Chair of Board’s Report

It is my great honour to introduce the latest MindWise Annual Report. I am delighted to advise that despite an increasingly difficult economic environment, MindWise continues to perform strongly, successfully meeting all of our financial and operational objectives.

Some of the highlights this year include the establishment of the All Party Group on Mental Health which is now meeting on a bi-monthly basis and attracting a growing number of MLAs and stakeholders. MindWise also welcomed the Minister for Health Edwin Poots MLA to our Carrickfergus Housing Service and Shadow Secretary of State Vernon Coaker to Annsgate House Day Care Service.

The achievements of the charity were recognised with a number of awards this year including the Investors in People Silver Award and the IIP Good Practice in Health & Wellbeing Award - the first of its kind in NI. The ultimate triumph, however, was the presentation of the Queen’s Jubilee Award for Volunteering.

As you will read in the report the charity continues to attract funding to deliver exciting and rewarding programmes meeting the needs of clients, service users and carers. This year we record our appreciation to the Big Lottery for supporting the Community Bridge Builder Older People’s Service and the LinkedIn Young People’s Service. We also pay tribute to all our other funders, commissioners and partners on whose support we rely on to make a real difference to those affected by or at risk of severe mental illness and mental health problems

We in MindWise are once again proud of our accomplishments but not at all complacent. During the year we consulted extensively with over 300 stakeholders by means of surveys, focus groups, conferences and online

platforms to develop our new five-year business plan ‘A Sea Change to Hope’ and have confidence in its relevance and ability to derive benefits for our service users.

It would be impossible to hail the successes of MindWise without acknowledging the contribution of our Chief Executive, Bill Halliday and the Directors who, together with the entire staff, operate as a talented, dedicated and enthusiastic team. We are proud of the excellent professional reputations they, and consequently MindWise, enjoy in the wider community.

In my first year as Chairperson, I also wish to pay tribute to my predecessor, Seamus Mullan. He has been instrumental in steering this organisation to its strong financial position and has been one of the driving forces in developing MindWise as an independent organisation.

Finally, this organisation could not have developed into one of the most successful mental health charities in NI without the guidance, foresight and expertise of the volunteer Trustees, past and present. I wish to thank all of the Trustees for their commitment and support over the past year. I know that they share an enthusiasm and confidence for the future of the organisation.

Chief Executive’s Report

I am delighted to report on another successful year for MindWise. We have maintained our existing services and have developed two new specialist areas for both children and young people and older people with Mental Health problems.

The new services are in keeping with our new 5 year business plan which was launched last year. In all of our services we focus on quality and effective outcomes for those accessing our services. We do this against the background of ‘’Recovery ‘’ which has been central to this organisation for many years.

2012/13 stands out particularly for me as the year in which we led on the setting up of an All Party Group on Mental Health at Stormont. Although the APG comprises MLA’s only, MindWise provides the administrative and secretarial support to the group. To date six meetings have taken place covering subjects such as the welfare reforms , the issue of stigma and discrimination , the needs of carers and suicide prevention .

Each meeting has been well attended with an average of 11-12 MLA’s present. As one of our key objectives is to lobby and campaign on behalf of people with mental illness the All Party Group brings that campaign to the highest political level in our society. I am delighted with the impact which we have made in a relatively short space of time.

Finally, I would like to pay tribute to our energetic and talented Board of Trustees who has been ably led under our new Chair Aisling Johnson. Together they have ensured that MindWise continues to be well managed with excellent governance arrangements in place and of course financially secure to deal with the important work which lies ahead.

Health, Safety, Quality & Risk

MindWise continue to successfully advance our overarching continuous improvement agenda through a keen focus on health, safety, quality and risk management. Some of our key highlights in this area have included:-

• Ten inspections by the Regulation Quality Improvement Authority, seven in Day Care and three were Domiciliary inspections, all of which reflected that MindWise continues to provide high quality services.

• One successful validation visit by Supporting People.

• A review of our Internal Quality Audit Team, which currently comprises 30% service users; 70% staff and volunteers. The review aims to drive forward our longer term goal to have our Quality Audit Team fully made up of service users.

• The development and launch of a new integrated Risk Management Framework which commits MindWise to the requirements for an effective system of internal control in line the Risk Management Principles and Guidelines as stated in AS/NZS ISO 31000: 2009.This policy and procedure aims to address how MindWise implement, integrate and continuously improve our risk management framework into all aspects of business and align this to our business plan and objectives as stated within Our Vision: A Sea Change to Hope’ (2012 – 2017).

