Nuestras aceras debían ser de oro

El pasado miércoles, 19 del corriente mes de febrero, tuvimos la visita de un grupo de funcionarios del Banco de Reserva Federal de Boston al frente de la cual se encontraba su presidente y CEO, Eric Rosengren. El motivo de la visita/reunión era

el de escuchar del Alcalde Daniel Rivera, el Superintendente Escolar Jeff Riley, algunos dueños de negocios y otros miembros de la comunicad de cómo planeábamos utilizar la dádiva de $700,000 recién recibida por la ciudad de la Iniciativa de Familias Trabajadoras (Working Families Initiative), que reportamos en esta página. Rosengren mostró estar satisfecho con el nuevo liderazgo de la ciudad y del apoyo y cooperación que recibe de las organizaciones sin ánimo de lucro. “Estamos convencidos de que cooperación y liderazgo es lo que hace a una ciudad exitosa”. Estamos totalmente de acuerdo y nos anima la idea que esta dádiva no es política y estamos esperanzados de que cumpla su cometido, pero debemos exigir resultados ahora que tenemos una administración transparente. Desde que Rumbo entró en circulación en 1996 hemos venido reportando visitas de políticos y otros dignatarios de distintos niveles gubernamentales que se han acercado a la ciudad para anunciar dádivas millonarias. Algunos salieron retratados en nuestras páginas mostrando cheques gigantescos con cifras aún mayores. Esteespacionoeslosuficientementegrandeparalistartodoslosartículosquereportantodo el dinero que ha entrado a Lawrence, solo queremos citar el publicado en nuestra edición #139 del 22 de febrero 2002, donde en la portada aparece la foto de Juan Evereteze del Departamento de Viviendas y Desarrollo Urbano, anunciando que “Lawrence es una de 40 comunidades que han sido designadas recientemente por HUD para recibir un estimado de $17 Billones en ayuda por los próximos siete años, para construir viviendas económicas, reducciones de impuestos y créditos a nuevas industrias. Es triste que luego de tantos años aún se nos considere que “nuestros residentes son más pobres, menos educados, están en su gran mayoría desempleados y están en peor estado de salud comparado con el promedio estatal”, según el parte de prensa de HUD, fechado enero 22, 2002. Nosomosperitosfiscalesydesconocemossi esaayudaen realidadalgunavez sehizo efectiva, o es que cayó en ese hoyo sin fondo llamado Lawrence, que hizo una vez al Congresista Marty Meehan expresarnos: “No sé qué pasa, con todo el dinero que traemos a Lawrence y la ciudad no cambia”. Romero y el ex Jefe de Bomberos Jack Bergeron. En la actualidad, el Departamento de Bomberos responde a todas las llamadas de emergencia, pero Patriot Ambulance recibe todoelbeneficio,mientrasquelaciudadnorecibe ingresos. Agregó que en el futuro la ciudad podría entrar en un contrato o un acuerdo con otra empresa privada. A principios de diciembre de 2013, Patriot Ambulance se ve obligada a donar un poco de dinero para la campaña inaugural. El informe del equipo de transición del alcalde tiene fecha del 3 de enero de 2014. El 3 de enero de 2014, Lisa Torrisi toma la posición de Chief of Staff junto al Alcalde Rivera. La Sra. es interesante ver que los que conocen a alguien han recuperado su empleo. Es obvio que fueron motivados políticamente porque tenían una cosa en común, pero el Alcalde Rivera hizo algunas excepciones para unos pocos que tenían amigos o familiares que lo llamaron para reconsiderar su decisión.

Mantenga los ojos abiertos He estado manteniendo un registro de las actividades de Wendy Luzón porque ella noestácalificadaparaserplanificadoradebarrios (eso requiere estudios universitarios) y se logro darme cuenta de cómo está justificandosusueldo. Eche un vistazo a su página de Facebook; desde que empezó su nuevo trabajosehaconvertidoenmuyfilosófica.Tenía la esperanza de encontrar anécdotas sobre sus nuevas obligaciones y lo único que publica es citas antiguas de personas famosas incluyendo esto del Dr. José Santiago de hace 20 años: "La división de la ciudad en doscomunidades distintas no es un accidente, o la evolución natural del desarrollo urbano, pero muy decidida. El uso estratégico de los latinos en la zona norte, con el finde presentar una imagen particular de la necesidad de conseguir concesiones financieras y/o políticas, mientras que almismo tiempo el uso de los recursos para proyectos en la zona sur de la ciudad, ofrece evidencia empírica de la naturaleza intencional de los planes y su resultado previsto." ¡Sigue así! ¡Esa es la manera de crear armonía en esta comunidad!


Grants will provide targeted support for English language learners, increase career readiness for students as part of Gateway Cities Education Agenda.

