Police Commissioner Bill Bratton and Mayor Bill de Blasio said Monday the NYPD will stop arresting most people in New York found with less than 25 grams of marijuana.

Historically, the depart-ment has arrested those who possessed small amounts of marijuana on misdemeanor charges of criminal possession of mar-ijuana (fifth degree). When the new policy goes into effect on Nov. 19, those found with less than 25 grams will receive a sum-mons to appear in court for the lesser violation of unlawful possession of marijuana, and have their drugs seized.

At a Monday afternoon press conference, both Bratton and de Blasio made it clear they do not support the legalization of mari-juana. Bratton said issuing summons frees up his offi-cers to pursue higher-level drug offenses.

team that this is beneficial to the department, ben-eficial, I think, to some citi-zens of this city who would be arrested.”

De Blasio said the new policy will “help reduce unnecessary arrest for minor marijuana posses-sion,” which often has “disastrous consequences” in terms of finding hous-ing and employment and securing student loans, es-pecially in black and Latino communities.

“I came into office with a pledge to incessantly work to heal some of the wounds of the past, and create a strong bond, an even stronger bond, be-

tween the police and com-munity,” de Blasio said.

There are exceptions. Individuals found with 25 grams of marijuana or less — valued at $300 on the streets — but who hold a warrant, do not have iden-tification, are committing another offense or who are wanted for questioning, will be arrested. Bratton said anyone found smok-ing marijuana will contin-ue to be arrested.

Those who receive a summons will still have to appear in court, usually several weeks after the in-cident, and are subject to a $100 fine on the first of-fense; $250 on the second within three years.

Bratton said marijuana arrests are down 3 percent this year, with 24,828 ar-rests in 2013, and 24,081 as of Nov. 9. Marijuana phone call complaints are up 30 percent, and Bratton said the “vast majority” of the calls placed to 911 and 311 are coming from the city’s “poor” and “minority” neighborhoods.

In July, Brooklyn Dis-trict Attorney Ken Thomp-son announced he would stop prosecuting mari-juana misdemeanors for first-time offenders.

Waiting outside of po-lice headquarters were about eight members of Drug Policy Alliance. Kas-sandra Frederique, a policy manager, said minorities are going to continue to be targeted for marijuana of-fenses, and will continue to receive summonses, if they are not arrested.

“These same communi-ties ... need resources, and targeted law enforcement, stop and frisks and unlaw-ful marijuana arrests are not going to help,” Frede-rique said.

New York is bursting with freelancers.

A new study released on Monday by the Center for an Urban Future reveals that New York City is home to 250,000 self-employed workers, a segment of the workforce that’s increased by 31 percent since 2000.

“Part of what we’re seeing is probably out of necessity as big companies cut back and lay people off,” said Jonathan Bowles, executive director at the Center for an Urban Future. “There aren’t a lot of great jobs out there, but also part of it is that technology is really giving people a platform to go out and work on their own.”

According to the report, the Bronx has had the largest percentage in-crease in self-employment since 2000 while Brooklyn is the most popular home for freelancers, housing 72,503 self-employed workers. DAN BUYONOVSKY

Brawl erupts on F train, four arrested

A melee broke out on a F train at 5 a.m. Saturday after a man slapped a woman who was taunt-ing him.

In a video of the event, a young woman ridicules a fellow passen-ger. When the man gets fed up, the woman attempts to hit him and he slaps her. The encounter turned into a brawl, with fellow passengers get-ting involved.

As the video went viral Monday, the NYPD arrested four in connec-tion with the fi ght.

Jorge Pena, 25 and Kevin Gil, 21, were charged with misde-meanor assault and dis-orderly conduct; Danay Howard, 21, was charged with felony assault; and Shanique Campbell, 20, was charged with misdemeanor assault and disorderly conduct. METRO

An aspiring model and ac-tor died on Monday in the wake of a reported dare-devil stunt gone wrong.

Early on Sunday morn-ing, 21-year-old Brian Mc-Clellen was electrocuted and severely burned af-ter he jumped on top of a Metro-North train that was heading from Con-

necticut to New York City,according to reports. Hewas reportedly struck by amechanized arm atop thetrain that was pulsing with12,500 volts of electricity.

As the train pulled into Connecticut’s RiversideStation at 5 a.m., a MTAcrew member discoveredMcClellen still atop thetrain and doused him witha fire extinguisher. He re-portedly suffered burns to85 percent of his body.

McClellen was trans-ported to Westchester Med-ical Center, where he died24 hours after the incident.Police are reviewing videoof the events. METRO

Dr. Craig Spencer, who has been treated for Ebola at New York City’s Bellevue Hospital since Oct. 23, is set to be released on Tuesday.

