It honors survivors of the Holocaust and remembers those who died. The Holocaust killed an estimated 6 million Jews from 1933 to 1945 at the hand of Nazi leaders in Germany and other

Europeans who shared the Nazi philosophy.

But since 2003, a new generation of German soldiers, has escorted Holocaust survivors into the auditorium of Alvarado Hall.

PHOENIX — The director of the Ar-izona Department of Water Resources has accepted the decision of admin-istrative law judge Thomas Shedden after a review of the documents from an appeals hearing and let stand the issuance of a water adequacy certifi-cate for Pueblo Del Sol Water Compa-ny, regarding its Tribute subdivision development.

Pueblo Del Sol (PDS) is now permit-ted to extend water service to Tribute, its new master-planned community owned by Castle and Cooke, accord-ing to the documentation provided by ADWR Director Sandra A. Fabritz-Whitney on April 11.

“After reviewing the administrative law judge decision and the record in this matter, the director has decided to accept the decision with certain modifications to the findings of fact and conclusion of law to more accu-rately reflect the record and applica-ble law,” states Fabritz-Whitney in the decision.

SIERRA VISTA — A request made to a Cochise County Superior Court judge by three candidates in the Hua-chuca City primary election, asking that they be elected to office without moving on to the general election, was denied this week.

Mayoral candidate Ken Taylor and town council candidates Donna John-son and Mary Van Slyke were listed as the petitioners in the Motion to Reconsider, that was filed with the court after Judge Wallace Hoggatt is-sued an order to the town that stated neither of the mayoral candidates re-ceived a majority “of the total num-ber of valid votes cast” and both are to move on to the general election, on May 21. The judge went on to order that the top six candidates for coun-cil who received the most votes also

SIERRA VISTA — Paint-ings and sketches served as an improbable backdrop behind some of the 20 military, col-lege and university represen-tatives offering information to the many prospective stu-dents exploring Cochise Col-lege’s Sierra Vista campus on Wednesday.

This juxtaposition came about through the marriage of two long-running Cochise College events, Meet Your

Major and the Arts and Music Festival.

“It seems to work out really well,” said Jen Wantz, student life coordinator for the college.

About 100 prospective stu-dents started off their day by performing the Harlem Shake, a dance that has become an Internet phenomenon, before embarking on a tour of the campus. In the midst of spe-cial events like the “No Talent Show,” the students got to learn about the college’s various de-partments and did not have to look hard to find examples of

the fine arts or music.Incoming students often

think about the college’s nurs-ing program, computer science or other popular pathways to in-demand careers, while arts, which is part of a well-rounded education, is forgotten, Wantz said. “I think it sometimes gets missed.”

It’s important because art and music programs give stu-dents an outlet for creativ-ity, she said. “It’s a total stress reliever.”

FORT HUACHUCA — While the Holocaust which took the lives of nearly six million Jews in Europe is remembered, what is being forgot-ten is there are a still a number of genocides happening today in the world, Dr. Samuel R. Caron said.

Tuesday, the civilian child psychologist at the Raymond W. Bliss Army Health Center on the post, said “As a second generation American Jew-ish child, growing up in a Jewish neighborhood in De-troit, throughout my entire childhood I was inundated with information about the Holocaust.”

And during those years he grew up ethnocentric “and believed that ‘Never Again,’ specifically only applied to the Holocaust against the Jews,” Caron said.

But sometime after the end of the Vietnam War, he said he read a book by a Cambodian who escape from the Khmer Rouge in his homeland.

Noting he read many books about the Holo-caust visited on his faith during World War II, Caron said the book about what was happen-ing in Cambodia struck him as being similar “to our own Holocaust literature, same attitude, same abuse, the same horror, the same astro-nomical slaughter and basically the same out-come,” he said.

It was the beginning of a realization process “that Never Again didn’t apply only to us Jews, but rather to all people everywhere,” Caron said.

Never Again should rather be Never Again Genocide, he declared.

SIERRA VISTA — Speak-ing to more than 50 parents, five Huachuca Mountain El-ementary School teachers explained why they support flipping the school into a dis-trict-run charter at a meet-ing in the school’s library last week.

