Dear WPOA Members,
The annual meeting will be held on Saturday, November 9, 2013 at 10 a.m. in the Skyline Pavilion. As always, there is much to
discuss so we hope that you will mark your calendars and plan to attend.
We have three open positions for the WPOA board this year. A Candidates Forum will be held on Saturday, October 26th
at 10 a.m. at
the Trillium House to introduce the candidates and discuss items of interest to the community. Reminders will be sent well in advance
of the date and we hope that you will plan to join us.
This packet includes the biographies from the candidates and their reasons for wanting to serve as board members. We thank them for
their interest and willingness to serve the community. Please read the material carefully and support WPOA by submitting your votes
either prior to the meeting or at the meeting.
The road paving project has finally been completed. Needless to say the inclement weather and the many rain events this spring and
summer caused a great deal of delay. We are very pleased with the work that our contractors have done and anticipate that the project
will come in within budget at nearly one million dollars and paid from the designated reserve fund. The quality of the repaving effort
should serve us very well and we anticipate that we will not need to repave for at least 8 years. Thank you all for your patience while
this effort was in progress.
Two capital construction projects will be underway shortly. The gatehouse building will be significantly expanded to provide much
needed space for the Police Department. The new facility will include additional workspace, interview and training rooms and secure
evidence storage areas. The estimated cost for this project is $400,000. The cost will be incorporated with our current debt which has
been refinanced at a reduced interest rate. This restructured financial package will result in a slight monthly reduction in our payments
for the total outstanding debt.
The second capital project is an expansion of the Fire and Rescue building in the valley. The increased size of the various vehicles has
necessitated that we make building adjustments to accommodate safe storage. Nelson County is providing $70,000 for this project. Any
additional debt service can be serviced from the Emergency Services Reserve Fund.
The board has approved a $59 annual increase in assessments for improved properties for 2014. The increase will allow a modest 2%
merit pool increase in salaries to keep wages of our professional staff in a more competitive position. It will also address the increasing
costs of healthcare benefits, necessary operating materials such as gas and petroleum products and general maintenance costs.
The format of the meeting will be similar to last year. WPOA will present a full report of our activities, discuss budget concerns for
2014, report the election results and answer questions at the conclusion of the presentations. There will be a brief intermission followed
by presentations from the WPI resort management, Rosewood Village, Bear Smart Council, the Nature Foundation at Wintergreen and
the Wintergreen Performing Arts.
This will be my final year on the board after having served for 5 years. It has been a pleasure for me to have served on this board and to
have been associated with all the staff of the WPOA organization. We are most fortunate to have these knowledgeable and experienced
people who are dedicated to serving the Wintergreen community.
We encourage you all to attend the meeting and learn more about the projects planned for 2014. Thank you for your continued support.

Treasurers Report
To date, the 2013 Budget is on track and we anticipate ending the year in sound financial condition. The major expense
of the year has been the repaving of Wintergreen Drive, Devils Knob Loop, a portion of Blue Ridge Drive and
Blackrock Drive. There have been the usual challenges, but they were overcome within budgeted funds.
Snow Removal costs were normal until March 6, 2013. Wind and heavy wet snow (30” in places) caused the “big
yellow” equipment to run non-stop for several days. This was followed by some heavy spring rains, which kept our
crews busy with culverts and ditch work.
The continuous summer rain has caused the mowing operations to run almost non-stop. The Road Maintenance
Department also had the additional task of the pre-paving workload.
We are in our second year of downsizing our Landscaping operations outside of our own needs. Last year WPI cut
backs decreased our income source considerably. We have since re-evaluated our entire Landscaping operation and
have scaled down to primarily WPOA related functions. We have moved personnel and equipment related expenses
into the Road Maintenance Department.
We will end 2013 using reserves to complete the Asphalt Roads project-- approximately $1 Million. (Final numbers
will be presented at the annual meeting and in the January 2014 WPOA Newsletter) The Snow and Storm Damage
reserve fund is currently $154K and the Capital Equipment reserve is currently $107K after the purchase of a new
mowing tractor.
Looking ahead, the Board of Directors has approved the 2014 Budget. This budget summary reflects a balanced budget
based on an increase of $59.00 in the Improved Property Annual Assessment rate. Other rates increase accordingly.
The 2014 Budget provides for the following changes.
1) $46K Increase in Wages.
2)
3) $10K Increase in Reserve fund for future Wintergreen Drive and asphalt roads.
4) $82K Increase in Road Maintenance and gas related costs
5) $155K Inclusion of WPOA Landscaping Department wages and operations into Road Maintenance
Department (Outside Private and WPI Contract work removed).
6) $60K Decrease in Facilities Repair and Public Areas. Expenses related to WPOA facilities and public area
landscaping moved to Road Maintenance Department from the Landscaping Department. The normal
scheduled maintenance and repair items under the Long Range Plan are fully funded in this budget and
fluctuate from year to year on our eight facilities.
7) $4K Increase in Gatehouse for utilities and service contracts.
8) Debt Service on the Gate/Police building addition is a net zero increase, due to re-financing of all WPOA
debt to a lower interest rate. Station II addition is financed by a zero percent loan from Nelson County to Fire
and Rescue
We anticipated spending a portion of the $30K budgeted for Gypsy Moth spraying in 2013, but due to the extremely
wet spring, spraying was deemed not necessary. We will not have next year’s decision for spraying until Spring 2014.
The next repaving of Wintergreen Drive and asphalt roads is now projected for 2020 and will require additional
funding to the reserve account to meet anticipated inflationary costs of well over $1.5 Million. Accordingly, the 2014
budget includes an addition of $180K to the reserve account for road repaving.

