History of Union County

Blairsville-Union 2010 Community Guide

ike most of its neighboring North Georgia counties, the Union County originally shel-

tered Native Americans, particularly the Cherokee tribe. When gold was discov-ered in the 1820s, white settlers rushed to stake their claims. The Union County lines were carved from Cherokee County territory during the Georgia Land Lot-tery of 1832 (the Gold Lottery of 1832).

Historians think that the county was named for the Union Party, a political group that supported the removal of the Cherokee. Some credit John Thomas, a prominent Union County politician, who reportedly said “Name it Union, for none but union-like men reside in it.”

Ironically, prior to the Civil War, the county’s residents were largely pro-Union supporters and the county delegates to the state convention of 1861 voted against secession. When Georgia seceded, however, most Union County residents supported the Confederacy.

The county seat of Blairsville, incorpo-rated in 1835, was named for Frank Blair, a Washington, D.C. newspaper editor and a strong supporter of the Union Party. The first county courthouse, con-structed in 1835, burned in 1859 and was replaced by another that also burned in 1898. The courthouse that was rebuilt in 1899 would serve the county until 1976 when a new structure was built nearby and the old courthouse was donated to the Union County Historical Society.

In 1922, ground was broken on the county’s first paved road, from Cleveland, GA to the North Carolina border. The road was completed four years later, dur-ing which time the U.S. had purchased large amounts of land in the county and consolidated it into the Georgia National Forest. In 1937, these lands were given to the Chattahoochee National Forest. Today, this protected resource, along with Lake Nottely, created in the late 1940s, draws tens of thousands of visitors, mak-ing tourism a major local industry.

real estate market, which like most of the country, has been affected by the current recession. It is a true buyer’s market now, with mortgage rates at historical lows and many great deals to be had on both homes and land. These more affordable prices did give both home and lot sales a boost in 2009. According to data ob-tained from the Northeast Georgia Board of Realtors MLS, of the 317 homes sold in the county last year, 84% of them sold for less than $250,000 and 70% were $200,000 or less.

Homesites are also available at bargain prices. Improved lots can now be bought with underground power, water, DSL ser-vice and paved road frontage starting at less than $20,000. Properties of all types and sizes are available including acreage, creek and lake-front lots, gated commu-nities and golf course lots and, of course, more mountain view properties than you can dream of.

Homes are also available to suit every need from small rustic cabins starting at less than $100,000 to large luxury homes over

$1,000,000, but you certainly don’t have to be a millionaire to afford a nice home in Blairsville. The median price for homes sold last year was only $160,000.

To put it simply, there has not been a better time to buy real estate in Union County in many years given today’s low prices and huge selection of properties.

Homes in many communities run in the mid-$200,000s, and custom-built, luxury homes on pristine lots or in upscale communities are available for $500,000 and more. There are excellent investment opportunities available in all parts of the county. At the end of 2009, Union County had 637 active residential listings of which 474 were listed at $299,999 or less.

For those who want to try the area before they buy, there are several apart-ment communities in the Blairsville area offering affordable monthly rates for one-, two-, and three-bedroom homes. Ranges vary with amenities; one-bedrooms can start around $415, two-bedrooms range from around $350 to $550, three-bedroom apartments run from $390 to $700, and a four-bedroom apartment may run $550 per month. Miniature Magic in the Blue Ridge Mountains

queals of awe and delight just like these can be heard emanat- ing from the 8,000 square-foot

building behind Charles Griffin’s home in Blairsville. What’s going on in there is nothing short of magic for children of all ages, and further proof that fantasy can be found throughout beautiful Blairsville. Enter the home of Misty Mountain Model Railroad, a sure-fire must-see for any visitor to Blairsville. America’s largest, privately owned, O-gauge train display is an unrivaled, 4,000 square-foot model rail-road layout built amidst an unbelievably realistic replica of the town of Blairsville and the North Georgia Mountains. Set against the backdrop of a colorful mural of the surrounding countryside, this world-class display features 14 O-gauge Lionel trains traveling on a mile of track over 12 bridges and four trestles and through 15 tunnels. A fantasy this large needed the right place, the right space, and the master-minds to create it. The brainchild of Charles Griffin, Misty Mountain Model Railroad preserves his exciting childhood

