Remember that on two- lane roads with no barrier between lanes, cars in both directions must stop until school buses are done loading or unload- ing. Pay strict attention to school zone speed limits. The 20 mph zones are in- tended to give drivers more time to react if chil- dren dart into the road. Studies have shown that the chance of a fatal acci- dent when cars are travel- ing 20 mph is only 10 per- cent, compared to 50 per- cent when traveling 30 mph and 90 percent at 40 mph. Questions touch on PCAPP, VIT plant and bonusesQ. Is PCAPP on track with their

schedule?A. In the early spring of this year,

PCAPP still showed a January 2015 startof the main chemical weapons demil linewith the goal of completing Operationsby the end of December 2017. However,the project was facing challenges withhaving to replace floor coatings in anumber of locations, which would im-pact the ability to work systemizationtasks in those areas.

Additionally, the project was out ofMilCon funding for five months, whichprevented them from finishing up con-struction punch list items, including thecoatings. During the spring facility per-sonnel were also looking at impacts of re-vised throughput rates on the OperationsPhase schedule.

PCAPP is currently projecting a startof the main chemical weapons demil linein September of 2015, and has a revisedOperations schedule (approved by theACWA Field Office) that shows End ofAgent Operations in July of 2019. –Julia Hamrick

Q. How long does it take to get themilestone change form approved?

A. If a milestone change can be ap-

proved, it will typically occur within afew days, and can be done within a fewhours. However, keep in mind that asstaffing numbers reduce, it becomesharder and harder to approve milestonechanges. – Julia Hamrick

Q . What date is the bonus payoutfor Closure Complete and RCRA com-plete?

A. The bonuses are tied to theClosure complete milestone. If we arethe last of the three sites to close, and ex-pected, and we hold to our currentClosure Complete date of December2014, then both the second operationsphase incentive and the closure incentiveshould be paid out in the first quarter of2015. – Frank Baghetti

Q. How many people are on sitenow?

A. As of Aug. 20, 2013, there were162 WDC employees and 4 SwRI em-ployees. – Larry Dow

Q. How long will CAPECO have of-fice hours at the E-38 gate?

A. At this point they are planning toremain through the end of demolitionmilestone. Then we will assess their bud-get, and/or wait for WDC to ask themto move. They remain dedicated to as-sisting project employees accessDisplaced Worker benefits. – Larry Dow

Q. What is the schedule for theHanford VIT plant?

A. Contacts at the Waste TreatmentPlant have indicated they will do somehiring in 2014 but probably fewer than20 positions, plus some additional hiresin Engineering and nuclear safety.

Articles in the Tri-City Herald showthe continued legislative push from theWashington senators and representativefor a clearer schedule resolution, but itappears from these articles that the DOEis still working through the technical andsafety issues that slowed construction ac-tivities in 2012.

The WTP HR group continues to in-dicate they will be looking to our projectfor potential staffing when they get thegreen light to move forward. – LarryDow

Tooele: The day crew removedUMT equipment from LBSA.They also prepared for theMPB UMT. Engineering per-formed a walk-down for DFSexhaust duct headspacemonitoring and for inspect-ing core drilling locations inthe MDB. Night crew re-moved more equipmentfrom the LBSA and preparedfor DFS duct monitoring.Workers cleaned the ceilingin LBSA between lifts and re-moved cribbing/chain falls atlift gates. Workers beganerecting scaffolding to accessthe exhaust duct plenum formonitoring.

Louis Paeschke, whoworked at UMCDF formore than 15 years,

died Aug. 11 at his home inHermiston at the age of 45.

He was born Jan. 12,1968, in Eugene, Ore., toJanet (Pitts) and IvanPaeschke. Lou was raised inJunction City, a few milesnorth of Eugene.

He worked at UMCDFfrom September 1997 toFebruary 2013 in variousroles in the Finance andAccounting Department.

He was preceded in deathby his father in 2006. Louis is

survived byhis mother,his sisterKaren (andBill) Stroda,and severalnephews,nieces and great nieces andnephews.