H u a c h u c a M o u n t a i n joins Carmichael Elemen-tary School and Pueblo Del

Sol Elementary School in a strategy to bring their schools, and the district as a whole, more money from the state. Just like prior par-ent meetings at the other schools, the message on Thursday was that there will be very little change.

There will still be highly-qualified teachers in the classrooms, enrollment poli-cies will remain the same, and it will still be a district school. The Huachuca Moun-

tain teachers also made it clear that this was their idea.

“This is not coming from above us,” fifth-grade teach-er Vinnie Henkin said. “We want to do what’s best for the kids.”

That includes getting some kind of specials back into the elementary schools, en-abling teachers to have plan-ning time again, she said.

H UAC H UCA C I T Y — Amid accolades for dedicat-ed service and presentations from students representing different classes and clubs, Wednesday’s Tombstone Unified School District gov-erning board meeting got a bit heated at one point, when Superintendent Karl Uter-hardt expressed his frustra-tion with board members for refusing to accept a rec-ommendation for business manager.

With the exception of Mike Hayhurst, board members decided against offering a business manager position to Denise Evans, despite a recommendation from a six-panel selection commit-tee that included two school administrators, Uterhardt and Tombstone High School Principal Robert Devere. It should be noted that School Board President Lil lian Hritz abstained from vot-ing, stating she did not feel she had enough information about the candidate to vote.

An accounting mistake where salary and medical expenses were under bud-geted has created a $380,000 shortfal l for the school district. As a result of the mistake, the board did not renew the contract for for-mer business manager Lisa Reames and Uterhardt was given a letter of reprimand. The district has been look-ing for a new business manager to fill the vacated position.

The selection committee interviewed two out of five applicants and Evans was the obvious choice, Uter-hardt said.

“Her experience of over 20 years in school finance, her familiarity with Vi-sions and all other questions asked made her the superior choice for our district.” He then explained that Evans is willing to work as a service contract employee until the remainder of the year, on a straight salary, with no ben-efits. Evans would be mak-ing $30 an hour for a 40-hour week until June 30, the end of the fiscal year.

SIERRA VISTA — Nothing gets the blood pumping like a standardized test, just ask a Huachuca Mountain Elementary School student.

Hundreds of these students poured into the school’s cafeteria on Friday, many danced to blaring music before they charged through a cheer tunnel, with pom-poms rustling above their heads.

Huachuca Mountain’s principal, Karen Kukuchka, was the last one through the tunnel, emerging with her microphone ready.

“The reason we’re here today is to celebrate all your hard work this year,” Kukuchka said. “All the people in this room are so proud of you.”

Just like their peers across the state, Huachuca Mountain’s stu-dents will spend much of this week hunched over their desks, filling out bubbles with number two pencils. It’s time for the Arizona’s Instrument to Measure Standards (AIMS) test.

“We’re going to get our eight hours of sleep, how bout you?” said two students at the end of a skit at the school’s AIMS pep rally on Friday.

“We’re going to do our best, how bout you?” said two others.

Next, the school’s cheerleaders led everyone in an adapted rendition of “YMCA” that had students belt-ing out “AIMS” instead. “You must get some good sleep, you must have a good meal,” they sang.

They played another custom song over a movie, filmed at the school and starring many of the students. Each time a new group of students were shown on the projector, those students yelled out in excitement.

“I was in the video,” second-grad-er Joseph Park said. It felt “kind of weird.”

He said the pep rally was great and he wants to do better than 90 percent on the test, which is what he got last year.

“I try to do my best, so I can be smart,” Park said.

Fellow second-grader Jacob Falcon said he liked the cheering and the music.

As for the AIMS, “I think we can do it, but it’s probably going to be a little hard,” he said. “I’m going to do my best, no matter what.”

His strategy? “Pray to God and think positive ideas,” Falcon said.

BOP goes to WonderlandBisbee’s Obscure Productions

will take you to their own version of Wonderland in

“Bisbee’s Obscure Alice” starting on April 26. Lewis Carroll wrote the novel, Gilles Brown adapted it, and the talented BOP actors are bringing it to life in front of a fantastical backdrop by Reva Myers Shemanski.

