calendar year 2012 on federal property in connection with the issuance ofU.S. District
Court Violation Notices (CVB citations) or in connection with encounters that, in the
discretion of the FPS officers, did not result in the issuance ofCVB citations. Almost all
the property is marijuana, other prohibited narcotics, drug paraphernalia, weapons, and
items used to transport and conceal prohibited items in federal facilities.
2. The volume
of
contraband and abandoned or unclaimed property seized
during calendar year 2012 is beginning to exceed the capacity of Federal Protective
Services to store and maintain it.

Title 41 C.P.R. Part 102-41, Disposition of Seized, Forfeited, Voluntarily
Abandoned, and Unclaimed Personal Property , authorizes the Federal Protective Service
to destroy contraband and abandoned or unclaimed property, including weapons and drug
paraphernalia. Subpart 102-41.85 allows the destruction
of
such property without public
notice if the value of each item ofproperty is less than $500, as is the case for all items
here.

attached hereto, is the affidavit ofFPS officer

Endresen. Officer Endresen is the evidence custodian for the FPS Portland Field
Office. Officer Endresen has attached to his affidavit a spreadsheet, titled Evidence
Log , describing items FPS seized in calendar year 2012 during encounters with
individuals at federal facilities in the Portland metropolitan area. The spreadsheet
indicates almost all seized items are illegal drugs, drug paraphernalia, or weapons. These

Based on the foregoing the government requests an order allowing the property
custodian for the Federal Protective Service in Portland to destroy all contraband and abandoned
or unclaimed property seized by the Federal Protective Service in the Portland metropolitan area
during calendar year 2012. A proposed Order is attached hereto.
