New Ballot Transfer Process

• Ballots need to be in hand to cast votes

• The transfer of a ballot picked up by a county delegate to someone else must be documented

• Ballots need to be presented, and transfers validated, if a vote is challenged

Procedures for Multiple Rounds

• If one candidate has not received 50% +1 of the vote after the first round, the fourth place candidate will be dropped from the ballot and the second round of voting will continue with the top three.

• If one candidate has not received 50% +1 of the vote after the second round, the third place candidate will be dropped from the ballot and the third round of voting will continue with the top two.

• If, at any point, a candidate withdraws from the election, the voting continues in the next round without that candidate.

Procedures for Multiple Rounds - Ties

• If there is a tie between third and fourth place in the first round of voting there shall be a revote

• If the revote results in an additional tie between third and fourth, a revote will be held with only the first and second place finishers in the previous round

• If there is a tie between the second and third place in the first round of voting, the fourth place finisher will be dropped and we shall revote with the top three candidates

• If, at any point, there are a total of three candidates and two of them tie, revoting will continue until one candidate receives 50% +1 of the vote.

Questioning the Election Process

• Challenges may be made from two sources:– Candidates may challenge any state– Delegates may challenge their own state

• If a challenge is made, ballots, state voting totals forms, and other documentation must be presented to the credentials committee to verify the legitimacy of a vote