Governor Deval Patrick announced over $3 million in new funding to support early career education and intensive English Language instruction for students in Gateway Cities as part of the Administration’s Gateway Cities Education Agenda. This funding will further the Patrick Administration’s efforts to close persistent achievement gaps and build a 21st century public education system that prepares all students to succeed in the classroom, the workplace and in life. “Achievement gaps hurt all of us and are completely unnecessary,” said Governor Patrick. “These grants will provide targeted resources to enable all our children to succeed.” The Gateway Cities Education Agenda, first proposed by Governor Patrick inNovember 2011, aims to close the persistent achievement gaps that disproportionately affect children living in poverty, students of color, students who are English language learners and students with disabilities, many of whom are heavily concentrated in the Commonwealth’s 26 Gateway Cities. The awards were announced at the Parthum Middle School in Lawrence, one of the districts that will receive grant funding. The awards are the second round of competitivegrantprograms,firstproposedby Governor Patrick in Fiscal Year (FY) 2013 to support early career education and intensive English Language instruction for students in Gateway Cities. Funded through the FY 2014 budget, the funding includes just over $1 million to support new grants to school districts to establish Career Academies and enrichment academies for English language learners, and $2.2 million to school districts that received grants last year so that they can continue to provide targeted support to students. ThefirstroundofGatewayCitiesgrantawards is already having positive impact on students in our Gateway Cities. As a result of receiving Career Academies planning grants, school districts are working with workforce development partners and employers to provide students with

career-focused curricula and real-world learning opportunities. Students in these school districts are learning about career opportunities at the start of high school as opposed the end of their senior year, and educators are working with local and regional employers to provide internships for these students. These students will have the information and experiences that they need to be successful in different types of careers as well as essential contributors to our innovation economy. In the Gateway Cities that received English Language Learners Enrichment Academies grants, educators are working with colleges and universities, community-based organizations and non-profitorganizations to operate intensive and accelerated English language instruction to middle and high school students. In these communities, students are significantlyenhancing their English language skills, which will prepare them to succeed in college, career and beyond. “I am thrilled about the level of engagement in this work as well as the relationships that have been created among K-12 districts, higher education institutions, industry and workforce development partners, and community-based organizations to better serve our students,” said Secretary of Education Matthew Malone. “We need to meet each student where they are and give them the supports they need to be successful.” “Our City is honored and delighted to be the host of Governor Patrick, his Cabinet, and the Gateway Cities grant announcements,” said Lawrence Mayor Daniel Rivera. “These efforts speak volumes about the importance of education and collaboration between cities to ensure the success of our students. The Governor toured one of the advanced manufacturers at the space, 99 Degrees Custom, which combines lean manufacturing with innovative technology, automation and operations systems to manufacture and ship custom apparel within days of an order. Este evento fue organizado por Juana Matías quien también se desempeñó como MC junto a Quin Gonell, un profesor de Lawrence High School. Después de explicar dónde nacieron y los retos que tuvieron que superar para asistir a la universidad, se habló acerca de sus posiciones actuales y cómo llegaron allí aprovechando todas las oportunidades disponibles.Ciertas palabras fueron repetidas varias veces por los presentadores, como la necesidad de ser humildes porque tienen que aprender de los demás. PATRICKAcademies planning grants to promote career education and hands-on learning opportunities for high school students, and 12 English Language Learners Enrichment Academies grants to support the establishment of English language enrichment programs for middle and high school students. The FY 2014 budget includes $3.5 million for a second year of these grants. The Governor proposed a $4 million investment for these grants in his FY 2015 budget. The English language enrichment academies, which include Summer English Language Academies and can also include after-school, Saturday or April vacation programs, provide middle and high school English language learners in awarded communities with high-intensity learning opportunities. All academies will be geared toward middle and high school students classifiedasEnglishlanguagelearnersandwill accelerate their acquisition of English language and literacy skills in varied learning environments. These enrichment programs will also be operated by strong local networks that include educators plus school and district educators plus representatives from institutions of higher education and community partners. New grant recipients will receive funding to establish new enrichment programs. Continuation grant recipients will receive funding to continue the operation of programs that were established during the spring or summer of 2013. Career Academies increase career readiness by providing high school students with greater opportunities for early career exploration, increasing access to motivating educational experiences through applied learning opportunities both in and out of the classroom, and by creating multiple and seamless pathways to postsecondary educational and employment opportunities. The Career Academies will be operated and supported by strong local networks that include school and district educators plus representatives from Workforce Investment Boards, institutions of higher education, community partners, and local/regional employers. Sharing experiences with LHS students By Dalia Diaz

Over 200 students at Lawrence High School were treated to a presentation that will not be forgotten. A panel formed by young Latinos who have succeeded in education and professional career spoke to them showing the way for them to accomplish their goals. This event was organized by Juana Matias who also served as MC along with Quin Gonell, a Lawrence High School teacher. After explaining where they were born and the challenges they had to overcome to attend college, they spoke about their current positions and how they got there taking advantage of every opportunity available. Certain words kept propping up from the presenters, such as the the need to be humble because they need to learn from others. The young ladies in the audience giggled when Doug Chavez said that, “Ladies mature quicker than guys” but they all should make education the top priority in the coming years. Christina Ronan followed up on Doug’s comment explaining that the firsttime she was asked to go get bail she almostgotsicktoherstomach.“Youfindsomeone you trust and let them guide you,” she told them. Another advice heard often from several of them was about the benefitsof networking and the importance of relationships. Doug Chavez received a scholarship in his native Bronx, New York, to attend Milton Academy at age 14. Long before becoming Governor of

