On behalf of the Stanislaus Council of Governments (StanCOG) Policy Board and Staff, I am pleased to present the 2014 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), which is the first prepared under California’s landmark 2008 legislation, Senate Bill 375 (SB 375). Al-though this legislation presented new requirements for StanCOG, it rep-resents a sensible planning approach to address the growing and changing needs of the region.

The RTP/SCS Plan is the culmination of a nearly three year planning effort referred to as Valley Vision Stanislaus (VVS). I take pride in the fact that StanCOG, in coordination with the local agencies, various community groups and the public, truly embraced the intent of this legislation by fully integrat-ing the land use and transportation planning processes. Through this effort, the region took initial, but large strides in developing a plan for the future which would accommodate the significant expected growth while expand-ing housing and transportation choices, creating healthy and more complete communities and building a stronger regional economy.

I would like to take this opportunity to thank all those involved in the devel-opment of the RTP/SCS Plan, especially the residents that took the time to provide their input to help improve the region. I understand that the RTP/SCS Plan does not—and cannot—address all of the region’s challenges, but it is a significant step towards maintaining what we love about our region and ensuring it will be a great place for future generations.