Spencer, 33, treated Ebola patients in Guinea, and started showing symptoms after he returned to New York. Spencer arrived at John F. Kennedy International Airport on Oct. 17 and

said he started feeling fatigued and exhausted on Oct. 21 in the morning. He was checked into the hospital two days later.

Health department officials said Monday that he is virus-free and is not a public health risk.

City officials will speak about Spencer’s release on Tuesday morning, and the doctor is expected to make a statement. METRO

I was raised in New York City, but I was re-cruited by a four-star hotel in Saint Croix and I was living what some people would call an idyllic life. Wei said that FireEye disclosed the vulnerability to Apple in July and that representatives with the company have said they were working to fix the bug.

News of the vulnerabil-ity began to leak out in Oc-tober on specialized Web forums where security ex-perts and hackers alike dis-cuss information on Apple bugs, Wei said.

Wei said that FireEye decided to go public with its findings after Palo Alto Networks Inc. last week un-covered the first campaign to exploit the vulnerability, a new family of malicious software known as Wire-Lurker that infects both Mac computers and iOS.

Apple devices vulnerable to attack, says researchers

Cybersecurity researchers have warned that a bug in Apple Inc’s iOS operat-ing system makes most iPhones and iPads vulner-able to cyber attacks by hackers seeking access to sensitive data and control of their devices.

Cybersecurity firm Fire-Eye Inc. published details about the vulnerability on its blog Monday, saying the bug enables hackers to access their devices by persuading users to install malicious applications with tainted text messages, emails and Web links.

The malicious applica-tion can then be used to replace genuine, trusted apps that were installed through Apple’s App Store, including email and bank-ing programs, with mali-cious software through a technique that FireEye has dubbed “Masque Attack.”

US releases low 2015 Obamacare enrollment forecast The U.S. administration on Monday dramatically cut expectations for 2015 Obamacare enrollment, saying between 9 million and 9.9 million people will enroll in private health plans, compared

with a Congressional Budget Offi ce forecast of 13 million.

An Obama adminis-tration report, released just before the start of 2015 open enrollment on Saturday, also reduced the offi cial count of 2014 enrollment to 7.1 million people as of Oct. 15, from 7.3 million in August.

CBO, which has been

a leading enrollment forecaster for Obamacare up to now, predicted that

the private insurance marketplaces set up by the Aff ordable Care Act, better known as “Obam-acare,” would reach a mature 25 million paying customers by 2017.

But Monday’s fi rst-of-its-kind prediction by the Obama administration assumes that the mar-ketplaces could take two years longer to mature. REUTERS

Money trail. Veterans sue banks, claim they should pay for attacks

Wounded U.S. veterans and family members of U.S. soldiers killed in Iraq sued five European banks on Monday, seeking to hold them responsible for shootings and roadside bombings because they al-legedly processed Iranian money that paid for the attacks.

The lawsuit filed in U.S. District Court in Brooklyn, New York, named Barclays Plc., Credit Suisse Group AG, HSBC Holdings Plc., Standard Chartered and Royal Bank of Scotland Group Plc.

The banks did not immediately respond to requests for comment.

The lawsuit was brought under the U.S. Anti-Terrorism Act, a 1992 law that permits victims to bring private suits against alleged financiers of militant operations.

The militant groups included a Shi’ite militia in Iraq, Kataib Hezbollah, as well as Quds Force, the overseas arm of Iran’s Islamic Revolutionary Guard Corps, according to the lawsuit.

Since 2009, the five banks have agreed to pay about $3.2 billion to the U.S. government to resolve allegations that they handled money in viola-tion of sanctions against nations such as Iran, Libya

and Cuba. All the banks signed deferred prosecu-tion agreements with the U.S. Justice Department in addition to settlements with U.S. banking regula-tors.

Snow falls on northern US, cold sweeping south

An arctic blast began to dump heavy snow in parts of the northern Rockies, Plains and the Great Lakes regions on Monday and meteorologists said tem-peratures are expected to plummet throughout the United States.

A missionary doctor deemed to be at ‘some risk’ for developing Ebola after returning from Liberia has been placed under a 21-day quarantine in North Carolina, his mission group and local health officials said on Monday.

Dr. John Fankhauser, 52, has shown no signs of the virus since arriving in Charlotte over the week-end but will be monitored for symptoms during the quarantine period ordered by the Mecklenburg County Health Depart-ment, Christian mission group SIM USA said.

This is the second quarantine the family physician from Ventura, California, will spend on SIM’s campus in Charlotte, the group said.

In mid-August, he was isolated after returning to the United States from Liberia, where he treated

Ebola patients, including two U.S. missionaries who became infected with the disease.

SIM said Fankhauser volunteered to go back to Liberia after another colleague, SIM missionary Dr. Rick Sacra, became ill with the virus. Fankhauser helped treat Sacra and then took over his duties at SIM’s hospital outside of Monrovia after Sacra was evacuated to the United States for treatment, the group said. REUTERS

Another component of this program that lends itself to a little bit more feel-good possibility than “Intervention” is that the vets are paired with service dogs (that’s where they get the title for this show, obviously) as they undergo rehabilitation. the heart of “New Girl” and, of course, gynecologists.

