3. ENROLMENT AND REGISTRATION REGULATION
Curricular units’ registration
One can register in curricular units, online at the Fénix academic site:
https://fenix.isa.utl.pt/qubEdu/loginPage.jsp.
A Helpbook to online registration, with explanation of all necessary steps to accomplish the task, can be found at:
http://www.isa.utl.pt/files/da/pub/ManualApoioInscriOnlineISA.pdf
In case of doubts regarding instructions and outlined conditions, contact should be made to DA services at:
Inter-sites mobility for University of Lisbon Student’s
(University of Lisbon, Decree 139/2013, December, 31st)
Considering that setting up a pluridisciplinar instruction is an asset that should be provided and encouraged to
students at University of Lisbon;
Considering that creating the University of Lisbon, integrating all areas of knowledge in the same institution, is a
unique opportunity to stimulate the students' mobility among the various Schools;
Considering that the curricula of many of the cycles of studies in operation at the University of Lisbon already
contemplate the students' possibility to frequent optional curricular units in scientific areas different from the basic
ones of that cycle of studies;
Considering that, with the creation of University of Lisbon, a lack of regulation concerning students’ inter-mobility
is ascertained;
According to the content of Article 26 / No. 1 Paragraph p) of University of Lisbon regulation, and following hearings
with the different schools Presidents and Principals, the following is established:
1. Students at any School of University of Lisbon (ULisboa) that intend to frequent an existing curricular unit
at another School, to combine, as an option, with the cycle of studies towards completion of the current
registered degree, should apply to the Academic Services at the currently enrolled school.
2. The qualified and ratified departments at School of origin, after compatibility certification of the application
with the curricular structure of the studies cycle that the student is currently engaged, forwards the petition
to the School where the desired curricular unit(s) is(are) in operation.
3. The qualified and ratified departments at the second School, after confirmation of existing operating
conditions that allow the acceptance of the candidate, register the student, informing the home School and
Academic Services at University of Lisbon Chancellor’s Office.
4. The student pays the home School the full value of tuition fees and related dues associated with the course
that is engaged.
5. The tuition fee quota linked to the application and frequency of the second School curricular unit is calculated
in the following way
Quotai =
ECTS i Tuition fee 60
https://fenix.isa.utl.pt/qubEdu/loginPage.jsp.http://www.isa.utl.pt/files/da/pub/ManualApoioInscriOnlineISA.pdf
-
10
being:
tuition fee – value of yearly tuition fee for the cycle of studies the student is registered for 2014/2015; this value is updated annually; ECTS – curricular unit number of credits.
6. The home School transfers to the second School the tuition fee quota owed and associated with the
application and attendance of the curricular unit(s) taken there.
7. The Schools establish the amounts referred in the previous number, based in the reciprocity for the school
year, being settled by Schools in the end of that school year.
8. The second School, at the end of each school term, should record the student academic marks and
communicate them, by means of the corresponding school report card.
Code of Conduct for ISA students’
Being part of the Technical University of Lisbon (UTL), ISA’s students are governed by the school statutes, UTL
regulation and common law. All of the students at UTL should behave in a way to preserve the highest ethical and
professional standards when carrying the tasks they exercise.
The main regulation that UTL students should abide by are:
Chart of Rights (Decree 24697/2009 – November, 9th);
Code of Conduct and Good Practices (Decree 24698/2009 – November, 9th);
UTL Student Disciplinary Regulation (Decree 24699/2009 – November, 9th).
These documents are available at the following Pedagogic Council page (http://www.isa.utl.pt/home/node/3376).
