    REPORT OF THE MEETING HELD WITH THE FOUNDER OF ANTI-SKIN

    BLEACHING INITIATIVES.

    2. The meeting started at about 12:24pm with the Assistant Director (WA)- Mrs.

    L.R.Ajayi- Ladapo, Principal Administrative Officer(WA)- Adeola Shinaba with the

    founder of the Anti- Skin Bleaching Initiatives, Tinu Oginni also in attendance.

    3. The AD (WA) asked the founder several questions concerning the awareness

    campaign ranging from her intentions for collaborations to her contributions towards thecampaign. The AD (WA) gave an example to further explain the meaning of

    collaboration to the founder.

    4. In the founders response, she said that she requested for assistance from the

    Ministry to extend the awareness campaign to the five divisions of the State and that

    she had successfully organized the campaign in Oyo State.

    5. Finally, in order to analyse the intervention of the Ministry in the collaboration

    matter, the AD (WA) imploy the founder to put up another proposal clearly stating her

    part and the logistics to be put in place for the campaign.

    6. In addition, she listed her catchment areas as Ikeja, Ikorodu, Somolu, Lagos Islandand Alimosho Local Government Areas. Also, she gave an overview of how the wholecampaign will look-like. Below are some of the things to expect as explained by TinuOginni :

    - Radio giggles will be ongoing prior to the D- day and some monthsafter the event.

    - A rally in the morning in form of a ROADSHOW.- Seminar.

    2. According to your directives on the recommendations presented by the Principal(Mr. Oni) of the Skill Acquisition Centre, Ikorodu II, situated at Aga, Ikorodu, Lagos.The following findings were made:

    A. The number of Air-Condition to be fixed in the Computer departmentto make learning conducive is Two (2). Also, the repairs needed to bedone on the Air-conditioners are currently ongoing as Arc. Femi Olagoke ishandling it as directed by HC (WAPA).B. The Principal was contacted and he confirmed that the number ofstabilizer needed is still Five (5) while the standing fans are Twenty- Two(22) in number. They are urgently needed for the smooth running of the

    Centre.3. Finally, the cost implications for the above items are listed below:

    Standing FansOne standing fan = N10, 000Twenty-two standing fans = N10, 000 x 22

    = N220, 000:00

    StabilizersOne stabilizer = N7, 000Five stabilizers = N7, 000 x 5

    = N35, 000:00Grand Total = N220, 000 + N35,000

In view of the foregoing, kindly seek approval for the release of the sum of TwoHundred and Fifty- Five Thousand Naira (N255, 000:00) only, for the purchase of someitems urgently needed at the Skill Acquisition Centre, Ikorodu II.     THE ESTABLISHMENT OF PSYCHIATRIC HOME, OWUTU,IKORODU.

    In the quest to bring sanity to the State at large and the preparation forthe Model Mega City status of Lagos, the State government wants to find

    an alternative to the Federal government owned rehabilitation Centre thatis Federal Neuro- psychiatric hospital situated at Yaba. Though, the alreadyexisting rehabilitation Centre at Owutu, ikorodu cannot face the challengesbecause of the ever growing population of Lagos State citizens becausebothe federal government owned centre and the existing State ownedRehabilitation Centres cannot cater for over 19million people at a go.

    In addition, the Lagos State Government is trying to fulfill all promisesmade to its ever hard- working people. The government desires to furtherdevelop its Rehabilitation Centre at Owutu, Ikorodu by expanding availablefacilities which include a PSYCHIATRIC HOME.

    ESTABLISHMENT OF A HOME FOR PSYCHIATRIC PATIENTS, OWUTU, IKORODU.

    The Lagos State Government in its bid to cater for the needs of its people and

    bring about sanity to the State at large due to its preparation for a model mega

    city status has brought about huge development at the nooks and crannies of the

    State. This has lead to the upgrading and expansion of the existing infrastructures

    at the HOME to accommodate the needs of the ever increasing population of over

    19millon people living in the State because the Federal Government of Nigeria

    owned Neuro- psychiatric home cannot work wonders at all.

    In view of the above, I wish to request for a 200KVA transformer to be providedby your Ministry as approved by His Excellency, the Executive Governor of Lagos

    State, Mr. Babatunde Raji Fashola (SAN) for use at the HOME FOR PSYCHIATRIC

    PATIENTS.

    COMPUTER MAINTENANCE STRATEGY FOR SKILL ACQUISITION CENTRES-

    3RD and 4TH QUARTERS.

    2. A mail was received from SYSTEMFACTS LIMITED in respect of Computer systems

    used in all Skill Acquisition Centres (SACs). They also wrote to formally propose that

    Computer repairs be placed on a maintenance package. The package according to them

    will keep all computers in each centre running with near- zero downtime.

    3. According to them, they hope to achieve this by implementing a maintenance

    schedule which will be strictly adhered to and also be monitored by the Ministry. In

    addition, they hope to implement this maintenance schedule in accordance with the laiddown school time table;

    - Routine maintenance before the commencement of each term

    - Routine mid-term check

    - Warranty management

    - Call-in service

    - Routine or call services for licensed operating system repairs

    - Replacement of faulty hard disk, memory, keyboard and mouse

    - Spare-in-the-air facility; provision of standby computer systems for

    urgent use if need be.

    4. The maintenance package however does not accommodate the following:

    Faulty uninterruptible power supply units (UPS)Motherboards and power packsDamages resulting from vandalism and theft.