The show runs through May 5 with Friday and Saturday performances at 7:30 p.m. and Sunday matinees at 3 p.m.

The cast will feature many of BOP’s favorite actors including Mitchell Reed-Tattan as the White Rabbit, James Coull as both the Caterpillar and the Mock Turtle, and Carrie Mitten as the Red

Queen, a role coveted by many. There will be both a Big Alice and a Little Alice, since she has trouble staying one size from one minute to the next. Thayer Kuehne will be Big Alice and Eden McClellan Bodkins will play Little Alice. Rae E. Jones will appear in a cameo as the Executioner.

Both $10 adult tickets and $5 tickets for patrons under 18 years old will be available at Atalanta’s Music and Books in Old Bisbee, The Bisbee Food Coop in Lowell and from Bisbee’s Obscure Productions.

The Cochise Music Teachers Association

will present a piano duet recital on Friday,

April 19, at 7 p.m. at Kino Hall. Two

outstanding pianists, Dr. Alexander Tentser and Dr.

Raymond Ryder, will entertain the audience that evening

with four-hand compositions ranging from J.C. Bach to

two contemporary Russian composers, Nikolai Kapustin

and Valeyr Gavrilin. Other composers to be featured are

Mendelssohn, Bizet, Liszt, Gliere and Kabalevsky.

It is rare and always a special treat to hear four-hand

piano music, especially by musicians of this caliber.

There is no charge for the concert; a freewill offering

will be received, and a reception will follow.

RAYMOND T. RYDER

Raymond T. Ryder completed a doctorate in piano at the University of Arizona under Rex Woods with a lecture-recital and document on “Russian Elements in Selected Piano Compositions of César Cui (1835-1918).” Ryder has a private teaching studio in Tucson and serves as an adjunct faculty member at Pima Community College. He is also the organist at Desert Skies United Methodist Church. Raymond is immediate past-president of the Arizona State Music Teachers Association and is a member of the American Guild of Organists.

Prior to moving to Tucson, he was on the faculty of Delta State University in Cleveland, Miss., for several years.

Ryder’s earlier degrees are a bachelor of music in piano performance from the University of Colorado, Boulder, and a master of music in performance from the Florida State University in Tallahassee with an emphasis in vocal accompanying.

His accompanying activities have included nine summers on the accompanying staff at Interlochen Arts Camp in Michigan, three seasons accompanying the Tucson Masterworks Chorale, and more recently, the Arizona Choral Society.

In January 2011, Ryder presented a full organ recital at St. Andrew the Apostle Church in Sierra Vista. Once a month he travels to Sierra Vista to teach advanced students who are preparing for their Royal Conservatory examinations this spring.

ALEXANDER TENTSER

Born in Kiev, Ukraine, Alexander Tentser studied piano performance under professor Theodor Gutman, pupil and

assistant of Henry Neuhaus, at the celebrated Russian Music Academy in Moscow, Russia. Alexander immigrated to the United States in 1990.

While earning his doctorate in musical arts at the University of Arizona, he made his debut with the Tucson Symphony Orchestra in 1993. He has appeared as a soloist with the Sierra Vista Symphony (in 1997 and 2001), the Tucson Symphony (in 1998 and 2002), and also with the

Lake Placid Sinfonietta, Southern Arizona Symphony, and Catalina Chamber Orchestra.

In 1999-2001 Tentser was the music director of the Cochise College Chamber Orchestra in Sierra Vista. He conducted the production of the oratorio “Esther” with the Jill Wieck Singers and Orchestra in March 2009 in Tucson. Currently, he is the music director of the Pima Community College Orchestra in Tucson.

His wife, Anna Gendler, plays violin with the Sierra Vista Symphony. In addition

to his appearances as a performer, Tentser teaches piano and music theory at Pima Community College, and is the author of special courses for music teachers.

