacross the nation.

Criminal JusticeDuring the 2010 LegislativeSession, the Mental HealthAssociation of Maryland was ableto advance the efforts of theMaryland Mental Health andCriminal Justice Partnership to improve community reentryfor inmates with mental healthproblems. MHAMD and its partners successfully advocated

for legislation requiring detention centers to provide, upon release,a 30-day supply of psychiatricmedication to inmates diagnosedwith a mental illness. This legislation eliminates a majorhurdle faced by individuals whooften may have to wait up to 30days for an appointment withtheir mental health provider.

The Criminal Justice Partnershipalso continued its work to ensure ongoing, appropriatemental health education for law enforcement and correctionsprofessionals. The Partnershipestablished educational goals andrequirements and will soon beginevaluating current and potentialcurriculum.

Consumer Quality TeamUpon completion of its thirdyear, the Consumer QualityTeam continues to expand theoutreach and scope of the project.CQT has made 168 site visits to psychiatric rehabilitation programs and inpatient facilities,interviewing approximately 1000consumers. The program facilitates continuous quality assurance byconducting regular feedbackmeetings with Core ServiceAgencies, hospital administratorsand the Mental HygieneAdministration.

Also this year, CQT worked with the University of MarylandSystems Evaluation Center tocomplete a two year evaluation of the CQT program, with inputfrom consumers, providers, the

feedback committee and theoversight committee. As a resultof this evaluation, CQT was able to modify the programs tobetter meet the needs of all constituents. The collaborativenature of this evaluation projectreceived national recognitionfrom the American EvaluationAssociation and the project waspresented at its annual conference.

As the fiscal state of mental healthin Maryland changed over thepast year, a new need arose forconsumers on the Eastern Shore.CQT has led a project to trackthe 63 consumers who were discharged as a result of the closing of the Upper ShoreHospital. CQT has interviewedtwo thirds of these consumers

and continuously works with theMental Hygiene Administrationand Core Services Agencies tolocate the remainder. As a resultof this project, we have expandedour reach beyond the 10 originaljurisdictions and are now visiting6 programs on the Eastern Shore.

CQT also represents consumersat meetings and committeesacross the state including theJohns Hopkins Bayview RecoveryCenters of Excellence LeadershipCouncil, Sar Levitan Center forPublic Policy Workforce initiative,Mental Hygiene AdministrationFacilities Recovery Work Group,Maryland Consumer LeadershipCouncil and the MarylandAssociation of Peer SupportSpecialists.

Children’s Mental HealthChildren’s mental health continuesto be a top priority of the MentalHealth Association of Maryland.This year, the Children’s MentalHealth Matters! Campaignreached nearly 3 millionMarylanders through radio, television and online media. The Campaign website doubled the number of hits over last year.In addition MHAMD distributedmore than 25, 000 pieces of literature on children’s mentalhealth, including a comprehensive Teacher Resource Kit disseminated

to schools and child care facilitiesacross the state.

MHAMD partners with theMaryland Coalition of Familiesfor Children’s Mental Health on Children’s Mental HealthMatters! and continues to engageMaryland’s First Lady, KatieO’Malley, as the Campaign’shonorary chair and spokesperson.

MHAMD’s commitment toMaryland’s kids is also reflectedin our advocacy work. MHAMDsuccessfully advocated to change

the term “emotional disturbance”to “emotional disability” in keystate definitions, eliminating abarrier of stigmatizing language.In addition, HB 269/SB 540now requires school personnel toprovide parents with an accessiblecopy of all relevant documenta-tion 5 days before a scheduledIndividualized Educational Planmeeting, helping parents andfamilies better understand, support and advocate for theirchild with mental health needs.

staff education in all long termcare settings. The training program kit comes with a trainingmanual, case studies, group

exercises and all the materialsnecessary for a facility to provide8 hours of in-house staff training.