Massachusetts, Deval Patrick, a graduate of Milton Academy who remained very active with the school, became his host. After graduating from the University of Pennsylvania, he worked for Sean “Puffy” Combs’ clothing line but eventually made it back to Boston to work in Governor Patrick’s campaign. “Equally important is working on boards, doing volunteer work and surrounding oneself with people in a position of pushing you further,” Doug told them. Najah Shakir agreed with that and told them that is the reason why at 23 years of age she is working in an administrative position for the City of Boston. Jeovanny Rodriguez was not that fortunate since he had to travel from New York to the University of Massachusetts in Lowell three times per week in order to achieve his goal of becoming a civil engineer. Jeovanny and Pavel Payano are members of the Lawrence School Committee and Pavel, being well-known to the student population, was received with a big applause. He spoke about how he struggled going to a high school with a high drop-out rate. While other students went to work to make money and buy a car and go out on dates, Pavel had other things in mind. The son of two teachers, he knew that depended of him how far he would get. But one speaker that came straight to what was in most students’ minds was Patti Fernandez. “Don’t be embarrassed if you

You will be surrounded by wealth but you have to learn to trust yourself.” This became obvious once the presentation had ended, when several students came up on stage to ask questions privately. A common theme was not being able to afford an education and they heard instead words of encouragement such as,

“You have a job right now; get good marks and you’ll see it happen.” Some of the guests complained that today’s high schools don’t offer much support as they should encouraging students to work hard because there are ways to attain dreams. They told the audience that it was not always easy and their advice gave this generation the rubric to follow.

State Rep. Marcos Devers joined his colleagues in the Massachusetts House of Representatives in unanimously approving a bill to further enhance the state’s ability to anticipate, repair and guard against natural gas leaks to improve public safety. The bill establishes an infrastructure replacement program to accelerate the process of replacing aging pipelines in a manner that can lower capital costs for companies and gas rates for consumers. The legislation also creates uniform classificationstandardswithcorrespondingrequirements and timelines for repair, surveillance or reevaluation. “As your Legislator and Civil Engineer, I am pleased to have supported this very important bill that focuses on safety,” said State Representative Marcos Devers (D-Lawrence) Vice Chair of the Joint Committee on Children Family and Persons with Disabilities. “This bill establishes a pro active approach to a growing problem of our aging gas infrastructure. Safety is our number one concern. It is our obligation to provided funding for all the necessary interventions that assures the safety of our

communities.” The legislation establishes a Gas Expansion Program which makes natural gas service available to new consumers and allows companies to offer financingprograms to those switching to natural gas. This should result in cost savings for households, businesses and municipalities. Additionally, anticipated improvements will reduce greenhouse emissions as an estimated 5,600 leak-prone pipes in Massachusetts are repaired. The legislation will also:• Require gas companies to coordinatesurveys, replacements and repairs with municipalities and state paving organizations;• Mandate gas companies to reportlocation, classification anddateof leak toDPU;• Authorize DPU to establish aminimum winter patrol standard for cast-iron pipelines;• Increase worker safety by requiringminimum safety standards for utility infrastructure. Lawrence Family Development Charter School has received a grant from the Massachusetts Department of Elementary and Secondary Education for $18,593.00 for use with English language learners (ELL) who are in the school’s kindergarten and first grade.These new funds include resources for new programming which take place in summer 2014, as well as Family Math Nights to be held during winter and spring of this school year. Students and parents will attend two family math nights in spring 2014. There will be Family Math dates – two for K-2 students and parents on February 11 and April 29, and two nights for grade 1 students and their parents on March 11 and May 20. These special “beyond the school day programs” support the charter school’s Academy for Early Academic Preparation for the development of English language skills for academic success. The supplemental workshops complement the school’s regular education daytime programs by focusing Academy students and their parents on the development of math skills. “Beyond the school day programs”, such as Family Math Nights, include sessions for parents and students who are enrolled in the second year of kindergarten and in grade one. In these evening workshops, parents work with teachers to build ELL skills

with skip counting, horizontal/vertical addition, solving word problems, and working with flash cards. Teachersat the Academy which is led by Head of School, Lisa Conran, prioritize the language of math as key for student success. Additional skills which are covered in the spring sessions target word problems, time measurement, chants, math songs, and the language of counting and money. Prior to hosting these evenings for families, ELL teachers work in professional development sessions with regular education teachers to design activities on Sheltered English Immersion (SEI) techniques. As part of the math center rotations on Family Math evenings, an ELL teacher is matched as a mentor with regular education teachers for an inclusive effort to support math language skills. This allows for student achievement in both math and in the English language. Parents are provided special assistance and take home materials to reduce students’ performance gaps. Enrichment activities create a vocabulary-rich learning environment and reinforce academic skills and language development. The program is aligned to both WIDA and Common

Como parte del Plan de Manejo Forestal de la Ciudad de Haverhill, la extracción de madera en Winnekenni Park Area de Conservación, está programada para ocurrir a partir de la semana del 17 de febrero. Este trabajo se centra específicamente enla población de cicuta (hemlock) al este de Kenoza Lake. Esta especie de árbol está infestada sustancialmente con el pulgón de la cicuta. Este pulgón es un insecticida de árbol que se alimenta de abetos, causando la caída de las agujas, mata las ramas y termina matando los árboles. As part of the City of Haverhill’s Forest Management plan, active timber harvesting is scheduled to occur in Winnekenni Park Conservation Area, beginning the week of February 17th. This work specificallyfocuses on the forest’s hemlock population, east of Kenoza Lake. This species of tree is substantially infested with the hemlock woolly adelgid. This adelgid is a tree-killing insect that feeds on hemlocks, causing needle drop, branch dieback, and tree mortality. The City’s Forest Management plan goals are to enhance the quality of the City’s forests; create an educational forest stewardship trail; protect water quality; preserve scenic beauty; improve passive recreational opportunities; and enhance wildlife habitat. The timber harvesting process seeks to align with the Forest Management plan goals. Work is expected to take approximately three to four weeks to complete. There will be use of heavy equipment on the property to properly conduct the timber harvesting operation. As such, this portion of the Conservation Area, will be closed to the public as a safety precaution during the operation.

