About CEPH

The Council on Education for Public Health is a private, non-profit corporation chartered

under provisions of the District of Columbia Non-Profit Corporations Act. It is recognized by

the Internal Revenue Service as a 501(c)(3) organization and by the State of Maryland

government as an organization exempt from local income and sales taxes. No organizational

or structural changes took place during 2012 that would affect this status.

Annual Reporting Requirements

The Council on Education for Public Health (CEPH) is a private non-profit corporation

established in late 1974 by the American Public Health Association (APHA) and the

Association of Schools of Public Health (ASPH). The articles of incorporation were adopted

by the two associations, which became the original corporate members of the new

organization. The articles specified CEPH's purposes as follows:

(a) Improving the quality of education in public health schools, institutions, and programs

through accreditation, certification, approval, and related activities which publicly

attest compliance with defined standards; including particularly the accreditation of

graduate schools of public health.

(b) Otherwise encouraging improvement in the quality of education in public health

through conduct of research, provision of consultation, distribution of publications,

support of demonstrations, definition of standards, development of sanctions,

sponsoring of examinations, and other appropriate means related to accreditation,

certification, and approval activities.

(c) Assuring an independent mechanism for the conduct of these accreditation and

related activities under joint sponsorship of professional and educational organizations

comprising the corporation membership.

The articles of incorporation ascribed broad powers and responsibilities to the governing

body of the newly established organization. One of the obligations specified in the charter

was a requirement that CEPH annually call a meeting of the corporation membership at

which duly designated representatives of those organizations would meet with the Council

to receive its annual report. This report, which reviews the activities of calendar year 2012,

is submitted in response to that requirement.

Dear Friends and Colleagues,

The Council on Education for Public Health is pleased to share its 2012

annual report, which shows the continued strength of education in public

health amid economic pressures.

The Council worked on three major projects in 2012:

1. Baccalaureate Public Health Accreditation — The Council considered

guidance from three workgroups on substantive issues related to the

development of future accreditation criteria. An initial draft of the

criteria was developed to share with focus groups in early 2013.

2. Procedures Revision — The Council adopted revised procedures after

considering and incorporating feedback received during a public

comment period. The revisions largely related to CEPH’s site visit

process.

3. Office Relocation — The CEPH office moved from rented space in APHA’s

Washington, DC headquarters to Silver Spring, Maryland, in July 2012.

The new location accommodates planned growth of the organization,

and the Council looks forward to maintaining the professional

collaborations that began when its office was co-located with APHA.

The Council would like to thank its more than 160 dedicated volunteers who

make the accreditation process possible. We hope you find this report

informative and we appreciate your involvement in our efforts to work with

partners in assuring the quality of education in public health. Questions and

comments are always welcome.

Board of Councilors

The articles of incorporation establish a 10-member

Board of Councilors as the governing body of CEPH.

Members of the governing body are appointed either

singly or jointly by the two corporate members.

APHA has three appointments to the board, and

those representatives are expected during their

tenure as councilors to be "primarily involved in the

practice of public health or in the conduct of related

health services."

ASPH has three appointments and its delegates are

to be "drawn from the faculty, administration or

student body of schools of public health."

The remaining four councilors are jointly appointed

by the corporate members on the recommendation

of the CEPH governing body.

Two of these positions represent the interests and

concerns of the general public; public members may

not be affiliated with an academic institution that

has a school or program of public health. The

remaining two positions represent the programs

accredited by CEPH. These candidates are

nominated after broad solicitation of relevant

organizations. During 2012, the Council was

Administrative Committee

During 2012, the following Councilors served as

officers of the corporation and as members of the

Administrative Committee:

Treasurer: J. Alan Baker, MA

The Administrative Committee met four times in

2012 (February, May, August and October) either via

conference call or face-to-face in conjunction with

Council meetings. The committee also functions as a

finance committee. As such, it performs regular

monitoring of CEPH financial matters, adopts annual

fee schedules and initially reviews and assists with

budget development. The Administrative Committee

is empowered to act for the Council in the interim

between CEPH meetings, and to this end, they

consider substantive change notices and other

routine accreditation-related business, freeing the

Council meetings for discussion of substantive

matters.