Collection Policy
Concerning Assessments on Lots, Dwelling Units,
Public and Commercial Units
Pursuant to Article V of the Amended and re-stated Declaration of Covenants and Restrictions
(amended covenants 2/16/2000) of the Wintergreen Property Owners Association, Inc.
1. Notices of annual assessments are to be mailed to property owners of record no later than
December 1.
2. Annual assessments are due and payable by February 1 of the calendar year for which they are
billed. A late payment penalty of fifteen percent (15%) will be added if the assessment is not paid
on or before the past-due date specified in Section 3. Additionally, costs of collection as provided
for in Article V- Covenants for Assessments will be charged.
The Annual and Special Assessments, together with such interest, at the judgment rate used by the
Circuit Courts of Augusta and Nelson Counties; a late payment penalty of 15% and costs of
collections therefore as hereinafter provided, shall be a charge and continuing lien on the real
property and Section 1. Creation of the Lien and Personal Obligations of Assessments, Section 9.
Effect of Non-Payment of Assessment: The Personal Obligation of the Owner; the Lien; Remedies
of Association.
3. March 1 of each year, second notices with interest thereon are processed and mailed to owners
with delinquent accounts.
4. A third notice is mailed to then-delinquent property owners on April 1 with interest thereon.
Unpaid accounts are forwarded to the attorney of record for collection at a fee negotiated by
Wintergreen Property Owners Association and the attorney, pursuant to Article V, Section 1, 9 &
10 of the Covenants. This fee is applied to the owner’s account and is collected by the WPOA
attorney, as part of the costs of Court. The attorney of record shall send a letter demanding payment
within 30 days prior to instituting suit against a property owner for the delinquent account. Suits for
delinquent annual assessments would be instituted in the General District Court of Nelson County
or Augusta County, and, after ten days have elapsed from judgment without appeal, Abstracts of
Judgment would be docketed as a lien against the property, in Nelson and/or Augusta Counties,
Virginia, and, additionally, would be docketed in the landowner’s home jurisdiction, if within
Virginia. Interest will continue to accrue at the Virginia judgment rate until paid and satisfied,
through the offices of the WPOA attorney. Upon payment, the attorney would make release of the
paid judgment lien among the land records of the aforesaid county (ies).

day of August 2009, based on the revised WPOA Covenants, February 13, 2009.

Why I wish to become a WPOA Director and what I feel I can contribute to the organization’s
operation.
I am honored to run as a candidate for the WPOA Board of Directors. My wife, Christine, and I have
loved Wintergreen since the first moment we visited. In 1990, following our dreams, we purchased an
undeveloped lot. In 2002, we built our home, became part-time residents and, in 2009, our retirement plan
became a great reality when we moved here full-time. My experience, as someone who progressively
made Wintergreen his home, gives me a broad perspective which will be invaluable to Wintergreen.
As soon as we moved here permanently, I became an active member of the community: I am currently a
volunteer with the Wintergreen Rescue Squad; Vice-President and Member Chair of the Mountain
Homesteaders; and serve on the board of the Wintergreen Fire Department. My service with these
organizations opened my eyes to Wintergreen’s inner workings and further illuminated its strengths and
challenges. As Membership Chair of the Mountain Homesteaders, I’ve made it a point to listen and to
keep members informed of community events that might impact them, such as road construction, water
and sewage outages, and travel obstructions. In fact, my past career experience in Technology, Logistics,
Inventory, Distribution, Quality, and Project Management has taught me that, above all else, timely
communication is imperative for good leadership.
If elected to the WPOA Board, I will continue to work hard for the community’s benefit and to
communicate with its members.