During the year we also established a Service Improvement and Consistency Group (SICG) to support an integrated approach to Service Improvement considering the complex internal and external policy, legal and regulatory frameworks we are working too. The scope of the work is diverse and relates to the wider mental health and wellbeing agenda and can often be perceived as a distraction from the real work of supporting people’s recovery journey if not managed effectively. This Group are pro-actively supporting our services and aims to minimise the bureaucracy and maximise the quality return to our clients. We have successfully supported a number of other organisations and agencies to develop their own systems and processes to meet the complexities of RQIA and SP and invite others to work with us in this area.

Quality Assured

PRinCiPLeS OF GOOD PRaCTiCeThese are the seven principles that we put at the heart of our service delivery:

Recovery & Self Management

We will work to provide a culture of hope that embodies a belief in people’s own ability to manage, change and improve the quality of their own lives.

empowerment, Choice & involvement

We will support people to make decisions about their own lives, take measured risks and make real choices, ensuring that we listen to people and involve them in decision making about the services MindWise provides to them

Respect & integrity

We will work in a manner that is respectful of everyone and upholds the values and integrity of the organisation.

Diversity, equality & Partnership

We welcome all members of the community by understanding, respecting and celebrating differences, talents and strengths. We will challenge negative stereotyping and discrimination and work to develop partnerships between diverse communities.

Clarity, Transparency & Openness

We will be clear about what we can achieve and what our limitations may be. Our communication will be honest, clearly stated, accurate and open to explanation and challenge.

Safety & Support

We will ensure, as far as is practicable, that MindWise services are managed in such a way that personal safety is paramount and that the working enviornment is suited to, and fit for, its purpose.

information & Staff Development

We will provide appropriate support, information and training to everyone involved in the delivery of services, promoting quality and good practice throughout the organisation.

Volunteering has been defined as;

“The commitment of time and energy for the benefit of society and the community, the environment or individuals outside (or in addition to) one’s immediate family. It is unpaid and undertaken freely and by choice”. (The Volunteering Strategy for NI May 2011)

wide range of roles, which have been identified to be inclusive of and flexible for service users, carers and members of the public. Volunteer roles benefit the volunteers themselves, the service-users they support and the organization as a whole. Volunteers can get involved in a wide range of activities;

• Fundraising

• Charity Shops

• Befriending

• Media

• Group Facilitation

Volunteers add a special dynamic to our service delivery and we welcome new and innovative ideas and projects from volunteers.

There have been some notable successes within our volunteer department over the last twelve months. Volunteers have helped to launch the new WiseCraic Magazine, and have also helped to set-up and open the new charity bookshop in Ballyclare.

Volunteering

Volunteering in MindWise has gone from strength to strength over the last five years. In line with our 2012-2017 Business Plan, a new volunteer strategy was developed and implemented in 2012. This strategy was designed after consultation with Volunteers and MindWise Services.

MindWise Volunteer awards

In 2012 Gauge NI carried out a comprehensive evaluation of the Active 8 volunteer programme. Some key results were;

• An average Active 8 volunteer donates an average of 26 hours per month

• For every £1 spent on the Active 8 programme, £1.26 worth of value is returned through volunteers investing their time, skills and energies into the volunteer roles (VIVA)

In 2012-13 analysis shows that we had 97 volunteers giving their own time and skills free, in addition to our 10 Board of Trustees members who also give their time on a voluntary basis. There were over 20,000 hours donated.

At any one time we have an average of 90 volunteers registered with MindWise. Volunteers can participate in a

MindWise were delighted to have received the Queen’s Diamond Jubilee Award for volunteering in December 2012. We were one of only two organizations in Northern Ireland out of a total of 60 in the UK. The award aims to recognize the diversity within organizations who involve volunteers in their work.

In terms of improving our services to volunteers, we provide extensive training and support to make sure our volunteers feel able and supported to carry out their role. During November 2012 we carried out a Satisfaction Survey with our volunteers. 90% of volunteers reported they were either ‘very satisfied’ or ‘satisfied’ with the volunteer support they received from MindWise and 88% reported they were ‘very satisfied’ or ‘satisfied’ with the Volunteer services in MindWise. We listened to volunteer recommendations and suggestions and have put in place an extensive training programme which is being rolled out in 2013, the training includes, Media Training, Protection of Vulnerable Adults,

Mental Health Awareness and First Aid to name but a few. We also have been fortunate to secure places in external training programmes such as SafeTalk and Mental Health First Aid.

Another highlight of our year were the volunteer awards, these took place in the picturesque surroundings of Belfast Castle. Volunteers were recognised for the vast range of roles from across the organisation. All volunteers received a certificate of recognition for their volunteering and staff had the opportunity to nominate volunteers in three categories. The categories and winners of the awards in 2012 were;

• Active 8 Internal Volunteer of the Year 2012 – Georgina Glassey

• Active 8 External Volunteer of the Year 2012 – James McBride

• Active 8 Patsy England Volunteer of the Year 2012 – Celine Bradley

MindWise deliver a diverse range of community based recovery orientated services for and with people experiencing mental health problems across Northern Ireland. Through these services we aim to support people in their recovery journey. Over 600 people actively engage in these services every day and as a result develop the self-management skills to drive forward their own and others recovery by achieving the goals they have established for themselves, the services and the organisation as a whole.

