    INVITATION

    2. 1 BID SUBMISSION

    A. Bids signed and under seal, executed, and dated will be received at the office of Wiencek +

    Associates Architects + Planners 3 East Diamond Avenue, Suite 100, Gaithersburg, MD

    20877 before 11:00 a.m. local standard time on the 13thday of August, 2012.

    B. Offers submitted after the above time shall be returned to the bidder unopened.

    C. Submit required Supplements to Bid Forms within 24 hours after closing time for receivingbids.

    D. Amendments to the submitted offer will be permitted if received in writing prior to bid closing

    and if endorsed by the same party or parties who signed and sealed the offer.

    2.2 INTENT

    A. The intent of this Bid request is to obtain an offer to perform work to complete an entire

    building renovation located at 523-525 Mellon Street, Washington, DC 20032 for a Stipulated

    Sum contract, in accordance with the Contract Documents.

    2.3 WORK IDENTIFIED IN THE CONTRACT DOCUMENTS

    A. Work of this proposed Contract comprises building construction, including general construction

    Work.

    B. Location: 523-525 Mellon Street, SE, Washington, DC 20032.

    2.4 CONTRACT TIME

    A. Identify Contract Time in the Bid Form. The completion date in the Agreement shall be the

    Contract Time added to the commencement date.

    3.2 CONTRACT DOCUMENTS IDENTIFICATION

    A. The Contract Documents are identified as Project Number 2011-059.00, as prepared by

    Wiencek + Associates Architects + Planners, 1814 N Street, NW, Washington, DC, 20036, and

    with contents as identified in the Table of Contents.

    3.3 AVAILABILITY

    A. Three sets of drawings and one set of specifications will be sent to invited bidders at no cost.

    B. Also, because of the location of interested contractors, we have made the Bid Documents

    available at the Marylandoffice of Wiencek + Associates Architects + Planners which is

    located at 3 East Diamond Avenue, Suite 100, Gaithersburg, MD 20877.

    SITE ASSESSMENT

    4.1 SITE EXAMINATION

    A. Examine the project site before submitting a bid is required.

    B. The bidder is required to contact Owner at the following address and phone number in order toarrange a date and time to visit the project site: 202-797-8806 x1122,[email protected]

    4.2 PREBID CONFERENCE

    A. Owner will make the site available at GC request for pre-bid for subcontractors.

    QUALIFICATIONS

    5.1 EVIDENCE OF QUALIFICATIONS

    A. To demonstrate qualification for performing the Work of this Contract, bidders may berequested to submit written evidence of financial position , license to perform work in the

    District of Columbia.

    5.2 SUBCONTRACTORS/SUPPLIERS/OTHERS

    A. Owner reserves the right to reject a proposed subcontractor for reasonable cause.

    B. Refer to General Conditions.

    BID SUBMISSION

    6.1 SUBMISSION PROCEDURE

    A. Bidders shall be solely responsible for the delivery of their bids in the manner and time

    prescribed.

    B. Submit one copy of the executed offer on the Bid Forms provided, signed and sealed with therequired security in a closed opaque envelope, clearly identified with bidder's name, project

    name and Owner's name on the outside.

    C. Improperly completed information, irregularities in security deposit, may be cause not to open

    the Bid Form envelope and declare the bid invalid or informal.

    6.3 BID INELIGIBILITY

    A. Bids that are unsigned, improperly signed or sealed, conditional, illegible, obscure, contain

    arithmetical errors, erasures, alterations, or irregularities of any kind, may at the discretion ofthe Owner, be declared unacceptable.

    B. Bid Forms, Appendices, and enclosures that are improperly prepared may, at the discretion of

    Owner, be declared unacceptable.

    C. Failure to provide security deposit, bonding or insurance requirements may, at the discretion of

    Owner, be waived.

    D. Bids are by invitation, only from selected bidders. Bids from unsolicited bidders may be

    returned.