Why I wish to become a WPOA Director and what I feel I can contribute to the organization’s
operation.
The last few years certainly have been transformational for the Wintergreen community. With the Resort
now being privately owned, no longer is there an overlap of 1800 WPI members who also are WPOA
members. Without property owners having a place at the table with the Resort operations, I believe it falls
on WPOA, as the primary owner representative, to insure that the entire community remains a valued place
to live, own property and to invest. There also are a number of organizations that make Wintergreen a
vital and energetic community that are affected by the Resort’s change in ownership – The Nature
Foundation, Performing Arts, Adaptive Sports and to a lesser degree both the Wintergreen Valley and
Mountain Homesteaders Associations. All of these groups have a vested interest in the future of our
community.
The future WPOA board will need to help sort out what role it will play within a new environment to make
sure that the property owners are provided the best service possible by all whose investments and services
add value to Wintergreen as a whole and to our property specifically. Having served on the WPI board for
six years and four years as the appointed representative to WPOA’s board, I understand the operations of
both organizations and how their cooperative relationship serves the community’s best interests. As the
permanent home for Cindy and me, we both have demonstrated our commitment to Wintergreen and the
quality of life it provides. We are especially appreciative of so many owners, organizations, and staff who
make this an ideal place to live, work and visit. If elected, I believe my volunteer involvement across most
community groups and my professional background in strategic planning; program development and
community outreach will make a contribution to the future of WPOA and Wintergreen.

o National and international experience in numerous technical and leadership positions as
a Systems Engineer specializing in complex systems. This includes over 33 years as a
civilian with the Department of the Navy and almost 10 years in the private sector
prior to my retirement in May of 2010.
Involvement in Wintergreen Affairs:
2010-present: Currently serving on the Board of Directors of the Wintergreen Performing Arts;
Chair of the Development Committee.
2010-present: Currently serving on the Board of Directors of the Mountain Homesteaders
Association; Editor of the MHA Newsletter, The LINK.
2012-present: Member of The Nature Foundation at Wintergreen’s Membership Committee.

Why I wish to become a WPOA Director and what I feel I can contribute to the organization’s
operation.
Having been associated with Wintergreen Resort since the late 1970s, a full-time resident since 2010, and a member
of the Board of Directors of WPI I fully realize the importance of being part of and “giving back to” the Wintergreen
community. I believe this can only be accomplished by being an active participant and volunteer in the organizations
that make Wintergreen what it is – a vibrant, beautiful, and owner-friendly community. To this end I have tried to be
as active as possible as my list of “involvements” in Wintergreen Affairs indicate. This involvement has given me a
broad understanding of the Wintergreen community and its supporting organizations. An understanding that I
believe can be used to the benefit of WPOA and the property owners it represents, especially as we move forward
under the Resort’s Justice organization ownership.
As a member of the Board of Directors of WPOA I will contribute with the attributes I have used and exhibited
throughout my professional and daily life:
A logical and systematic approach to problems.
The ability to listen, communicate, and work collaboratively with diverse people and organizations.
The ability and willingness to get the job done, whatever the task.
The desire to seek input from not only those who I serve (WPOA property owners) but also the
Resort’s management and staff, as appropriate.
The promise to provide as much transparency in WPOA Board activities and actions as legally
permissible.

Why I wish to become a WPOA Director and what I feel I can contribute to the organization’s
operation.
I am extremely interested in serving on the WPOA Board. As a member of the Board I would like to see
our infrastructure strengthened with continued road and utilities improvements. It is important to me to
give back to my community. My job with the Commonwealth was as Economist Supervisor in charge of
the office that collected, analyzed and interpreted the economic and demographic information for all
areas of Virginia. Part of my job was to develop and monitor work budgets contracts and act as the
Administrative Director for a national training institute. I developed and produced several publications
on career development that were distributed to educational institutions, library systems, social service
departments, etc., in a number of Mid-Atlantic states.
Since retiring, my husband Curtis and I have had a private consulting business; contracting to provide
instruction on labor market economics and demographics, and building codes and acting as
meeting/event planners. I am a longtime member of Ruritan National (a community service
organization). I have been the secretary of the Rockfish Valley Ruritan Club for several years and was
the 2012 District Governor and am the current Leadership Development Coordinator of the Woodrow
Wilson District of Ruritan. Our organization provides services and donations to numerous charities-
Nelson Co. Food Pantry, giving stuffed animals to the Wintergreen and other fire and rescue squads,
working at Relay for Life, the Adventure Camp for challenged youth, scholarships to students in Nelson
County, among others. We also put on annual Easter egg hunts and Christmas tree lighting and carol
singing for the children in the area.
At Wintergreen I am a member of the Mountain Women, the Nature Foundation, Valley Lunch Bunch,
and the Mountain Homesteaders (MHA). I serve on the MHA Executive Board and am the Social
Coordinator for all of their events. My background as an Economist Supervisor with the Commonwealth
of Virginia gives me a strong working knowledge of labor market and demographic data and analysis
for our area and my experience with the Ruritans and Wintergreen associations provides knowledge of
the needs of our community and its people.

