This SME eBook particularly focuses on small and medium-sized businesses (SMEs), defined as independent

companies with turnover under €50 million and with 250 orfewer employees. SMEs have a crucial contribution to make to defence; their agility, innovation and enthusiastic dedicationto the customer are exactly what the MOD needs inresponding to today’s rapidly changing military needs and the heightened imperative of delivering ‘better for less’.

Defending the realm is one of the Government’s primaryresponsibilities. It is also one of the most enduring. In practice, thistranslates inter alia to providing our Armed Forces and nationalsecurity agencies with the best capabilities we can afford to enablethem to protect the UK’s security and interests, both now and inthe long term; and in doing so, to obtain best possible value formoney for the taxpayer.

With all the focus on the austerity and budgets cuts to bring thedefence programme into balance with available resources, it ispossible to lose sight of the fact that the MOD remains one of UKindustry’s largest customers, spending around £14 billion a year ona huge range of equipment, goods and services. As well as thespecialist military hardware such as aircraft carriers andsubmarines, armoured vehicles and combat aircraft, the MOD alsoneeds a vast array of ‘non-warlike’ items such as clothing, food,accommodation, transport and equipment associated with itsmedical, dental, fire and police services – to name but a few.

The Government has declared an aspiration that 25% by valueof Government contracts should benefit small businesses, eitherdirectly or through the supply chains, by the end of the currentSpending Review period. In the year to the end of March 2011, anestimated 42% of MOD contracts were placed directly with SMEs,representing some £953 million or 13.2% by value. While moredifficult to quantify, we are very aware that SMEs contribute (andbenefit) significantly within the supply chains for MOD contracts.We are working with our prime contractors to open up andadvertise more opportunities for SMEs and this will be increasinglyimportant as our own workforce reduces and we minimise theabsolute number of transactions and direct contractualrelationships.

To be clear, we are not about giving preference to SMEs whenwe award contracts or reserving a share of the work for smallcompanies. Public procurement rules and SMEs themselvesdemand a ‘level playing field’ and our approach is exactly that,ensuring businesses of any size can access and compete for ourcontract opportunities. A simple but vital element in that is raisingawareness; making sure that potential suppliers are aware of whatwe want to procure and that our procurers (in MOD and our primecontractors) are aware of what can be supplied and by whom.

The MOD’s new Defence Contracts Online (DCO) portal,available at www.contracts.mod.uk, is free to access andcontains details of all relevant MOD tender and contractopportunities above £10,000 in value. The MOD is alsoencouraging its prime contractors to open up the supply chain andhas therefore reduced from £250,000 to £10,000 the threshold atwhich they can advertise sub-contract opportunities through theMOD’s DCO portal.

Suppliers can also access procurement opportunities across thewhole public sector, valued at £10,000 and above, by visiting‘Contracts Finder’ on the www.businesslink.gov.uk site.

The MOD Supplier Information Database (SID) is another usefulprocurement tool for suppliers. Available via the DCO portal to allMOD and UK defence procurement staff, it is a free-to-registerdatabase of active and potential suppliers’ company profiles.

Examples of MOD contract opportunities

In November 2011, the MOD launched a new website – MOD Defence Contracts Online (MOD DCO) – available at

www.contracts.mod.uk. This replaced the contracts portalpreviously available at this web address.

MOD DCO provides all potential suppliers to the MOD with free,online access to all relevant MOD tender and contract opportunitieswith a value of over £10,000. Access to other UK, European andGlobal opportunities, including those previously advertised in MODDefence Contracts Bulletin (MOD DCB) Online relating to the defence,security, emergency services, humanitarian aid, counter terrorism andhomeland security markets, is also available through optional value-added subscription-based services. This includes access to MODDCB, published fortnightly and available on subscription at £230 perannum from BiP Solutions Ltd.

The launch of MOD DCO underlines the MOD’s commitment toengaging with its wider supply base to drive innovation and value formoney. The MOD DCO service benefits the entire defence supplychain and fits with the Government’s Transparency Agenda –highlighting opportunities for SMEs in particular to participate in asector worth £14 billion in 2010.