Timber removed from the property during this operation has been sold through a competitive bid process to Hopkinton Forestry & Land Clearing, Inc. out of Henniker, NH. All proceeds from this timber sale, estimated to be around $11,000, will be deposited into the City’s Municipal Open Space Management Fund to cover the forestry costs already incurred by the City and to fund a sustainable forest management program for the rest of the City’s forested areas. Following the completion of work, the Conservation Area will be re-opened to the public for passive recreational activities. At a meeting on February 4, 2014, the Board of Directors of Crimeline of Southern New Hampshire made the decision to cease all operations of Crimeline. The anonymous telephone tip line and the web site will immediately be disconnected. Salem Crimeline began in 1984 and initially was successful enough that in 1995 it expanded to the communities of Derry, Londonderry and Windham. It was renamed Crimeline of Southern New Hampshire. During its 30 years of existence, Crimeline’s anonymous tip line provided valuable information to police investigators, who solved approximately 70 cases, convicted 42 defendants, recovered $71,000 of stolen property and $37,000 of narcotics. Tipsters were rewarded in cash and remained anonymous. The past success of Crimeline was a direct result of the combined cooperation and support of concerned citizens, businesses, social groups, local police departments and the news media. Crimeline of Southern New Hampshire would like to thank everyone involved in the operations over the years that helped

to make it such a success. I hope everyone had a lovely Valentine’s Day. Not only is Valentine’s a day to celebrate love but it is also the halfway through February point. The weather, of course, has been a misery but still we have only thirty days left till spring. It occurs to me every year around this time to think about Lawrence as the “Immigrant City.” So many of our people are from the Caribbean or from other somewhat more salubrious climates than our own (including my husband and favorite Australian, Norm.) One mid-winter day I expect to hear a multilingual roar arising from the collective city zeitgeist screaming “What were we thinking.” As a native of the area I almost feel guilty—as if I somehow, personally, brought people here under false pretenses. This my last article in which I can urge you to come by the library and see the Dominican parade costumes on exhibit. We are very fortunate to be able showcase these gems of national folk art. You absolutely do not want to miss the opportunity to see them up close and to admire the meticulous workmanship on display. The costumes will come down at the end of February so get here as soon as you can. The exhibit was set up, in part, to celebrate Dominican Independence Day which falls on Thursday, February 27th this. On that date Jose Ayala from Casa Dominicana will also be screening “Nacimiento de una Nacion” in our Sargent Auditorium. Dominican Independence Day is a big event for a lot of people in our community. Come to the libraryandwatch thefilm, thengoupstairsand check out the costumes. “Check out” some books and DVDs as well! The book club will continue its “Books that Changed the World” theme on February 24th with Elie Weisel’s “Night.” “Night” is one of the standards of Holocaust literature and, not surprisingly given the title and subject matter, it makes a bleak yet powerful statement. The book is part of a trilogy followed by “Dawn” and “Day”. I guess it is just human nature to be drawn to a certain level of morbidity in our tastes. “Night”, the extremelydarkanddepressingfirstvolumeof the trilogy is vastly better known and celebrated than its sister volumes which have a redemptive quality. (I think of this as the “Divine Comedy” syndrome. Everyone knows about the “Inferno” but I bet not one in ten people could name the other two parts of the epic poem. FYI they are the “Purgatorio” and the “Paradiso” but reading it here doesn’t count as knowing it!) Occasionally in these articles I like to recommend books that made a strong impression on me over my life. Thinking about Holocaust literature reminds me of Katherine Anne Porter’s “Ship of Fools”. This novel is set on the eve of WWII and concerns a group of people—not many of whom are particularly admirable—on an ocean crossing between Mexico and Europe. There is a strong sense of foreboding to the work and, at least to me, a fascinating sort offatalism.Readit.It’sdefinitelyaworkthat should not be forgotten. At the end of the month we will transition from Dominican February to Irish March. In April of 2013, the Committee contracted the Massachusetts Audubon Society’s Ecological Extension Service to conduct a wildlife habitat analysis of this property and the City's other forest lands. The purpose of the analysis is to provide the Committee with recommendations for proceeding with active forest management, while being attentive to wildlife habitat needs. Early in October of 2013, the Committee conducted a second public site walk with residents to discuss the active management of this portion of the Conservation Area and to review the trees proposed for harvesting this winter. Mr. Gouldrup used this public input, Audubon's recommendations, and the Forest Management Plan to draft a Forest Cutting Plan for active and responsible management of the hemlock population on this property. MassDCR approved this Plan in November of 2013.

