Dear Ranger Leaders and Friends,

We are looking forward to an amazing

Powwow and I trust your Outpost is expecting the

same. We have moved Powwow closer to our

outposts in the Western part of our district,

included more games and activities than ever, and

have several special surprises planned for you!

Our theme this year is “Why Not NOW?”,

encouraging us to explore what our personal

adventure with the Lord should look like. Our key

speaker is none other than Deputy District

Director, Ryan Beaty. Ryan is a dynamic speaker

that will capture your boys’ attention and impact

their hearts with a powerful message. Ryan has

been involved in Royal Rangers for 25 years,

earning his GMA and becoming a Wilderness

member in the FCF. Ryan has previously served

South Texas as Missions Coordinator, and from

2007-2010 he served as the Programs and Outreach

Coordinator for the national office.

Each year, Powwow is our largest

evangelical opportunity and we are expecting a

mighty move of God in the hearts and lives of our

young men. We request that you spend time in

prayer for the boys to receive what they need from

God during this camp. This year, praise and

worship group Prelude to Paradise will be

leading our services in worship and interacting

with our boys! Each morning we will also

prepare with a special prayer time that every

leader is asked to attend. The purpose of the

prayer time is to set the spiritual tone for the entire

weekend. It will include a 15 to 20 minute

devotion and prayer. Please make this activity a

priority! Additionally, we will maintain a 24

hour prayer tent and request volunteers to take

shifts to ensure the activities and services are

constantly covered in prayer. As always, our

main goal of Powwow is evangelism and spiritual

impact, therefore all evening services and

morning assemblies are required for both boys

and leaders.

We have made several important changes to

the scoring system for this year’s event and total

participation is key! There will be several events

which will require preparation prior to camp so I

encourage you to look for these throughout the

packet and begin preparations now. We will once

again host the Ranger Kids events on Saturday and

also hold a special VillageHouston offering

Saturday night so start fundraising with your boys

today!

The “Certification of Adult Church Worker

Form” must be filled out and signed by the Pastor

for every adult 18 years of age or older. Any adult

who does not have their Pastor’s signature will not

be able to attend the camp unless a supplemental

approval form or letter is brought. Our boys’

safety is paramount and we appreciate your

continued cooperation in this matter!

Each FCF member is requested and

expected to come to the evening services prepared

to act as altar workers as boys respond to the

leading of the Spirit. Prayerfully prepare for the

Lord to use you to lead young men to Christ!

Finally, all leaders and junior leaders

attending are invited to wear headgear representing

the highest training that they have received

(excludes campaign hats – Academy ball caps are

appropriate).

THE CROSSOVER CEREMONY

Dear Ranger Leader,

Everyday, a spiritual battle faces each and

every young man. Whether or not they realize it,

that battle is real and the stakes are eternal! Our

culture in America is not suited for a young man

looking to grow spiritually into the godly man the

Lord desires. Young men are bombarded with

issues at home and school and are constantly fed

messages by our society about what it takes to be

"a real man". In First Corinthians 13:11, Paul

writes, "When I was a child, I spoke as a child, I

understood as a child, I thought as a child; but

when I became a man, I put away childish things."

Unfortunately, our young men have no defined

"rite of passage" that separates the beginning of

their manhood either physically or spiritually.

With that need in mind, in 1998, the district

leadership team developed a ceremony that

introduced our young men to the correct approach

in crossing from a childlike mindset to accepting

the responsibilities and thought process of a godly

man. Since 1998, at each South Texas District

Powwow, we have conducted the "Crossover

Ceremony" for Expedition Rangers allowing them

at an appropriate time to "crossover" into godly

manhood. Each young man takes a definite step

with a host of witnesses who will be there to pray

for and encourage him as he takes a public step of

faith. Each participant will also be given a special

coin that will forever be a symbol of the crossing

over that took place. He will also have the

opportunity to partake with the staff in Holy

Communion reminding him of what Jesus has

already accomplished in his life.

The ceremony will be held Saturday night

after the evening service and altar call. The

ceremony is open to Expedition Rangers, leaders

and personal mentors that are able to attend. We

ask that all leaders make sure there is appropriate

supervision in their camps before they attend. This

is an opportunity as leaders to relate to our young

men and walk beside them as they journey into a

deeper adventure with Christ. How we approach

and treat them on this journey will have a great

impact on their walk and their success in

transitioning into a godly man. If you do not wish

for your young man to participate in this

memorable occasion or feel that he is not yet ready

spiritually for this commitment, please

communicate your decision to him ahead of time.

In the forms section, you will find an application

that each young man needs to have completed

before participating in the ceremony. Please have

this filled out prior to arriving to the camp and turn

it in at registration on Friday. We hope you are as

excited about sharing this opportunity with the

future men in South Texas as we are!

OVERALL PLAN

Upon arrival and after the outpost has

registered, outposts will be issued a campsite

number which will be pre-marked. If an outpost

requires a larger camping area, 2 or more

consecutive camp sites will be assigned as

necessary to fulfill the needs of each outpost.

A Powwow Information Booth will be

maintained at registration for coordination and

informational purposes. During registration, the

Outpost Coordinator/Senior Leader or other

designated leaders are responsible for turning in all

the required paperwork and paying the fees for

each camper before a campsite will be issued.

Please have all forms completed and ready for

submission prior to your arrival. This will keep

your time at registration as brief as possible.

SPECIAL POLICY NOTES TO LEADERS

CHARTERING: Due to the online chartering

process that is now in place, chartering will not be

available at the Powwow. Outposts and

individuals attending the Powwow who plan to

charter, need to do so before arriving at the event to

ensure they receive the chartered outpost discount.

