From the early struggle for independence in 1836 to the present, public education has remained a top priority for Texans . In the late 1800s, a series of laws granted

cities and towns increased freedom in the development and administration of their schools, resulting in the formation of independent school districts . By 1900, there were 526 such districts in which the high school replaced the earlier academy . Today, there are some 1,200 school districts and charters in Texas .

The following is a brief overview of the academic and legislative structure of the public schools in Texas:

• Commissioner of Education. The commissioner of education serves as the executive officer of the Texas Education Agency and executive secretary of the State Board of Education (SBOE) . The commissioner supervises the administration of SBOE rules through the Texas Education Agency (TEA) . The commissioner is nominated by the SBOE followed by a governor appointment to a four-year term . The Texas Senate confirms the appointment .

• State Board of Education. The SBOE establishes goals for the public school system and adopts and promotes four-year plans for meeting those goals . The SBOE, the commissioner, and the TEA facilitate the operation of the state’s vast public school system . There are 15 elected members of the SBOE and each represents different regions of the state . One member is appointed as chair by the governor .

• Texas Education Agency. The mission of the TEA is to provide leadership, guidance, and resources to help Texas schools meet the educational needs of all students . The TEA comprises the commissioner of education and agency staff . The TEA and the SBOE guide and monitor activities and programs related to public education in Texas . The SBOE consists of 15 elected members representing different regions of the state . One member is appointed chair by the governor .

Two key responsibilities of the Texas Education Agency are assessing public school students on what they have learned and determining district and school accountability ratings . TEA provides an array of reports based on the results of student testing and other assessments . Thanks to a decision in the 1980s to create the Public Education Information Management System, known as PEIMS, Texas has one of the largest education data bases in the world . That information and other data are used to create a number of reports that provide information about a variety of topics, such as student performance, spending and implementation of legislation . Funding for Texas schools is derived from state and federal funds, grant organizations, the Permanent School Fund endowment, and more . Local sources for school districts include property taxes, bonds and sale of real property, and other revenue derived from shared-services agreements, tuition and fees, facility rentals, and other sources .

Home Schooling in TexasHome schooling has been a legal alternative to public schooling since 1994 . Parents who choose to home school are required to follow a course of study that includes good citizenship . A public school district may ask parents to provide assurances in writing that they intend to home school their child .

The TEA does not regulate, index, monitor, approve, register, or accredit the programs available to parents who choose to home school . The State of Texas does not award a diploma to students that are home schooled . Home schooled students can enter public school at any time . The school district may have policies and procedures in place to assess the mastery level of courses that students in home schools have taken .

Aldine ISD is one of Texas’ 11 largest school districts . The district’s approximately 67,400 students reside throughout a district that is more than 111 square miles .

The district’s varied and numerous programs are designed to develop students into responsible citizens and employees, business and industry leaders, and respectable parents . In September 2009, Aldine ISD was awarded the Broad Prize for Urban Education for consistent student improvement over the last 10 years . Graduating high school seniors received money in college scholarships . The Broad Prize is an annual award for urban districts that show the most overall performance and improvement among students while reducing gaps in achievement by income or ethnic group . Aldine earned a Recognized rating for academic achievement for seven consecutive years (1996-2003) . In 2008, the district was awarded the H-E-B Excellence in Education Award among large school districts in Texas . In 2004, 2005, 2008, and 2009, Aldine ISD was one of five national finalists for the coveted Broad Prize for Urban Education . Aldine received the 2006 Texas Award of Performance Excellence (TAPE), becoming the second Texas school district to ever receive the prestigious award . The elected board members embody the vision and goals of a diverse community . Their leadership is recognized for promoting and supporting educational excellence . In 2013, the board was named one of five Honor Boards in the State of Texas and was also named the Region 4 Outstanding School Board . The school board has earned numerous awards, including the 1998 Outstanding School Board of Texas and the 1999 Magna Award from the American School Board Journal magazine . The school board’s vision of innovation and accountability is shared by the district’s administrators, educators, and support staff .

Meeting the needs of a diverse student population in a rapidly changing world, Aldine is a district of traditional campuses, magnet schools, and alternative campuses . Many diverse programs are also available to students, including Career and Technical Education, special education, gifted/talented education, and Junior ROTC and LOTC . Many business and community volunteers provide positive role models for the students .

Conroe ISD is a 348 square mile school district located in the Houston, Texas metropolitan area . The geographic areas of our 60 campuses are diverse and

include The Woodlands, Oak Ridge North, Conroe, and Caney Creek, as well as several other smaller towns, communities, and unincorporated areas . CISD is one of the fastest growing school districts in the state with an average enrollment growth of approximately 1,500 students per year . CISD is the 14th largest district in Texas and the 71st largest district in the United States .