memories when he spent hours playing with his Uncle Fred’s model trains. No doubt friends Ken Kluth and Don Morris, along with mural painter Jim Fleming, enjoyed similar boyhood experi-ences which led them all to devote 15 years of planning and construction, along with considerable personal funds, to their labor of love. The bench work (the area on which the display is built) is constructed of seven tons of lumber, sturdy enough to hold grown men walking around on it; the mountains and scenery are formed of 6,000 pounds of plaster. Beneath the layout are hidden trap doors for servicing the massive electrical array of wires that help run the trains and illuminate hun-dreds of buildings, signs, and streetlights. Approximately 380 pieces from Department 56 (brand of collectibles) are sprinkled throughout the display. No detail is overlooked, from the piles of sawdust around the logging mill to the Georgia Mountain Fair rides that twirl and blink, to the tiny townspeople who are waving, walking, and working, to the tiny pieces of trash around the town’s hobo camp! This attention to detail is what makes every scene so real, to the delight of adults as well as children. No amount of description can do this attraction justice; the “oohs” and “ahhs” and wide-eyed wonder on the faces of some 24,000 annual visitors say it all. For Charles Griffin, who originally intended this layout to be enjoyed by his children, his grandchildren, and their friends, there’s a simple joy he gets from it all: “It’s something to be enthused about, to have fun with…it keeps you active!” Additionally, every penny from tickets goes to local charities. “The day after Thanksgiving 2009, we raised more than $1,000 in three hours for our local library,” said Griffin. Come see this marvelous magical world for yourself ! The display is open January-April on Wednesdays and Saturdays and May-December on Wednesdays, Fridays, and Saturdays. ould it be the crisp, clean air that enables one to see ordinary things in a new and clearer way? Is it

the silence of a cool evening that enables one to “hear” the melodious music of the mountains? Is it the myriad of textures and colors that one finds in nature – the roughness of tree bark, the smoothness of a stream-washed stone, the brilliance of an autumn leaf – that inspires one to weave, whittle, brush, or blend them all together?

Whatever it may be, it brings out the best in Blairsville-Union County local and regional artists who employ a wide variety of artistic media to express themselves. For example, all types of paintings, drawings, mixed media pieces, sculpture, photography, and more grace the homes of Blairsville-Union County residents. Additionally, our area is home to many award-winning representational artists, including artist-in-residence Pat Aube Gray; kinetic sculptor Al Garnto; animal artist Carol Demme; and glassblower David Goldhagen.

Many other fine artists offer their talents and products to the community through decorative and functional items

Grindin’Grits in Georgia

nd there is no better place in Georgia to find real grits – meaning whole grain, stone-

ground grits (not those sold in chain grocery stores) – than inside Logan Turnpike Mill, a real circa 1916 grist mill featuring a 1926 Fairbanks Morse engine mounted on a buckboard wagon, just five miles south of Blairsville. Own-ers Cecilia and George Holland, both formerly employed in Atlanta at Na-tional Service Industries and Shepherd Spinal Center (respectively), wanted to return to their roots in North Georgia, so they bought the mill from their friend Becky Rogers in 1986, and happily con-tinue the tradition of educating people about the good nutrition and wonderful taste of freshly ground grains.

the true taSte of the South

Grits are the staple of the South, so every real Southern kitchen should be stocked with whole grain good-ness from Logan Turnpike Mill: whole wheat, corn, rye, and buckwheat flours,

What comes to mind when you think of the REAL South? How about: magnolias and mayo, farms and friendly folks, cornbread and countryside, greens, and of course… grits!

cornbread mixes, pancake mixes, and buttermilk biscuit mixes. What makes these products exceptionally good (and good for you!) is their stone grinding process which utilizes the whole grain, leaving nothing to waste.

“The flour available in supermarkets today is ground with high speed ham-mer or roller mills. It is then refined by removing the germ, bran, and essential oils. Then the flour is ‘whitened’ by aging or by adding bleaching agents such as potassium bromate. Finally, the flour is enriched by replacing a couple of nutrients,” Cecilia explains. “However, at Logan Turnpike Mill, nothing is removed. We also grind at a much lower temperature… keeping the grains cool does not destroy the heat-sensitive nutrients and makes for a much more flavorful and healthy product. We believe that eating freshly stone-ground whole grains is a much healthier alternative to the high-speed, ‘whitened,’ enriched flours!”

Demand for Logan Turnpike Mill’s products has grown steadily over the years, forcing the Hollands to expand to their second location on the banks of the scenic Nottely River on Hwy. 19/129 south of Blairsville. They opened their mill/store to the public in 1995, and their bakery’s best-selling product is their eight-grain “Ezekiel bread.” The store is open year round except for Easter, Thanksgiving, and Christmas.

Thanks to mail order and the In-ternet, Logan Turnpike Mill products are “cooking up” in kitchens in every one of the 50 states, as well as over-seas. Their products have appeared on The Food Network, and in both Southern Living and Martha Stew-art magazines, and of course, on the tables of the finest homes in Blairs-ville and Union County.Logan Turnpike MillU.S. 19/129 5 miles south of Blairsville GA at mile marker #8. located in or within a short driving distance

of Union County include North Georgia Technical College, based in Clarkesville, and Young Harris College in Young Harris.