Why I wish to become a WPOA Director and what I feel I can contribute to the organization’s
operation.
The next years are going to be very important to the future of Wintergreen and the property owners at
Wintergreen. We will continue to transition from the partner/owner model to a private owner model. This
transition and the policies and precedents established will determine the relationship between the resort
owner, the property owners and the public consumers for years to come.
I would like to be a Board member of WPOA during this crucial period. I believe my background as an
attorney, an investment banker and a private banker combined with my service on over 30 corporate and
nonprofit boards will allow me to be part of a constructive leadership team for property owners. My
experience includes real estate and infrastructure finance and development.
However, I believe the best credential I process is that my family has been actively engaged in
Wintergreen since 1991 and that I will do everything I can to preserve that special experience for our
future generations.

Why I wish to become a WPOA Director and what I feel that I can contribute in the organization’s
operation
Sarah and I first came to Wintergreen in the fall of 1986 as the guest of friends. Way back then we knew
Wintergreen was a very special place. So special, that we bought our first piece of property on Crawford’s
Climb in May of 1988. During the next 16 years we owned two different condos on the mountain (Cliffs
and White Oak) and spent almost every long weekend and most July’s here enjoying this beautiful resort.
I retired in 1999 having spent 28 years teaching in the Alexandria City Public School system at T.C.
Williams Senior High School. Twenty four of those years I served as the Department Chairman for the
Marketing Department.
Sarah and I moved permanently to Stoney Creek in September of 2004 and have thoroughly enjoyed
everything Wintergreen offers us.
Since 1988 I have seen a number of changes take place in our resort but more importantly I have seen
positive growth in the resort and especially here in Stoney Creek. During my professional career I served
on a number of state wide committees including serving as the state president (1979-80) of the Virginia
Association of Marketing Educators. Because of my work with these various committees, I understand the
importance of an individual’s role within the framework of a working committee.
I would be honored to serve as a member of the WPOA Board of Directors and will enjoy the opportunity
to participate and become involved in the continuing growth of Wintergreen.

FIRE & RESCUE SERVICES
DIAL 911 FOR ALL EMERGENCIES
WPOA provides two employees in each station 24/7 who are trained to handle either fire or rescue emergencies.
These providers are in place to assist either the Wintergreen Volunteer Fire Department or the Wintergreen
Volunteer Rescue Squad.
Capital items such as ambulances and fire-trucks are not supported by WPOA assessments. Each department
conducts a fund-drive each year to raise funds for these items.
The Wintergreen Volunteer Fire Department is a non-profit organization which was established in the late 1970s
to protect the Mountain Village. Over the years, the department has grown to protect both the mountain and valley
developments. The Fire Department is licensed as an Advanced Life Support agency and frequently assists the
Rescue Squad on medical calls. The Insurance Safety Office (ISO) rating for the Fire Department is 4/9 which
places the department in the 90th percentile when compared to similar size and structure departments in the nation.
The Fire Department is an authorized dealer of Kidde fire products such as extinguishers, escape ladders, and
alarms. The Fire Department officials will gladly assist residents with risk analysis if requested.

The Wintergreen Property Owners Volunteer Rescue Squad, also a non-profit organization, operates four-wheel
drive Advanced Life Support transport units as well as “first response” units located in both stations. Additionally, a
“Heavy Squad Truck” is located in the Mountain Station. This truck carries specialized equipment used to cut apart
cars, assist with search and rescues, and serves as a mobile command post in the event of a large-scale disaster.
The rescue squad will perform a “healthy 12-lead EKG” in the comfort of your home per your request. These
cardiograms stay on file in each ambulance and can be used to assist you during a cardiac emergency.
The squad also maintains a stock of durable medical equipment such as crutches, wheelchairs, potty-chairs, etc,
which can be loaned to people with temporary needs.

In addition to cash contributions, both departments have recently been able to benefit from donations such as
vehicles and building lots. All such donations are liquidated as quickly as possible. Please remember to think about
these agencies in your estate plans.

