Answer: A Mills ActContract is a contractbetween the owner of adesignated historicalresource and the Cityof Ontario. Allproperties within theCity of Ontario thathave been designatedas Local HistoricLandmarks,contributing structuresin Designated LocalHistoric Districts andproperties listed on theNational Register ofHistoric Places or theCalifornia Register ofHistoric Resources areeligible for Mills ActContracts, pursuant tothe provisions of
Article 12, Section50280 through Section50289, Chapter 1, Part1, Title 5, of theCalifornia GovernmentCode.
The purpose of a Mills Act Contract is toprovide property tax
relief for historicproperties in return forthe owners of theproperty maintainingand preserving thehistoric character ofthe property.

Mills Act contracts are for a period
of 10 years and are automaticallyrenewed unless a notice of non-renewal is submitted. With a noticeof non-renewal the contract will beterminated at the end of the 10 yearperiod. Any cancellation of a Mills
Act contract is subject to a penaltyof 12½ percent of the assessed mar-ket value of the property.
When will the savings be re-flected in my Tax bill?
It can take up to 18 months fromthe time the application is submitteduntil you see the savings. All con-tracts recorded during the Calendar
Year (from January 1st until Decem-ber 31st ) go into effect during thenext year’s tax cycle.

The Ontario Colony was founded in
1882 by two Canadian brothers,George and William Chaffey.
It soon became known as SouthernCalifornia’s “Model Colony” becauseof the Chaffey’s innovative ideas. Inrecognition of this, the Ontario CityLibrary established the Model Col-ony History Room in 1970.
The Room contains reference mate-rials concerning the social, economic,and governmental history of Ontarioand the western region of San Ber-nardino County
Many of these materials date back tothe founding of the colony. In No-
vember 2004, the city recognizedformer mayor Robert E. Elling-
wood’s tireless efforts in preservingthe history of Ontario by renamingthe Library’s Model Colony HistoryRoom the Robert E. EllingwoodModel Colony History Room
Some of the materials you’ll find inthe Model Colony History Roominclude:Records relating to Armstrong Nurs-eries, the General Electric Hotpoint
Works plant, and the Ontario MotorSpeedway, as well as many smallercollections of business and personalrecords.
Local area maps and aerial photo-graphs.
Local city and telephone directoriesdating back to 1884.
Large collection of local area photo-graphs.
Architectural surveys of many older O
tario homes and buildings. Yearbooks for Chaffey High School,Ontario High School, Colony HighSchool, and scattered editions of UplHigh School.
Local newspapers on microfilm, 188present.
Local census records on microfilm, 1-1930.