The ethnic distribution of CISD is 6 .3% African American, 34 .3% Hispanic, 52 .6% White, 0 .5% American Indian, and 6 .1% Asian/Pacific Islander .

Achievement scores continue to increase and are well above the state and national averages . In 2010, CISD became the largest district in the state to ever achieve the highest rating of Exemplary . CISD is proud to have also received the Platinum Leadership Circle Award by the Texas Comptroller of Public Accounts for five consecutive years . Additionally, CISD is one of eight districts out of the 1,140 public school districts to receive a five-star FAST rating four years in a row for high standards and efficient spending .

CISD offers a comprehensive core academic program, a vast array of athletics, a cutting edge Career and Technical Education curriculum, and a slate of fine arts courses to meet the needs and interests of all students . According to the state’s accountability system, Cypress-Fairbanks ISD is the largest school district in Texas to have 100 percent of its campuses earn Met Standard

honors for the second consecutive year (2012–2013 and 2013–2014 school years) . The district is the third largest in Texas in student enrollment and trails only the Houston and Dallas school districts in the number of students it serves .

With more than 1,600 new students, enrollment in Cypress-Fairbanks reached almost 113,000 on September 15, 2014—an indicator that the phenomenal growth trend in CFISD shows no signs of subsiding . Enrollment for the current school year is expected to climb and peak sometime during the second semester . The one-year enrollment record of 7,274 was set during the 2005-2006 school year .

The upward trend in student enrollment has remained constant since the early 1990s when USA Today named Cypress-Fairbanks ISD one of the fastest-growing school districts in the nation . CFISD now ranks as the 22nd largest school district in the United States .

In fact, district enrollment has increased by more than 33,000 students since 2004 . The number of students included in this enrollment boom could be equated to the entire student population of the neighboring Klein or Conroe school districts . There are 186 square miles of land within the boundaries of CFISD . This suburban district has more than 850 subdivisions and apartment complexes within its borders .

The Huffman Independent School District is a 4-A school district with five campuses that house just over 3,300 students . Huffman is a quiet community located at the

crossroads of FM 2100 and FM 1960 . It is 30 miles northeast of Houston in the piney woods of eastern Harris County . Established in 1839, Huffman is an unincorporated area covering 54 square miles and housing more than 14,000 citizens . An extensive amount of the community is located on the shores of Lake Houston . Huffman is a unique community comprised of mostly residential subdivisions, scattered farms, and small businesses .

The district is charging confidently into the future and is led by a capable, caring school board . The staff is highly skilled in the rigorous and engaging educational programs of choice . The principals, teachers, and support staff are fully committed in assisting the students to reach their fullest potential . All campuses and the district earned a Met Standard rating on the new accountability system in Texas . The Klein Independent School District’s mission is to embrace the future and provide engaging learning experiences and resources in a safe and nurturing

environment . Encompassing 87 .5 square miles in northwestern Harris County, the Klein ISD’s southern edge is adjacent to the corporate limits of Houston, making the district a suburb of the fourth largest city in the nation .

The New Caney Independent School District is located approximately 30 miles northeast of Houston in East Montgomery County, serving residents in the Porter,

New Caney, Kingwood, and Conroe communities . The district houses more than 13,000 students in nine elementary schools (pre-kindergarten – grade 5), four middle schools (grades 6 – 8), two high schools (grades 9 – 12), one early college high school (grades 9 – 12), and one alternative education center (kindergarten – grade 12) . The district encompasses more than 90 square miles and is one of the largest employers in East Montgomery County, which has a recent history of rapid growth in housing and business development . Parent and community involvement is committed to ensuring student success . The district launched the 1:Vision initiative equalizing access to technology for all students . Students in grades 6 – 12 are issued personal Chromebooks (laptops) while students in grades 3 – 5 have 1-to-1 classroom sets . Pre-kindergarten through 2nd grade have a cart of Chromebooks for each grade level, with six to eight Chromebooks per class and six to eight tablets per class . Splendora ISD provides an education as individual as your child . Under the leadership of Dr . Genese Bell and the Board of Trustees, the district provides numerous

educational opportunities through its Career and Technical Education (CTE) pathways and early college high school . The district’s personal graduation plan (PGP) initiative allows 5th – 12th grade students, their parents, and a counselor the opportunity to discuss and investigate future career and educational opportunities . The initiative also allows district administrators to anticipate students’ interest levels for courses being offered and plan according to those interests .

Course offerings, new programs, and accommodating secondary schedules bring excitement to our junior and senior high schools . Students choosing to seek a college degree no longer need to wait until high school graduation to get started . Splendora High School is one of only 58 early college high schools in the state of Texas . This program allows students to graduate with both a distinguished diploma and an Associate’s degree (at no financial cost to the student) . In 2014, our 47 high school seniors participated in graduation ceremonies at Lone Star College-Kingwood, just prior to their high school graduation . Our CTE academies offer courses such as cosmetology; culinary arts; audio/visual technology and communications; education and training; and manufacturing along with existing courses of agriculture; food and natural resources; health science; and transportation, distribution and logistics . These numerous pathways make Splendora High School a leader in the state .