Each year, an outpost will charter a certain number

of boys and leaders. At Powwow, outposts will

receive chartered discount pricing for boys and

leaders up to the number chartered for the current

year. Additional attendees will be charged the non-

chartered price.

PARTICIPATION: The Powwow is strictly for

Discovery, Adventure and Expedition Rangers as

well as male leaders from Royal Rangers outposts.

Pastors, outpost councilmen, dads, and other male

leaders from the church are welcome to attend, but

must be listed on the “2011 POWWOW

REGISTRATION FORM-ADULTS” in the forms

section. All adults attending must be listed and

approved via signature from an appropriate pastor or

designated church representative.

CONDUCT: There will be absolutely no tobacco,

alcohol, or illegal drug use or possession tolerated at

any time. The pond is off limits except when

specifically permitted and supervised by a Powwow

staff member during games and other activities. All

deer stands and feeders are also off limits. Please

make visitors aware of these guidelines. Leaders are

expected to monitor the behavior and location of

their group at all times. The Head Security Officer

and FCF “Old Timers” will also be patrolling the

area to ensure safety and to enforce the nightly

curfew. There will be a State Certified Peace

Officer available for any security situations that may

arise.

DAY PASSES: We are once again offering a day

pass option this year for those who want to come out

and spend the day Saturday. You will still be able to

participate in Powwow activities without having to

camp all weekend. Participants who register for a

day pass will still have their scores counted in

competitions, receive event patches, etc. Any adult

leader (18 or older) must have a Pastor’s

authorization before they will be issued a day pass.

Day passes for leaders, Discovery, Adventure and

Expedition Rangers are $15 for chartered

outposts and $18 for non-chartered outposts. If

you are not camping and your Outpost is not

providing food, please bring a sack lunch, as meals

will not be provided. Hours for day pass

participants are 10 a.m. until the conclusion of

the Saturday evening Crossover Ceremony.

RANGER KID ACTIVITIES: Ranger Kids and

their leaders will also find several activities

specifically designed for them on Saturday. While

Ranger Kids are encouraged to attend Saturday and

take part in all the age-appropriate activities, they

will not be able to stay at the Powwow site

overnight. Ranger Kids will be admitted for a $6

registration fee which will include one (1) 2011

Powwow patch and participation in the Ranger Kid

activities and services. Just like those purchasing a

day pass, if your Outpost is not camping and will

not be providing food, please bring a sack lunch

as meals will not be provided. Hours for Ranger

Kids are 10 am until immediately following the

Saturday evening service.

SEATING DURING ASSEMBLY: Permanent

seating will not be provided at the assembly. It is

advisable to bring a comfortable folding chair, lawn

chair, camp chair, etc. Come as an outpost and sit

together, as we will host outpost “team” games

during the assemblies, which will count toward your

outpost score.

ARRIVAL & DEPARTURE: Please do not plan

to arrive at the Powwow prior to 10:00 am Friday

morning. All outposts should plan to leave the area

no later than 2:00 pm Sunday afternoon. All

campsites will be inspected and approved by a

district staff member (or appointee) before your

outpost will be able to leave the property. We are

stewards of the land that the Lord has allowed us to

utilize and want to treat it as such.

PATROL/OUTPOST BANNERS: Please bring

your patrol flags to the Powwow and carry them to

all group meetings. We will have patrol flag judging

as an outpost competition. Patrol flags will be

judged during Sunday School by the Powwow staff.

LEAVING DURING CAMP: Boys will not be

able to leave the Powwow site until the conclusion

of the camp. In case of an emergency, notify a

Powwow staff member. If a leader plans to leave,

appoint another leader or adult in charge of your

group until you return.

PROVISIONS: Each outpost must provide its own

food, water containers, shelter, tools, and camp craft

items.

CAMPFIRES: Ground fires are not allowed at

outpost campsites during the duration of Powwow.

This includes Dutch/charcoal ovens on the ground.

Above ground charcoal grills or propane burning

stoves/grills are permissible. Additionally, “patio

fire pits” will be allowed as long as the base of the

fire is no less than 12” above the ground. These

rules will apply to the FCF campground as well.

The only exception will be the council fire during

the evening service.

EXCAVATIONS, TREE CUTTING AND

CLEAN UP: Do not cut or damage any standing

trees, bushes or other vegetation. Please clean up

your campsite before leaving and please plan to

carry waste back with you at the conclusion of

Powwow.

WATER: Water will be provided to fill containers.

Encourage your boys to bring and use canteens or

other portable water containers during the various

activities. Water stations will be setup but due to

waste and cleanliness issues, cups will not be

provided.

RESTROOMS/SHOWERS: Portable restrooms

will be set up strategically throughout the camp in

high-traffic areas. One restroom will be reserved for

ladies visiting the camp. Please respect this policy

and ensure that all facilities are kept clean and

proper behavior is exhibited near the restrooms.

Due to the primitive location of the camp, showers

will not be available.

DRESS: Boys and leaders are encouraged to wear

their outpost’s uniform (dress khaki, utility, special)

at morning assemblies. During meals and activities,

T-Shirts (Ranger shirts preferable) and jeans or long

pants are acceptable. Since weather in South Texas

is difficult to predict, prepare boys for warm, wet

and cool weather.

VISITORS: Ladies wishing to visit may do so

from 1:00-5:00 pm and at the Council fire services

(8 pm to close). During these hours, for the privacy

of the men and boys, we ask that ladies not enter

the general camping area at any time.

ASSEMBLY ATTENDANCE: Attendance at

evening Council Fire services is mandatory and will

be enforced. Because we are the boys’ examples,

we ask that leaders attend all the general events with

their boys. During evening services, there is no

need to keep a leader at the campsite as security will

be on patrol. The main purpose of Powwow is the

spiritual aspect that takes place during the evening

services and throughout the event between the boys

and leaders. Making sure you and your boys are at

the evening service will ensure the Holy Spirit has

the opportunity to move in each life.