When I remodeled my kitchen and had new coun-tertops installed, the in-staller told me that it’s very important to seal the un-derside of the countertop, because most dishwashers have a steam vent at the top of the door, and the steam ruins the underside of the countertop. I var-nished that area when the dishwasher was being in-stalled, and ten years later the countertop remains in perfect condition.

ed to try curing bacon at home instead of buying it at the store, using this reci-pe on a pork loin: ruhl-man.com/2010/10/home-cured-bacon-2. I used dried thyme and powdered gar-lic, and I added a teaspoon of cinnamon. The bacon cured for three weeks in a covered ice-cream bucket in our fridge. I turned it once a week. After it cured, I smoked it on the grill us-ing some apple wood our neighbor gave us when he cut down his tree. My hus-band and the kids loved it -- even my younger daugh-ter who does not like ba-con. It was much leaner than regular bacon, be-cause I didn’t use pork bel-ly. -- Katrinka

◆ I have a bread maker and a book with lots of bread recipes, and I use them a lot! I make my own pizza crusts, bagels, hot dog and hamburger buns. Last week I made a dinner loaf with hamburger meat, cheese, and mushroom soup and rolled it up in Italian-style dough.

I also make pretzel-bread rolls, which are a huge hit. Start with the pretzel dough recipe, then add baking soda to water and bring it to a simmer. Put the rolls in the water for about a minute, then bake them at 425º F for 10 to 15 minutes. It makes a really tasty sandwich. -- Bev

◆ At Christmas, I like to make chocolate-dipped candy canes. They’re deli-cious when added to hot chocolate or coffee. I dip the canes in melted choco-late and roll them into can-dy pieces and sprinkles. The hook makes a perfect little handle. Sometimes I poke the dipped end of the candy cane into a marsh-mallow, too. My daughter looks forward to them ev-ery year. -- Laura

◆ Baked eggs: Preheat oven to 350 degrees F. Us-ing oil or butter, grease a 12-cup muffin tin. Put one egg into each cup of the tin and bake for 9 to 12 minutes, depending on how well-done you want your eggs to be. You can place a slice of soft pre-cooked bacon around the edge of each cup and then put the egg in, that way you have both your bacon and egg. They should slide out easily. Or you could put a small circle of ham on the bottom of each tin and lay 1/4 of a slice of cheese on top of the egg. Promotion ceremonies

changed to morning

Douglas School Superintendent

Sheila Rogers informed the Doug-

las School Board at its regular meet-

ing April 2 there will be a change

this year in the times of the eighth

grade promotion ceremonies at both

Paul Huber and Ray Borane Middle

Schools.Both ceremonies will still take place

May 22 but instead of being in the

evening as they have been in the past

Huber will now have its ceremony at

8:30 a.m. followed by Ray Borane’s at

10 a.m.Rogers said both she and the middle

school administration have made the

decision to move them to the last day

of school.“It is an eighth grade promotion

and is just one more step in a stu-

dent’s academic career,” Rogers said.

“The principals have made all of the

parents aware of this so that there is

time for them to take off from work, if

needed. At the elementary and mid-

dle schools all awards assemblies, etc.

gave a presentation on the pro-

posed Boys and Girls Club at the

Douglas Chamber of Commerce

luncheon held last Thursday.

An estimated 25 people attended

the event.Alex Boneo, Chuck Hoyack, and

Holly Berryhill all spoke in re-

gards to the club.

The DACF is a locally guided

fund which cultivates charitable

assets to provide funding for de-

velopment and sustained support

of leadership, youth and entrepre-

neurial activities in the communi-

ty. The DACF eight years old and is

an affiliate of the Cochise Commu-

nity Foundation and the Arizona

Community Foundation.

The DACF wants to help chart

Douglas’ destiny which has led to

them forming the Boys and Girls

Club initiating group.

“We want a Douglas Boys and

Girls Club or something like it be-

cause we want a healthier and suc-

cessful community by providing

our kids and all youth with posi-

tive opportunities, skills and re-

siliency,” one of the slides in the

power point presentation reads.

At the end of a two-day border tour

in Texas and Arizona, Secretary of

Homeland Security Janet Napolitano

declared the border region healthy

from Douglas to Tucson.