North Georgia Technical College (NGTC) is the oldest technical college in Georgia. Students receive invaluable training and hands-on experience with high-tech equipment.

NGTC constantly reviews and raises its standards and has been awarded ac-creditation by the Commission on Colleges of the Southern Association of Colleges and Schools. NGTC recently signed articulation agreements with sev-eral local colleges including Young Harris College and North Georgia College and State University. These agreements pave the way for students to transfer credits from one institution to another or to get a jump start on an academic history.

North Georgia Technical College is a public, two-year technical college whose mission is to provide technical educa-tion, adult literacy education, continuing education, and business and industry training. These efforts improve the quality of life of individuals by preparing them

to succeed as literate and technically competent members of the workforce and by promoting the economic development of the Northeast Georgia region.

The college offers traditional, distance learning, and online courses that lead to a certificate, a diploma, or an associ-ate’s degree. In addition to the Blairsville campus, there are campuses located in Clarksville and Toccoa. 121 Meeks Ave., 706-439-6300

Nestled in Brasstown Valley, just a few miles northeast of Blairsville, Young Harris College recently transitioned from a small, two-year college to a four-year, baccalaureate degree-granting liberal arts college. Known for nurtur-ing students during the first two years of college, the private, United Methodist-affiliated institution received accredita-tion in 2008 from the Southern Associa-tion of Colleges and Schools to grant bachelor’s degrees, and Georgia’s former Secretary of State Cathy Cox became the college’s 21st president.

Young Harris College offers bachelor’s degrees in music, English, biology, and

business and public policy, with addi-tional majors being added each year.

While maintaining an impressive 12:1 student-to-faculty ratio, the college broke enrollment records for the third consecu-tive year in August 2009, enrolling nearly 700 students, with plans to increase enrollment to 1,200.

Young Harris College presents nu-merous concerts and recitals open to the community. The Campus Gate Art Gallery hosts a diverse lineup of exhibits each semester with opportunities to meet the artists. Theatre Young Harris annually presents a season of full-scale musicals, innovative dramas, and classic plays, and also provides performing arts education to thousands of local elementary students.

Featuring state-of-the-art projection technology in a 40-foot dome theater, the O. Union County has to offer busi-nesses, at www.ucda.net you will find detailed charts, graphs, and information about our location, transportation options, quality of life, workforce and training opportunities, the key industries that proudly call us their home, and incentives for you to set up shop in our area.

population & laborUnion County is a dynamic and grow-

ing county, evidenced by the fact that from 1990 to 2008, Union County’s population nearly doubled, primarily from in-migration. In 2008, the population was estimated to be 21,351, with projections that it will increase to 27,024 by 2015. The labor force, employ-ment, and personal income levels have also risen steadily over the past 20 years.

Union County’s experienced, capable, and 100% non-union labor force offers its employers strong and loyal work ethics as a foundation for success. In addition to Union County resident workers, county businesses attract workers from the sur-

rounding Georgia counties of Fannin, Lumpkin, Towns and White, as well as the North Carolina counties of Cherokee and Clay. Currently, this area’s labor force is estimated to be 169,875 and is expected to rise to 283,553 during the next 15 years.

The majority of the Union County labor pool ages 25-44 have a high school or GED education, and even some col-lege (such as a two-year degree) which may qualify them for good jobs with any of the county’s top employers.

several industries, enabling workers with a variety of experiences and skills to contrib-ute to the local economy. The majority of employers (66%) are in service-providing industries, while another 25% produce goods. In addition, hundreds of thousands of visitors to the county each year help support a robust tourism and hospitality sector of the local economy.

Expanding the Union County labor area to include the surrounding counties previously mentioned, the economic opportunities include other big non-manufacturing employers such as healthcare leaders Chestatee Regional Hospital, Chatuge Regional Hospital, and Fannin Regional Hospital, retail giant Walmart, education leaders North Georgia College and State University and Young Harris College, and others.

Blairsville, the county seat, is located in the lovely Nottely River valley in the North Georgia Mountains. A mere two-hour drive from Atlanta, GA, Chat-tanooga, TN, and Greenville, SC, our central location provides excellent access to Southeastern U.S. markets, interna-tional airports, and deep water ports.

