What started as a night outwith friends, having drinks anddiscussing an upcoming springbreak trip, has turned into anearly weeklong search for amissing Boston College studentbeloved by his community.

Friends and family gatheredaround the Chestnut Hill Reser-voir yesterday and waited withbated breath as state police un-derwater recovery unitsscoured the water using specialsonar scanners and two divers,looking for 21-year-old FrancoGarcia.

After a three-hour search, re-sults came up negative, but theinvestigation in the reservoirwill resume today.

“I know my son is not here,”said Garcia’s father, Jose Garcia,staring at the lake with tearsforming in his eyes. “He’s alive— I know he’s alive. Somethingtells me I will see him soon.”

Garcia’s mother said shehasn’t slept much since her sonwent missing last Wednesdayfrom Mary Ann’s bar in Cleve-land Circle.

“No one in the world shouldfeel this pain,” said LuzmilaGarcia.

Luzmila, like her husband,said she had doubts her son’s

body will be found in the water.“He is in some place he does

not want to be,” she said.“That’s my fear — that some-one is going to hurt him.”

Close friends of Garcia’sbrought food for his family asthey stood by and clutchedposters with their son’s smilingface printed on them. Theywaited hours for the resultsfrom the search.

“It’s just a lot of shock. It hasbeen really tough,” said MarkPotash, who has known Garciasince their freshman year.

“Seeing this makes youthink of the worst case sce-nario,” he said.

Newton police officialscalled Garcia’s disappearance“very unusual,” but foul playhas been ruled out.

John Joseph Hartin wascharged in 1993 with fivecounts of statutory rape of achild on two young boys he be-friended in the Boston area.

“John Hartin has been onthe run for 18 years, much toolong for the victims of his al-leged crimes,” FBI SpecialAgent Kristina Norris said in astatement.

Besides using traditionalmeans of attracting interest inHartin’s case — offering a new$25,000 reward for information— federal agents are taking tosocial media.

The FBI’s Boston Division is,for the first time, using limitedFacebook ads to search for afugitive, the agency said.

with digital billboards, wereslated to start running yester-day. Hartin was featured on alocal TV station earlier thismonth, and some new leadshave come in, an FBIspokesman said yesterday.

expect a renewed frenzy overObamacare. Like the darkprince, Beelzebub, the PatientProtection and Affordable CareAct is a creature known bymany names. And while thereis much about the polarizingnew law and its enactmentprocess that deserves criticism,many of the most importantand interesting parts of the lawremain poorly understood.

The exchange system — the

network of state-administeredmarkets that the act creates —is the central component ofObamacare, and it providessurprising insight into thelaw’s approach to state rights,consumer choice and regulat-ed markets.

The exchange system is likean imaginary supermarket thatonly sells health insurance. Tobe sold on the exchange, an in-surance plan must clearly dis-play its “nutritional facts” tomake comparison shoppingeasier. Each plan must alsoabide by basic quality standardsdesigned to ensure that everyplan sold on the exchange pro-vides an adequate range of cov-erage for the price. For instance,plans on the exchange mustspend at least 80 percent of pre-miums on health care, insteadof things like executive pay,marketing or corporate jets.The exchange excludes plansthat deny coverage for pre-exist-ing conditions and puts limitson plans that try to charge more

for riskier customers. In addition to federal regula-

tion, each state can adjust therules of its own exchange andoffer a state-level “public op-tion” to compete on the ex-change. With a federal blessing,states can even band together tocreate regional exchanges.Under the Act, a state can optout of the exchange system en-tirely, if it can create an alterna-tive health insurance programthat achieves equal or bettercoverage for the same cost.

But why would any self-respecting insurancecompany want to playby these new rules andparticipate in the ex-

changes? Because only plans onthe exchange are eligible to re-ceive the new federal health in-surance subsidies.

For those who do not receivecoverage through their employ-er and spend more than 10 per-cent of their income on healthcare costs, Obamacare provides

a tax credit sufficient to bringthose costs below 10 percent —provided one’s health insuranceis purchased on the exchange.By 2019, $113 billion in subsi-dies will be up for grabs eachyear on the exchanges, accord-ing to CBO estimates. Only bycompeting with the other planson the exchange can insurancecompanies hope to get theirhands on those juicy federaldollars.

The exchange system is atrue capitalist’s solution to thehealth insurance problem. Itcreates a regulated market-place where for-profit, non-profit and public insuranceproviders alike compete onthe merits for customers whocan easily compare the costsand benefits of each plan. Andthe exchange system givesstates the flexibility to experi-ment with alternatives, whilechallenging them to competewith one another.

