CLIMATE ACTION REVENUE INCENTIVE PROGRAM

(CARIP) PUBLIC REPORT

Climate action is a key provincial priority, which relies on partnerships of local governments

to help reduce greenhouse gas (GHG) emissions in an effort to create environmentally sus-

tainable communities.

The Sunshine Coast Regional District continues to demonstrate its commitment to this part-

nership through an array of supportive and directed initiatives focused on fostering both

community and corporate sustainability.

This report highlights many of the actions taken in 2014 and the actions proposed for 2015 to

address climate change. In fact, the CARIP initiatives have helped facilitate seven of 13

strategic directions listed in “We Envision” as shown below:

Community Measure

Q. Has your local government established Development Permit Areas (DPAs) for climate action

(i.e. energy conservation, water conservation and/or GHG emission reduction)?

A. Yes. The SCRDs plans to update three OCPs to introduce the new DPA for ocean hazard/sea

level rise in response to the effects of climate change.

Q. Does your local government use the Community Energy and Emissions Inventory (CEEI) to

measure progress?

A. Yes. A community energy specialist updated the CEEI by incorporating 2010 data and ad-

justs 2007 baselines to be consistent with the BC CEEI methodology. The SCRD, in partnership

with the Regional District of Nanaimo and Navius Research, has also been involved in a pilot

project to develop a community emissions modelling tool (CIMS).

Community Targets

Q. Since initially establishing OCP targets, policies, and actions for the reduction of greenhouse

gas (GHG) emissions, as required by the Local Government Act, has your local government

updated those targets, policies and actions?

A. Yes. In Progress. The SCRD has nine OCPs, including municipal OCPs. To date, the following

OCPs have been updated to include GHG reduction targets based on the SCRD's Regional

Energy & Emissions Plan: West Howe Sound, Roberts Creek, Halfmoon Bay, District of Sechelt.

Remaining rural area OCPs, to be updated, will include targets and supporting policy state-

ments.

Community and Corporate Actions

Supportive actions refer to activities that provide a framework or foundation for direct actions to

be implemented. These include the development of committees or new staff positions, educa-

tion and engagement, feasibility studies, policy development and engagement with programs

and partnerships. Direct actions refer to activities that can be directly implemented by local

government. Supportive and direct actions reported in these categories for previous years can

Low-carbon buildings use the minimum amount of energy needed to provide comfort and

safety for their inhabitants, and tap into renewable energy sources for heating, cooling and

power. These buildings can save money, especially viewed over the long term.

BC Hydro, Fortis, Province of BC, UBCM

A transition to renewable or low-emission energy sources for heating, cooling and power sup-

ports large, long-term GHG emissions reductions. Renewable energy including waste heat re-

covery (e.g. from biogas and biomass), geo-exchange, micro hydroelectric, solar thermal and

solar photovoltaic, heat pumps, tidal, wave, and wind energy can be implemented at different

scales, e.g. in individual homes, or integrated across neighbourhoods through district energy or

co-generation systems.

Greenspace refers to parks and greenways, boulevards, community forests, urban agriculture,

riparian areas, gardens, recreation/school sites, and other green spaces, such as remediated

brownfield/contaminated sites. Greenspaces support climate change mitigation (reducing

emissions by absorbing and sequestering GHG) and adaptation (providing shade, cooling, de-

flecting strong wind, and improving air quality).