The UK Armed Forces need and deserve all the help thateffective and battle-winning equipment and support can offer.

To provide battle-winning capability it is vital that new ideas,technologies and approaches are brought into the defence arenaand pulled through to our Armed Forces as quickly as possible.

Many civilian products are suitable for the MOD – not justdefence. While military in nature, the MOD also has a humanface. The safety, development and well-being of its personnel,whether they are at the front line or in a support function, play acritical role in its success.

The MOD pays its bills on time

The MOD – as part of the UK Government – is committed topaying its bills on time. This is crucial for SMEs which

depend on a strong cash flow in order to stay in business, andreduces the amount of time and expense spent on chasingpayments.

Defence Electronic CommerceService (DECS)

DECS is not a system; rather it is the collective term for arange of hosted services which provide specific business

to business capabilities that allow the transfer and sharing ofinformation in an assured and controlled manner between theMOD and its industry partners.

A new service has recently been delivered to host andmanage electronic catalogues within the DECS infrastructureserving both the MOD and non-MOD communities. MODcontract managers can now provide their customers with visibilityof purchasing options and the facility to order direct through thePurchase 2 Payment (P2P) and DECS links. Catalogues arecurrently provided to support Medical Supplies, CommunicationSoftware, Hardware and Services, Stationery and TemporaryStaff Recruitment. Further catalogues are planned for TechnicalServices, Clothing and other Indirect Category product ranges.

The Bulk Fuels Inventory Solution (BFIS) provides the MODwith a single, fully integrated system for managing all aspects ofthe procurement and supply of bulk fuels.

Recognising the increasing need to share knowledge,information and all forms of data, the DECS CollaborationProgramme (DCP) provides a set of services, available on a menubasis, to support collaborative working between the MOD and itspartners – for example, Shared Workspaces, ProjectManagement and Workflow. The service is commonly provided tosupport specific contracts or projects with security assuredthrough the DECS portal and access controlled by the strictmanagement of users and seats.

Over 750 MOD Trading Partners are now connected to DECSand capable of trading electronically with the MOD. DECSprovides the means to standardise the way in which TradingPartners deal with the MOD, removing the inconsistency betweencontracts and different parts of the MOD, automating traditionalpaper-based processes and speeding up all transactions,including payment.

Why should I supply the MOD?

MOD DCB is published fortnightly whereas MOD DCO is updateddaily. Tender and contract notices are advertised in the Possible FuturePurchases/Contract Notices, Tenders Invited, Contracts Awarded andSub-Contract Opportunities sections of each. The Sub-ContractOpportunities section provides details of the MOD’s prime contractors’requirements, while the Tenders Invited section includes the names andaddresses of the companies that have been invited to tender for MODrequirements and which may be seeking sub-contractors for elementsof their bids.

Subscriptions to MOD DCB are available from the publisher, BiPSolutions Ltd. The MOD DCO website is free to access upon registration.

Recent contracts published on MOD DCO and within the MODDCB magazine include the provision of personnel and payroll services,the supply of educational services and a requirement for mattresses –none of which would be automatically associated with a military-focused organisation. There are many more examples of non-militaryspecific MOD requirements in areas such as catering, facilitiesmanagement – the MOD is the single largest landowner in the UK andalso has an extensive estates portfolio – health care and IT equipment,to name but a few.

The MOD needs to authorise Capgemini to register newsuppliers. Once this has been undertaken then suppliers will beable to register for the service via the d2btrade website.

The MOD welcomes innovation

While many large organisations are also innovative, becauseof their smaller size SMEs have the added advantage of

being able to combine innovative thinking with an agile andflexible approach. This in turn can make them more competitive,providing the MOD with new solutions in less time and often at alower cost. This approach can be particularly advantageous toSMEs when addressing the MOD’s Urgent OperationalRequirements (UORs).

Innovative ideas that could lead to more cost-effective ways ofmeeting defence requirements are encouraged and welcomed bythe MOD.

Centre for Defence Enterprise (CDE)

UK Armed Forces need the latest technology – but scienceand technology changes rapidly, technology investment is

in non-defence markets and innovation is driven by smallcompanies. Meeting this challenge is the MOD’s Centre forDefence Enterprise (CDE), part of the Programme Office in theDefence Science and Technology Laboratory (Dstl).