Her awkward red carpetstance, in which she made sureher right leg was constantly ondisplay through the slit in herblack, velvet Atelier Versacegown, is a pose that haslaunched a thousand Internetmemes, from a Twitter handle— @AngiesRightLeg — whichis nearing 15,000 followerswith tweets like, “You have toadmit I’m one hell of a leg!” to aTumblr account entitled“Angelina Jolie’ing,” wherereaders can upload photos ofthemselves showing off theirashy thighs.

Best known as the front-man and lyricist forthe Hold Steady, CraigFinn is taking a brief

With an educated and spo-ken-word delivery, Finn’s rapidrants often reflect the passionthat Jack Kerouac was able to

put to his typewriter with theimmediacy of those ampheta-mine-fueled fingers. But whileFinn’s recurring charactersstrayed from the straight andnarrow, his band’s songs usual-ly offered some sort of solace orcatharsis in the end — with hissolo record, not so much.

“I think [the solo record]lacks some of the optimismthat the Hold Steady has,”notes Finn. “The Hold Steady ispositive, and there’s a celebrat-ed nature to the music. I choseto take a little break from that.”

Revolution Influx of youth could get Revs back to MLS top in a hurryIn 2012, the New England Revo-lution are pressing the resetbutton.

Not that the franchise neces-sarily needed a new beginning.Attendance has been relativelystrong at GilletteStadium/Foxboro Stadiumsince the program got off theground in 1996 and the teamhas seen its fair share of successon the field, having appeared infour MLS Cup finals (2002, ’05,’06, ’07).

But management felt theneed to tweak, as former headcoach Steve Nicol, who had led

the Revolution for a decade,was let go after the team fin-ished last in the MLS’s EasternConference.

Brought in for the freshstart at head coach was formerRevolution star defender andNew England native Jay Heaps.To some onlookers, the hirewas a curious move as the 35-year-old Heaps has little headcoaching experience.

“He’s a really dynamic guyand that’s what we were look-ing for,” said another fresh facein Brian Bilello, who was pro-moted to team president lastNovember. “In our league, therules change constantly. It’s notlike the NFL where we’re draft-ing guys out of one geographi-cal region each year. There’s alot of changing that goes onyear to year and (Heaps) isn’tafraid to change the way hethinks about things.”

Heaps’ résumé is quite im-

pressive despite the lack ofhead coaching experience. Hewas most recently working atMorgan Stanley’s privatewealth division and has alsobeen a color commentator forRevolution broadcasts since re-tiring from the game in 2009.

Heaps played soccer at DukeUniversity before being select-ed No. 2 overall in the 1999MLS Draft and was a pupil oflegendary Blue Devils coachMike Krzyzewski as he admit-tedly “rode the pine” on thebasketball team during the late’90s. But Heaps learned a greatdeal from the Hall of Famecoach every day and plans topractice many of his lessons.

“I want to emulate a lot of

the things Coach K does,”Heaps told Metro. “His passionis the main thing and it’s conta-gious. I also love how blatantlyhonest he is. He doesn’t lie, hedoesn’t BS you. He gives it toyou straight and brings it everyday, every night.”

Heaps has surrounded him-self with an experienced coach-ing staff in hopes of returningthe franchise to glory.

“There’s a realism to thisfresh start,” Heaps said. “Whenthings get a little stale, youbring in new faces and some-times it calls for a rebirth. Weneed to find our own identity.”

1 With the third overall pickin the 2012 MLSSuperDraft, the Revs usedit on UCLA midfielder Ke-lyn Rowe. The 20-year-old Rowe looks to make animmediate impact on aRevs team that could usehelp across the board. AU.S. under-23 nationalteam player, Rowe hasbeen a huge reason theRevolution are 5-0-0 inpreseason play. He hasfour goals and four assiststo date.

2 A.J. Soares, a defender,started 28 games for theRevs last season, logging awhopping 2,464 minutes(high for a rookie). Soaresisn’t a huge player, but willstill use his body to winballs and isn’t afraid to getphysical (two yellow cards,two red cards last season).

3 Benny Feilhaber is nowthe face of the Revolution,and for good reason. Hewas acquired through theMLS Allocation Processlast season after he signedon to join MLS in April andwas quickly snatched upby the Revs after twoteams in front of thempassed for reasons havingto do with dollar figures.He has made 38appearances with the U.S.national team and was amember of the 2010 FIFAWorld Cup and 2008Olympic squads. He start-ed 23 games last seasonfor the Revs.

Fans will get their first look at the new Revs March 10 when they travel to San Jose. The first Revs home game is March 24.