    BID ENCLOSURES/REQUIREMENTS

    7.1 SECURITY DEPOSIT

    A. Bids shall be accompanied by a security deposit as follows:1. Bid Bond in the amount of 5% on AIA A310 Bid Bond Form.

    B. Endorse the Bid Bond in the name of the Owner as obligee, signed and sealed by the principal (

    Contractor) and surety.

    C. The security deposit will be returned after delivery to the Owner of the required Performance

    and Payment Bond(s) by the accepted bidder.

    D. Include the cost of bid security in the Bid Amount.

    E. After a bid has been accepted, all securities will be returned to the respective bidders and other

    requested enclosures.

    F. If no contract is awarded, all security deposits will be returned.

    7.2 CONSENT OF SURETY

    A. Submit with the Bid: Bond number, name of bonding company, and jurisdiction of

    incorporation per the Citi PP Bond Requirements.

    7.3 PERFORMANCE ASSURANCE

    A. Accepted Bidder: Provide a Performance and Payment bond as described in Document 007300

    - Supplementary Conditions.

    B. Include the cost of performance assurance bonds in the Bid Amount and identify the cost on the

    Bid Form.

    7.4 INSURANCE

    A. Provide an executed "Undertaking of Insurance" per the provided DCHFA Insurance and

    Bonding Requirement, stating their intention to provide insurance to the bidder in accordancewith the insurance requirements of the Contract Documents.

    A. The Contractor will be expected to meet the insurance requirements listed in the attached pages

    to this section.

    7.5 BID FORM REQUIREMENTS

    A. Complete all requested information in the Bid Form and Appendices.

    B. Taxes: Refer to Document 007300 - Supplementary Conditions for inclusion of taxes,

    procedures for tax rebate claims, and products that are tax exempt.

    7.6 FEES FOR CHANGES IN THE WORK

    A. Include the fees for overhead and profit on own Work and Work by subcontractors, identified

    in Document 00 73 00 - Supplementary Conditions.

    B. Include in the Bid Form, the overhead and profit fees on own Work and Work by

    subcontractors, applicable for Changes in the Work, whether additions to or deductions from

    the Work on which the Bid Amount is based.

    C. Include in the Bid Form, the fees proposed for subcontract work for changes (both additions

    and deductions) in the Work. Contractor shall apply fees as noted, including General

    Conditions, to the subcontractor's gross (net plus fee) costs on additional work.

    7.7 BID FORM SIGNATURE

    A. The Bid Form shall be signed by the bidder, as follows:

    1. Sole Proprietorship: Signature of sole proprietor in the presence of a witness who will

    also sign. Insert the words "Sole Proprietor" under the signature. Affix seal.

    2. Partnership: Signature of all partners in the presence of a witness who will also sign.

    Insert the word "Partner" under each signature. Affix seal to each signature.

    3. Corporation: Signature of a duly authorized signing officer(s) in their normal signatures.

    Insert the officer's capacity in which the signing officer acts, under each signature. Affixthe corporate seal. If the bid is signed by officials other than the president and secretary of

    the company, or the president/secretary/treasurer of the company, a copy of the by-lawresolution of their board of directors authorizing them to do so, must also be submitted

    with the Bid Form in the bid envelope.

    4. Joint Venture: Each party of the joint venture shall execute the Bid Form under theirrespective seals in a manner appropriate to such party as described above, similar to the

    requirements of a Partnership.

    7.8 ADDITIONAL BID INFORMATION

    A. Submit the following Supplements concurrent with bid submission:

    1. Document 004336 Proposed Subcontractors: Include the names of all Subcontractorsand the portions of the Work they will perform.

    2. Unit Prices: Include a listing of unit prices specifically requested by the Contract

    Documents.

    3. Alternates: Include the cost variation to the Bid Amount applicable to the Work.

    4. Proposed Schedule of Values identifies the Bid Amount segmented into portions as

    requested.

    5. Proposed Mechanical Products.

    6. Proposed Electrical Products.

    7. Proposed Products.

    8. Project schedule.

    7.9 SELECTION AND AWARD OF ALTERNATIVES

    A. Indicate variation of bid price for alternatives listed on the Bid Form. Unless otherwise

    indicated, indicate alternatives as a difference in bid price by adding to or deducting from the

    base bid price.