FIREARMS AND FIREWORKS: WE DO NOT

PERMIT INDIVIDUALS TO BRING FIREARMS

INCLUDING CONCEALED HANDGUNS,

AMMUNITION OR FIREWORKS OF ANY KIND

TO POWWOW FOR ANY REASON.

There are three exceptions to this rule.

1) The designated State Certified Police Officer who

is head of the Powwow Security.

2) FCF Members displaying firearms at the FCF

Village and/or firearms to be used as part of an FCF

Outfit. Ammunition or black powder will not be

allowed at Powwow. All firearms used in pageants

shall be inspected by the FCF President or a member

designated by the President.

3) The land owners.

TOOLS/ELECTRONICS: Only hand tools

should be used to prepare your campsite once the

Powwow has begun Friday morning. Mowers and

all other power tools are prohibited for safety

reasons.

No double-bit axes are allowed at the Powwow.

No electronic games or other devices are allowed.

Let’s enjoy God’s creation!

VEHICLES: Vehicles and gear trailers are not to

be left in the camping area. After arriving, you

have a maximum of two (2) hours to remove all

vehicles and trailers and park them only in the

designated parking area. Security will enforce

the time limits and parking locations. No vehicles

are to be driven during the camp (for safety reasons).

Exceptions include emergency and staff vehicles.

Any other exceptions must be approved by the

district director and all designated vehicles must

display a necessary staff window placard.

CAMPSITES: Campsites will be assigned at the

time of registration. All age groups will camp in one

area as an outpost and be scored together. You are

encouraged to continue to camp by age groups

(Discovery Rangers, Adventure Rangers, and

Expedition Rangers) within the Outpost campsite

and promote the patrol system as much as possible.

Campsite boundaries are not required.

FCF ACTIVITIES

The FCF Village will be open for viewing and

demonstrations Saturday morning. Those camping

in the FCF Village will be displaying FCF trades,

items and other skills for the enjoyment of the boys

at the camp. All new members that completed

their FCF requirements and attended the 2011

Frontier Adventure in March will be able to

participate in the “Call Out” recognizing them at

the Friday evening assembly. Again, all FCF

members are being asked to support the altar

services at the conclusion of the program each

night and be prepared in advance to act as altar

workers.

AWARDS

DISTRICT DIRECTOR’S AWARD (NEW!):

The Outpost with the best overall composite score will receive a traveling plaque which will be kept for

one year to display at the Outpost between Powwows. The receiving outpost is to return the award the

following year so that it can be awarded once again. Boys will earn points for participation in all facets of the

camp. We will begin giving away points at the first general assembly and will continue until Sunday morning

through Sunday School. In addition to points given for boys who win games and challenges individually, and

in addition to outposts who win games and challenges as a team, district and Powwow staff will be randomly

awarding points throughout camp whenever they observe a Ranger exhibiting specific points of the Ranger

Code. Therefore, when a boy is seen making a great effort, a skillful play at a game, displays a high level of

integrity or is seen praying with another boy, etc. a staff member, at his discretion, may ask the Ranger his

outpost number to assign points (make sure your boys know their outpost number).

BEST PATROL FLAG: There will be outpost

ribbons and point awards for the best patrol flags in

the Discovery, Adventure and Expedition Ranger

categories.

BIBLE COMPETITION: Significant individual

prizes will be awarded to the top 3 winners in each

age group. Placing will count towards the District

Director’s Award. Tests for each age group will

cover the book of 1 Samuel.

GAMES: Several games and all tournaments will

have ribbons for 1st place. Placing will count

towards the District Director’s Award. All games

will require volunteers to run. The list of games

is tentative and can only be accomplished with

the help of men from your outpost. Please do

not wait until Powwow to volunteer for a game.

Points will be awarded for 1st, 2nd, and 3rd place in

each age category, as well as for men who

volunteer. Leaders who serve at least 2 hours will

also receive a 2011 Powwow hat for their service.

ALL POWWOW COMPETITIONS

THE ONE LIGHT: Can you out-quiet the

mouse? Can you out-wit the fox? Do the

insurmountable odds of an impossible mission get

your blood pumping? After the hot coals of the

Friday evening’s council fire begin to fade into the

night, you and all your fellow campers will battle

an elite force of light wielding Ranger leaders.

Your mission, should you choose to accept it, is to

remain undetected and evade capture while

traversing the treacherous terrain surrounding “The

One Light.” This mission will require your

sharpest eye, your keenest teamwork, your slowest

crawl and your fastest dash to escape the clutches

of the powerhouse known as… THE POWWOW

STAFF. All will try, most will fail, few will

succeed, but those who do will reap the benefit of

Outpost points in the battle for true Powwow

bragging rights. See the “Powwow Official Game

Rules” section for more details.

KINGDOM QUEST: When a boy becomes a

man he must choose to either follow the path of

good or evil. Courage, wit, and prowess will

determine who ultimately triumphs over all. Join

forces with other outposts as your “kingdom”

squares off with the best of South Texas in this

epic battlefield strategy. Capture prisoners and

convert foe to friend, bringing freedom and

salvation to the evil and the lost as you battle to

discover the truth. Are you king or are you just a

pawn? Kings lay claim to mounds of outpost points

for the title of “Powwow 2011 Grand Champion”.

INDIVIDUAL COMPETITIONS

There are several new individual competitions this year that play into the District Director’s Award points.

See below for a list of individual games and competitions.

BIBLE COMPETITION: Conducted Saturday

during the team competition time. Each age group

will take a test that is approximately 20 questions.

