Lead Referees A lead referee is assigned to a section of courts

and is there to assist you with uniform concerns. The lead referee will handle all protests. You can use the lead referee as a resource to

answer questions or resolve any problems you may encounter.

– The lead referee for each section should introduce themselves to all referees in their section.

All lead referees have radio contact with each other, so if you are unable to find your lead referee, find any of them.

Lead Referees A listing of the assigned lead referees and their

daily assigned section will be posted. Note who the lead referee is for your section each day.

A lead referee is assigned to work at each Championship Desk (desk referee).

– The desk referee will answer questions from referees, coaches, and spectators.

A lead referee is in the results room (workroom referee) to handle assignment changes, court switches, and match count disputes.

Assignments Officials’ schedules will be posted every day on

www.omnevb.net A paper copy will be available for referees who

request one. The website will also have a list of daily match

counts. – You should check your totals every day.

Carefully check your schedule each day. – A regular schedule should be 8 matches each day.

If you have less than 8, verify with the workroom referee that the lesser number is correct.

AssignmentsAssignments Use a match tally sheet to track each match you

work. – If we incorrectly recorded a match for you, we will

need to know the day of the discrepancy, as well as the court number, time of match, position worked, and partner’s name.

– Match tally sheets are available in the officials’ lounge.

Use the Buddy System!– After checking your own officiating schedule, make

sure you check your roommate’s schedule (and your friends).

Schedule RequestsSchedule Requests NEW This Year!! An Adjustment Sheet will be used to make

schedule requests.– Instead of many of you making requests, handing

us little pieces of paper, etc., we will use a new form to inform us of any request or change.

– The forms and a box will be in the hallway outside of the upstairs offices.

NEW This Year 2!!– The upstairs office will be open every morning from

7:00-9:00 AM to discuss changes, exchange clothing sizes, etc.

Playing SitesPlaying Sites ESPN Wide World of Sports

(700 S Victory Way, Kissimmee, FL 34747)– Courts 1-9 are located at the HP Field House– Courts 10-18 are located at the Jostens Center

Orange County Convention Center – OCCC(9400 Universal Blvd, Orlando, FL 32819)

– Courts 19-93 are located in the North Hall– Courts 94-175 are located in the South Hall

OCCC Entrances– From June 16-19, there will be entrances at the

North Hall B and South Hall B. Referees may enter on either side.

– From June 20-26, competition will be held in North Halls A and B. There will be no entrance from the South Concourse.

Facility Ground Rules HP Fieldhouse (Courts 1-9)

– The wooden courts will be played like a sport court, one body part must be in contact with the playing surface in order to play a ball that has gone beyond the playing surface.

– There is a green carpet against the walls of the upstairs courts at the HP Fieldhouse. The carpet is considered out of bounds.

Facility Ground Rules Jostens (Courts 10-18)

– There are three middle courts at the Jostens Center.

– The scoring table is at the end of the middle courts; however, the team benches will be in between the courts.

– On the middle courts, team bags must be placed at the end of the court near the scoring table.

General Information National Anthem

– The Star Spangled Banner will be played each morning at 7:45 am. The coin toss and timed warm-ups occur immediately AFTER the anthem.

First Match of the Day– Before the first match of each day, the R2 should

stop at the Officials’ Area of the Championship Desk to pick up the game ball, court towel, scoresheet for the first match, lineup sheets, Libero tracking sheets, and pens and pencils.

– For 10’s, 11’s, & 12’s: a Volley-Lite ball will be used. Make sure you pick up the correct ball!

– The game ball should never be left at the court unattended.

General Information Last Match of the Day

– After the last match of the day, the game ball, court towel, any leftover papers, and all pens and pencils must be returned to the officials’ area at the Championship Desk.

– The scoring table and bench area should be clean after each match.

– The flip charts should remain at the scoring table at the end of the night.

Pre-Match Protocol– The USAV national presentation protocol will be

used for every match. Instruct the captains during the coin toss about the procedures.

General Information Conflicts

– If you are the scheduled R1 for a match where you have a personal association or previous conflict with either of the teams, please report that immediately to the lead or workroom referee at that site.

– The lead or workroom referee will direct a switch for you.

Jewelry– Jewelry of any kind is not allowed. – Tape over earrings or piercings is not allowed.– All hair control devices are allowed.

General Information Pursuit

– Pursuit will not be used at this tournament. Sport Court Rule

– If a ball has traveled beyond the sport court, a player must have some body part in contact with the sport court when contact with the ball is made in order to bring the ball back into play.

– The player may then follow through off the court.– If the ball is still above the sport court, it does not

matter where the player is when contacting the ball.– When initiating the serve, both of the server’s

feet must be in contact with the sport court (not touching the floor outside the sport court).

General Information Net Height

– You should visually check the net height before each wave begins, then monitor for subsequent matches.

– There is an equipment crew that will make any net height adjustments.

– Contact your lead referee or the Championship Desk for assistance.

– DO NOT make any net adjustments yourself! Age Group Net Heights

Team UniformsTeam Uniforms Team uniform tops must be alike. Some teams have been given a waiver to wear

similar shorts that are like in color. If a team does not have matching shorts, please request to see their waiver.

– If a team does not have a waiver, send them to the Championship Desk to get a printed waiver.

The numbers on the uniform tops must be centered horizontally and vertically on the player’s chest and upper back.