Housing

Our Housing services in Belfast, Carrickfergus and Antrim offer 24-7 Intensive Supported Housing to those with severe and enduring mental health problems, who wish to remain living as independently as possible in the community.

MindWise also offer supported housing in Belfast, Carrickfergus, Antrim, Kilkeel and Banbridge. These services are designed to offer support which is flexible and adaptable to meet the tenants needs.

Our Floating Support and Community Mental Health Support Services provide a further stepped down approach from the intensive and supported housing services described above. We have staff who visit people in their own homes aiming to ensure that they are enabled to live as independently as possible.

I love my home. Living here has brought about a massive improvement in my psychological development. Four years ago I felt I had nothing. Peace of mind has come with feeling secure. My physical fitness has improved as well thanks to our carer who encouraged all of us to go out walking. My friend lost three stone and wants to be my walking partner. I have the best of both worlds – independence when I need it and support from others when I need it!. To sum, up, it doesn’t get much better than this.

Day Care

Our Day care services in Belfast, Newry, Banbridge, Portadown, Lurgan, Ballyclare and Magherafelt offer a range of activities, within and outside the centres,to reduce isolation and support clients to socially and economically integrate into the wider community. Activities and events include knowledge and skills development in the arts, crafts, woodwork, horticulture, music and photography. Many activities are volunteer or peer lead, providing lessons and guidance to others wanting to learn or develop their skills in a particular area.

Three of the Day Care services have developed charity shops as an extension to the service delivery model. The shops not only provide opportunity to sell products created by the clients but also offer volunteering opportunities within the retail sector for clients aiming to return to work.

MindWise Up for work programme to help people gain horticultural qualifications

CBB focus’s on the Promotion of good mental health and well being. It enables a wide range of clients to access a flexible service at the level they need, when they need it and also supports the development of peer activism. In the last year we have expanded our CBB model beyond the remit of adult mental health services, as a result we are now working in partnership with the five HSCT’s to roll our CBB for older people throughout NI, thanks to funding made available via the Big Lottery.

Family and Carers

Our family support services in the NHSCT and SEHSCT engage over 100 families through group and one on one support. The family support staff encourage carers to build their own local support networks, coping strategies and skills to support the people they are caring for. One carer during the year initiated a campaign to address the gap in service provision for siblings. Christina stated that there is little support for the brothers and sisters of people affected by mental illness in Northern Ireland.

A sibling relationship is most likely one of the longest we will experience in our lives, with many siblings providing care, both directly or indirectly, to their brother or sister. However, services “routinely fail to recognize the significance of the sibling bond” (Sin, Moone & Harris, 2008).

Mindwise are aiming to collaborate with Christina and others to address this gap.

advocacy and advice

Our Advocacy and Advice services in Downpatrick, Ards and Lisburn provide support and benefits advice in the local community and hospital wards, while also ensuring that the voice of our clients is heard. Our Debt Advisory services continue to operate in collaboration with Advice NI, whose expertise and support in this area is invaluable especially as we address the rise in concerns coming through as a result of the Welfare Reform agenda.

Our Advocacy staff both operationally and strategically are working closely with the Advocacy Network NI and are supporting and influencing the roll out of the NI Advocacy Framework.

Recovery; Self-Management; WRAP

Recovery, Self- Management and WRAP are the buzz words within the mental health arena and MindWise as ever are ahead of the game. Our Recovery programs have been bedded in for over 25 years and continue to develop and expand as we actively enage clients in the development and delivery of these activities. Activities include: Training programs delivered internally and externally on Recovery; Recovery Bitesize; Self-Management; Wellness Recovery Action Planning (WRAP). As a result Service Users are at the core of decision making about their lives and their services. MindWise continue to support 30% Service User representation throughout our decision making structures inclusive of Service Advisory Groups and on our Board of Trustees.

The Ballyclare Book Shop was launched during the year and has been successfully supported by the NHSCT, local traders and the wider public. The shop was totally refurbished by our Magherfelt service, whose focus is on woodwork and while the shop sells second hand books mainly you’ll also find handcrafted jewellery, knitware and crafted woodwork.

The Magherafelt day care service provides training in joinery and woodwork. Not only do people learn how to restore furniture but also how to build new furniture. These items are sold in the adjoining retail outlet, along with second hand clothes and a vast array of bric-a-brac. More recently the Day Care service has expanded through funding made available via ESF, namely the Up for Work program which supports people to gain horticultural qualifications and access employment and work placements in the wider community.

Our Banbridge second hand clothes shop continues to be a must be visit for any passer by!