The Centre for Defence Enterprise has been praised by PeterLuff MP, Minister for Defence Equipment, Support andTechnology (Min DEST), for being at the forefront of engagingsmall businesses in defence science and technology.Forthcoming changes to CDE include implementation of keycommitments encouraging new entrant SMEs and greaterexploitation of their innovative outputs that were made in therecent National Security Through Technology White Paper.

CDE will seek to rapidly implement these changes, which will include:

• A broadened remit to cover both defence and security.

• To encourage new entrant SMEs into defence, CDE will:

– undertake targeted engagement with new entrant suppliers

– hold more SME-orientated open engagement activities

– work with other cross-government SME initiatives

• To focus on the exploitation of SME outputs, additional CDEactivities include:

– the delivery of mentoring to SMEs by CDE to guide and helptheir approach to maximise opportunities for exploitation

– a CDE-sponsored biannual (minimum) marketplace to allowSMEs to showcase their outputs to Primes and other majorsuppliers and so actively support the transfer of SME projectoutputs into exploitation

– presentational coaching to support performance atmarketplace events

– expanded provision for 19 themed calls per Financial Year,starting in FY12/13 (up from 13 in FY11/12) with enhancedtransparency of the forward programme

Prime contractors

W ith many of the UK MOD’s major requirements being delivered by large companies, there are many

opportunities for SMEs to position themselves as part of a primecontractor’s supply chain, perhaps offering specialist or nichecomponents or services. The contract notices published in MODDCO and MOD DCB are a valuable source of information,identifying prime contractors who have either been invited totender for a requirement or awarded a contract but who may still require sub-contractors to assist in its delivery. Contactingsuch firms could be the first step to building a successfulrelationship.

The Resources section of MOD DCO contains contact pointsfor some of the MOD’s larger prime contractors. SMEs maycontact these suppliers to identify whether sub-contractingopportunities exist within their supply chain.

Directory of Prime Contractors – see pages 43-51 of theSelling to the MOD brochure.

Sub-contracts – there are significant sub-contractopportunities created as a result of the many new primecontracts awarded annually. MOD DCO and MOD DCB promotesub-contract opportunities, helping to link interested sub-contractors with prime contractors. The MOD DCO website alsohas a facility for prime contractors to publish their sub-contracting opportunities onto the website.

It is worth highlighting a few notable developments.We have to make sure that suppliers can gain easy access to

information about what we intend to procure. The Government’sContracts Finder portal provides free access to live opportunitiesvalued over £10,000 across government while the MOD’sDefence Contracts Online (DCO) portal now provides free accessto MOD opportunities at prime and sub-contract level valued atover £10,000.

Feedback from SMEs suggests that, despite our bestintentions, our procurement staff sometimes fail to properlyunderstand small businesses, what they can offer and why ourapproach to procurement can make life difficult for them to‘break in’. We will therefore add ‘SME awareness’ as a newtopic within the MOD’s key procurement training programmesfor senior acquisition decision makers in project teams,perhaps allowing volunteer SME owners to address staff and‘tell it like it is’.

Other initiatives (outlined in the recently published NationalSecurity Through Technology White Paper) include encouragingapproaches from consortia of small companies where they maybe better able to offer a solution and accept risk than individualSMEs.

We will also sustain the MOD’s Defence Suppliers Service(DSS) which provides a help desk facility and an ‘outreach’service for would-be suppliers, expanding its role to link up withMOD Key Suppliers, UKTI and the Centre for Defence Enterprise(CDE) in order to provide SMEs with more ‘leads’.

We are also making the process of contracting with the MODeasier and less bureaucratic by, for example, rolling out simplifiedtemplate-based contracts for lower-value purchases, improvingconsistency and reducing paperwork for all concerned.

Increasing the use of eProcurement will make transactionsquicker and simpler, including the process of getting paid for thegoods and services provided.

SMEs will also find interesting proposals in Lord Currie’srecent independent Review of Single Source Pricing Regulationswhich, at the time of writing, is out for consultation.