The tour included a visit with police

chiefs from Douglas, Benson, Wilcox,

as well as the new Cochise County

Sheriff on Friday, April 5. Napoli-

tano said the numbers in Douglas are

trending well and it was important to

meet with local law enforcement of-

ficials to understand what’s going on

locally and “see what’s going on on the

ground.”Accompanied by National Drug Con-

and Customs and Border Protection

(CBP) Acting Commissioner Thomas

Winkowski, the Secretary of Home-

land Security and Arizona’s former

governor, inspected border security

operations in the area.

Sector Headquarters Friday, Napoli-

tano said she also bases her analysis

of the region on declining crime rate

in Tucson, as well as Forbes magazine

naming Tucson one of the best places

to buy a new home last year.

“These are signs of a healthy,

healthy border,” she said.

“When you line up the stats for the

Arizona-Mexico border, what you see

is that they have trended—in some re-

spects significantly trended—in the

With more than 150 volunteers

helping at the 14th annual Douglas

Association for Retarded Citizens

(DARC) carne asada sale making

this event one of the biggest com-

munity fundraisers in Douglas.

The carne asada was held on

April 5 at Border Mart where it has

been held from the very beginning.

“We started with six or seven vol-

unteers,” DARC Executive Direc-

tor Gary Clark said. “Then it just

grew.”This year, more than 1,500 tickets

at $8 each were sold. “We just want

to make a little more than we did

the year before,” organizer Raul

Montaño said.The carne asada sale was an idea

that Montaño had and presented to

Clark. “We have people that know

when this fundraiser will be and

just show up to help,” Clark said.

“We don’t have to ask anyone for

help they do it out of the kindness

of their hearts. They know this is

important.”Prior to the event starting a

moment of silence was held for

Eddie Valdez who passed away in

January.“I kept looking to my right, ex-

pecting Eddie to be there, cook-

ing and smiling as he always did.”

Clark added. “He wasn’t here physi-

cally but I know he was in spirit.”

Valdez and his family were one of

the first of many volunteers to help

in this event.“Eddie would show up and help

from the beginning to the very

end,” he said. “He would cook and

then stay to help clean up. He was

missed today.”Clark and Douglas Association

for Retarded Citizens would like to

thank all of those who came out to

help and those who helped by pur-

chasing plates.“We are very fortunate to have

the friends we do and the support

from the community,” Clark added.

The carne asada is one of three

major fundraisers DARC holds.

The next event will be the Mother’s

Day cake auction on May 12 at the

Gadsden Hotel, followed by the Co-

chise County Cycling Classic on

Oct. 12.

The Douglas City Council will hold a pub-

lic hearing tonight at 5:45 p.m. before the

regular City Council meeting at City Hall.

The public hearing is in regards to City of

Douglas Housing Authority Agency Plans

and Section 8 Administrative Plan.

There are 18 items on the agenda tonight.

Among the items on the agenda will be the

discussion/direction of the special excise

tax of .3 percent.There will be a presentation by the Doug-

las golf and social club on a donation given

to the City of Douglas.

Also on the agenda the approval of the

first readings of ordinances No 13-1023 and

No. 13-1024, the discussion/decision on ap-

proval of $100,000 grant for affordable hous-

ing project. There will also be some discussion on the

issuance of a onetime conditional credit of

$5 to utility customers that sign up to re-

ceive free online utility billing.

Other items on the agenda will be the au-

thorization of the city’s proclamation, au-

thorization of a service agreement between

the city and Southeastern Arizona Govern-

ments Organization (SEAGO), to continue to

provide transportation service to the elderly

and disabled.Tonight’s meeting is open to the public.

TUCSON — Some border figures are down and oth-ers are up, but to Secretary of Homeland Security Janet Napolitano, the bottom line is when it comes to the inter-national boundary between the United States and Mexi-co, things are getting better in Arizona.

However, Cochise County Sheriff Mark Dannels said while he has had some prob-lems with the rosy picture

painted by Napolitano in the past, a meeting that he and other Cochise County law enforcement officials had on Friday was productive “ ... and I believe she is listen-ing” to us.

Also at the Douglas meet-ing was Democratic U.S. Rep. Ron Barber, who em-phasized his concerns that rural areas of Arizona are suffering. Barber said the county has only 13 percent of the total border with Mexico but the majority of illegal immigrant apprehensions

and drug confiscation are done in the county.