Wintergreen Police Department
Gate Access Policy
Generally, both entrance lanes to the community will remain open
during the hours of 6:00 a.m. through 10:00 p.m. on a daily basis.
When the right lane is closed during regular hours or due to other
events, all traffic must use the left lane. Please stop when indicated by
the gate officer for important information.
Owners belonging to Condominium Associations impacted by resort
guest parking during ski season should contact their Association
manager regarding passes for their guests. This will allow them
parking within their condo parking lots. You should call 434-325-
8029 for information on assigned Association managers. Surveillance
is now accomplished by the use of realtime color video cameras on all
lanes of entry and exit including specific cameras for license plate
identification.
Current WPOA Board Motorcycle Policy:
Property Owners owning motorcycles that have a properly affixed
vehicle decal may operate their motorcycles through the gate to and
from their residences only. Guests of owners and all others are not
allowed to operate motorcycles on the mountain and may park them at
the Community Office Building during their stay.
The Wintergreen Police Department issues property owner vehicle
decals and WPOA pool passes for Chestnut Springs and Rodes Farm
only. Please feel free to contact the property owner assistant if you

WINTERGREEN POLICE DEPARTMENT PROGRAMS
HOUSE CHECK: A program in which a patrol officer checks your home while you are not at
Wintergreen for an extended period. Owners receive code numbers that are given to the gate
officer to let the department know you are leaving for, or returning from, an extended stay.
CRIME PREVENTION: A program offers tips to make your home more secure using simple
and inexpensive methods.
SKI AND SNOWBOARD EQUIPMENT REGISTRY: A program designed to register your
ski and snowboard equipment (serial numbers, make, model, etc.) with the police department, if
your equipment becomes lost or stolen either at Wintergreen or some other resort. Complete
information is necessary for entry into state and national crime files. ID stickers are furnished for
placement on the equipment.
OPERATION ID: A program designed to record and mark valuables you may have at your
Wintergreen home. Pictures are also taken for your records should fire or theft destroy your
home.
PERSONAL SAFETY: A program for elderly property owners who live alone, or those who are
disabled or ill. Our officers check with you daily either by phone or in person, to make sure all is
well.
RIDE-A-LONG: A program which allows property owners, over the age of 18, the opportunity
to ride-a-long with a patrol officer to observe the gate and dispatch operations during a normal
tour of duty. A chance to observe your police department “first hand”.
ALL OF THE ABOVE PROGRAMS ARE OFFERED AS A SERVICE TO
YOU AT NO COST. ANY NECESSARY FORMS OR APPLICATIONS MAY
BE OBTAINED BY CALLING (434-325-8526) OR STOPPING BY THE
POLICE DEPARTMENT LOCATED WITHIN THE COMMUNITY OFFICE
BUILDING. OFFICE HOURS ARE 9-5 MONDAY THROUGH FRIDAY.
MOUNTAIN MAIL SERVICE: Owner mailboxes located in the parking area of Wintergarden
may be applied for by calling (434) 325-8526.
VEHICLE DECALS: Replacement decals can be obtained from the police department in the
Community Office Building or by calling (434) 325-8526. There will be a $6.00 fee for each
replacement decal.
NOTE: YOUR DECAL IS PERMANENT UNLESS YOU CHANGE VEHICLES OR
YOUR DECAL BECOMES DAMAGED. SEE “VEHICLE DECALS” ABOVE IF YOU
NEED TO REPLACE A DECAL.

WINTER STORM
BE PREPARED… Before the storm strikes at home and work…
Primary concerns are the potential loss of heat, power, telephone service, and a shortage of
supplies if storm conditions continue for more than a day.
Have available:
Flashlight and extra batteries.
Battery-powered NOAA Weather and portable radio to receive emergency
information. These may be your only links to the outside.
Extra food and water. High-energy food, such as dried fruit or energy bars, and
food requiring no cooking or refrigeration is best.
Extra medicine and baby items.
First aid supplies.
Heating fuel. Fuel carriers may not reach you for days after a winter storm.
Emergency heating source, such as a fireplace, wood stove, space heater, etc.
Fire extinguisher and smoke detectors. Test units regularly to ensure they are
working properly.
When CAUGHT in a winter storm at home or in a building…
Stay inside. Make sure you provide proper ventilation when using alternate heat
sources such as a fireplace, wood stove, space heater, etc.:
Use fire safeguards.
Properly ventilate.
No heat:
Close off unneeded rooms.
Stuff towels or rags in cracks under doors.
Cover windows at night.
Eat and drink. Food provides the body with energy for producing its own heat.
Keep the body replenished with fluids to prevent dehydration. Non-alcoholic
beverages prevent dehydration.
