CICALICS Workshop 2013:
ENDOGENOUS INNOVATION IN A GLOBAL DYNAMIC
CONTEXT
- a national, regional, industry/sector and firm perspective -
August 24-25, 2013
The market-oriented reforms of the S&T management system and industrial sectors initiated more
than twenty years ago brought about a fundamental transition of Chinas innovation system. This
transition has recently been followed up by a policy of developing strategic emerging industries
and a policies of enhancing endogenous innovation. At the same time, with the China membership
of the WTO in 2003, competition from multinational companies has become tougher and both a
challenge and an opportunity for China to moving ahead towards a knowledge based economy.
The theme of the 2013-Cicalics Workshop reflects this challenge. China is integrating into the
global economy both in terms of trade, investment, and innovation. While previously, the
investment flow was primarily inwards, increasingly Chinese companies invest abroad to capturemarkets and to access technologies and innovation capabilities. Thus, the endogenousation policy
for innovation takes place in the midst of global integration and domestic competition with
multinational companies. This context is rich in potential collaboration, frictions, and barriers
which policies and firm strategies must take into account and overcome the barriers and exploit
the collaboration opportunities to successfully achieve endogenous innovation.
The achieving of endogenous innovation amidst global competition challenges both the
adjustment of industry structure and in particular the inter-industry linkages in the value chain, the
innovation system and competence building at country, industry, regional, and firm level.
The general theme will be organized according to sub-themes and panels such as:
1. Building endogenous innovation capabilities at different levels
2. Theoretical foundation for endogenous innovation
3. Industry-University Innovation Collaboration
4. Inter-industry and sectoral innovation collaboration
5. Science-parks as incubation for endogenous innovation
6. Endogenous innovation and IPR

Even if the range of topics under the 2013-Cicalics theme is broad, the list is not exhaustive and
you are welcome to suggest additional sub-themes to accommodate new angles on the theme.
Submission and acceptance
The 2013-Cicalics Workshop welcomes scholars with a paper as well as scholars without a paper.
To present a paper at the workshop, please, submit an extended summary (about 1000 words) to
the 2013-Cicalics Organization Committee before June15, 2013.
The Scientific Board of the 2013-Cicalics Workshop will review the abstract and make an
acceptance decision. The authors of the abstract will be notified within 2-3 weeks of acceptance.
The authors of accepted abstracts would be required to submit full papers before the workshop (at
latest at August xx) and present the paper at the workshop.

CICALICS: the China Innovation Circles and Academy - Learning, Innovation
and Competence Systems
Background
The initiative of CICALICS is built upon the experience by academia in Europe and NorthAmerica. The experience shows that innovation studies can be greatly strengthened when scholars
form national and international networks and organise research and training together. The topic of
innovation studies has received increasing support from the political level, from policy makers and
business managers and an increasing number of universities and research institutes has establish
innovation studies and centers.

What is CICALICS
The purpose of Cicalics is to be a meeting place for scholars of innovation from innovation studies
and centers in China and using Cicalics to reach and be a member of the global community of
innovation researchers through Globalics among others. Another purpose of Cicalics is research
training of young scholars and doctoral students.
The mission of CICALICS includes the following:
1. Invite a limited number, about 25, of outstanding international innovation scholars to become
CICALICS members which form the outer circle.
2. Create an open national-level network of Chinese innovation scholars and public
administrators / policy makers which form the inner circle.
3. Central nodes in both the inner and outer circle are the centers for innovation research at School
of Economics and Management (SEM), Tsinghua University, Beijing, and National Institute of
Innovation Management, Zhejiang University, Hangzhou. Recently, the Sino-Danish Center
(SDC) joined the organisers and promoters of Cicalics. SDC is a collaboration on Innovation
Management between a consortium of Danish universities headed by Aalborg university and
University of Chinese Academy of Sciences (UCAS).
4. The network organises two annual events between late August and early September.
An annual CICALICS Workshop, connecting both inner and outer circle around some
selected topics within innovation research. The workshop normally invites 10-20
international, 40 Chinese scholars and 20-30 Chinese and international Ph.Ds. The
workshop is at time combined with public lectures on management and policy issues.
The 2013 CICALICS Workshop will be held from August 24 to 25, hosted by the
Sino-Danish Center (SDC) and University of Chinese Academy of Sciences (UCAS)
An annual CICALICS Academy, delivering research training to Ph.D. students from
China and from abroad. CICALICS Academy invites both international and Chinese
scholars as lecturers, some of whom would be invited from among the participants in
CICALICS Workshop.
The 2013 CICALICS Academy will be held from August 22 to 28 August, hosted by theSino-Danish Center (SDC) and University of Chinese Academy of Sciences (UCAS)
5. Gradually CICALICS may extend its activities to become the host of research projects, and perhaps
launch a new journal for Chinese innovation studies