    OFFER ACCEPTANCE/REJECTION

    8.1 DURATION OF OFFER

    A. Bids shall remain open to acceptance and shall be irrevocable for a period of thirty (30) days

    after the bid closing date.

    8.2 ACCEPTANCE OF OFFER

    A. Owner reserves the right to accept or reject any or all offers.

    B. After acceptance by Owner, Architect on behalf of Owner, will issue to the successful bidder, a

    written Bid Acceptance.

    C. If this bid is accepted within the time stated, and we fail to commence the Work or we fail toprovide the required Bond(s), the security deposit shall be forfeited as damages to Owner byreason of our failure, limited in amount to the lesser of the face value of the security deposit orthe difference between this bid and the bid upon which a Contract is signed.

    D. In the event our bid is not accepted within the time stated above, the required security depositshall be returned to the undersigned, in accordance with the provisions of the Instructions toBidders; unless a mutually satisfactory arrangement is made for its retention and validity for anextended period of time.

    CONTRACT TIME

    F. The work consists of the rehabilitation of an existing (30) unit apartment building which will beconverted to house (28) affordable units with added program for a community room, computer

    room, and management offices, located in NW, Washington, DC. The work includes but is not

    limited to the following:

    1. Site improvements:including excavation for new basement level plaza and entrance;minor excavation and backfill for utility upgrades, including new water service, new fire

    service, replacement of existing gas service, new site electrical service, including a new

    pad-mounted transformer and ductbank, and improvements to site sanitary and storm

    systems; improvements to site concrete curbs, gutters, aprons, dumpster pad, walks,

    landings, and stairs; metal site fencing upgrades, metal site railing upgrades, landscape

    upgrades including sodding and tree protection and replacement; new signage; and site

    lighting improvements, including new building-mounted fixtures.

    2. Exterior work: including all-new exterior doors, all-new energy-efficient single-hungvinyl windows at units, glass block windows and metal framed doors at common areas;new framed canopy and pilasters around new main basement building entry; new

    freestanding entrance archway (Bid/Alt); new louvers for new unit and common area

    exhaust systems; stabilization, restoration, replacement, and cleaning of existing

    masonry, limestone, mortar, steel lintels, and related elements of existing masonry, and

    air sealing upgrades.

    3. Roof work:including new TPO roofing; new aluminum coping, trim, gutters, anddownspouts; new rooftop mechanical equipment, screens; and elevator penthouse.

    4. Unit work: including reconfiguration of all units with new entry and interior doors andhardware; new kitchens with new cabinets, new Energy Star refrigerators, new electric

    ranges, new disposals, and new hoods with exhausts ducted to building exteriors; newbathrooms including new bathtubs, plumbing, tile tub surrounds, vanities with cultured

    marble countertops, and water-saving fixtures, including toilets, faucets, and shower

    heads; new ventilated wire shelving at all closets; new vertical blinds at all windows, and

    air-sealing throughout.

    5. Unit Finishes: including covering existing concrete or hardwood plank flooring with newnon-vinyl resilient flooring at bedrooms, kitchens and bathrooms; replacement of wood

    base; new drywall ceilings, walls, and bulkheads; no-VOC paint throughout.

    6. Common Area Upgrades:including approximately a new 435 s.f. community room, akitchenette, separate mens and womens toilet rooms, management offices; Common

    area upgrades also include new relocated laundry room, upgraded water/sprinkler, gas,

    and electrical rooms. The work also includes new corridors, new elevator, and new

    finishes throughout.

    7. Mechanical work: Including downsize replacement of gas service; replacement ofexisting gas-fired central hot water and heating systems with new solar hot water heating

    system, and new VRF electric air-source mini-split-ductless HVAC system with roof-mounted condensers for units; Common areas upgrades include new high efficiency

    SEER-15 condensing units with all-new ductwork systems at offices and community

    room, and new RTU for lounges and corridors; ventilation upgrades include Energy Star

    8. Plumbing work: Including removal of all central hot water and central replacement ofall domestic and sanitary systems; new solar central gas hot water heaters; new bathroomfixtures including tubs, toilets and lavatories; new kitchen fixtures; new common area

    fixtures; new laundry room systems; and including new water-saving fixtures throughout.

