Repository

An electronic storage mechanism to archive all residential HERS

compliance documents

HERS providers will place registered documents, and probably

data files describing the buildings into the repository

Will provide an archived “snapshot” of the building for the CEC

Forms CF-1R/CF-2R/CF-3R will be kept in repository for the

enforcement division

Inspectors can log on to verify projects are registered

Performance Modeling

Modeling will use new simulation engine CSE (California Simulation

Engine) that is supplied by the CEC

Simulation will go from once per hour to 30 times per hour for more

accurate mass simulations

Run times will be slower

Credit for Photovoltaic systems in Climate Zones 9-15

CEC will maintain new Compliance Manager software that will

provide Standard/Proposed building rules modeling

All software vendors will use the same Compliance Manager plug-in

for Title 24 results

Performance Compliance Forms

Performance based Compliance forms will be developed in

electronic format (PDF) by the CEC

Compliance forms will be housed on a Web server (Internet)

Certified compliance tools will have to contact the web server

Project information will be uploaded by the software onto the server

Server will hand software back the completed CF-1R report as a

secure PDF

Any creation of a CF-1R will require Internet access to the CEC’s

server

For the HERS registration process, this secure CF-1R will be

uploaded to the HERS provider for registration and signatures, as

per current procedures

Procedures

1. CF-1R is prepared by consultant by hand or with

software.

2. CF-1R is then uploaded to the HERS provider of choice

(CHEERS or CalCERTS)

a) Forms done by hand will be scanned and sent in.

b) Forms done with software will be zipped up by the

software automatically and then can be sent in

c) Some software can auto-register CF-1R.

d) In all cases, project will need to be registered (fee)

5. Registered version of CF-1R will be issued by HERS

provider for Building Department submittal.

6. Home is completed, Rater will then upload HERS testing

info and registered CF-2R will then be issued by HERS

provider.

7. Builder will upload CF-3R information and registered CF-

3R.

8. Information on project (as designed, as tested, as built)

will be available to CEC for future enforcement.

Thermal Emittance – The

Purpose of HERS Raters

HERS Raters are “Special Inspectors”

There are Special Inspectors for most any

trade you can think of.

Special Inspectors assist the local

enforcement agency (building department)

in enforcing the energy codes.

Special Inspectors are required when an

inspection is outside of the normal area of

expertise/ability of building inspectors.

Building departments have ultimate

authority over all Special Inspectors.

Special Inspectors have strict conflict of

interest rules that must be followed.

Sampling for newly constructed homes is only allowed in

subdivisions and multifamily projects.

All homes in a group must have the exact same set of HERS

features.

Different plan types (models) can be in the same group as

long as the above is true.

All homes in a group must have had the same installing

contractor for the HERS features to be tested.

The first of each plan type (model) must be tested by the

HERS rater before that plan type can be included in any

sample groups.

HERS Features — Final Thoughts

HERS Testing requires very careful

coordination between the energy

consultant, the builder, the subcontractors

and the HERS Rater.

If a house absolutely can not pass a HERS

test, the compliance can be re-run without

that HERS test (except ducts and IAQ)

and other features can be used to make

the house pass.
