Glossary of Terms

District Factor Group (DFG). The District Factor Group (DFG) is an indicator of the socioeconomic status of citizens in each district and has been useful for the comparative reporting of test results from New Jersey’s statewide testing programs. The measure was first developed in 1974 using demographic variables from the 1970 United States Census. A revision was made in 1984 to take into account new data from the 1980 United States Census. The DFG designations were updated again in 1992 after the 1990 census. The current DFG designations are based upon the 2000 census. Erasure. An erasure refers to the residual marks left on the answer document after a response has been erased. These marks are analyzed using a computer program designed expressly for such a purpose; a mark is considered an erasure if the shading is within a defined range and is not identified as the intended student response. Evidence of an erasure does not imply impropriety. Mean. The mean of a set of numbers is simply the average of those numbers—that is, the sum of the numbers divided by the quantity of numbers. Multiple-choice. A multiple-choice test item (question) is one that presents the test-taker with a number of plausible answer choices (in this case, four) from which he or she must choose a response. Only multiple-choice items are included in this erasure analysis. Operational test. A collection of test items for which the answers “count.” Many tests have questions or sections embedded within them that are called field-test items; these are items that are being piloted for possible inclusion on future operational tests and do not count towards a student’s score. This report is based only on the operational test items. Standard deviation. The standard deviation is a measure of variability; it is an indication of how spread out a set of numbers is relative to the mean of those numbers. Larger standard deviations mean more disparate data.

Introduction In 2008, the New Jersey Department of Education (NJDOE) requested information regarding erasure rates on the New Jersey Assessment of Skills and Knowledge for Grades 3 through 8 (NJ ASK 3–8). Since that time, Measurement Incorporated (MI) has provided such erasure analyses to the NJDOE. Measurement Incorporated (MI) scans and scores the NJ ASK exams. Scanners are set to detect erasures, and computer scoring programs capture this evidence of erasures and accumulate it by school. Erasures fall into one of three types: 1) change from a wrong to a right answer (WTR); 2) change from a wrong to another wrong answer (WTW); or 3) change from a right to a wrong answer (RTW). This report summarizes erasure analysis results for the 2010 administration of the NJ ASK 3–8. Since 2008, our approach has been to identify those schools at which the WTR erasures were considerably higher than at other New Jersey schools. To investigate potential irregularities in response patterns, we examined the mean WTR erasure rates of all New Jersey schools and compared each school mean to the statewide mean. Those schools for which the erasure rate exceeded a NJDOE-defined threshold were flagged, and their WTR erasure rates are noted in the body of this report.

NOTE: Evidence of an erasure does not imply impropriety. There are legitimate reasons for erasures, and as the emphasis on test scores continues to grow, it would not be surprising to see an associated increase in erasures, as students become savvier about test-taking, are taught systematic strategies, and are strongly encouraged to check their answers and make changes accordingly. The purpose of this erasure analysis is to provide the NJDOE with information regarding erasure frequency. Schools flagged in this report may warrant additional investigation to determine the underlying causes of the excessive erasures.

Methodology The methodology underlying the erasure analyses was derived based on consultation with and direction from the NJ DOE and TAC (Technical Advisory Committee). This has been an ongoing process begun in 2008 with revisions undertaken every year as useful feedback is accumulated and needs change. Many of the analyses performed for this 2010 report, however, are the same as those employed in 2009. MI psychometric staff works with two main files, an erasure file and the state summary data file. The erasure file simply captures all erasures by all NJ ASK students and identifies the type of erasure (i.e., wrong–to–right, right–to–wrong, wrong–to–wrong). The state summary data are assembled by MI’s Information Technology (IT) staff; state summary files are available to NJ schools at: http://www.nj.gov/education/schools/achievement/. This file contains pertinent demographic and score information. The fundamental element of the erasure analysis contained herein is the statewide mean number of wrong–to–right (WTR) erasures per student, taken as the mean of school means; i.e., we first calculated the mean number of erasures per student for each school and then calculated the mean of all school means. In 2010, the statewide mean was 1.93 erasures per student; the associated standard deviation was 0.62. These figures form the basis of the analyses described in this report.