Ad Hoc Committee

One ad hoc committee was appointed by the Council

in 2012. The Nominating Committee typically

consists of Councilors who are not eligible for

reappointment to the board and/or former Council

members. The committee proposes the next slate of

CEPH officers. In 2012, Ms. Patricia Lowrie and Dr.

John Finnegan served in this capacity. The

committee presented—and the Council voted to

accept—the same slate of officers for 2013, with the

exception of the secretary position: Dr. Jean O’Brien

replaced Ms. Lowrie. These four officers make up the

Administrative Committee.

2012 Council Meetings

Three business meetings of the board were

conducted during 2012. The first of these was the

winter meeting on February 10-11 in San Juan,

Puerto Rico. The winter retreat typically focuses on

current policy matters. At this meeting, the Council

reviewed the findings from the 2011 annual reports

submitted by all programs that received initial

accreditation prior to 2009. The Council also

discussed possible changes to the site visit process.

And revisited its vision, mission and values

statements.

The Council held its spring meeting as well as its

meeting with corporate sponsors on June 21-23 in

Baltimore, Maryland. Dr. Susan West Marmagus

represented APHA and Dr. Harrison Spencer and Dr.

Richard Kurz represented ASPH at the meeting. The

Council held its fall meeting on October 11-13 in

Park City, Utah.

Regular business meetings engage the Councilors in

accreditation-related actions—accreditation reviews,

interim reports, substantive change notices—and

policy-related matters such as the adoption of

criteria, policies, procedures and internal practices.

The board also provides oversight for the

management of the agency.

In 2012, the major work of the Council focused on

careful consideration of stakeholder feedback and

development of criteria related to baccalaureate

public health programs.

Volunteers

The most valuable asset of the Council is the cadre

of dedicated individuals who contribute their time,

effort and expertise to serve as board members and

site visitors. Including time devoted to the CEPH

board and related meetings, site visits and site

visitor training, the total estimated value of

CEPH Annual Report 2012 3

contributions of volunteers during 2012 was

$585,000. This is the amount CEPH would have had

to pay professionals to carry out similar functions at

fairly modest rates of pay. The following individuals

Staff

Laura Rasar King continues to serve as Executive

Director, providing overall leadership to CEPH. John

Conklin, Office Manager, carries out financial

functions and supports the overall operations of the

office.

Mollie Mulvanity serves as the Deputy Director and

manages the overall accreditation process including

the agency’s data and evaluation needs. She also

conducts consultation visits with schools and

programs upon request.

Maraquita Hollman and Kristen Force serve as

Accreditation Specialists. They provide staff support

on site visits to schools and programs. Ms. Hollman

also manages the agency’s training programs and

coordinates site visit teams. Ms. Force manages the

CEPH website and other external communication

efforts. She also conducts consultation visits with

schools and programs upon request.

Nicole Williams serves as Accreditation Coordinator

and provides support in such areas as

communications, volunteer management,

accreditation review and training programs.

Administrative Services

CEPH retained Quality Bookkeeping in Manassas,

Virginia, to perform bookkeeping, accounting and

payroll functions. All agency funds are now held in

SunTrust Bank and BB&T Bank. CEPH also retains

consultants to assist with specialized administrative

services such as computer networking and web

design support.

Office Location

The Council was located with APHA at 800 Eye St,

NW, in downtown Washington, close to the Gallery

Place/Chinatown Metro and the Washington

Convention Center. CEPH entered into a three-year

lease agreement in 2009 for 1,272 square feet of

rentable space. Effective July 1, CEPH moved its

headquarters to Silver Spring, Maryland at 1010

Wayne Avenue and entered into a three-year lease

for 2,662 square feet. The new office is located in

downtown Silver Spring, close to the Silver Spring

Metro and bus stations. A breakdown of the 2012

lease expenses is provided in the table below.

organization’s policy about maintaining reserves.