Just watching what moves On May 2013 the Public Safety Committee, of then Candidate Daniel Rivera, met to discuss providing strategies for the new administration. In January 2014, the transition team provided Mayor Rivera and Chief of Staff Lisa Torrisi their full recommendations. In their report, Ms. Maggie Super Church and Attorney Zoila Gomez, recommended that the City do away with the current ambulance services – PatriotAmbulance.Specifically,thereportstated “Lawrence has a $0 contract with the existing ambulance service. With the contract expiring this year, the city has an opportunity to make substantial changes to its Emergency Management System (EMS). The Committee examined bringing EMS services entirely in house with the Fire Department or engaging in another private contract that is more advantageous for the city and its residents.” Mayoral Candidate Manny Gonzalez is the leader of the Transitions Public Safety Committee that collected and provided data, along with District F Councilor Marc Laplante. He stated that the immediate actions taken be that the Lawrence Fire Department take over the ambulatory services of the City, something that was recommended by former Police Chief John J. Romero and Fire Department Chief Jack Bergeron. At present, the Fire Department responds to all emergency calls but Patriot Ambulance keeps the profit of the callwhile the city gets no revenue. He added that in the future the city could enter into a contract or agreement with another private company. Well, let’s just say that by this report coming from a firefighter, recommendingthat the LFD take over the ambulatory servicesisconflictinginitself.Ofcourse,a firefighter is going to advocate havingmore work so that their membership can

renegotiate changing working conditions to obtain more moneys in their pockets. It has nothingtodowithgettingmorefirefightersand much to do with money. Besides, if the city takes over this service, they will end up botching the entire service, revenue and process. Taxpayers do not need to be on the hook for their local government to take over but instead ask their government to do more outsourcing. But that is not why this article is written. The actual reason of this article is to provide our audience truthful and accurate information that will allow them to determine facts on their own, such as these: The Mayor has full authority to sign this contract because it is exempt from 30B which requires going through the bidding process. Early December 2013, Patriot Ambulance is shaken down for some money for the inaugural campaign. The Mayor’s transition team report is dated January 3, 2014. On January 3, 2014, Lisa Torrisi takes the realm of Chief of Staff alongside Mayor Rivera. Ms. Torrisi is the sister of former State Representative David Torrisi. On January 20, 2014, David Torrisi is hired by Patriot Ambulance as a lobbyist. This information can be found on the Secretary of State Office’s website andsearch for lobbyist. On February 20, 2014, the Eagle-Tribune writes a story about recounts and fundraising of Rivera indicating that Patriot Ambulance has provided $7,900 of segregate amount post-election money to Rivera. The way I see it, it is clear that the dates, the contributions and David Torrisi’s hiring as lobbyist is all connected. Now, Mayor Rivera can say that Patriot Ambulance may stay as the city’s ambulatory services provider. How’s about that for a headline!

Fired and rehired I have the list of people that have been firedbythisadministrationandit’sinterestingto see that those who know somebody have regained their employment. It is obvious that they were politically motivated because they had one thing in common, but Mayor Rivera made some exceptions for a few who had friends or relatives call him to reconsider his decision.

Keeping my eyes open I have been keeping track of Wendy Luzon’s activities because she is not qualifiedtobeaNeighborhoodPlanner(thatrequires college education) and it escapes me how she is justifying her salary. Take a look at her Facebook page; since she started her new job she has become very philosophical. I was hoping to findanecdotes about her new obligations and the only thing she posts is old quotes from famous people including this one from Dr. Jose Santiago from 20 years ago:

"Thedivisionof theCity into twodistinctcommunities is not an accident, or the natural evolution of urban development, but very purposeful. The strategic use of Latinos in the northern section, in order to present a particular image of need to garner financialand/orpoliticalconcessions,whileall the while using resources for projects in the southern area of the City, provides empirical evidence of the purposeful nature oftheplansandtheirintendedoutcome." mucho su gestión. Otro signo visible fue el vuelco que para algunos tuvo su imagen, de un hombre humilde, a uno que el cargo le transformó, me temo que para esto se dieron varias lecturas, algunas equivocadas de parte de sus más allegados, que si bien es cierto que usted no es un anacoreta, pero mucho menos fue saludable dimensionarlo hasta la estatura de un demiurgo. Me temo que ese hecho hizo mucho daño a su imagen de hombre-pueblo. Otra lectura, fue la percepción de desafío a los viejos robles del Partido, haciendo ostentación de fuerza electoral decisiva, todavía están vivas esas palabras cual oráculo, usted no pasara y así suceder, o apoyar a un candidato que pierde en su propia demarcación, pero gana por los votos en Lawrence. Tal desafío conllevó una respuesta que no se ve, pero fue devastadora, se considera “voto de castigo” ya que fue notable el cambio de ánimo en algunos líderes del Partido en lo referente a su candidatura. Otro aspecto digno de tomar en cuenta, dentro de los tópicos que no se ven, se cuenta de la visita que le girara un pastor evangélico, con ocho puntos. Tengo que admitir que me sorprendió la sagacidad política de dicho ministro Cristiano, porque lo que le presentó no fue una táctica política, sino una verdadera estrategia post-convención, donde los pruritos políticos no entran sino los lances más arriesgados.