    9. Electrical upgrades: Including all-new electrical service; new branch wiring; newdevices and coverplates throughout; GFCI outlets in all kitchens and bathrooms; new arc

    fault breakers at all bedroom circuits; new Energy Star light fixtures throughout.

    10. Wireless Internet Upgrades: Including exterior mounted repeaters at each building toprovide wireless service to all units.

    11.

    Life safety upgrades:including new NFPA-13R sprinkler system; new centrallymonitored Fire Alarm system throughout; and smoke and carbon monoxide detectors

    throughout.

    12. Accessibility upgrades: Including renovations to provide 15% fully-compliantaccessible and VHI units plus additional VHI unit; including roll-in shower at one

    accessible units, and site accessibility upgrades to provide accessible routes from

    sidewalks to accessible building entrance and common areas.

    13. Access Control upgrades:including door controls at building entrances, communitycenter, and management office areas. Work by Owner-selected Access Consultant to be

    included in contract.

    14. Sustainable Design Requirements: Work to conform to Enterprise Green Communities2011 requirements for renovation projects including coordination with Contractor for

    field-testing by energy consultant and incorporation of field-test results into the work as

    required for EGC certification.

    1.4 TYPE OF CONTRACTA. Project will be constructed under a single prime contract.B. Project will include low-income housing tax credit funding and tax except bond financing.

    1.5 WORK PHASESA. The Work shall be conducted in a two phases, in the following order, with phase 1 complete

    before beginning the prime phase.

    1. Phase 1: Work in this phase Demolition gutting the interior to the Building. Owner toprovide vacant building to Contractor at start of phase. This work shall be performed by

    Others ahead of the prime Work of this phase shall be substantially complete and ready

    for the prime Contractor before the Notice to Proceed.

    2. Phase 2:Work in this phase Demolition of bearing walls and building renovations.Work shall be substantially complete and ready for occupancy at time of SubstantialCompletion.

    B. Before commencing Work of Phase 2, submit a schedule showing the sequence, commencementand completion dates, and move-in dates of Owner's personnel for all phases of the Work.

    1.6 WORK UNDER OTHER CONTRACTSA. General: Cooperate fully with separate contractors so work on those contracts may be carried

    out smoothly, without interfering with or delaying work under this Contract. Coordinate the

    Work of this Contract with work performed under separate contracts.

    B. Concurrent Work: Owner will award separate contract(s) for the following constructionoperations at Project site. Those operations will be conducted simultaneously with work under

    this Contract.

    1. Laundry Equipment Contract: A separate contract will be awarded to a LaundryEquipment Vendor to provide commercial laundry equipment at common area laundry

    rooms.

    a. Contractor shall provide connections required for work by Vendor, as indicated inthe drawings and specifications.

    b. Contractor shall coordinate scheduling and coordination of respective work withLaundry Vendor to allow completion of Vendors work prior to Owner Occupancy

    of each building.

    2. Private Telecommunication and Security Contract: A separate contract will be awarded toa Telephone and Security Equipment Vendor to provide equipment at Communication

    Room and as specified throughout the building.a. Vendor will provide wiring for door entry, cameras, and paging system only. GC

    to provide CATV, data, phone cabling throughout the building, including 2 coaxial

    cables from the communications room to be provided by GC.

    b. Contractor shall coordinate scheduling and coordination of all wiring andrespective work with Telecommunications Vendor to allow completion of

    Vendors work prior to Owner Occupancy of the building.

    1.7 USE OF PREMISESA. General: Contractor shall have full use of premises for construction operations, including use of

    Project site, during construction period. Contractor's use of premises is limited only by Owner's

    right to perform work or to retain other contractors on portions of Project.

    B. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions ofProject site beyond areas in which the Work is indicated.