This will be a paper and pencil test. All materials

will be furnished. Answers from the NIV are

preferred, but the KJV, NKJV, etc. will also be

helpful. The test is open-Bible and boys are

encouraged to bring their Bible as an aid. In the

BB GUN COMPETITION: A sport for those with a keen eye and steady hand. Only the truly skillful will excel in this civilized sport. It requires

as much skill, according to world renowned BB gun authority “Daisy” to handle a BB gun on a 5m range as it does to shoot a .22 on a 50 yard range. Rangers who place in the top 3 of each age group – including leaders’ division, will have points awarded to their respective outpost for their prowess in shooting skills. The BB Gun Shoot will be held on a typical 5m range following NRA rules. For more information on this and other shooting sports events at Powwow including small bore rifle, shotgun, and archery, please visit the

district website!

VIDEO GAME TOURNAMENT: Come help us crown the virtual champion among us! The all time conqueror will be determined as you click your way to victory. Do you have what it takes or are you ready to taste defeat at the hands of…a Ranger leader? This tournament will be run by a 3rd party in an air-conditioned trailer capable of supporting 16 players at once. The cost to enter this tournament is $5. The tournament game will be announced at Powwow.

COOKING COMPETITION: This competition falls into the Rangers life skills category. During Powwow, we will have Rangers demonstrate their culinary skills as they cook a pancake on a griddle. The batter and stove will be provided and prepared in advance. Boys will just need to pour and flip. Points will be awarded by a judge after visual inspection of the pancake, including size, thickness, shape, color, flipping style and effectiveness (extra points for air time), and “doneness”, according to the judge’s discretion.

Boys will be allowed to cook and eat one pancake when the cooking is finished. Bon Appétit!

GPS / GEO CACHING: Rangers participating in this event will use GPS devices to find specific objects pre-plotted on district GPS devices. Boys will earn points for correctly reporting which object they find at each point. Objects will

increase in difficulty as the course continues. We

will rely on integrity in your Rangers for this

event, as boys should not disclose the items or

locations to other boys after they have been

discovered, nor should they move or hide the

objects on the course.

OBSTACLE COURSE: Are you agile? Quick? How’s your balance? This timed obstacle course will pit you, Ranger vs. Ranger, to determine the undisputed strongest and fastest. Points will be awarded to the top 3 finishers in each group.

PAPER AIRPLANE COMPETITION: For the future aeronautical engineers, as well as those class clowns in your group, this competition will be a blast. Rangers will construct a paper airplane from

a sheet of white copy paper and paperclips which will serve as weights for the airplane. All materials will be provided. Points will be awarded for different divisions including: furthest distance (linear distance from starting line), longest air time (total time aloft), and design (best looking at judge’s discretion).

PHOTOGRAPHY SCAVENGER HUNT: Find listed objects throughout camp, take a picture, and submit them to the registration desk by Saturday night (Before general assembly) to receive points

for objects found.

BURIED TREASURE SEARCH: Discover the secrets of the deep while using a metal detector to search for buried money! Finders, keepers, and points for every coin found! This will be a timed event with instruction/assistance to introduce boys to this hobby. Boys will be allowed 1 “turn” at the machine.

OUTPOST COMPETITIONS

CARDBOARD BOAT REGATTA: This

cardboard boat race will begin at the outpost as you

construct your cardboard boat. Bring it with you to

Powwow and be ready to have some fun (and get a

little wet)! The 3 fastest boat teams in each age

group get points awarded to their outpost score. See

the Powwow packet game rules section for details!

PATROL FLAG JUDGING: Conducted at the

assembly area Sunday morning during Sunday

School, the flags will be judged by age group.

Judging will be on the basis of originality, quality,

effort expended, and appropriateness. There will be

an outpost ribbon given for the best flag from each

age group.

UNIFORM INSPECTION: Conducted at Saturday

morning assembly. There will be separate scores for

Discovery, Adventure, and Expedition Ranger

groups. Each outpost will be judged and awarded

points based on proper uniforms as defined in the

latest Royal Ranger handbook including utility,

dress khaki, special, etc. The goal is uniformity

among the outpost. More possible points will be

available for outposts with utility and dress khaki

uniforms due to the exact specifications for those

styles of uniform; however, participation points will

be significant enough to encourage outposts wearing

an “Outpost T-shirt and jeans” (special uniform). A

uniform of any kind is highly encouraged as it helps

to build a sense of unity and team spirit amongst

your Rangers. NOTE: Presence of headgear and

patrol flags will be considered as a part of the

inspection.

GENERAL ASSEMBLY GAMES: We will play

short games during the gathering time of general

assembly to get everyone in the mood to have some

fun and worship the Lord! Points will be awarded

for the winning outposts (or representatives).

TEAM COMPETITIONS

Team competitions will allow for cross-Outpost or single outpost teams to compete against each other during

this year’s Powwow. There will be some cross-outpost team games available which will not count toward the

Outpost score. These “pickup” games will be similar to games we’ve played in the past (Gladiator, Human

Foosball, Circular Tug of War, Push Car Races, etc.).

6-vs.-6 FOOTBALL: Are you ready for some

FOOTBALL? Specifically designed rules by a 7-

on-7 referee will be used to hold a tournament of

champions on Saturday. Outposts are encouraged

to form teams and review the 6 vs. 6 football

section of the Powwow packet game rules section

for details. “Pick-Up” teams will be available for

players without a complete team. “Pick-Up” team

sign up will take place at the registration table on

Friday night. All football teams must be signed up

by Friday night in order to participate. The

winning team will have bragging rights and points

toward each player’s respective outpost.

PAINTBALL: Are your dreams dominated by

excursions of Navy Seals, Black Berets, and Army

Rangers? This one’s for you. A paintball

tournament will be held and professionally

facilitated on site. See the paintball section of the

Powwow packet game rules section for details!