From these statutes is worthwhile to mention some rights that students enjoy:
a) The right to equal opportunities without any kind of discrimination;
b) The right to know: the student may require to peruse a corrected written test, once knowing the score,
that should be made available within a maximum of ten working days;
c) The right to a qualified education, backed-up by humanistic, scientifically, technical, cultural, moral and social
teachings.
Such as having rights, students also have obligations:
a) Contribute to a harmonious school coexistence and to the full integration in the students' community;
b) Behave well when attending classes;
c) To accept the standards in evaluating the learning process, refraining from any behaviour that could unfairly
influence or harm another student;
d) Not to use, for inappropriate purposes, the resources made available to him/her concerning his/her teaching
process;
e) Abstaining of plagiarism activity (submission as own work, of someone else’s work) and of self plagiarism
(repeated submission of the same work or portions of previous works);
f) Not to use any improper means in order to obtain better educational results;
g) To meet classes schedule and be diligent in his/her scholastic schedules.
-
11
Any action that conflicts with the regulations is liable to disciplinary sanction according to the law and statutes. All
students should apply for registration during the dates established by the Management Board. The application for
1st year curricular units will be made before the beginning of the school year. The application for the remaining
curricular units that run on term basis will be made before the beginning of the particular terms.
The application for curricular units is subject to a set of rules:
1. Term ECTS limit:
a) Bachelor’s - 42 ECTS;
b) Master’s – the registration for 1st and 2nd term can not exceed 42 ECTS for each term; the students can apply
for the master’s thesis providing that 48 ECTS from the curricular plan had been completed; in the school
year that a student from a 2nd cycle of studies applies for thesis, the registration can not exceed 84 ECTS,
for both terms, according to the 2nd cycle regulation in force.
2. Curricular units order of application:
i. The student will have, mandatorily, to register in curricular units that failed in previous years (always giving
preference to the more overdue and to those that logically precede the current ones, in contents terms);
ii. After registering for these curricular units, the student can register in other units pertaining to his/her cycle
of studies, providing he/she still has enough credits, within the limits referred in point 1..
3. Extra-curricular units
A student will only be able to engage in extra-curricular units pertinent to the cycle of studies currently registered.
The extra-curricular units are considered for the limit referred in No. 1, although not being accounted for the
number of necessary credits for the course progression, nor for calculation of the course final mark.
Decree 06/CG/2013 - March, 4th
Attainment of curricular units not included in the cycle of studies plan (extra-curricular units)
The accomplishment of curricular units not being part of the cycle of studies plan (called extra-curricular) is allowed,
against the payment of € 50,00 for each of the units.
4. Optional curricular units
The operation of optional curricular units is only assured when ten, or more, students are registered.
5. Registration for students from 1st cycle of studies in master’s curricular units
Exceptionally, a bachelor’s student can register in master's degree curricular units (belonging to the corresponding
curricular plan), after achieving 156 ECTS at the 1st cycle of studies course, but will have to apply by himself / herself
and fulfil the following requirements:
a) Passed all 1st school year curricular units of his bachelor’s course;
b) Be within the approved semester ECTS limits.
In case he/she wants to register in curricular units from another master's degree, he/she will need the consent of
the respective course committee.

