    MOTION ON NOTICE

    For Council Meeting of February 12, 2013

    Risks to City Budget of Proposed Changes to Community Centre Operations

    MOVER: Councillor Adriane CarrSECONDER: Elizabeth Ball

    WHEREAS

    1. Vancouvers Community Centres are funded by tax dollars as allocated in theCity of Vancouver budget passed by City Council, Community Centre fees, andadditional fundraising by the not-for-profit Community Centre Associations thatmanage the finances, programs and services at the Community Centres;

    2. For decades, Community Centre Associations have raised funds to build and

    improve Community Centres, buy equipment and deliver programs andservices, thus saving the City from having to spend additional tax dollars;

    3. Many Community Centre Associations are raising concerns that the VancouverPark Board plan to shift management of the centres from the CommunityCentre Associations to the Park Board will negatively affect volunteerism,fundraising, program costs and fees, and may lead to loss of some programsand services;

    4. Should the fundraising and cost savings provided by the volunteer CommunityCentre Associations not be available, the City may need to provide replacementfunding in the Citys budget, both for Community Centre capital expenditures

    and to maintain programs and services aligned with key city objectives, forexample to meet the goal of the City, Park and School Boards Joint Council onChildcare to add 500 childcare spaces by December 2014.

    THEREFORE BE IT RESOLVED

    A. THAT the General Manager of the Vancouver Park Board report back to Councilwithin two months on the potential impacts on the Citys budget due to thePark Board plan to shift management of Vancouvers Community Centres fromCommunity Centre Associations to the Park Board including:

    1. The average annual monies fundraised by Community Centre

    Associations, specifically including grants, to support their Centresprograms, services and capital improvements.

    2. The estimated cost of potentially having to replace Community CentreAssociations volunteers with paid staff.

    3. The number of childcare spaces currently managed by CommunityCentre Associations and the potential risks to those spaces.