During a press conference in Tucson Friday afternoon, Napolitano, a former Demo-cratic governor of Arizona and while in that position a frequent critic of the Re-publican administration of President George W. Bush when it came to border is-sues, said Tucson is consid-ered an outstanding city. She pointed to its listing in a 2012 Forbes magazine show-ing the Old Pueblo, as Tuc-son is also known, among its

most favorable selections for an American city in which to live.

But Republican Dannels said what he is concerned about are the rural areas of Cochise County, and how the residents see the border issue.

Saying there were three things he brought to her at-tention, Dannels wanted input from local law enforce-ment officials. His first point is the federal government needs to come up with a de-finitive plan to overcome the

problems caused by the U.S. government when it pushes illegal activities from major urban areas along the bor-der into rural areas of Ari-zona. His second item was the Border Patrol needs to have its agents more on the border and not inland, and it is something he hears from county residents, espe-cially those who live east of Douglas.

SIERRA VISTA — The ongoing issue of Huachuca City’s mayoral race received some finality after a Coch-ise County Superior Court judge ordered that both can-didates continue on to the general election in May.

Judge Wallace Hoggatt found that neither Mayor Byron Robertson nor his challenger Ken Taylor re-ceived more than 50 percent of “valid votes cast,” there-fore, both men were to be is-sued certificates of nomina-tion for the May 21 general election.

On Wednesday, the same day the town received the order from the judge, the council voted during a spe-cial meeting 5-2 to accept the recount totals from the Cochise County Elections Office, with council mem-bers Walter Welsch and Duane Brown casting the dissenting votes.

Still of concern to some council members was the ability of the council to in-terpret a section of town code regarding the election of a mayoral candidate from a primary election.

SIERRA VISTA— Instead of the daily gossip, students in virtually every corner of Buena High School were talking about one thing on Friday morning.

The cow.Perched above the caf-

eteria, Buena’s life-size, elaborately decorated, fi-berglass cow has become a

landmark. It arrived at the school thanks to Heather Johnson, a student who was among 30 finalists in the Lucerne Art of the Dairy national competition in 2008 and, as a result, got to decorate the cow with a his-torical theme.

Since then, it has been bolted to the same spot for about five years, until this week, when one day it sim-ply disappeared.

“Honest ly most of us didn’t even know there was a prank going on, I didn’t even notice the cow was gone,” Student Body Presi-dent Ashley Tiburcio said. Even though she’s a senior, Tibu rcio doesn’t k now which members of the Class of 2013 were responsible for the heist and only learned about it when she saw a wave of tweets exclaiming the cow was missing.

“Whoever did it were seri-ous masterminds,” Tibur-cio said, noting they must have had help to get the cow down.

But the real surprise came on Friday morning, when hundreds of students came pouring into the school like any other day, only the cow was standing in the middle of the main

the Cochise Education Foundation Teacher of the Year ceremony ended on Friday night, Deborah Garrett’s husband e-mailed her from Kuwait asking, “Did we win?”

They did.“It’s always we,” Garrett said.An eighth-grade science teacher

at Joyce Clark Middle School, the 2013 Cochise County Teacher of the Year missed her nightly Skype date with her husband, Rick Garrett, a civilian contractor overseas, to attend the ceremony. When she was told it was being filmed for him, she looked at the camera, said “I love you,” and blew him a kiss.

“I’m in shock and so honored,” Garrett said. “I’m so humbled that somebody would come into my classroom and see the value of what I do.”

Garrett doesn’t just teach science class, she is active in her profession

in many ways.“Wow, where do you begin,”

said Daniel le Root, assistant superintendent of curriculum for the Sierra Vista Unified School District. “You talk about her heart. She loves the profession.”

Garrett is a nationally certified teacher, an instructional coach

for the district and the local representative of the National Science Teachers Association, Root said. She helped develop county-wide training for the new Common Core science standards.

“She models to her students that you never stop learning and growing,” Root said. “She cares just as deeply about her colleagues.”

Joyce Clark Midd le School Principal Jim Sprigg has observed her class and said Garrett is very dynamic and energetic.