Teams may consist of single or cross-outpost

members. The winning team will have points

awarded to the outposts represented.

Ranger Leaders,

This year’s Powwow “Why Not NOW?” will prove to be new and exciting. We’ve worked to create an

environment that is full of diverse adventure and backed by God. These kids (and adults!) will have the time

of their life this year! They won’t stop talking about Powwow for weeks, but we need your support to make it

all happen. We need your prayer, we need your Rangers, and we need volunteers.

We believe we’ve provided South Texas with a huge value, games and God galore! For only $30, a

chartered Ranger will receive event registration, an opportunity to participate in camp games and

competitions, take away (2) striking patches; a regular patch for their dress khaki uniform or awards vest, and

new this year, a Velcro backed patch for their utility uniform! We also have good old fashion fun as well as

premium events for a small fee (to help cover the significant costs of these types of events). We have a

widespread, diverse range of competition, including athletic, wit and wisdom, skill, Bible testing, etc. We will

also have a computer bash fundraiser that you and your boys are sure to have a great time with! Your Rangers

will find something here that excites them! I know I get excited just thinking about it!

We also have an exciting, dynamic speaker with extensive experience in the Ranger ministry and a

professional Christian band (Prelude to Paradise/P2P) who will skillfully usher us into the throne room of

worship and invite the Holy Spirit to speak into the minds, hearts, and souls of you and your Rangers. This is

the Powwow you don’t want to miss! I hope to see you all in April!

South Texas District Royal Rangers Event Permission

2011 Powwow Games Official Rules (subject to change upon discretion of judges/staff)

The One Light The object of the game is to reach the center of the playing field undetected. Points will be awarded to each outposts’ score for every Ranger who reaches the center of play and places his ticket into the bucket. Supplies Boys: Themselves Camp Staff: Flashlight, Tickets Score Keeper: Handheld foghorn, stopwatch, lantern on lamp stand for constant light source.

Execution

Game to be played after nightfall. Rangers start on perimeter of playing field, grouped in outposts or spread out as determined by

their strategy. Each outposts’ leaders will distribute 1 ticket per Ranger outside the perimeter. Score keeper starts timer and blows foghorn, game will be played for a predetermined length of

time depending on the schedule. Upon hearing the foghorn, Rangers will attempt to reach the center of field (marked by the

Score Keeper’s light source) without being “spotted”. Camp staff will remain inside the playing field armed with flashlights. Camp staff will “spot”

detected Rangers by flashing their flashlight beam at them. Rangers “spotted” must give up their ticket and return to the outside of the perimeter to get another ticket from their leader to try again.

Outpost leaders without tickets will police inside of playing field to take tickets and escort spotted Rangers to the perimeter while ensuring integrity is maintained.

Rangers who make it to the center of the field without being “spotted” will have points awarded to their outpost score. Rangers will deposit their ticket (with their outpost number on it) into the bucket. Anyone who collides with the lamp stand, knocks it over etc. will suffer a 500 point loss for their outpost score.

Outpost leaders who assist as referees in the game will have points awarded to their outpost score.

Kingdom Quest

The object of the game is to capture the members of the opposing Kingdoms and ultimately take over the entire playing field. Supplies per Kingdom: Flags with 10’ poles 1 unique color Prisoner marker 1 sharpie pen per Kingdom to mark armband Sacks of Flour 3- 5# sacks per Kingdom Scotch Tape 2 roll per Kingdom Kleenexes 3 large boxes per Kingdom – split 2-ply into 1-ply Arm bands 2 roll surveyor’s tape per Kingdom to match the flag color (as best we can) Whistle one for each Kingdom – communication Air horns (hand) one for each referee Prison area marker 1 piece of surveyor’s tape 30 feet long with 4 nails to mark the ground. Can be placed

anywhere in the Kingdom and can be any shape

Ammunition is made by placing about 1 tablespoon of flour in the center of a single-ply tissue, fold into a pouch and use scotch tape or twist to secure around pouch. The first rain after the event will return everything except the scotch tape to nature. – You will need a bunch!

The object of the game is to capture all of the opposing Kingdoms personnel. Capturing the King or their flag does not eliminate the Kingdom.

No arranged alliances between Kingdoms are permitted.

No personal defensive devices may be used (shields, hand carried brush / sticks etc.

Leaders can be in charge of strategy; they should be used as field commanders – directing the attack and defense patrols. A commander with a watch must be the prison guard. They cannot be captured

Execution Break Powwow into 6 Kingdoms. Try to keep Outposts together – All adults participate

Have each Kingdom move together in the assembly area and plant their flag

Staff will referee and be clearly identified

Each Kingdom to select King – Ranger Leader – give 5 minutes. The King’s function is purely as a communication focal point for staff and a facilitator for their Kingdoms operations.

The Kings will come to the briefing and receive their orders (rules) and draw for Kingdom Area.

The Kingdoms will go to their respective areas and have 30 minutes to set their strategy, to make ammunition, set up their prison, post colors, distribute armbands etc

The supplies can be pre-located at the Kingdom areas or at the assembly area and the kingdom warriors carries them to their part of the playing field.

When another Kingdom member is hit with flour ball he is captured and is escorted to the prison where he must wait for 10 minutes – One person can escort several prisoners

The prisoner must surrender all of his ammunition to the team that has captured him

Ammunition that is on the ground and still has powder is live, it can be picked up and used by anyone

If rescued by his kingdom by being tagged by his free kingdom member, the prisoner resumes play with his original Kingdom, If not rescued after 10 minutes he takes the colors of the Kingdom that captured him and plays as a member of that team.