On the brilliant-but-canceled “Happy Endings,” Damon Wayans Jr. proved he’s a master of the high-pitched squeal. So it shouldn’t have come as a surprise to him that for “Big Hero 6,” Disney wanted his char-acter, Wasabi, to sound not all that manly. We caught up with Wayans to talk about the animated film, plus his current work on “New Girl” — and how if everyone followed their child-hood dreams, we’d have a world full of ninjas, super-heroes and disap-pointed gynecolo-gists.

What stopped you from pursuing illustration?I don’t know. I mean, I still draw constantly. I’m actually developing a graphic novel right now. But I don’t know. Nobody’s ever their first dream — I mean, rarely. There would be so many ninjas and superhe-roes now if everybody was their first dream. I remember growing up, being at sixth grade graduation and like half my class wanted to be gynecologists. I was like, “Why do you guys want to look at sick vaginas, dude?” They probably thought in their head it was so noble. No, it’s a hard job.

Or they had just learned what a gynecologist was.Yeah, they were like, “You get to look at vaginas?” No, dude. You get to look at vaginas at their worst. [Laughs] You’d just wind up saying, “Oh, this isn’t right.”

How is “New Girl” going?They give you a lot of freedom. They don’t neces-sarily use all of [the ad libs], but you defi nitely are allowed to express yourself and be funny. It’s always fun to make the crew laugh as well, or to make one of the characters break within the scene, I love that. I just love destroying a take. Like, we have to go from the top because I said something that was funny. I mean, I know toward

the end of the day you just want to get through it because everyone’s tired, so I’ll hold back then. But early in the morning I’m like, “Why not?”

How does the “New Girl” experience compare to “Happy Endings”?I feel like “Happy Endings,” we never had the luxury of comfort. We never felt like we were just going to be here for years, so we were always eager to give our best. When you’re on “New Girl” and you know

it’s going to be here for a couple more years, you’re a little more relaxed. I also feel like the one thing that “New Girl” has that “Happy Endings” didn’t — which I feel like they needed more of — is heart. I feel like “New Girl,” no matter how crazy they get, they’ll have at least one or two scenes where they just ground the hell out of it and it’s like, this is why the show stays on the air, because people need to make that connec-tion. I feel like “Happy End-ings” was more of coastal show, appeal-wise.

“National Gallery” is the 41st movie that filmmaker Frederick Wiseman, a spry 84, has made in his 47-year career, and in a sense it’s more of the same: Like “Titicut Follies,” “La Danse,” “Crazy Horse”

and more, it’s a purely observational exploration of an institution, with no narration or music. Filmed in London’s titular hot spot over three months, it is, at three hours, one of his longest.

You are famous for staying unobtrusive. How often do people look in the camera?It’s never a problem. People don’t look at the camera. And the worst thing you can do is say, “Please forget about us, don’t look in the

camera,” because that’s when someone will look in the camera. I try to demystify the process. Someone will say, “Is that a camera?” or “Is that a tape recorder?” I’ll say, “Yeah, would you like to see how it works?” So you put the camera on their shoulder and let them look through the eyepiece, or put the head-phones on and hold the mic up and let them talk so they can hear their voices. That happens oc-casionally, but not often.

Your earliest fi lms tended to focus on bureaucratic incompetence. Films like this and “At Berkeley” are far more hopeful.Not everything is bad. Seeing good people doing good things and useful things and complex things well is just as good a sub-ject as showing a horrible prison where people are abused. I don’t think it represents any evolution in my thinking so much as a wish to display as wide a variety of human experi-ences as possible.

Travel expert John E. DiScala, better known as Johnny Jet, gets flown around the world by ho-tels, airlines and destina-tions hoping to get his nod of approval on JohnnyJet.com (and, a couple of years ago, his Travel Channel show “Hot Spots 2012”). says DiScala. “Take Thanks-giving: You’re not going to find a deal for traveling Wednesday to Sunday — the airline has no incen-tive because that’s when everyone wants to go.”

Instead, “use your vacation days wisely” and extend the holiday, he says: Fly on the Monday or Tuesday before Turkey Day and return on the Tuesday or Wednesday after. Or, make it a mini-trip by flying out Christmas morn-ing and returning the next day.

Once you pick your day, don’t search for a specific time frame. Be flexible on flying early in the morning

or very late at night. “If you’re going to save a few hundred dollars [a ticket], for a family of four, it’s worth it,” he says.

Consider alternate airports

3Sure, it’s easier to fly out of the closest airport — but you

may be able to save big by hopping a bus or getting a

friend to drive you to one that’s farther away. The same goes for where you land.