Me enfocaré en dos de esos puntos, porque entiendo que fueron nodales, y es posible que los mismos no fueran atendidos. Uno era el trabajo de campo en las áreas ciegas, es decir en las áreas donde usted no era puntero y se libraba una lucha encarnizada. Se rumora que usted entendió que esas áreas estaban perdidas y no había oportunidades en ellas, pero la propuesta formulada era lanzar una ofensiva precisamente en esas zonas, es decir en los Distritos E y F. En el E, la ventaja sobre usted fue de mil cuatrocientos seis votos y en el F, fue de cuatrocientos cincuenta y cinco votos la diferencia. Si observamos que el universo de sufragios fue de quince mil doscientos sesenta y ocho votos, en tal universo, esas cifras fueron sencillamente astronómicas. Otro factor para tomar en cuenta qué contribuyó a la derrota fue que cuando usted llegó a su “techo”, entró en un proceso de declive, no en el sur sino en el norte, es decir en su propio bastión, por eso pierde el distrito A, por un margen estrecho de diez y siete votos, pero que permitió que la correlación de fuerzas se equilibrara. De ahí se desprenden dos lecturas interesantes. Primero, al perder el Distrito A, en forma tan estrecha fue signo de que el voto de confianza de la ciudadanía se convirtióen dígitos para que la tasa de rechazo aumentara, no tan solo por el desgate natural del ejercicio del poder, sino por tener tantos frentes abiertos, los cuales dieron como resultado incertidumbre y nerviosismo en la población adulta. Segundo es muy probable que el enfoque de su temática electoral fuera dirigida a esa población adulta y se descuidara la nueva fuerza electoral de jóvenes que votaron por primera vez, las cuales no se inclinaron a

votar por usted, tal vez porque no caló en ellos su oferta electoral. Y por último el punto número ocho presentado por el Ministro Cristiano, el cual encerraba desprendimiento, alianza y sentarse a la mesa de negociación, para “fumar la pipa de la paz”. Se rumoró que usted estaba dispuesto a perder que a dar ese paso, de ser así, fue una respuesta visceral. Ese encuentro le sumaria los votos que les faltaban y le aportaba mucho más para ganar en forma holgada, por eso cuando la derrota mostró sus fauces, para muchos fue una sorpresa, pero no para otros, pues ya la esperaban. Entiendo que usted es un ente activo dentro de la política nuestra, por ende no permitirá que lo coloquen como un jarrón chino, en una esquina, sino que volverá al ruedo electoral. No he conversado con usted, por ende es solo una premonición, creo que usted terciará por la Representación Estatal por el Distrito 16, nueva vez, si me equivoco y no es así, perfecto, pero si tengo razón en ello, sería bueno que lo pensara dos veces, porque “La persona que va demasiado lejos en sus triunfos genera una reacción que de manera inevitable conduce a la decadencia o la caída”, (Ley #29, de las 48 Leyes del Poder). Sr. Lantigua, permítame sugerirle, sin ánimo de diatribas, usted tiene prendas humanas que son muy altas, las cuales hablan muy bien de usted, sobre todo la de poseer sensibilidad social, retómela con más ahínco y su futuro político será más que promisorio.

En el 2012, la Ciudad de Lawrence inició un programa de sustitución de medidores de agua en toda la ciudad. Las razones de este programa de sustitución son: 1) la automatización del proceso de lectura de medidores, 2) proveer agua potable altamente segura, y 3) aumentar la precisióny lafiabilidadde las lecturasdelos medidores. Para febrero del 2014, se han sustituido un total de 7,500 medidores (un 65% de toda la Ciudad). Durante este proceso, algunas preguntas han surgido en relación con el programa de sustitución y el sistema de lectura automática de medidores (AMR). La siguiente es una descripción de los principales componentes del programa de sustitución de los medidores:

Sistema de Lectura Automática de Medidores (AMR)

El sistema AMR está compuesto por varios componentes: medidores de agua, Unidad de Transmisión de Lectura (MTU), las unidades de recolección de datos (DCU) y servidores de red seguras, computadoras y software.

Medidores de Agua iPERL: Los nuevos medidores que se están instalando son el modelo iPERL fabricado por Sensus, y son medidores de alta tecnología sin partes móviles. Dos sondas electrónicas situadas en el interior del medidor son capaces de medir la velocidad de toda el agua entrante. Los medidores se fabrican de manera tanprecisaque losflujosde tansólo0.03galones por minuto se pueden registrar con una precisión de 95%. Flujos normales se registran con una precisión de 100% (+/- 1.5%). Los medidores iPERL se fabrican con un material compuesto de resina de alta durabilidad, que los hace extremadamente ligeros y completamente libre de plomo. Una pantalla digital muestra la lectura del

contador en unidades de pies cúbicos (1 pie cúbico = 7.48 galones), con una resolución de 0.001.

Unidad de Transmisión de Lectura: Los medidores iPERL están cableados a un dispositivo comúnmente conocido como MTU. El MTU es un dispositivo de almacenamiento digital con una antena, alimentado por una batería, y totalmente encerrado en una carcasa de plástico. El propósito de este dispositivo es obtener la lectura que se muestra en el medidor de agua y transmitir esta lectura a través del aire (a través de una frecuencia de radio con licencia) a un DCU, eliminando la necesidad de que un empleado del Departamento de Agua entre a su casa o lugar de negocio. Las lecturas se obtienen una vez cada hora y se almacenan en el MTU; una vez por día, lotes de lecturas se transmiten a la DCU, que retransmite los datos a los servidores de red segura. El MTU puede transmitir también datos en tiempo real, si un cliente desea su lectura del medidor. La información transmitida incluye el número de serie del MTU, el número de serie del medidor de agua, las lecturas de los medidores, así como la fecha y la hora en que se obtuvieron las lecturas. Ninguna informaciónpersonalodeidentificaciónsetransfiere.