The King will appoint a neutral jailer (must be a commander). When a prisoner is brought in he marks the time the prisoner is to be released to become a member the capturing Kingdom on the captured individual’s armband. The jailer cannot be captured. He issues a new armband (capturing teams color) to prisoners not rescued.

No personal defensive devices may be used (shields, hand carried brush / sticks etc.)

When a Kingdom is overcome by capturing all of the Kingdom’s people, the capturing Kingdom gets their supplies and flag.

Points will be awarded to each outpost’s total score for every boat entered into the Regatta (extra points for spirit décor). Additional points awarded by age group for placement according to time. Each age group will have 1st, 2nd, and 3rd place points awarded to the outpost represented by the crew of the winning boats. Supplies Supplies include 1 complete (ready to race) boat constructed solely of cardboard, adhesives, and paint, including a method to propel (manually) and steer the boat. Bathing suit and shirt – be ready to get wet! Lifejackets will be provided. Judges will need a stopwatch and a clipboard or notebook for timekeeping in each age group.

Execution Outposts will construct and decorate boats to bring to Powwow according to the following

guidelines: Boats will be constructed primarily of cardboard Adhesives (tape, glue) may be used, but not fasteners (screws, staples, nails, etc) Boats may be painted A method of propulsion and steering must also be constructed of cardboard, with the

exception of a dowel or pipe used as a handle. (Cardboard wrapped around a paddle is prohibited).

A crew of 2 Rangers will race in heats of 2 boats. The 3 fastest times for each age group will earn camp points. Boats must remain afloat to receive a finish time.

Points given for most valiant sinking at judges’ discretion. The same boat may be raced several times, but each Ranger may only race once. Intentional tipping of opponent’s boat will not be tolerated.

6 Man Football Rules

Teams: Each team should be comprised of 6 players and teams should be comprised of Discovery,

Adventure, and Expedition Rangers. There can be no more that 3 Expedition Rangers on a team and only 2

Expedition Rangers can be on the field at a time. Every boy on the team must play a minimum of 12 plays

during the course of any game. No one player may play quarterback for more than 3 consecutive downs and

may not return to the quarterback position until 3 more downs have been played.

(This is so every boy who dreams of being Tom Brady gets a chance, so please let them).

Teams may field with any number of Discovery and Adventure Rangers.

The Field: Length: 45Yds

Width: 40Yds

End zone 10Yds Deep

The Game: The game will consist of two 15 min halves with a running clock (no timeouts except in case of injury

and all games will take a time out at that time). There will be a 5 minute half time. Time is started by the

sound of a horn and will stop by the same sound, if a play has already started before the end of the 15min

time period, the referee should wait till after the end of the play to sound the cease play horn (to keep from

confusing players).

Team to get the ball first will be decided by a coin toss, team that wins the toss will get the ball first,

and the team that does not win the toss will start the second half with the ball.

Teams need to wear the same color T-shirt, and must wear them tucked in. This is not a shirts and

skins game you must have a shirt on to participate. In the event two teams facing each other have the same

color shirt, or one of the teams does not have the same color shirt for all boys, one team will be given

reflective safety vests to wear over their shirts. Cleats or sandals are NOT permitted for this event any

player wearing them will not be allowed to continue to play until his shoes have been changed. The Referee is the official score keeper and will announce the score at the start of each series.

Offense: All offensive series will start at the 45 yd line. The offense must have 3 players on the line of

scrimmage at the start of each play. (The center and two receivers)

The offense will have 3 downs to gain a 15yrd mark to obtain a new 1st down. Once the offense has

advanced the ball inside the 15yd line they will then have 4 downs to score.

The ball must be snapped by a center through his legs to a quarterback. The center is an eligible

receiver and may catch the ball on any play! You may have one running play per 3 downs each first down constitutes a new set of 3 downs. In

order to run the ball you must have no less than two exchanges of the ball, i.e. the center snaps the ball to the

quarterback (one exchange) the quarterback hands the ball to the runner (two exchanges). A muffed snap is

NOT a fumble, however a bad hand off is. In the event of a fumble the ball is immediately considered down

at that spot and the offense retains possession, unless the ball is fumbled behind the 45 yd line and then it is a

safety. The ball may be handed backwards or sideways, but not forward. Penalty is dead ball loss of down.

All passes may travel in any direction but must travel at least 1 yd through the air. If a pass is thrown

backwards and is not caught it is considered a fumble and is down at that spot. When in doubt if the pass

was backwards or not, the referee will assume it is forward and will be incomplete.

Once the ball is snapped the quarterback will be given 4 seconds to “get rid of the ball” (pass or hand

off). If the QB takes more than 4 seconds the play will be allowed to continue, the referee will signal 4

seconds and will be considered a sack for no gain and loss of down, unless the defense intercepts the ball and

then there will be a change of possession.

Defense is allowed to rush. The quarterback may NOT run if he is rushed he must pass or handoff

the ball.

THIS IS A NON-CONTACT GAME! NO BLOCKING OR

SCREENING FOR BALL CARRIER IS ALLOWED!!!

Moving the ball: The ball will be placed at the 45yd line to start all possessions. The team has 3 downs to gain 15yds

or more to obtain a new set of downs. If the offense has not gained a 15yd mark after 3 downs it is a

turnover and the opposing team takes over possession at the 45yd line. Referee will provide down marker

for consistency and safe play. The center is responsible for re-setting the ball after each play the official will

help with the accuracy of the spot.

THIS IS A NON CONTACT GAME NO BLOCKING,

CHUCKING OR SCREENING

Defense: 6 Players on defense, one may rush the quarterback on 1st and 3rd downs only. In order to down a

player you may touch them with one or both hands anywhere on the body below the neck, any touches above

the neck will be constituted as a personal foul at the referee’s discretion and will result in a 5yd penalty and

automatic 1st down.

