    New England Board of Higher Education’s Tuition Break for New England Residents

    2013-14 Annual Report Executive Summary

    This academic year, a total of 9,533 New England residents were enrolled under the New England Board of Higher Education’s Regional Student Program (RSP) and saved an estimated $56 million on their 2013-14 tuition bills. Students enrolled full time saved an average of $7,200.

    Because of NEBHE and its RSP, New England residents are eligible for a tuition discount when they enroll at out-of-state public colleges and universities in the six-state region and pursue approved degree programs not offered by their home-state public institutions. At some colleges, eligibility also extends to students whose home is closer to an out-of-state college than to an in-state college.

    Academic year 2013-14 marks the 57th year of the RSP, which NEBHE established in 1957-58 to fulfill the purposes of the congressionally authorized New England Higher Education Compact – expanding educational opportunities for New England residents and sharing higher education resources.

    Since it was established, the RSP has provided New England residents with discounts on 270,000 annual college tuition bills, with the total savings estimated to be well over $1.2 billion in current dollars.

    NEBHE’s Tuition Break program not only provides much-needed tuition relief to New England students and families but also fosters cost-efficient resource-sharing among the six New England states.

    The RSP eliminates the need to duplicate academic programs offered by public colleges and universities in other New England states and therefore helps the individual New England states and their public higher education institutions avoid countless billions of dollars in capital and operating expenditures.

    The region’s public colleges and universities received nearly $66 million in tuition revenue from the RSP students enrolled at their campuses in 2013-14. The RSP helps participating campuses attract and retain out-of-state New England students who would have likely attended college elsewhere if the RSP tuition discount were not available.

    Expansion of RSP Program Offerings

    More than 750 undergraduate and graduate degree programs have been approved for eligibility under the RSP through an annual peer-review conducted by NEBHE, which engages all the RSP participating institutions. A significant number of RSP degree programs are in specialized or high-demand career areas, such as biomedical engineering, environmental engineering, allied health, pharmacy, energy services technology, advanced manufacturing technology, sustainability studies and tourism.

    The 2013 Annual Review resulted in the approval of a record number of 33 additional degree programs – 18 majors and 15 specialized concentrations.* Concentrations which are comparable to majors in their content have been eligible for RSP approval, effective with an RSP policy revision in 2012.

    Summary of 2013-14 Regional Student Program (RSP) Data 2013-14 RSP Tuition Savings and Revenue The New England Board of Higher Education’s Regional Student Program (RSP) Tuition Break provided New England residents an estimated total of $56 million in savings on their 2013-14 tuition bills. The average savings for a full-time RSP student was $7,200. Meanwhile, the RSP participating institutions received nearly $66 million in tuition revenue from RSP students in 2013-14. 2013-14 RSP Enrollment Data Total RSP enrollment this academic year was a headcount of 9,533, up 2% over last year. The community colleges, which enrolled 41% of RSP students, saw a 6% increase. The bachelor’s degree-granting institutions, with 52% of the enrollment, saw a 2% increase. Meanwhile graduate enrollment (7% of total enrollment) dropped by 14%. Incoming enrollment States with increases in the number of RSP students attending their public colleges and universities in 2013-14 were Rhode Island (21%), Maine (14%), Connecticut (7%), and Vermont (2%). States with decreases were New Hampshire (-8%) and Massachusetts (-3%).

    Outgoing enrollment States with increases in the number of their residents participating in the RSP in 2013-14 were Massachusetts (13%), Connecticut (3%) and New Hampshire (1%). States with decreases were Maine (-12%), Vermont (-6%) and Rhode Island (-1%). Connecticut, Massachusetts and Maine saw the highest percentage of their state’s residents enrolled under the RSP at bachelor’s degree-granting institutions – 76%, 58% and 54% respectively. Meanwhile, New Hampshire, Vermont and Rhode Island saw the highest percentage of their state’s residents enrolled under the RSP at community colleges – 55%, 51% and 46%, respectively. Enrollment breakdowns by type of institution and state are provided in Figs. 1 through 9. Migration data by degree level for each state is included on the states’ individual highlights pages (pages 5-10). Enrollment numbers for individual degree programs are provided in the Appendix. History of RSP Participation Since the first year of RSP enrollment in 1957, the RSP has provided New England students with discounts on nearly 271,000 annual tuition bills (See Fig. 11). The RSP has afforded participating students a total of more than $1.2 billion in tuition savings, when calculated in current dollars. Data Source The New England Board of Higher Education surveyed all of the RSP participating institutions for fall 2013 enrollment data and student characteristics. NEBHE calculated annual 2013-14 enrollment and tuition savings and revenue data, based on fall 2013 enrollment data and annual tuition rates.

    NEBHE's Regional Student Program (RSP) provided New England residents an estimated total of $56 million in savings on their 2013-14 tuition bills. The average annual tuition discount for a full-time RSP student was $7,200.The RSP participating institutions received an estimated total of $65.9 million in tuition revenue from RSP students.
