    Invitation of Proposals

    1. Invitation of proposals was floated on BEEs website on19/10/2011 to invite proposals from Government Laboratorieswilling to participate in the Lab Capacity Building project.

    2. Invites were also sent to the 32 Laboratories with a copy to theirrespective ministries.

    3. Twenty six proposals were received for fifteen products from tendifferent laboratories.

    4. Proposals were graded based on the Parameters finalized by BEE.

    5. Technical Adequacy and Final marks were discussed with theScreening Committee.

    Screening Committee

    1. Screening committee meeting was called on28/12/2011 for technical evaluation of the proposals

    2. Members/invitees are from BIS, NABL, Consumer Voice,

    CLASP, PwC with Energy Economist, BEE in Chair2. Nineteen proposals were recommended by the

    screening committee for the approval of Project ApprovalCommittee (PAC).

    3. Seven proposedwere recommend to be dropped by

    the Screening Committee.4. Clarifications were sought through emails from the

    laboratories

    Project Approval Committee

    1. To consider the proposals recommended by the ScreeningCommittee.

    2. DG, BEE in Chair with other members being Secretary,BEE, Chairman of Screening Committee and F&AO, BEE

    3. To review the proposals dropped by the ScreeningCommittee.

    4. Finalization of the Fund Disbursement Guidelines.

    5. Finalization of the draft Agreement to be signed betweenthe BEE and test laboratories.