If the defense sacks the QB behind the 45 yd line, it will result in a 2pt safety for the defensive team.

And like all other forms of football the defensive team then gains possession of the ball at the 45yd line.

If the defense intercepts the ball it is returnable for a touchdown. If any player blocks or screens for the

interceptor the ball will be declared dead but the defensive team retains possession at the 45yd line 1st down.

If the player successfully crosses the 45 yd line it is a touch down and a PAT should be tried.

SPECIAL RULES TO REMEMBER

1. No blocking. No screening. All defensive players must stop and allow full access to a player

who has intercepted the ball.

2. Receiver/ball carrier is legally down when touched below the neck with one or both hands.

(Excessive force by shoving, pushing, or striking a blow will be penalized with a 5 yd penalty

added to the end of the run and an automatic 1st down. Player committing the foul may be

ejected from play for rest of camp.)

3. Fumbles are dead balls at the spot of the fumble with the last team possessing the ball retaining

possession. A muffed snap is not a fumble and the 4.0 sec rule is still in effect.

4. The QB has 4 sec to pass or hand off the ball. If he hands off the ball and you have already used

your run for that series the 4 sec count continues to run.

5. Each team will have 25 seconds to snap the ball from the time the whistle is blown for ready to

play, delay of game penalty is 5yds. If the ball is at the 45 it will be a loss of down.

6.Defensive pass interference will be spot foul or 10 yards which ever comes first, automatic first

down.

7.Responsibility to avoid contact rests with the defense. No chucking, bumping or grabbing the

receiver. These result in a 5yd penalty added to the end of the play.

8.Offensive pass interference is a 10yd penalty. If ball is at the 45 yd line it is a loss of down.

9.Offensive team is responsible for retrieving and returning the ball to the spot for the next down.

10. The ball must be snapped between the centers legs.

11. No taunting or trash talk will be tolerated. 5 yd Penalty. (Ejection at the referee’s discretion)

12. Four down territory occurs once the ball has moved inside the 15 yd line.

13. A first down is gained when a team passes any of the 15 yd marks ( so a team could end up with

a 1st and 1yd to go if they gain 29 yds on a play from the 45).

14. Fighting, any participant fighting will be expelled from play and sent to camp commander for

further discipline.

15. Any dead ball foul against the defense but will still allow the defense to retain possession will

result in their team starting with a loss of down, i.e. taunting after the offense fails to gain 1st

down on a 3rd

down try results in 2nd

down and 15 at the 45yd line for the team that was on

defense.

Overtime Rules:

If at the end of regulation the score is tied. The first possession will be decided by a coin flip. Winner of the

toss decides who is on offense first. Teams will alternate 4 down series from the 15 yard line. A winner is

decided when one team outscores the other during its possession (for example both teams score a TD but one

stops the extra point, or the first team gets an extra point, but the second successfully gets 2). If 2 or more

overtimes are needed each team must try for two points on the conversion attempts.

Injuries: If a player is injured during play the referee will begin to sharply blast his whistle repeatedly to

gain the attention of the official time keeper. All players are to move away from injured player and take a

knee so that medical staff can attend to him.

Scoring:

Touchdown 6pts

Point after attempts 1pt from the 3yd line, 2pts from the 10yd line

Safety 2 pts and Possession of ball

Teams that score will be asked if they want to go for one or two once that decision is made it is final and the

ball will be marked ready for play.

PAINTBALL GENERAL INFORMATION

Registration and the first 200 paintballs will be $15.00 per player.

The Tournament is an additional $5.00 (to cover trophies).

Each boy will have to keep track of his paintballs as he comes and goes on the field. He will be given a zip-lock baggie to do this.

Additional paintballs will be for sale at the field for $8.00 for a bag of 200.

Do not pick up paintballs off the ground. It causes the guns/markers to jam.

Unused paint can be given to another boy as long as an official is told.

Paintball will be played all day.

The 5 on 5 tournament will be as long as it needs to be to complete.

As soon as the tournament is over we go back to open play.

You may bring markers/paintball guns from home but they must be checked in (for us to keep while you are at Powwow) when you arrive at camp.

Do not bring your own paint.

We are looking for markers/paintball guns to borrow for the boys to use.

You may bring your own mask and keep it with you.

No markers/guns, CO2 or compressed air is allowed in the camp sites.

RULES AND SAFETY

- Obey the referee. Do not argue with him. The final call is his. Remember, he is there for YOUR safety.

- Referees are under no circumstances to be hit.

- During a game, masks are to be worn at all times by all persons on the playing field and never removed for any reason. If you remove it, reach under it or move it in any way you will be removed from Paintball for the day. No reimbursement of funds.

- No physical interaction whatsoever is allowed between players.

- Barrel socks must be on the gun barrels at all times that you are not engaged in a game. - No shooting in the staging area, except for and only at target range. If you ABSOLUTELY MUST dry fire –

always point your gun at the ground to do so. - Do not shoot someone at ranges less than 20 feet. If you shoot a player, and he is hit, QUIT SHOOTING!!!

Excessive shooting WILL cause you to be ejected from the game. - If a player holds his gun with both hands stretched out over his head, no one is to shoot at the player. This

movement is only allowed if the player is eliminated, or in a case of emergency. - If you are hit, put your barrel sock on your gun and exit the playing field quickly. A barrel sock on a gun

indicates they are “OUT” for that game. Once the sock is on, you are out.

- An eliminated player cannot shoot while walking out of the field, nor is he to be shot at.

- If you become injured, notify a referee immediately. He will assist you and see that appropriate medical aid is summoned.