Actual expenditures for the year were lower than

budgeted, approximately $843,096 (including travel

reimbursements). CEPH ended the year with

$859,375 in cash reserves, amounting to

approximately 98% of the operating expenses that

year. The Council follows a policy of maintaining

reserves equal to at least six months of operating

expenses.

2012 was the second year of a three-year funding

agreement with APHA. The APHA executive board

approved a new funding agreement for July 1, 2012

to June 30, 2013 of $84,693.

Each summer the Administrative Committee

establishes a fee schedule that will be applicable for

the following year. The annual support fees reflect no

increase for already accredited schools and

programs for 2013. In addition, accreditation and

consultation fees also remain unchanged.

Sources of Financial Support

The Council's income derives from a combination of

contributions and fees. During 2012, APHA

contributed $83,459 to CEPH. Accredited schools of

public health paid approximately $313,865 in

support fees and accredited public health programs

paid approximately $261,068 in support fees.

Additional fees are charged when a school or

program undergoes its periodic reevaluation, begins

the applicant process or seeks consultation. Total

revenues during 2012 from contributions, fees for

specific services, interest and miscellaneous sources

amounted to $947,072 (including reimbursement

for travel expenses of site visitors and consultants).

Budgeting and Financial Planning

The Council adopted a budget for calendar year

2012 in the amount of $910,045. Budget planning

takes into account anticipated review workloads and

expected increases in inflation, as well as the

Audit of CEPH Accounts

The accounting firm of Neuman, Pollack and

Associates, P.A. was retained to conduct an

independent audit of CEPH's financial records for

2012. A copy of the audited financial statement is a

part of this annual report to the corporate members.

Insurance and Bonding

The Council maintains directors and officers and

errors and omissions insurance in the amount of $2

million through the Chubb Insurance Group, a

special policy for standard-setting organizations. It

also maintains an accidental death insurance policy

covering individuals in active service to CEPH,

including Councilors, staff and site visitors who travel

on behalf of the Council. These individuals are

covered in the amount of $250,000 per incident

from the time of departure to the time of return,

excluding normal commuting to work and certain

other exclusions. The Council bonds its employees,

providing $25,000 coverage against employee

dishonesty. The Council also carries a premises

liability insurance policy.

Trainings

Accreditation Orientation Workshop

On August 2-3, 2012, CEPH held its annual

Accreditation Orientation Workshop in Washington,

DC. This workshop is required of all applicant

schools and programs and recommended to those

schools and programs undertaking the re-

accreditation process within a two-year period. The

two-day workshop opened with an afternoon plenary

and table discussions and included an evening

networking reception followed by a full day of

workshops conducted by CEPH staff.

The workshops provided an introduction to CEPH,

detailed information about conducting a self-study

process and hosting a site visit as well as instruction

about required reporting after the award of

accreditation. The session also offered the

opportunity for schools and programs to exchange

information about common challenges and to

interact with CEPH staff. The workshop is intended to

clarify CEPH processes and requirements and to

answer frequently asked questions.

Seventy individuals representing 26 public health

programs and 11 schools of public health attended

the workshop.

Site Visitor Training

CEPH sponsored two invitational training sessions

for prospective site visitors in 2012: 1) June 13 in

Portland, Oregon and 2) October 28 in conjunction

with the APHA annual meeting in San Francisco.

CEPH staff members served as trainers and group

facilitators. The full-day training sessions included an

overview of public health accreditation, discussion

about the purpose of the on-site visit and team

member roles and responsibilities, as well as in-

depth training on how to interpret and apply CEPH

criteria to conditions at schools and programs of

public health. Participants received a site visitor

training manual to study in advance of the training

Ten requests from educational institutions desiring

to begin the accreditation evaluation process were

received in 2012; one was subsequently withdrawn,

and two requests were not approved by the Council.

With the exception of the currently accredited

schools and programs in transition to other

accreditation categories, these schools and

programs do not appear on the published CEPH list

until after a site visit and a favorable decision is

made about accreditation. Applicants have up to two

years to undertake a self-study and submit a self-

study document; the on-site visit is scheduled about

five months later. However, applicants may be ready

to proceed more quickly and may negotiate earlier

US Department of Education Recognition

Recognition by the US Department of Education

(USDE) is essential to establishing eligibility of

accredited schools and programs for certain federal

funds. Recognition requires that an accrediting

agency meet specific criteria and guidelines and that

there be a periodic review and recertification of the

qualifications of an accrediting body.