    C. Use of Existing Building: Maintain existing buildings in a weathertight condition throughoutconstruction period. Repair damage caused by construction operations. Protect building and itsoccupants during construction period.

    D. Site Access Requirements: Provide access to and from site as required by law and by Owner:1. Emergency Building Exits During Construction: Keep all exits required by code open

    during construction period; provide temporary exit signs if exit routes are temporarily

    altered.

    2. Public spaces: Do not obstruct roadways, sidewalks, or other public ways without permit.3.

    Driveways and Entrances: Keep driveways, loading areas, and entrances servingpremises clear and available to emergency vehicles at all times.

    1.8 OWNER'S OCCUPANCY REQUIREMENTSA. Owner Occupancy of Completed Areas of Construction: Owner reserves the right to occupy

    and to place and install equipment in completed areas of each building, before Substantial

    Completion, provided such occupancy does not interfere with completion of the Work. Such

    placement of equipment and partial occupancy shall not constitute acceptance of the total Work.

    1. Architect will prepare a Certificate of Substantial Completion for each specific portion ofthe Work to be occupied before Owner occupancy.

    2. Contractor shall obtain a Certificate of Occupancy from authorities having jurisdictionbefore Owner occupancy.

    3. Before partial Owner occupancy, mechanical and electrical systems shall be fullyoperational, and required tests and inspections shall be successfully completed. On

    occupancy, Owner will operate and maintain mechanical and electrical systems serving

    occupied portions of building.

    4. On occupancy, Owner will assume responsibility for maintenance and custodial servicefor occupied portions of building.

    B. Owner Occupancy: Owner intents to occupy the building at the time of substantial completionof the phase of work within the building.

    1.9 WORK RESTRICTIONSA. On-Site Work Hours: Work shall be generally performed inside the existing building during

    normal business working hours, Monday through Friday, except otherwise indicated.

    1. Weekend Hours:a. Not allowed unless approved in writing by the Owner.

    b. If approved by Owner, and in accordance with regulations of authorities havingjurisdiction.

    2. Hours for Utility Shutdowns:a. Monday Friday: 8:00 a.m. to 5:00 p.m.b. Saturday & Sunday: Not allowed, unless approved in writing by the Owner, and in

    accordance with regulations of authorities having jurisdiction.

    3. Hours for Core Drilling, Jack-Hammering, Hammer-Drilling, or other noisy activity:Comply with the regulations of authorities having jurisdiction, but not earlier than normal

    business hours established above, unless approved in writing by Owner.

    B. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner orothers, including buildings on property in other phases of work, unless permitted under the

    following conditions and then only after arranging to provide temporary utility services

    according to requirements indicated:

    1. Notify Owner not less than three days in advance of proposed utility interruptions.2. Do not proceed with utility interruptions without Owner's written permission.

    1.10 SPECIFICATION FORMATS AND CONVENTIONSA. Specification Format: The Specifications are organized into Divisions and Sections using the

    33-division format and CSI/CSC's "MasterFormat" numbering system.

    1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric

    sequence; however, the sequence is incomplete because all available Section numbers are

    not used. Consult the table of contents at the beginning of the Project Manual to

    determine numbers and names of Sections in the Contract Documents.

    2. Division 01: Sections in Division 01 govern the execution of the Work of all Sections inthe Specifications.

    B. Specification Content: The Specifications use certain conventions for the style of language andthe intended meaning of certain terms, words, and phrases when used in particular situations.

    These conventions are as follows:

    1. Abbreviated Language: Language used in the Specifications and other ContractDocuments is abbreviated. Words and meanings shall be interpreted as appropriate.Words implied, but not stated, shall be inferred as the sense requires. Singular words

    shall be interpreted as plural, and plural words shall be interpreted as singular where

    applicable as the context of the Contract Documents indicates.

    2. Imperative mood and streamlined language are generally used in the Specifications.Requirements expressed in the imperative mood are to be performed by Contractor.

    Occasionally, the indicative or subjunctive mood may be used in the Section Text for

    clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by

    others when so noted.
