COMMAND & CONTROL ▪ RLSC does not fall under Corps CDR control ▪ Uneven command emphasis on logistics ▪ Personnel management need for logistics capacity building ▪ Accountability
SUPPLY CHAIN SYSTEM ▪ Patronage networks’ influence/ability to approve, deny, delay ▪ Logistics “push/pull” system ▪ Long lead times to fill requests ▪ Low literacy rates

ANSF STRATEGIC FOOD SECURITY INITIATIVE
Key Take – Aways
1. Increases Integration of Non-Security GIRoA Ministries to National Priority Programs in Agriculture with Ring Road Security in Support of MoI – MoD – ANSF.
2. The Development of a Strategic Food Security Initiative as outlined requires CIV-MIL facilitation, as there are no current actors providing the needed CIV-MIL facilitation IJC can provide a pivotal role in this regard.
3. Through leveraging existing DoD/DLA ISAF Supply Contracts and Strategic Infrastructure ANSF led Security Gains can be advanced.
4. IJC Ag/Econ Advisor – No Backfill – Post April 2014