Palmer out for seasonThe MRI results

Monday were hardly a surprise after

Sunday’s speculation, but Arizona quarter-back Carson Palmer is out for the season with a torn left ACL.

Palmer tore the same ACL, and MCL, in

2006. The Cardinals have the best record in the NFL at 8-1 and Palmer just signed a three-year extension.

Jacob deGrom long ago cap-tured the attention of New York City. He capitalized on that nationally Monday when he was named the NL Rookie of the Year.

The 26-year-old unex-pectedly emerged as the Mets’ top starter this sea-son, let alone their top rookie. A handful of top prospects, including Zack Wheeler, Noah Synder-gaard and Rafael Montero were expected to emerge, but deGrom did instead. DeGrom wasn’t even one of the team’s top-10 prospects entering 2014, according to Baseball America.

“It’s a real honor,” deGrom told MLB Network after being named the win-ner. “I’m real thankful.”

He beat out Reds center fielder Billy Hamilton and Cardinals second baseman Kolten Wong for the award.

DeGrom more or less ran away with the award. He received 142 points to-tal and 26-of-30 first-place votes. Hamilton received

the other four first-place votes.

DeGrom becomes the first Mets player to win the award since Dwight Gooden in 1984, and the

fifth all time, joining Tom Seaver (1967), Jon Matlack (1972) and Darryl Straw-berry (1983).

DeGrom finished the season with a 9-6 record and 2.69 ERA in 22 starts. He struck out 144 batters in 140 1/3 innings.

The right-hander ended the season in style. De-Grom lowered his ERA in each of his final six starts and had 23 strikeouts in his final two starts, includ-ing an MLB-record eight strikeouts to start a game in his second-to-last outing.

“Even coming into this

year, I didn’t really know what to expect,” said de-Grom, who was in Single-A in 2013. “I came up in the bullpen and got the oppor-tunity to start, and I just wanted to make the most of it.”

Yankees reliever Del-lin Betances was a finalist for the AL Rookie of the Year award, but White Sox slugger Jose Abreu was the landslide winner, receiving all 30 first-place votes.

Mets sign Cuddyer in fi rst big move

The free agency period began just last week, and the Mets — strangely enough — are the fi rst team to make a signifi cant move.

New York signed vet-eran outfi elder Michael Cuddyer to a two-year deal, the team an-nounced Monday. ESPN reports the deal is worth $21 million total, with $8.5 million coming in 2015 and $12.5 million in 2016.

Cuddyer, 35, hit .332 with 10 home runs and 31 RBIs in 49 games last season. He was on the disabled list three times, however. And those numbers came in the friendly confi nes of Coors Field in Colorado.

The Mets will sur-render their No. 15 pick to sign Cuddyer, who is a Type A free agent. The team was reluctant to sign Michael Bourn before the 2013 season, because only top 10 picks are protected and they owned the No. 11 spot. METRO

MLB. Robertson declines off er from Yankees, enters free agencyThe Yankees may be looking for a new closer for the second straight season.

The team announced Monday afternoon David Robertson declined a $15.3 million qualifying offer and will become a free agent.

The Yankees could still re-sign Robertson, but he should draw quite a bit of interest on the open market. The Yankees also have Dellin Betances to fall back on as a closer.

Robertson was very successful in his first year season taking over for Mariano Rivera. He

finished with 39 saves in 44 opportunities and had a 3.08 ERA. He struck out 96 batters in 64 1/3 innings.

Robertson is unlikely to receive more than $15.3 million annu-ally from another team, but he could get the security of a longer-term deal for more total money. The Nationals’ Rafael Soriano was the highest-paid re-liever in baseball in 2014 at $15 million. Betances, 26, had a 1.40 ERA in his first full season in the majors. METRO

Ryan: Jarrett earned start, not about Pryor

Despite a breakout game, head coach Rex Ryan had to defend starting Jaiquawn Jarrett at safety on Monday after reports surfaced rookie Calvin Pryor had been late to team meetings, necessi-tating punishment.

Ryan painted the deci-sion to sit Pryor as one made on Jarrett’s recent play in practice and noth-ing to do with the missed meeting in his Monday conference call.

“Jaiquawn Jarrett is the reason why Calvin didn’t start. Jaiquawn Jar-rett has done a tremen-dous job, and even on

Sundays prior to this, he has done a good job for us,” Ryan said. “So you can judge it, look at the tape yourself and all that and do the right thing, and play guys that earn it, or you can ignore it.”

To date, Pryor has struggled in being beat-en over the top and still

doesn’t appear comfort-able playing in space.

“I think it’s going to be hard to keep [Jarrett] out of that starting line-up,” Ryan said. “After the performance he had, I’m sure he’ll probably be, if not, he should be, the [AFC] Defensive Player of the Week.” KRISTIAN DYER