“ T here’s a lways somet hi ng happening in the classroom, the kids are always engaged. She’s not a behind-the-podium-type person,” Sprigg said.

SIERRA VISTA — Facing its first health insurance in-crease in three years, Sierra Vista schools has held its ex-isting employees on its basic plan harmless, while remov-ing the district’s retirees from coverage to reduce the hike.

By approving a new dis-trict policy on Tuesday, the Sierra Vista Unified School District Governing Board unanimously OK’d the elimi-nation of retiree eligibility from its health care cover-age, impacting nine current retirees. Chief Financial Of-ficer Michelle Quiroz said this move reduced the insur-

ance premium spike from 25.3 percent to 19.5 percent.

In order to hold existing employees enrolled in the district’s basic plan harm-less from the rate increase, the school board unani-mously approved separate resolutions to set aside an agreement with the teach-ers and allow the district

money comes from funds the district has prepaid to the Valley Schools Employee Benefits Trust over the last few years and will not im-pact the district budget.

PHOENIX — If the federal government wants to lock up U.S. citizens without trial, the state House announced Thursday that it should not count on Arizona to cooperate.

Lawmakers also voted to have the United Nations butt out of trying to affect Ari-zona laws and policies. And the House agreed to have the state take the first steps to recognize privately minted gold and silver coins as legal tender in anticipation of the collapse of the dollar.

Underlying all of that is the argument that Arizona is a sovereign state. More to the point, the three separate issues, combined into two pieces of legislation, stake out a position to defend that sovereignty.

The first part of HB 2573 deals with two sections of the 2012 National Defense Authorization Act.

T h e y g iv e P r e si d e nt Obama the authority “to use all necessary and appropri-ate force’’ to detain certain people without trial. That includes not only those who planned or aided in the Sept. 11, 2001, attacks but anyone who “substantially support-ed al-Qaida, the Taliban or associated forces.’’

That includes U.S. citizens and provides for military trials.

Rep. Carl Seel, R-Phoenix, said states work with the federal government all the time to implement federal law. He said that makes it necessary for the Legisla-ture, which sets policy, to spell out when such coopera-tion will be withheld.

Seel acknowledged he has no evidence that Arizona is in any way helping the fed-eral government in detain-ing U.S. citizens. But he said the legislation remains necessary.

“Every public officer is re-quired to uphold the Consti-tution not only of the United States or, in our case, the state of Arizona as well,’’ he said. Seel said this legisla-tion “best reflects preserv-ing, where possible, the indi-vidual civil liberties.’’

W hile no one debated that section of the measure, there was significant oppo-sition, largely from Demo-crats — to the other part which says state and local

PHOENIX — State law-makers gave final approval Thursday to legislation designed to let Arizonans shop around for the least expensive CAT scan, hip re-placement or even routine physical.

The measure would re-

quire hospitals and health care facilities to post online the costs of the 50 most of-ten-performed procedures as well as the 50 most-used outpatient services. Doc-tors would have to list the prices of the 25 most com-mon services they perform.

SB 1115 gained House ap-proval on a 34-25 vote. The measure, which already

has been approved by the Senate, now goes to the governor.

The legislation crafted by Sen. Nancy Barto, R-Phoe-nix, is based on the premise that informed consumers make better decisions. The idea is to allow individuals who pay their own bills to shop around.

Paradise Valley, who is a doctor, questioned the use-fulness — and the cost — of such a law.

“That totally ignores the way our health pricing sys-tem has been structured in our state,’’ he said. Meyer said hospitals and doctors will have to spend time and

BISBEE — As if KBRP station manager Ryan Bruce did not have enough to do keeping the airwaves filled with entertainment and news while doing his work in the com-munity, he has decided that Bisbee needs a book publishing company.

In spite of people turning more and more to e-books, he and his partner Alison Williams think there are plenty of folks out there

who still like the sensory connection they get with a real book — the smell and the feel of paper.

It was something that Bruce has al-ways wanted to do, so he created the Post-Soviet Depression Press (PDS) with the intent to publish works that share his “social and philosophical vision.”