Lowering of advertising thresholds

The MOD already leads the way in the transparency of itstender and contract opportunities and procedures. The MOD

lowered the threshold for the advertisement of its tender andcontract opportunities from 1 April 2011. This was one of a rangeof initiatives aimed at making the MOD easier for SMEs to dobusiness with. The MOD is committed to encouraging SME entryinto a broader range of defence opportunities, and this changehas been welcomed by the defence trade associations.

All competitive and non-competitive requirements for goods,services and works valued at greater than £10,000 must beadvertised both before and after contract award in MOD DefenceContracts Online (MOD DCO), unless the requirement meets theapproved grounds for exclusion from MOD DCO (see‘Exemptions’ below). The MOD’s requirements for goods,services and works valued at £113,057 or above must also beadvertised within MOD Defence Contracts Bulletin (MOD DCB),as well as within MOD DCO.

Advertising regimes and thresholds£10,000 to £113,057 – All requirements for goods, services orworks valued at equal to or less than £113,057 that are not exemptfrom being advertised in MOD DCO will be advertised in MOD DCOand the Contracts Finder portal, the exception being requirementsmet by call-offs under an existing framework agreement.£113,057 or above – All requirements for goods, services orworks valued at equal to or greater than £133,057 will beadvertised in MOD DCO and within MOD DCB unless therequirement meets the approved grounds for exclusion from MOD DCO and MOD DCB. Where EU Public ProcurementRegulations apply, the requirement must be advertised in theOfficial Journal of the European Union (OJEU) as well as in MODDCO/DCB.Warlike exempt: £869,716 or above – ‘Warlike exempt’requirements subject to Article 346 (previously Article 296)exemption of the EC Treaty valued at equal to or greater than£896,716 will be advertised in MOD DCO, MOD DCB and theEuropean Defence Agency (EDA)’s Electronic Bulletin Board (EBB)unless the requirement meets the approved grounds for exclusionfrom MOD DCO, MOD DCB or the EDA EBB.

Exemptions from advertisement inMOD DCO/DCB

R equirements for the following and services connected tothem are approved exemptions from advertisement in

MOD DCO/DCB:

a) Nuclear weapons and nuclear propulsion systems;

b) Toxic and radioactive agents;

c) Requirements for which no meaningful unclassifiedadvertisement can be written;

d) Requirements covered by international agreements and/or aMemorandum of Understanding (MOU), the terms of whichpreclude MOD DCO/DCB announcements.

B y accessing MOD DCO/DCB via the www.contracts.mod.ukwebsite, companies are able to submit their profiles, free of

charge, onto the Supplier Information Database (SID). The SID isavailable to MOD acquisition staff as a resource they can use ifthey are drawing up a tender list or if they are looking for acompany that can provide a particular product or service. update their profiles on the SID free of charge.This is a good way for companies, particularly SMEs, to advertise

their respective profiles and capabilities to the MOD. Currently over8000 companies have registered their profiles on the SID.

Companies should note that logging their details onto the SIDdoes not guarantee that they will be invited to tender for MODrequirements.

MOD DSS Help Desk

The Defence Suppliers Service (DSS), part of the DE&SSupplier Relations Team (SRT), is the focal point for

companies interested in selling to defence.The DSS is able to help companies of all sizes, including

SMEs, by:

• Operating a defence suppliers help desk facility.

• Providing information packs about becoming a defencesupplier, which include copies of MOD Defence ContractsBulletin (MOD DCB) and the Selling to the MOD brochure andhow to access the Defence Contracts Online (MOD DCO)portal where companies can access, free of charge, MODtender and contract opportunities valued over £10,000.

• Providing appropriate points of contact for the various DE&Sand MOD acquisition teams who may have an interest in andpossible future requirement for the goods or services that acompany is able to provide, so that the company can contactthese teams directly to discuss any possible future businessopportunities.

• Producing a list of some of the MOD’s prime contractors,with useful contact points for companies interested inseeking sub-contract opportunities.

• Attending exhibitions, seminars and ‘Meet the Buyer’ eventsacross the UK and giving ‘Selling to the MOD’ presentations,where appropriate.