Community Bridge Building (CBB)

CBB services link with local colleges, employers, voluntary organisations, training services, community facilities for sport and art, local faith and spiritual organizations, health professionals and cultural communities. CBB staff support clients in a range of areas including:

Education and Training Health Living Employment Sports and Leisure Arts and cultural activities Faith and Spirituality Cultural awareness Community involvement Volunteering

The Linked-In Project is unique to Northern Ireland and supported by the Big Lottery’s Empowering Young People Programme. It employs three Linked-In Officers based in Belfast, Antrim and L/Derry. The Project was officially launched in May 2012 by Minister Ford and went operational in July of that year. Linked-In Officers aim to support young people aged 13 to 21 who are released from police custody and receive referrals from custody sergeants, community police officers and MindWise Appropriate Adult Scheme workers. Individually tailored support is provided for a period of up to six months to empower young people to meet any requirements set by the criminal justice system, address risk factors and stressors for mental health issues, linking young people into existing services and acting as a single point of contact between the young person and the various agencies that are or should be involved. This pilot project is funded for 3 years by the Big Lottery.

young People & Criminal Justice Area

Partnerships and Collaboration

This year saw the expansion and development of our Young People & Criminal Justice work.

During the year MindWise continued to be contracted by the Department of Justice to deliver the Northern Ireland Appropriate Adult Scheme. An Appropriate Adult Worker supports a young person or a mentally vulnerable adult held in police custody if there is no family member or carer available. The role of the Appropriate Adult work is to ensure that the detainee is treated appropriately by the PSNI and that they fully understand the process of police detainment and their rights and obligations.

The Scheme is accessible to every PSNI station throughout Northern Ireland on a 24-hour basis. 1,743 detained people were supported during the year.

The MindWise Patient Advocacy service, Shannon Clinic, uses a recovery-led approach to work with the patients detained. Empowering them to secure their rights and access services including care and treatment, restrictions, applications to the Mental Health Review Tribunals and make complaints. This post is supported by the Belfast Health & Social Care Trust.

MindWise commits to partnership and collaboration as one of our core values and believes, as a result we make a commitment to working in partnership with our service users, carers, members and a diverse range of individuals and agencies beyond MindWise to achieve the best services and impact change. During the course of the last year we developed a significant number of new and exciting partners and we would like to thank them all for their support. Some highlights have been:-

- Research UK and Dr Jag Basra. This initiative resulted in MindWise being a key beneficiary from the Gala Ball held November 2012. It also raised awareness of the issues affecting people with direct experience of mental health problems amongst the young medical profession.

- Stephen Nolan, BBC. Resulting in awareness raising to the NI populous through the broadcasting of a program challenge the stigma and discrimination around mental health specifically depression

- Pierce Communications, the Principal In-kind sponsors of the Gala Ball designing and providing all printed and publicity materials. This is a new partnership brought to us through a Volunteer coming from the Business in the Community and Civil service fundraising initiative.

- University of Ulster - The Science Shop which has resulted in us supporting young students to actively engage with us in developing music, art and media workshops internally and externally.

Innovation and Creativity

MindWise continues to remain strong in relation to business development and income generation with a variety of successes over the past twelve months, despite the current difficult economic climate and reduction in giving to charities in general.

Linked-in Project Launch Community Bridge-Builder Older People

Community-based fundraising continues to grow, supporting the organisation to provide quality services, raise awareness of mental health problems and challenge negative stereotypes through lobbying and campaigning. This reflects the ongoing commitment of staff, volunteers and service users, alongside increasing involvement from the general public in fundraising for our cause.

Following the success of securing almost £1 million in Big Lottery Funding, the Linked-In Project and Community Bridge Building for Older People projects are now being successfully delivered. The organisation remains in a good position to take advantage of further opportunities to attract significant funding for projects, underpinned by innovative recovery-oriented practices.

MindWise has also successfully secured a range of small grants funding during the past twelve months to deliver projects at our centres across Northern Ireland. This includes a service user-led programme to develop a digital archive relating to mental health over the past half-century, supported through the Heritage Lottery Fund.

Strategically, the organisation successfully continues with its commitment to volunteering and work with young people. Significant additional funding was secured through Big Lottery to support volunteering across the organisation, while Children In Need has provided additional funding to support our developmental work with young people.

MindWise as ever remains committed to tendering and developing proposals in partnership with other organisations and agencies. This approach has brought success through continuing services such as Open Your Mind with support from the Public Health Agency and we welcome further opportunities for partnership and collaborative working in the coming year.

We believe a partnership approach ensures that the organisation will continue to generate an increase in new income annually, in the face of substantial cuts across the community and voluntary sector. This approach ultimately ensures that those at the heart of our organisation, the people who use our services, receive the support and encouragement they need as they work towards recovery and a better quality of life.