Results In this section, we present a series of tables and associated text illustrating progressively more specific data that describe the erasure rates on the 2010 NJ ASK 3–8.

• Tables 1–4 exhibit the data for the state in aggregate, showing total numbers of erasures and the distribution of those erasures by type. The 2010 data are juxtaposed with the 2009 data for reference purposes. We present these data by grade, by subject area, by grade and subject area, and by district factor group (DFG).

• Tables 5–121 present school-specific data for those schools flagged for erasure rates that exceed the statewide mean by two, three, or four standard deviations. These tables may be used judiciously to refer back to school erasure rates from previous years to identify possible trends. These school-level data are presented both as a whole and by grade.

• Tables 13–291 break the data down further, illustrating school data by grade and subject area. Should the NJDOE wish to compare schools’ erasure rates, we strongly recommend basing such comparisons on these tables. Because schools vary in terms of the grades they serve, and because the number of items on the test (and, consequently, the number of opportunities for erasure) varies by grade and subject, these tables are the most appropriate for use as the basis of school-to-school comparison.

Aggregate Erasures The erasure analysis for NJ ASK 3–8 revealed a total of 2,531,290 erasures in 2010, an increase of 430,374 (20.5%) over 20092. Quality control checks and verification procedures were implemented to ensure the validity of reported erasures. Table 1 illustrates, for 2009 and 2010, both the total number of erasures and the percentage of those that were WTR, RTW, and WTW erasures. Table 1: Erasures by Grade

Of the total erasures in 2010, 58.52% were classified as WTR, as compared to 56.87% in 2009, a small change of 1.65 percentage points. The biggest increase was in grade 3; total grade 3 erasures almost doubled, and grade 3 WTR erasures increased as a percentage of that total by 3.11 percentage points (from 60.62% to 63.73%). In 2010, 17.15% of total erasures were classified as RTW—practically identical to 17.17% in 2009. Finally, WTW erasures decreased in 2010 to 24.32% of total erasures from 26.02% in 2009. These results indicate that the distribution of erasure types has remained fairly stable across the two administrations. Table 2 illustrates the total number of erasures and distribution by erasure type by subject area for 2009 and 2010. The total number of erasures in Language Arts Literacy (LAL) remained relatively unchanged, increasing by only 1,101 (0.13%). By comparison, the total number of erasures In Math grew by 32.45%, and the total number of erasures in Science grew by 39.76%. Table 2: Erasures by Subject Area

Total 2,100,916 56.87 17.17 26.02 2,531,290 58.52 17.15 24.32 As a percentage of the total number of erasures, WTR changes increased for each subject area from 2009–2010, by 2.00, 2.33, and 0.82 percentage points for LAL, Math, and Science, respectively. While the percentage of RTW changes declined accordingly from 2009 to 2010 in LAL and Math, they actually increased in Science by 1.74 percentage points. WTW changes as a percentage of the total declined across all subjects. Table 3 presents the same data by subject area and grade combined. The total numbers of erasures increased from 2009 to 2010 across most grades and subject areas except for grades 5, 6, and 8 LAL. Furthermore, WTR changes as percentage of the total increased for all subject/grade combinations with two exceptions: Science, grade 4 showed a drop of 1.02 percentage points in WTR and LAL grade 6 displayed a nominal decline of 0.09 percentage points in 2010. The largest increases in WTR as a percentage of total erasures were in LAL grades 4 and 8. In LAL grade 4, WTR as a percentage of total erasures grew 5.61 percentage points to 57.91%, while also experiencing a drop in RTW of 4.30 percentage points. In LAL grade 8, WTR as a percentage of total erasures increased by 4.47 percentage points with a concomitant decrease in RTW of 1.95 percentage points.

