The 2014 Municipal Election in the City of Vancouver has had a very significant turnout in voters. We havereceived a number of questions in regard to the closing of polls. The Vancouver Charter and the City ElectionBy-law governs these procedures.

The Vancouver Charter provides that at the close of polls (8pm) everyone that is in line either inside oroutside the voting station will be permitted to vote. The poll will close when the last person has voted, nomatter how long that takes.

The Chief Election Officer reviews all polls to assess whether there has been any adjournment (interruption)of voting. In four voting stations today where there was a very heavy turnout, there was a short period oftime during which voters had to wait for ballots to be restocked. The Chief Election Officer has authority toextend the voting period if there has been an adjournment of proceedings at any voting place.

In this situation, the short adjournment will be associated with a delayed closure of 4 out of 117 polls tocompensate for the adjournment.

As a result the Chief Election Officer has directed that Killarney Community Centre will remain open afurther 15 minutes to 8:15 pm, Britannia Community Centre and Oakridge Centre voting stations will remainopen a further 30 minutes to 8:30pm, and Hastings Elementary Community School will remain open a further45 minutes to 8:45 pm.

This will delay the communication of early unofficial results as counting of ballots cannot occur until all thepolls close.

Thank you for your correspondence regarding the omission of three voting areas in the VancouverQuilchena electoral district (commonly referred to as the Musqueam Lands) from the Voters’ Listprovided by Elections BC to the City of Vancouver.

I appreciate being kept informed of the City of Vancouver’s actions to ensure the integrity of theelection process. As you are aware, local governments are responsible for administering localgovernment elections, this includes deciding by bylaw whether or not to use and adapt theprovincial list of voters as the basis for the local government’s register of resident electors. Further,as Chief Election Officer you have the discretion do all other things necessary to ensure that theelection is conducted in accordance with the legislation.

According to your correspondence, once you became aware of the omissions from the list ofregistered electors, you took immediate and necessary steps to ensure that all affected electorswere added to the “supplemental electors list” and to ensure the individual unable to vote due tothe omission would be able to vote on Saturday, November 15, 2014.

I appreciate your quick response to rectify the situation. As a result of your actions, the electionshould proceed with the inclusion of these electors without impacting the integrity or validity of theelection. As the election is proceeding appropriately, I have no further direction to provide at thistime.

Unfortunately it seems that political partieshave taken over the election process and it has become difficult to learn the merits of individual candidates. When I voted at the Aquatic Centre today, I enquired about who to speak to about a civic mail out that was receivedyesterday that indicated three voting locations at considerable distance from the one noted on the voting registration. Itdid not indicate that these were the only sites where we were to vote but, read quickly, could be confusing and possiblediscourage an older or handicapped person from voting. My enquiry was brushed off with "I didn't get one of those. Youshould consider yourself lucky!" The same with the " I Voted stickers" so people" wouldn't vote more than once". This has been a contentious election. It is important that people have faith in the system. We have already reported aextra person who was registered at our address. Official information should be clear, concise and impossible tomisinterpret. Let the participants provide the helpful hints and cute stickers...This is what our system of government isbased on and shouldn't be muddled with cute stuff!

Thin wall between databases of incumbent party and City Hall: In more than one case, weknow that the incumbent party has "harvested" data from petitions to contact citizens. Thepublic has no assurance that personal data did not end up into the database of theincumbent party. Likewise, the public has no way of knowing about about the separation ofdata between some contractors, such as the firm Vision Critical (which provides "TalkVancouver" public survey/consultation services online under contract with the City ofVancouver), and the incumbent party. Voting without being required to show identification - In some instances, people have beenpermitted to vote without showing identification. Voting hours extended at 4 out of 117 voting locations

The 2014 Municipal Election in the City of Vancouver has had a very significant turnout in voters. We havereceived a number of questions in regard to the closing of polls. The Vancouver Charter and the City ElectionBy-law governs these procedures.

The Vancouver Charter provides that at the close of polls (8pm) everyone that is in line either inside oroutside the voting station will be permitted to vote. The poll will close when the last person has voted, nomatter how long that takes.

The Chief Election Officer reviews all polls to assess whether there has been any adjournment (interruption)of voting. In four voting stations today where there was a very heavy turnout, there was a short period oftime during which voters had to wait for ballots to be restocked. The Chief Election Officer has authority toextend the voting period if there has been an adjournment of proceedings at any voting place.

In this situation, the short adjournment will be associated with a delayed closure of 4 out of 117 polls tocompensate for the adjournment.

As a result the Chief Election Officer has directed that Killarney Community Centre will remain open afurther 15 minutes to 8:15 pm, Britannia Community Centre and Oakridge Centre voting stations will remainopen a further 30 minutes to 8:30pm, and Hastings Elementary Community School will remain open a further45 minutes to 8:45 pm.

This will delay the communication of early unofficial results as counting of ballots cannot occur until all thepolls close.

It was a simple matter of a ballot being jammed. When that happens the election official pulls thetabulator slightly forward to enable the ballot to drop in the ballot box and then puts the tabulatorback in place. The ballot can become jammed because of the way the ballot was inserted into thetabulator (e.g. pushed in fast or entered on an angle, etc).
