1 Office of the Onondaga County Comptroller HISTORY: In 1988 the Onondaga County Legislature passed Local Law No. 9. The law established the rules, regulations, and fees for plumbing installations in Onondaga County. The law was amended in 2004 with Local Law No. 6. This amended law provided for the transfer of the plumbing inspections from the Onondaga County Department of Health to the Onondaga County Department of Water Environment Protection effective March 20, 2004. The Plumbing Control Laws are overseen by the Examining Board for Plumbers. This 10 member board was created by the Board of Supervisors per Resolution No. 167 dated April 3, 1967. Periodically, the Onondaga County Legislature passes a new law with the updated fees for plumbing exams, plumbing fees and plan review fees. The last Local Law passed for an update of fees was October 8, 2013. The new fees are effective January 1, 2014. SINGLE FIXTURE ISSUE: In 2013 there were 344 permits issued for single fixture replacements at a cost of $50 each. Of these 344 permits issued, 235 were inspected. Per our discussion with the Plumbing Control Supervisor of Onondaga County, the plumbing inspectors stop at all permit locations during the year but are not always able to perform inspections. In these instances, the inspector will leave their card with their number for the owner to contact and set up another date for inspection. Per WEP, generally 40 to 50% of the people will call the inspector back. If the owner does call back, they are not charged an additional fee for the additional stop. The reasons provided as to why an inspection may not be completed are as follows; inspectors may not be allowed in the house, the job is not finished or able to be inspected at the appointment date, the work may not be up to code, no one in the home is over the age of 18 at the time of the stop and type of work being inspected requires more than 1 visit. 2013 PERMIT & INSPECTION ACTIVITY: Per WEP, each year approximately 4,100 plumbing permits are issued and approximately 450 plan review fees are charged. The reasons for the difference in the permit inspection stops versus the actual plumbing permits issued are outlined in the previous paragraph.

The Plumbing Control department keeps a monthly log of the stops made by the County plumbing inspectors each day of each month. The total of these sheets agree to the Monthly Plumbing Control Sheet. The Monthly Plumbing Control Sheet references the total inspection stops made each month and for what purpose. It also tallies the total inspection stops by each inspector each month.