Unidades de Recolección de Datos: La Ciudad de Lawrence ha instalado dos DCU enubicacionesgeográficamenteventajosasen la ciudad. DCU son simplemente grandes antenas de radio capaces de cubrir toda la ciudad. El propósito de estos DCU es recoger lecturas de toda la ciudad, y luego transmitir esos datos a los servidores de red segura, para ser analizados y mostrados por el software.

Servidores de Red Seguras, Computadoras y Software: Los datos

recogidos por la DCU se retransmiten a los servidores de red seguras, ubicadas dentro de la ciudad y accesible exclusivamente a los empleados del Departamento de Agua. Un paquete de software desarrollado por Sensus se ha instalado en los servidores, y serequiereconelfindeaccederalosdatosde lectura de los medidores. El software está protegido por contraseña y accesible sólo en la red de la ciudad, mediante el uso de una computadora autorizada. El software muestra una lista de todos los MTU, medidores, y las lecturas correspondientes. Los empleados del Departamento de Agua parean información de la cuenta contenida dentro del software de facturación del departamento,conelfindeaplicarlalecturadel medidor correspondiente a cada cliente de agua.

Exposición a Radiofrecuencia Mediante el MTU

Ha habido preguntas con respecto a los impactos de salud en relación a la radio frecuencia (RF) proveniente del MTU (u otro tipo de "medidores inteligentes"), yla multitud de información contradictoria disponible en la Internet. La exposición a la radiofrecuencia emitidos por el MTU es similar a la exposición de radios AM/FM, dispositivos de internet inalámbricos (Wi-Fi), teléfono celular y otros dispositivos electrónicos para el hogar. Varios estudios se han realizado sobre la posibilidad de efectos perjudiciales para la salud debido a esta exposición de bajo nivel y todas las autoridades están de acuerdo en que no hay riesgo para la salud asociado con la exposición a RF del MTU. Mientras que la FCC ha impuesto limitaciones a la cantidad

In 2012, the City of Lawrence initiated a city-wide water meter replacement program. The reasons for this replacement program are to 1) automate the meter reading process, 2) provide increased drinking water safety, and 3) increase the accuracy and reliability of the meter readings. As of February 2014, a total of 7,500 meters (65% of all meters in the City) have been replaced. Throughout the process, some questions have come up regarding the replacement program and the Automated Meter Reading (AMR) system. The following is a description of the major components of the meter replacement program:

Automated Meter Reading (AMR) System

The AMR system is comprised of various components: water meters, Meter Transmitting Units (MTUs), Data Collection Units (DCUs), and secured network servers, computers, and software.

iPERL Water Meters: The new meters being installed are the iPERL model manufactured by Sensus, and are state-of-the-art meters with no moving parts. Two electronic probes located inside the meter are able to measure the velocity of all incoming water. All meter chambers are manufactured so precisely that flowsas little as 0.03 gallons per minute can be registered with a precision of 95%. Normal flows are registered with a precision of100% (+/- 1.5%). The iPERL meters are manufactured with a highly durable resin composite material, making them extremely lightweight and completely lead-free. A digital display shows the meter reading in units of cubic feet (1 cubic foot = 7.48 gallons), with a resolution of 0.001.

Meter Transmitting Units: The iPERL meters are hard-wired to a device commonly referred to as an MTU. The MTU is a digital storage device with an antenna, powered by a battery, and fully enclosed in a plastic casing. The purpose of this device is to obtain the reading that is displayed on the water meter and transmit that reading over the air (via a licensed radio frequency) to a DCU, eliminating the need for a Water Department employee to enter your home or place of business. Readings are obtained once every hour and stored on the MTU; once per day, batches of readings are transmitted to the DCU, which relays the data to the secured network servers. The MTUs can also transmit data on demand, if a customer would like a real-time snapshot of their meter reading. The information transmitted includes the MTU serial number, the water meter serial number, the meter readings, and the date and time the readings were obtained. No personal or otherwise identifying information is transferred.

Data Collection Units: The City of Lawrence has installed two DCUs at geographically advantageous locations in the city. DCUs are simply large radio antennas capable of covering the entire City. The purpose of these DCUs is to

collect readings from all of the MTUs city-wide, and then transmitting that data to secured network servers to be analyzed and displayed by the software. Secured Network Servers, Computers, and Software: The data collected by the DCUs is relayed to secured network servers, located within the City and accessible exclusively to Water Department staff. A software package developed by Sensus has been installed on the servers, and is required in order to access meter reading data. The software is password protected and accessible only on the City network, using an authorized City computer. The software lists all of the MTUs, meters, and corresponding readings. Water Department staff pairs this information with account information contained within the department’s utility billing software, in order to apply the corresponding meter reading to each water customer.

