This plan is designed to meet the City of Unley's: City Plan; Corporate Plan; Strategic Management Plan, Departmental Plans, and also City of Unley's Workplace Health and Safety Strategic Overview Plan.
CONTINUOUS IMPROVEMENT OF PERFORMANCE STANDARDS FOR SELF INSURERS
Continuous improvement continues to underpin City of Unley’s approach to all its activities.
The Workplace Health and Safety Action Plan (containing specific WHS programs) allow City of Unley to identify key deficiency areas and measure the success of systematic targets designed to improve performance.
WHS Programs allow the City of Unley to commit to identifying WHS and Injury Management issues and provide effective solutions, within the scope of what is reasonably practicable.

1 Commitment and Policy
City of Unley defines its Workplace Health Safety and Injury Management (WHS & IM), program, policies and supporting procedures in consultation with employees and their representatives, to address core safety hazards and risks within the scope of their operations.
2 Planning City of Unley plans to fulfil its policies, objectives and targets in consultation with employees and their representatives and will plan the application of necessary resources to address foreseeable hazards and risks in line with what is deemed reasonably practicable.
3 Implementation City of Unley demonstrates the capabilities and support mechanisms that are necessary to achieve WHS and IM system objectives, targets and performance indicators and address foreseeable hazards and risks in line with what is deemed reasonably practicable. This will be completed in consultation with employees and their representatives.
4 Measurement & Evaluation
City of Unley will measure, monitor and evaluate its performance in consultation with its employees and their representatives and take corrective and/or preventative action, where necessary.
5 Management Systems, Review & Improvement
City of Unley will regularly review WHS, Rehabilitation and Claims management system performances, with the objective of identifying non-conformances and deficiencies and ensuring these are addressed in future plans, leading to a continuous improvement in overall performance. This will be completed in consultation with employees and their representatives.

Background: Programs for Management Commitment, Planning and Implementation are a commitment to meet and maintain compliance through an explicit statement, which is able to be verified through reference to supporting plans, policies procedures and the implementation of various programs and activities.
Auditor findings: During the 2008 WorkCover Evaluation, the Auditor advised that "The strategic processes such as planning, policy/procedure review and internal audit still needs to be addressed (within most Councils). Objectives:
1. To ensure occupational health, safety and welfare standards are integrated within all aspects of Council’s operations and that there is adequate management planning processes;
2. To recognise the importance of continuous improvement in Health & Safety, Rehabilitation and Workers Compensation performance;
3. To recognise the importance of compliance with legislative, performance standards and also ADS/NZS 4804, WHS Management Systems - General guidelines on principles, systems and supporting techniques AS/NZS ISO 31000: (Risk management - Principles and guidelines);
4. To ensure that successful implementation and operation of Workplace Health Safety, rehabilitation and claims management systems has an effective planning process with defined and measurable outcomes. This plan starts with the policy statement and its objectives and addresses the schedules, resources and responsibilities necessary for achieving them; and,
5. To implement and maintain a workplace health, safety and injury management system that is compliant with the WorkCover performance standards for self-insured (PSSI) and the LGAWCS One-System framework. (Strategic Overview Plan KPI reference 1.1.1)

Program 6 - Risk Assessments (Including Plant, Hazardous Substances, Staff Duties and Reserves Sites) Background: An effective hazard management approach requires that hazards are identified, assessed and controlled
and that the chosen controls are reviewed for effectiveness and the hazard is reassessed.
Auditor findings: During the 2008 WorkCover Evaluation, the Auditor reported that Risk identification, assessment and control systems were identified as a key non-conformance issue [within most Council’s]. LGA KPI Close-out plan (15/4/2010) for Unley identified: Council is required to continue to develop Procedures, Corrective and Preventable Actions Register (CAPA), Mgt Review, Audit, Hazard Mgt program, JSAs, SOP and Validation of control effectiveness.
Objective: To provide a structured system to identify, assess and control risk relevant to pre-purchase plant, substances and/or any work activities which may impact on the safety of staff, volunteers, contractors or visitors. Program 11- Internal Auditing
Background: To facilitate compliance with WHS Act and Regulations and the WorkCover Performance Standards. OHS&W, and Injury Management performance is measured, monitored and evaluated using the performance indicators to ensure Council is performing in accordance with the Principal WHS and IM Policy, objectives and also targets. Areas of success and non conformance activities requiring corrective action and improvement will be identified.
Auditor findings: During the 2008 WorkCover Evaluation, the Auditor reported that Internal audits have yet to be conducted, (within most Councils).
Council’s response: A formal Internal Audit shall be undertaken once Council has closed out the 2011 Progression Plan/Gap Analysis of One System Implementation. Once this action has been closed the formal Internal Audit shall be able to objectively validate any non conformances.