The five campuses (Peach Creek Elementary, Greenleaf Elementary, Piney Woods Elementary, Splendora Junior High, and Splendora High School) have a total enrollment of over 3,600 students . Anticipating growth, voters passed a $13 .5 million bond in November 2012 . The bond has allowed the district to add classrooms and labs at both the junior high and high school campuses, expand the athletic and agricultural facilities, and provide improvements throughout the district .

The Spring Independent School District serves over 36,000 students in a diverse and growing district located 20 miles north of downtown Houston in an urban

The Tomball Independent School District is a highly regarded public school system that maintains a reputation for excellence . It serves more than 13,000 students

in grades pre-kindergarten through 12 in modern, well-equipped facilities that were designed and built with students and their needs in mind . Our students are also enriched through leadership opportunities provided through organizations, clubs, and athletic teams . One of many successful accomplishments celebrated in the classroom took place when the Texas Education Agency (TEA) released the State of Texas Assessments of Academic Readiness (STAAR) scores . Tomball ISD students scored very well on the STAAR exam . Since the implementation of the STAAR test, TEA established new passing standards . All districts must meet four index score requirements measuring overall student achievement; progress in math, reading, and writing; and improvements among students in demographic groups . The fourth index measures college readiness . Our district and every campus exceeded the standard for every index . Tomball ISD students and teachers are to be commended for a job well done .

Construction continues on Bond 2013 – the district’s $160 million bond referendum . Bond 2013 addresses district growth, security, and technology . Lone Star College, the largest higher education institution in the Houston area, began the fall 2014 semester with a record high 82,818 credit students enrolled,

with thousands more who take continuing education and leisure learning classes throughout the year, for a total enrollment of 95,000 students .

Lone Star College is one of the fastest growing community colleges in the nation, adding 33,000 students from fall 2007 to fall 2014—a record 68 percent increase .

The system encompasses a geographic area that spans 1,400 square miles, and includes more than 1 .9 million residents and 11 independent school districts – Aldine, Conroe, Cypress-Fairbanks, Humble, Klein, Magnolia, New Caney, Splendora, Spring, Tomball and Willis .

LSC serves this dynamic area with six colleges including LSC-CyFair, LSC-Kingwood, LSC-Montgomery, LSC-North Harris, LSC-Tomball and LSC-University Park, seven centers, LSC-University Center at Montgomery, LSC-University Center at University Park, Lone Star Corporate College, and LSC-Online . Lone Star College is the college of choice – nearly one in four of all May graduates from area high schools attend Lone Star College in the fall . In addition, nearly 8,000 local high school students get a jump on their college credits each year through Lone Star College’s dual credit courses – courses offered at area high schools that translate into college degree programs .

Academic credit enrollment for Lone Star College for the fall 2014 semester was a record high 82,818 credit students with thousands more who take continuing education and leisure learning classes throughout the year, for a total enrollment of 95,000 students .

The student population at Lone Star College mirrors the population of the LSC service area . For example, of students attending LSC in the fall 2014 semester, 34 percent of students were white, 34 percent were Hispanic, 19 percent were black and 7 percent were Asian .

Higher Education Close to Home The Lone Star College-University Centers offer junior, senior, and graduate level classes through partnerships with several universities . Students who enroll with one of the partner universities on-site at either the Montgomery or University Park locations are able to complete a bachelor’s or master’s degree (or teaching certificate) without traveling to the university campuses .

Transfer made easyThe Lone Star College University Center model is unique, innovative and is one that has been duplicated at many colleges across the country . Transferring to a four-year university partner has never been easier for Lone Star College students .

First, LSCS university center partners have operations on site at the Lone Star College University Centers, which makes for a smoother transition process . Also, specific transfer programs—like the 2+2 program—allow students to take their first two years of classes at Lone Star College and then the second two years of upper-level courses at one of the university partners, without having to reapply .

Because of these agreements between Lone Star College and its university partners, students who complete their associate degrees are automatically accepted at the four-year colleges on site .

Joint Admission Students are also able to better maximize the number of courses completed at Lone Star College that can be applied toward their bachelor’s degrees by joint admission, which allows students to co-enroll at a partner university while attending Lone Star College . Benefits include a simplified application process, discounted or no application fees, and complete access to the facilities and resources of both institutions .

Reverse transferLone Star College also has reverse transfer programs with its University Center partner universities, and other colleges in Texas, which establish policies and procedures for credits earned at universities to be transferred back to Lone Star College and applied toward associate degrees . Students wishing to obtain an associate degree while attending a partner university are able to transfer university credit toward the Lone Star College associate degree .