Radiofrequency (RF) Exposure from MTUs

There have been questions regarding the health impacts of radio frequency (RF) exposure from the MTUs (or otherwise “Smart Meters”), and the multitude of conflicting information available on theinternet. The radio frequency exposure from the MTUs is similar to the exposure from AM/FM radios, Wi-Fi routers, cell phone, and other household electronic devices. Many studies have been conducted on the potential for detrimental health effects due to this low level exposure and all authorities agree that there is no health risk associated with RF exposure from MTUs. While the FCC has imposed limitations to the amount of RF emissions from electronic devices including MTUs, they’ve found that RF exposure from these devices is “thousands of times below safety limits”. The California Council on Science and Technology, the World Health Organization, the Environmental Defense Fund, and the American Cancer Society all agree with the findings.

Privacy Concerns

Concerns regarding the accessibility of meter reading data and the right to privacy have been brought up in the past. As stated earlier, data is transmitted over a licensed frequency and includes only non-identifying information. As a result, there is no concern for data interception. Access to the meter reading information and account information is accessible only on the City Network, using an authorized City computer. While City computers are password protected, the AMR software package contains another layer of security, requiring independent access credentials. The meter reading data is accessible exclusively to Water Department staff for the purposes of billing and providing increased customer service.

Looking at the universe of votes which was fifteen thousand twohundred and sixty-eight, in such a universe, thesefiguresweresimplyastronomical. Another factor to take into account that contributed to the defeat was that when you cametoyour"ceiling",theprocessofdeclinebegan, not in the south but in the north, in your own stronghold, so you narrowly lost the district by seventeen votes, but allowed the correlation of forces to balance. Hence two interesting conclusions came out of that. First, losing District A, so closely was asignthatthecitizens’voteofconfidencebecame digits for the rejection rate increases, not only by the natural weeding out brought on by the exercise of power, but by having many open fronts, which led to uncertainty and nervousness in the adult population. Second is very likely that the focus of your attention was directed to the adult population while neglecting the new electoral force, the young people who votedforthefirsttime,andwhichwerenot

inclined to vote for you, perhaps because you didn’t have anything to offer to them in your electoral bid. And finally point number eightmadeby the Christian Minister who looked for detachment, alliance and sit at the negotiating table, to "smoke the peacepipe."Itwasrumoredthatyouwerewillingto lose than to take that step, if so, it was a gut response. That meeting would add up the votes you lacked and contribute to winning in a much more loosely way, so when defeat showed its claws, it was a surprise for many, but not others who were expecting it. I understand that you are an active entity within our political life, therefore, will not allow yourself to be placed as a Chinese vase in a corner, but will be back to the electoral arena. I have not talked to you, so this is just a premonition but I think you will go for State Representative for District 16 again. If I'm wrong and you are not, perfect; but if I'm right you should think twicebecause"thepersonwhogoestoo far in his triumphs generates a reaction thatinevitablyleadstodecayorfall"(Law# 29, 48 Laws of Power). Mr. Lantigua, let me suggest, and not with the intent of ranting, you have very high human values which speak decidedly well of you, especially possessing social sensitivity; take it back with more desire and your political future will be more than promising.

The Samaritans of Merrimack Valley is offering a free, Department of Public Health-funded training focusing on suicide prevention among people ages 55 and older in the Merrimack Valley. The all day program is scheduled for Wednesday, May 28 from 8:00 a.m. to 4:00 pm and will be held at Marguerite’s House Assisted Living at Mary Immaculate located at 189 Maple Street in Lawrence. This program is offered free of charge. This program is especially targeted for “gatekeepers,” people who, through their personal, professional or volunteer activities, have regular contact with older adults. After the training, participants will be able to assess an older adult’s suicide risk, intervene with an individual at risk, and connect older adults with ongoing

professional help. A variety of educational credits may be earned including:• 6.5 Continuing Education Credits(CEUs) for nurses, social workers and Licensed Mental Health Counselors (LMHCs)

• Certificates for 6.5 hours are alsoavailable for professionals (nurse’s aides, food service workers, activities staff, transportation staff, administrative assistants, etc.) who are in need of training hours.

The East Parish Meeting House Society, Haverhill, Massachusetts, the Awarding Authority, invites bids for exterior/interior restoration and repair including: chink stone foundation work; repair/replacement of damaged exterior and interior woodwork; addition of structural element to restore roof plane; ceiling mold remediation/repainting; restoration/repainting of plaster sanctuary wall; at the historic 1838 East Parish Meeting House, 150 Middle Road, Haverhill; listed on the State and National Registers of Historic Places.

The project is funded with a grant from the Massachusetts Historical Commission. All work must be performed in accordance with Bid Documents prepared by David Ford, Project Designer, 77 Berwick Road, Berwick, ME (207- 698-1695); and meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Pre-Bid Meetings will be held at the Meeting House, 150 Middle Road, at 10 a.m. on Saturday, March 8, and 5 p.m. on Wednesday, March 12, 2014 for review of Scope of Work. Registration for the Pre-Bid meetings is requested, but not required, at [email protected].

Bids shall be evaluated on the basis of price, previous experience with similar types of construction projects on historic properties, ability to perform the work in a timely manner, and references. All bids must be delivered to Roberta Roffo at 137 Middle Road, Haverhill, MA 01830 prior to 6 p.m. on Wednesday, March 26, 2014, to be eligible for consideration; and all of the grant-funded work must be completed by July 30, 2014.