    5. In conclusion, this package will add value to our service, increase appreciably theReturn on Investment (ROI) and will also guarantee optimum performance of all

    computer systems throughout their operational lifespan. Finally, it will save the Ministrythe stress of collating reports of damaged computers before initiating a maintenanceprocess.

    2. The procurement of new computer systems to replace the old and over-used ones in

    all Skill Acquisition Centres (SACs) was urgently needed to put the Computer

    department in good condition.

    3. Following the above, System Facts Limited sent a mail in respect of Computer

    Systems procurement for SACs and approval was given to the firm with the lowest bid

    and the supply was in phases. It was later resolved that the Ministry of Science and

    Technologys inputs be sought for their professional advice as the ICT guru of the State.

    4. Furthermore, it was finally concluded that either DELL or HP desktop computers withthe specifications as recommended by MOST be adhered to. After its approval, three

    quotations were received from three different computer suppliers.

    5. At the end of this process, the 1st phase of the procurement took place and the

    following centres were selected. They are: Eredo- Epe, Ikorodu I, Egbeda, Lagos Island,

    Shibiri and Badagry SACs.

    6. In addition, Computer Systems meant for the Skill Acquisition Centre, Egbeda was

    taken to Surulere due to the renovation work going on at the centre.

    7. Attached on page 56- 58, is a copy of the submission for the procurement of

    Computer System in phase 1 and submission for the procurement of Computer Systems

    in Phase II is being treated in WAPA/1255/VOL.1.

    8. In view of the foregoing, may I suggest that the principal at Egbeda SAC be

    informed of this development and that Computer Systems will be supplied when

    approval meant for Surulere is received in phase II which include the following centres;

    Kososfe, Igbo-oye, Ejigbo and Egbeda.

    transacting different businesses there. The said parcel of land was donated to the

    Ministry by the former Commissioner for the Environment, Hon. Mr. Muiz Banire and

    Hon. Bolaji Yusuff Ayinla of Lagos State House of assembly, both from Mushin area of

    the State and are bonafide members of that Constituency.

    Mushin is a flash spot where youth unrest and exuberance manifest regularly. TheEstablishment of the SAC was in response to the call of elders of the community, the

    council Chairmen and Community Development Association. Indeed, the establishment

    witnessed a whole lot of accolade from residents as the parcel of land was also a den of

    robbers and miscreants.

    The SAC constructed is of immense benefit to the public at large, where youths,

    dropouts, widows, housewives to mention but a few are trained to be self- reliant and

    economically independent. The whole of Mushin LG & Ojuwoye LCDA were represented

    at the Commissioning. There was never a foundation at the sight, only bungalow-high

    heaps of sawdust and ram dung. The centre makes the 16th number of such spread

    across the State which is working in line with the State Governments commitment to its

    people.

    In view of this, I am further directed to imploy the State Counsels to seek for

    adjournment to allow concerned parties to gather necessary document(s) to assist the

    defendants in court.

    Skill Acquisition Centres under the auspices of this Ministry operate on a tuition free basiswithout any hidden charged except fee for purchase of admission forms and Identity Card whichis Seven Hundred and Fifty naira (N750:00) only.

    Following the above, the SAC situated in Epe on Jalugaye Street was served with notice of theLand Use Charge bill amounting to Seven thousand and Fifty-Six naira, Eighty-eight kobo (N7,056.88). I am to add that no centre has ever received such notice since the commencement ofthe programme. It is pertinent to note that this Ministry has 2 centres in Epe and the other islocated in Eredo village.

    It is in this vein that I am directed to crave your indulgence on the matter and hope that thebilling will be waived because its a government entity.

    It is pertinent to also note that, this Ministry has 17nos of Skills acquisition centresconstructed to train and empower their students on different vocations of choice, tomake them self reliant and economically independent.

    The courses taught in these Centres are listed below:Hat Making, Bead stringing, Tile laying, Fashion & Design, Hairdressing, Barbing &Cosmetology, Catering & Hotel management, Photography, Welding Fabrication,Screen/Transfer printing to mention but a few.

    The SACs are located in virtually all LGs & LCDAs whereby proximity and fees areconsidered. It is very important to add, Sir that all the training courses are taught FREEOF CHARGE (Tuition Free).

    participants choice & that their curriculum is designed to impact practical skills,

    business management skill & inter-personal skills. Accordingly, they stated that their

    training format is unique and structured to produce graduates that are well equipped to

    advantage of job opportunities, also their school courses calendar create accurate

    space for enrolment of new student annually and that they can accommodate 50

    students per month to their various classes.

    safe practices which is very vital in every part of our day to day workings and mostly

    accident prevention techniques, fire safety methods and use of personal protective

    equipment. They stated that it is the employees responsibility to eliminate personal

    injury and property damage, also the provision of a safe working environment for fellow

    employees.

    3. In recent times, requests from prospective trainees at the Surulere SAC have revealedthe need to add PRINTING TECHNIOLOGY skill so as to update the number of existingvocations. Similarly, the vocation if introduced will curb many social vices, in the sense thatyouths are left with many options to choose from and anyone who gets involved in any criminalact will find himself or herself to blame.

    4. Subsequent upon this, a visit was made to Yaba College of Technology (YABATECH) tomake enquiry on items needed for the new vocation. Quotations were received from threedifferent firms as recommended by printing department of Yabatech for the establishment of

    the new vocation in Surulere SAC. Please find attached the submitted quotation on Folio 49 to54 and Xyrich Premier Koncept Ltd has the least quotation.

    5.