“PDS is essential at this point be-cause of the current state of publish-ing. I am not someone who is stuck in

the past and unable to adapt to technol-ogy. I own three mobile devices that have e-reading capabilities. However, the publishing industry is increas-ingly focused on commodity rather than content and while the press will not change this fact, it can stand tall publishing works that need to reach an audience. The hope is to create a col-lective of artists and publishers who would support issuing a full compli-ment of unique publications from local and national authors and artists,” noted Bruce.

To kick off his new endeavor, Bruce approached local poet, writer, former- teacher and environmentalist Michael Gregory about publishing a collection of poems. Gregory, 72, jumped at the chance to get his latest book out with a local company.

The city bid its official farewell to outgoing City Manger Glenn Nichols at Monday’s council meeting, with Finance Director Jim Cox filling the position as interim manager until the city finds a replacement. Nich-ols, who will be retiring as of April 12, was presented with a plaque by Mayor Toney King for 13 years of service as city manager.The council meeting packed the city council chambers, with several members of the community speak-ing out against certain agenda items during the call to the public.Mayor King received a round of applause for removing item no. 5 from the agenda, which called for discussion and possible direction to staff regarding proposed Chapter 7 and Chapter 7.1 code updates. King felt that the city needed to wait to discuss the proposed revisions until after the documents had been re-viewed by a third party, as voted for by council during a Jan. 28 meeting. To date, that third-party review has not happened.

Willcox relay to celebrate lifeOrganizers of Willcox’s Re-lay for Life want area residents to know how much fun they will have by participating this weekend.

It is scheduled from 6 p.m.

Friday to 7 a.m., Saturday, April 12-13, at the Willcox High School track.It is an overnight relay-style event, involving teams of peo-ple camping out around a track. Demolition of burned hotel isdelayed

Demolition of the burnt motel on South Haskell Avenue has been delayed after the Willcox City Council rejected all current bids last Monday night.The project bid documents will be revised to include the burnt structure’s demolition only, and then sent back out to bid.In February, the City had put the demolition out to bid with a March 1 deadline.The City received four demolition bids for the former Desert Inn Motel at 704 S. Haskell Ave.

Only one contractor – Environmental Response, Inc. – met all the requirements requested in the bid packet, said Jeff Stoddard, director of the City’s Development Services Department.

In a March 27 letter to the Council, Stoddard said his department “recommends that we reject all bids and go back out to bid with some adjustments made to the existing bid docu-ment.”

The first bid document requested that the whole site be cleaned up, including the burnt structure, all of the concrete below grade, pool, block wall fence, and pool shed, he said.Stoddard explained that at the time City staff recommended this “assuming that the City would acquire the property,” which would then be put on the market to recoup the funds used to demolish the site.“Staff now recommends that the City only remove the destroyed structure at this time,” he said.

“If the City does acquire the property (through court proceedings) the City can then proceed with demo of other structures, if the Council would like to do so, with City staff and equipment,” said Stoddard,explaining that it would be a cost savings to the taxpayers.When the Council emerged from its execu-tive session, which lasted a little more than 30 minutes, Stoddard gave an update on the

The report measures operational efficiency, stu-dent achievement, teacher measures and financial as-sessment, and compares the results to peers, the state average and the national average.

Willcox Unified School District had a total enroll-ment of 1,169 students in three schools. Operational Efficiency: The district spends 52.8 percent of its dollars on classroom instruction; 13.6 percent on administra-tion; 12.3 percent on plant operations; 5.1 percent on food services; 5.3 percent on transportation; 7.7 percent on student support; and 3.2 percent on instruction support.Measured against its peers, the Willcox’s food service and transporta-tion were very high, while administrative costs per pupil and plant operations

cost per square foot were comparable. Foley explained that transportation costs in the district are high because of the large 900-square mile district the buses must cover, while also having a low “density” (number) of students on average for route buses.

Food service is high ($3.70 cost per meal equiva-lent compared to $2.97 for peer groups) because “We outsource to Sodexho – and those costs will be a little higher next years, as we have added another section to the cafeteria.”

“What’s really concerning is the test scores and the gradu-ation rates compared to all the other schools. We are really low on academic indicators.”
