    AAEDC Key Areas of Focus:

    ince its organizational inception in 1990, the Alexandria Area

    conomic Development Commission has worked to drive the

    conomic wealth and stability of our communities throughout

    Douglas County through:Commercial Tax Incentives:

    The AAEDC works with new and existing businesses on startup

    and growth projects, some of which can be supported through

    incentive programs including: Tax Increment Financing (TIF), Tax

    Abatement, Industrial Revenue Bonds, and the State of Minnesotas

    Job Opportunity Building Zone (JOBZ) program.

    Demographics Information:The AAEDC strives to be a demographics, statistics, and

    information clearing house for our area and produces multiple

    publications each year focusing on the growth and changes of our

    communities and all of Douglas County.Community Stewardship:

    In todays changing economic environment, it is becoming more

    important than ever to maintain cross-organizational communication

    and a 360 degree vision for the future of our region. The AAEDC is continuously working to be a convener of communicat

    on the future of our communities and region.

    Revolving Loan Funds:The AAEDC has a pair of Revolving Loan Funds at its disposal to assist area businesses in growth and expansion projects.

    Funds are specifically used in coordination with primary financing through a financial institution and cannot be used as the

    primary means of project funding.

    Business Planning:

    The AAEDC works with a large variety of businesses and individuals in the business planning process. Since no two businideas are the same, business planning assistance specifics are tailored to the individual and businesss needs.

    ite Selection Assistance:In a continuously growing effort to assist area realtors and property owners to market commercial properties throughout the

    area, the state and the nation, the AAEDC maintains two supplemental property listing databases of for-sale and for-leas

    commercial and industrial properties in Douglas County. These databases are free for the listing of commercial and industr

    buildings and land and can be easily accessed by individuals, businesses, and site selectors from throughout the nation.

    inancial Packaging:As a part of business planning, the AAEDC can help individuals and businesses to create and analyze financial projections t

    identify potential needs of the business. Within the financial packaging and planning process, the AAEDC does not recomm

    any specific commercial lending institution(s) to clients.

    Unlike many Greater Minnesota communities, the population of Douglas County continues to grow at arapid pace, and is projected to continue growing into the future. Most significantly, the Douglas County

    area is projected to maintain and grow its under 45 age group, who are in their prime working years. The

    presence of a wide variety of stable and growing employers, along with the lakes and natural environment

    and excellent educational opportunities continue to draw and retain residents of all ages.

    Workforce:The Douglas County labor force is growing in all age groups unlike other areas of the state, especially those in

    greater Minnesota. While there is a significant projected increase in residents age 65 and older during the coming

    years, Douglas County is also seeing a general increase of individuals in their prime working years, from ages 2

    to 54. The total Douglas County labor force is projected to increase by 22% to 23,850 workers from 2005 to 2035

    The median household income level for Douglas County continues to grow at a rapid pace. While it still lags behi

    the State and US averages, the percentages of increase year over year are significant and the gap is closing.

    Property Tax

    Classification Rate:Commercial & Industrial - The first

    $150,000 of market value classification

    rate is 1.50%. Value over $150,000

    classification rate is 2.00%.

    State General Tax - Class 3 -

    Commercial/Industrial is one type

    of property that must pay the state

    general tax. The MN Dept. of Revenue

    calculates the tax rate annually and sets

    it on November 1. Each year there will

    be a different rate but only one rate for

    the entire state. The tax rate is 45.881%

    for taxes payable in 2010. This rate

    applies to the net tax capacity of the

    property and is a small percentage

    of a propertys market value. The

    percentage varies by property class.

    County residents make up 83.7% of the workforce (14,434 people), while the remaining workers come from surrounding coun

    16.3% of workers or 2,802 people). Douglas County is a net importer of labor.

    Alexandria Area Arts Association (AAAA):The Alexandria Area Arts Association (AAAA) is a non-profit organization dedicated to providing opportunities

    both the enjoyment of and participation in the arts. Many programs, combining professional and non-professiona

    efforts and abilities, are presented throughout the year. In addition, the play season runs from October to Septemb

    and includes four productions per year.

    Lakes Area Recreation:Since 1989, Lakes Area Recreation has provided a wide variety of recreational and family

    activities for people in Alexandria and the Douglas County Lakes Area. Located in the Dou

    County Services Center at 720 Fillmore Street in Alexandria, Lakes Area Recreation provid

    opportunities for activities such as swimming, weight lifting, cardiovascular fitness, aerobic

    gymnastics, youth camps, and a wide variety of sports for youth and adults. Annually, over

    7,200 youth registrations are received for over 30 different youth programs.

    acilities at Lakes Area Recreation include a cardio room, Nautilus weight machines, free weight room, gymnasium

    ymnastics center, locker rooms, and a multipurpose room. LAR also schedules all other gymnasiums and outdoor

    acilities owned by School District #206 and provides lifeguarding services for the Lake Latoka and Le Homme Dieu