Expiration / Prescription Regulation
(Management Board, 25th January 2010)
The General Law for High School Funding (Executive Law 37/2003, August 22nd, modified by Executive Law 49/2005,
August 30th) foresees, among others, the principle of the student being accountable for, in the sense that they have
to show school performance, since benefiting from a social advantage. Thus, having passed a period of stabilization
in the teaching, learning and appraisal processes, resulting from the adequacy of all ISA provided courses to the
Bologna System guidance, and in accordance with the provisions of Executive Law 37/2003, Article 5 – No. 2, the
definition and regulation for the Prescriptions System is outlined.
Article 1st
(Object)

bachelor’s (1st cycle of studies) or master’s (2nd cycle of studies) degree, according to the General Law for High
School Funding (Executive Law 37/2003, August 22nd), Article 5 – No. 2.
Article 2nd
(Concept)
Expiration is the loss of the right for enrolment and registration in any of the cycle of studies referred in Article 1,
when the student, properly registered, does not meet the school performance defined in Article 3. The prescription
prevents the student of attending that or another course at ISA, during two consecutive terms.
Article 3rd
(Expiration status)
1. The right to register is refused to students whose learning achievement does not meet the criteria in the following
table:
Maximum number
of enrolments
ECTS
achieved
3 0 a 59
4 60 a 119
5 120 a 179
2. The limits defined in the previous number are not applicable to those students benefitting from the part-time
system of studying (Executive Law 35/2004, July 29th – Article 155), nor to military personnel with same status
(Article 2 of Ordinance of Incentives to Military Service under Contract (RC) or Volunteer Schemes (RV), Decree
320-A/2000 - December, 15th modified by Decree 118/2004 - May, 21st).
3. Students included in the following proven situations benefit from a special prescription status:
a) Part-time status;
b) Physically or sensory unfit;
c) In state of parenthood;
d) With contagious or infectious disease inhibitive of school performance;
e) With serious illness or long recovery inhibitive of school performance;
f) Top competition athlete;
g) AEISA (ISA Students’ Association) Member of the Board;
-
18
h) Elected to a school administrative body;
i) Young organization leader.
4. The situations foreseen in d) and e) imply a discontinuation of more than three months.
Article 4th
(Number of registrations)
1. For effects of application of the present Statute, successive registrations in the course the student attends at any
institution of the Portuguese public education, are accounted for.
2. For students with special status, as in Article 3 – No. 3, only half registration is accounted for, if the situation
arises.
3. Students enrolling with ISA by change of major, re-enrolment, course transfer or special entrance tests are
subject to the following:
a) In case of being registered mostly in ECTS corresponding to curricular units for the first school year, are
covered by the limits established by Article 3 of the current regulation;
b) In case of being registered mostly in ECTS corresponding to curricular units for other school year, the
maximum number of allowed registrations is twice the number of necessary registration to accomplish the
missing ECTS.
Article 5th
(Return to Education)
1. The student whose right to enrolment prescribed, or cancelled the enrolment as detailed in Article 3 has the
right to re-admittance, not depending to vacancies limits, after the period of time foreseen in Article 2 has
expired.
2. The re-admittance should be requested according to the terms and schedules regulated by ISA’s Reinstatement
Program.
Article 6th
(Information to students)
Until registration time, each student will be advised of the number of ECTS needed to avoid expiration by school
year’s end.
Article 7th

Decree 21/CG/2011 (August, 8th)
After ISA’s Scientific Council and Pedagogic Council being heard, and considering that the necessary conditions to
the stabilization of the current study plans at ISA were reached, together with a wide dissemination of the Expiration
/ Prescription Regulation at ISA’s website, the Student Guide and the regulation relevant to 1st and 2nd year courses,
is hereby established that the system of prescription is applied, thoughtfully, for the 2011/2012 school year, taking
into account the following:
1. Students that are, beyond doubt, in process of recovery of school performance, and complying with the following
requirement, should not be included:
ECTSn > ECTTSn-1 and ECTTSn-1 ≥ 12
being ECTSn the total value of ECTS concluded in the running school year and ECTTSn-1 the total value of credits
achieved in previous year.
2. The implementation of the prescription rules can, however, accommodate situations invoked by the student
where, by compelling reasons and unequivocally justified, was unable to attend scholar activities and thus, to
achieve a minimum level of school performance. This adjustment will be implemented by means of an application
to ISA’s President and submitted to the Academic Division, within eight days of the listing for students barred to
enrol and register, being published.

the course.
In the finalists period of even term both terms examinations will take place. In the special period of odd term, only
students with conditions to be regarded as senior at that particular time, can perform odd term examinations as
finalists; however, under this regulation conditions, these students can register in the same curricular unit one time

The absence of any of the above elements entails the non attribution of Student-Worker status.
3. The established privileges cease when the student-worker doesn't attain school performance in two consecutive
years, or three non-consecutive.
For this purpose, school performance is regarded as the transition to the following school year or being approved
in, at least, half the curricular units the student-worker is registered, rounding this number, by default, when
necessary.
It is considered lack of school performance the non-achievement of the curricular unit attendance, unless justified
by circumstances beyond the student control, such as, long illness, mishap, pregnancy or fulfilment of legal duties.

scientific area of the original course is the same and null Afinidade (0), when the predominant scientific area
of the original course is different from the one applying for;
b) Student’s school performance.
For calculation of the final score(C), in a scale of 0 to 200, the following formula will be applied:
C = (0,4 × “Afinidade” + 0,6 × (A+B)/2) × 200
wherein “Afinidade” has a value between 0 and 1. The parameters A and B are a measurement of school success, in
agreement with:
A = ECTS from curricular units completed successfully in both school of origin and original course
ECTS from curricular units registered in both school of origin and original course
B = Sum of scores obtained in completed curricular units
Number of completed curricular units for the course x maximum score in the scale
In absence of information, five ECTS for each curricular unit will be considered and 60 ECTS for each registered
curricular year.
I.3 Tiebreaker criteria