- Remember, it’s a game – always keep your sense of humor and be a good sport. - No profanity is allowed (on the field or in the staging area). - Make sure your personal effects and paintball gear are secure, WE ARE NOT RESPONSIBLE FOR LOST OR

STOLEN ITEMS. - Paintball can be a physically demanding sport. Know your physical limitations. - You can get hurt out here if you take your goggles off or run where you aren’t looking – the point is: BE

CAREFUL!!! - Treat every marker as if it were loaded. - Never point the marker at anything you don’t wish to shoot. - Keep the marker on safe until ready to shoot. - Keep the barrel sock on the marker’s nozzle when not shooting. - Always remove gas source before disassembly. - Store the marker unloaded and de-gassed in a locked place. - Follow warnings listed on gas source for handling and storage. - Never use ammunition other than .68 caliber paintballs. - Always wear eye, face, and ear protection designed specifically to stop paintballs. - Never shoot a person who is not wearing proper protection. - Always measure your marker’s velocity before playing paintball.

- Never shoot at velocities in excess of 300 feet per second.

- Paint markers/guns must have a barrel sock at all times, except while on the playing field. In case your gun has CO2 leakage, avoid coming into contact with the gas. CO2 has a freezing temperature (-76 C°) and this may cause local chills on the skin. If your gun is leaking, put it aside and call the referee.

- Always be prepared for your paint gun to malfunction. Bring spare parts and tools with you to the playing field. The main tools that you should have are: a pair of pliers, a set of Allen wrenches, screw drivers and a small crescent wrench.

- The most important thing about playing paintball is to clean your equipment after every game. It is important to have all your equipment working at its peak performance from your goggles to your paint gun. Always, after a day of paintball, break down your paint gun. Clean it completely and lubricate it before you put it away. That way it will be ready to go the next time you want to play.

PAINTBALL TOURNAMENT INFORMATION

The game will be on a set field roped off with caution tape. The game will be a capture the flag game. We will have a flag at each end of the field in a set base location. You must cross the field and pick up the flag and return it to your side to win the game without getting marked. If you are marked before the flag gets to your base you must return the flag to the original flag location (base). You cannot hand off the flag to another team member after you are tagged. You cannot move the flag unless you are taking it to your side of the field for the win. The captured flag must be taken to the location where your base is. Winners will be determined by points. 10 points for getting the flag and 1 point for each player you knock out. The game is timed and not over when the flag is captured. When it is captured and there is still time left all tagged players are back in and the game starts again. You play for 30 minutes each game. Point totals will determine 1

st, 2

nd and 3

rd place.

Tournament Rules

1. A minimum of one person is designated as the Referee for each Paintball game. The Referee will be the one who starts the game, stops the game for paint checks, decides the issues that may arise and who ends the game. The Referee should have an air horn for signaling the start, stopping and ending of the game. As with all games, it does not pay to contradict the decisions of the referee, decisions by referees and judges are final and unarguable.

2. A player is out of the game if he is hit by a paintball and it breaks on him, this includes his clothing, gun or equipment. It doesn't matter whether the player is shot by an opposing player or a teammate (friendly fire). When a player is marked he is to immediately call himself "OUT". He must then hold their gun over their head, continue to call out "OUT" and leave the playing field by the shortest and safest route.

3. A player is not considered out of the game if he is struck by a paintball and it does not break. A player is not considered out of the game if he is struck by a splatter from a paintball. Splatter is considered to be the spray or fragments from a paintball that has broken on an object such as a tree, bush or rock etc., close to the player. If a player calls themselves "OUT" because they think that they have been hit by a paintball, he is immediately out of the game and must leave the playing field by the shortest and safest route. Even if the player discovers that they were not hit, after they make the call, they are out, and must leave the playing field at once.

4. If two or more players mark each other simultaneously, all must be eliminated. A referee will decide who is to be eliminated when two or more players are marked

5. If there is question as to whether a player has been marked, call for a "Paint Check", that's what the referee is for. When a Paint Check is called the air horn is blown and the game comes to a stop, all players remain where they are at until the referee clears the problem and re-starts the game by blowing the air horn. Note also that during a Paint Check all players remain where they are when the Paint Check was called and by leaving that position during a Paint Check they can be called out by the referee or by a player reporting their movement to the referee.

6. The games will be 30 minutes long. The Referee will be the one who keeps track of the time. If no one captures the flag the winner is determined by the number of players out. A rest period of 15 minutes. between each game will be observed.

7. Only one player is permitted to guard the flag at the station. The flag cannot be moved except by the opposing team when captured.

8. A player is not allowed to move the barricades.

9. No "Dead Man Walking - DMW" is allowed. DMW is when a player, although not hit, walks alongside players who got shot and are walking out of the game field.

10. "Dead Man Silent" is when a player gets hit and walks out of the field. During this walk he is not allowed to speak except to say out. A marked player is to walk out of the field and to report immediately to the referee. The marked player is also not allowed to signal the location of the opposing players.

11. All paintballs used at the tournament must be purchased from the referees between games. No carry-on paintballs allowed.

12. Paintballs purchased cannot be returned.

13. Every team has a captain. Captains will receive any final instructions and written notice of rules changes. After the game, captains of both teams attend the calculation of the points done by the referee.

14. Team captains have to waive to the referee, in order for the game to begin. The referee blows the whistle and the game commences officially.

15. During the playing of a game, any player caught outside of the boundaries is out of the current game and is to leave the play field area at once. Any and all shots fired from outside the Boundaries do not count. No leaving and returning to the playing field during a game. Once you are outside the boundaries you are out of the game. Only the game players and the Referee(s) are allowed on the playing field during the playing of a game. If an unauthorized person enters the playing field the game is to come to an immediate stop until that person leaves the playing field.

16. If you wipe off a hit without calling yourself “OUT” you will be disqualified from the game and the opposing team will get 2 points.