Guidelines for recognition are published in the

Federal Register and call for evidence that the

agency has the administrative capacity and decision-

making independence to carry out its

responsibilities. The accrediting agency’s board is

expected to have the sole responsibility for

accrediting and policy decisions, have budgetary and

administrative autonomy and share information with

affiliated trade or membership organizations only to

the extent that such information is generally

available to the public.

Data Committee, CEPH developed a reporting

mechanism for graduation rates to be integrated into

the existing annual report structure. CEPH submitted

its interim report to the USDE in May 2008, as

required.

In August 2008, the Higher Education Opportunities

Act (HEOA) was reauthorized by Congress and, as

part of the act, the National Advisory Committee for

Institutional Quality and Integrity (NACIQI) – the

committee that advises the Secretary of Education

on the recognition of accrediting bodies – was

dissolved. The committee was reconstituted

according to the new law in 2009. CEPH’s interim

report was considered by the committee and the

report was accepted without question in February

2011. Because of the committee’s two-year hiatus,

regular reviews of all agencies have been

rescheduled. CEPH’s next review will be in spring

2013.

Participation in ASPA

CEPH was a founding member and continues as an

active participant in the Association of Specialized

and Professional Accreditors (ASPA), a national

organization of approximately 60 specialized

accrediting agencies, which provides membership

services, including professional development for

staff, and which advocates policy on behalf of the

specialized accrediting community.

CEPH’s Executive Director participates actively in this

organization, and has served on several committees

and task forces in past years. Currently, she serves

on the organization’s External Recognition and

Issues Committee (ERIC), which closely monitors

policy developments related to the US Department of

Education as well as the Council on Higher Education

Accreditation. The committee ensures that the

perspectives of specialized and professional

accreditors are considered in national policy

discussions.

To qualify for recognition, accrediting bodies must

have standards that address a) student achievement

success in relation to the institution’s mission; b)

curricula; c) faculty; d) facilities, equipment, and

supplies; f) fiscal and administrative capacity; g)

student support services; h) recruiting and

admissions practices; i) measures of program length;

and j) student complaints. Other requirements focus

on procedural expectations, most of which are

oriented to assuring due process for applicants.

Recognition is conferred for periods up to five years.

CEPH was last reviewed in spring 2007 and,

following this review, the Secretary of Education

notified CEPH that its recognition had been extended

to spring 2012. CEPH was required to submit an

interim report in fall 2008 demonstrating that it

collects graduation rate data from schools of public

CEPH will be working on four major projects in 2013:

1. Working with Framing the Future Effort:

The Council will continue to work in close

collaboration with the Framing the Future: The

Second 100 Years of Education for Public

Health project. This broadly participatory effort,

convened by ASPH, has defined the critical

components of a baccalaureate public health

degree, which the Council has used to guide

the development of accreditation criteria for

standalone baccalaureate programs. CEPH

representatives will participate throughout

2013 in an MPH Expert Panel charged with

updating the MPH for the 21st century.

2. Baccalaureate Public Health Accreditation:

The Council will release the draft criteria for

public comment in spring 2013 and, depending

on the feedback received, expects to adopt the

criteria by the end of the year.

The Council will develop technical assistance

materials for those interested in the

accreditation process.

The Council anticipates receiving the first

applications from standalone baccalaureate

programs in February 2014.

Following receipt of the first applications, CEPH

will begin to recruit and train site visitors for

baccalaureate programs.

3. Branding Update: The Council has identified a

need to update its logo to make it more user-

friendly in an increasingly electronic world. In

addition, the Council plans to develop an

accreditation seal that its schools and programs

can use to identify their relationship with CEPH.

4. Annual Report Overhaul: The Council plans to

redesign the interface for the annual report

questionnaire required of all accredited schools

and programs to make the submission process

easier.