Major Highways/Road Network The “Appalachian Developmen-

tal Highway Corridor A (GA 515)”, a four-lane divided highway built to near-interstate highway specs, brings newcomers and visitors alike to beauti-ful Blairsville from Atlanta, 114 miles south-southwest, or from any point in the area that connects to I-575 and into I-75. Highways serving Union County include: U.S. 19, 76, and 129, GA 2, 11, 60, 180, 325, 348, and 515.

taxeS and inCentiveSIn addition to our skilled workforce,

our accessibility to major commercial and transportation hubs, and our wonderful quality of life in Union County, our low-tax and pro-business environment also helps attract many new and expanding businesses. These factors offer companies significant long- and short-term op-erational advantages when compared to neighboring areas. An attractive package of incentives can facilitate company start-ups, relocations or expansions.

In 2008, Union County had the second lowest tax millage in Georgia. The combined millage rate (county + schools) is nearly half the state average and the county rate is less than half the state average. Union County’s fiscally conservative and effective local leader-ship is committed to low taxes..

For additional information on tax rates and comparisons as well as other county services information, please visit the Union County Government website: www.unioncountyga.gov/home.htm.

FreeportUnion County offers our businesses

100% Freeport. This means that raw materials, goods in process, and finished goods bound for out-of-state shipment that are held in factories and warehouses in Union County are 100% exempt from county ad valorem taxes.

IncentivesThe Union County Development

Authority offers incentives designed to compete for projects and also ensure that companies considering Union County as their home base have competitive advantages to launch successfully, and then maintain long-term operations. For example, Georgia offers at least a dozen financial incentives (tax credits, tax relief, exemptions, and bonuses) and Union County offers seven financial incentives that are listed in detail on the Union

County Development Authority website at www.ucda.net/taxes-incentives.

The Union County Development Authority’s partnerships with the Ten-nessee Valley Authority (TVA), Southeast Industrial Development Association (SEIDA), and Blue Ridge Mountain EMC gives us a competitive advantage in Georgia by making available ad-ditional low-cost financing and grant/loan packages to companies interested in bringing a business to Union County, funds that are not accessible to busi-nesses in other regions.

Long-term Incentives for Locating in Union County• Low cost of living • Low transportation costs • Excellent location, within a two-

hour drive of Atlanta, GA; Chatta-nooga, TN; and Greenville, SC

• Well-trained and disciplined work force • Low taxes • Excellent quality of life

id you know that, just outside of bustling Blairsville, there’s a unique community of diminu-

tive mountain folks living happily in the hills? Art Millican, Jr. knows these little folks well. He not only builds their houses for them, he also designs their whole villages!

These particular homes in Sleepy Hollow are selling well. They’re all hewn from “green” materials found naturally in the heart of the Blue Ridge Mountains, materials that others might consider “junk.” But what might be “trash” to you becomes a fairy’s Taj Mahal!

Suspend your disbelief and be enchanted when you enter the vil-lage of Sleepy Hollow. This special place is like no other in the county… or the country, for that matter. Sleepy Hollow is built from a cornucopia of recycled materials, Disney know-how and the whimsical imagination of this Peter Pan of Blairsville, the undisputed Mayor of Sleepy Hollow.

Art Millican devoted 15 years to Disney Studios as an artist and model

maker, and later consulted and de-signed displays for Dollywood, Michael Jackson’s Neverland Ranch, and many other commercial parks and real estate developments worldwide. He has had experience with nearly every type of creative technique needed to bring a concept to “3-D life.”

His fascination with fantasy contin-ues to flourish in his 2,500 square-foot woodworking studio where Art creates Sleepy Hollow fairy houses, both big and small, fairy doors, whirligigs, weath-er vanes, and hand-cranked wooden toys.

reCapturinG the inner fairY-Child in all of uS

Why would a grown man spend his life building and painting fairy houses and other items of fantasy and whimsy? Because Art is passionate about keeping the fantasy and magic alive in all of us.

“Today’s techno-tots do not know how to dream anymore,” says Art. “All they know how to do is push buttons in order to play with virtual, flat, two-di-mensional images emanating from their techno-toys. They don’t know how to use their hands to make anything.”

“So, in our Sleepy Hollow workshops, we teach kids to ‘stop growing up’ and to understand that ‘believing is seeing,’ rather than the other way around. We teach kids to see the extraordinary magic in ordinary stuff,” Art says.

This process of discovery delights “children” of all ages; many of Art’s customers are gardeners and grandpar-ents. Gardeners lean toward the brightly painted fairy homes that complement the color in their gardens, while Art prefers the “aged, earthy hues that blend into Nature.”

When you’re ready to reacquaint yourself with the fun and fantasy of your youth, visit Sleepy Hollow Enchanted Gardens and Store and choose a special home to welcome a special new “little friend” into your life!