Here, the distribution of erasure types varies widely; however, the patterns remain the same from 2009 to 2010. DFG J had the largest proportion of WTR changes among the DFGs, both in 2009 at 66.02% and in 2010 at 67.21%. DFG A witnessed the biggest change in WTR from year to year, at 2.67 percentage points. Erasure Rates

NOTE: Should the NJDOE wish to compare schools’ erasure rates, we strongly recommend basing such comparisons on Tables 13-29, which present school data by grade and subject area. Tables 5–12 represent aggregate data; comparisons based on these tables may be misleading, as the schools vary with respect to grade levels served—and, consequently, numbers of test items administered. (For example, the grade 3 Language Arts Literacy test consists of 18 multiple-choice items—and, by extension, 18 opportunities for erasures—while the grade 7 Language Arts Literacy test consists of 36 multiple-choice items.) Tables 5–12 may, however, might be used judiciously to refer back to erasure rates from previous years to determine possible trends. (For example, Abington Avenue School exhibited higher than expected erasure rates in 2009 as well as in 2010). Furthermore, schools are flagged in this report based upon a threshold of four standard deviations above the mean. Any such criterion, however, can be quite misleading and can potentially contradict logical observation. There is no doubt that these schools have erasure rates that are substantially higher than other schools in the state; however, even unusually high rates may not be reasonably termed “excessive.” At four standard deviations above the mean, schools are being flagged for erasure rates as low as 2.5 erasures/student. Moreover, simply because there are many more elementary than middle schools, using four—or any number of—standard deviations will flag a greater number of elementary schools. There are, however, a number of schools with erasure rates that differ from the state mean by as many as 13 standard deviations. While even these schools are experiencing erasure rates on the order of only 6 erasures/student, they are so different in magnitude from their peer schools that a flag is, indeed, called for. As an example: In Grade 8 Math, Abington Avenue School exhibited an erasure rate of 5.6 erasures/student—close to 13 standard deviations above the mean. The school with the next highest erasure rate, Rafael Hernandez School, had an erasure rate of 2.9 erasures/student—just over 5 standard deviations above the mean and a little over half the rate of Abington Avenue School.

Aggregate school erasure rates. In this section we examine aggregate erasure rates by school. Tables 5–12 present data specific to those schools flagged for erasure rates exceeding the statewide mean3 by two, three, or four standard deviations. Table 5 displays mean and standard deviation of erasures rates at the school level, by grade, along with the erasure rate for each grade that represents two, three, and four standard deviations from the statewide mean (For example, in grade 3, the mean WTR erasure rate was 1.59 and the standard deviation was 0.75. Two standard deviations above the mean would be 1.59 + (2 * 0.75) = 3.09.) 3 See Methodology for the derivation of the statewide mean.

School erasure rates, by grade and subject. In this section, we provide WTR erasure rates by both grade and subject area (LAL, Mathematics, and Science). Tables 13 through 29 provide the information that is most appropriate for school-to-school comparisons. The number of test items—and, by extension, the number of opportunities for erasure—varies both by grade and by subject area; consequently, examining the data at this level ensures that we are comparing apples to apples (i.e., grade 3 LAL in one school to grade 3 LAL in another school). A few observations bear mention here. First, note that considerably more schools are flagged in grades 3–5 than in grades 6–8; this is largely a function of the fact that there are far more elementary schools than middle schools in the state of New Jersey. Second, an inspection of the WTR erasure rates in Tables 13–29 reveals that the vast majority of flagged schools exhibit erasure rates on the order of 3 or fewer erasures per student, a rate that can hardly be termed “excessive.” Table 13 provides the mean, standard deviation, and WTR erasure rates7 representing two, three, and four standard deviations above the mean for LAL, by grade. Higher erasure rates at particular schools and/or classrooms may be attributable to any number of factors, including the extent to which students are taught to go back and check their answers, test-taking strategies (e.g., students undecided between two answers may bubble both before final review and decision), the number of test items (opportunities for erasure), the number of students (more students absorb the potential influence of individual test-takers who tend toward many erasures), etc. As has been reiterated throughout this report, while these data may suggest that further investigation is warranted, no conclusions of impropriety should be drawn without the collection of multiple sources of evidence.