If you have questions about the legality of a team’s jerseys or Libero jersey, find a lead referee.

Libero UniformLibero Uniform AAU is using last year’s USAV uniform rule.

– The solid-color uniform regulations are NOT in effect (USAV Rule 19.2).

– All players may wear multi-colored uniforms, as long as the Libero jersey contrasts withthe regular players.

AAU RULE: The Libero uniform jersey must be immediately recognized from all angles as being in clear contrast to and distinct from the other members of the team.

– It must contrast in color to the predominant color of the jerseys of the other players.• Black and royal blue do not contrast!• Black and medium gray do not contrast!• White and light yellow do not contrast!

Libero Uniform LegalityLibero Uniform Legality You can use these words when checking for the

Libero uniform legality:– “Coach, your team’s Libero uniform is not

contrasting and cannot be worn. Do you have another jersey?”

– If the answer is no, then you should inform the coach, “Your Libero cannot play in this match with that uniform.”

– At that point, it is up to the coach to find a lead referee to object to your decision. Do not delay starting a match to get a ruling.

Roster Verification A roster for each team is printed on the top of every

scoresheet. Prior to the start of every match, the player

numbers on the roster will be checked against the players on the court.

Photo identification will not be required, but if you encounter a situation where you think further identification might be needed, contact your lead referee.

One referee should call out the numbers of the players while the other referee marks the players on the roster.

Roster Verification Place a small dot beside each number as it is

checked. If a player is not present, there is no need to note this. If a player is NOT on the roster or has a different

number than what is on the roster—this must be corrected!

– A coach must go to the Championship Desk and pay the appropriate fee to add/change the player.

– The player may not enter the match until the team has a receipt showing that the player has been added to the roster or the number has been changed.

– The match will NOT be delayed to have this fixed. When the entire roster is verified, the R2 will initial

once in the roster area.

Roster VerificationRoster Verification Referees could be released from the tournament for

failing to follow the correct procedures, especially if there are subsequent issues with a roster because the referees failed to check the roster prior to the start of the match.

Coaches and Bench Personnel All coaches will receive a NEON YELLOW COLORNEON YELLOW COLOR

wristband at check-in. Coaches MUST be wearing the band on their wrist in order to be on the bench.

– It is not acceptable for the band to be on their bag, their clothing, etc.

– There are four coaches allowed per roster. Chaperones will not have a wristband.

– Chaperones are NOT allowed to sit on the bench and are NOT allowed on the floor at Disney.

Children (of any age) are not allowed on the bench unless they are registered members and are listed on the roster.

Coaches and Bench Personnel If subs are standing, they MUST be at the end of the

bench (off the sport court) or no nearer the court than the chairs.

The head coach and one assistant coach (at a time) may stand in front of the bench.

– Most courts have limited space between the sideline and the bench, so the coaches must be nearer the bench than the court

Non-rostered personnel cannot be in the bench area. If players from other teams want to watch other

teams from their club, they cannot sit on the bench. – Because of limited space, they must be in the

spectator area (opposite the team bench).

Warm-Ups There will be no shared hitting or serving during

warm-ups. Warm-ups for each team’s first match of the day

will be 5-4-4.– 5 minutes of shared ball handling (for the first match

of the day, this is completed BEFORE the National Anthem)

– 4 minutes of solo court time by the serving team– 4 minutes of solo court time by the receiving team

Warm-ups for subsequent matches will be 2-4-4.– 2 minutes of shared ball handling– 4 minutes for the serving team– 4 minutes for the receiving team

Warm-Ups It is recommended that the referees notify each

team when one minute is remaining in their warm-up period (most teams will serve during this time).

The team that is not on the court must be at their team bench.

– The “off” team may “shag” for their opponents, but this is NOT required.

– There is no ball handling by any team outside of the court area at any time.

Players may not wear headphones during warm-ups.

A team may elect to rest during their warm-up period, and the full time will be allowed with the court remaining empty during this time.

Warm-Ups The captains’ meeting and coin toss should take

place immediately after the previous match is completed (during the 2 minutes of shared ball handling) if matches are running behind schedule.

– By the end of the coin toss, 2 minutes will have passed.

– The serving team will immediately be whistled onto the court for their 4 minutes of warm-up.

Team Officiating Assignments Officiating teams must report to the referees at the

beginning of the warm-up time. – One of the team’s rostered adults (not a

chaperone) must be present at the scorer’s table for the entire match when their team is scheduled to work.• If the rostered adult chooses to leave during the

officiating assignment, the amount of time the coach is missing should be noted.

• Inform the work team they are being penalized in their next match for every minute the rostered adult is away from the table.

Team Officiating Assignments Teams are considered late for their officiating

assignment if all members of the officiating crew are not present at the end of the warm-up period.

– For each minute the work team is incomplete (including a rostered adult), the team will be assessed 1 penalty point, up to a maximum of 25 points in their next match.

– Penalty points for a late officiating assignment must be brought to the attention of the lead or desk referee, so the penalty can be assessed on the team’s next match.

Team Officiating Assignments Members of the work team may not wear

headphones or use cell phones while officiating. – Watch especially for cell phone use by the workers

at the score table. There could be 5-team pools on 2 courts, which

means teams will have split officiating duties.– Do not penalize a team for being late or not having

a coach present if only one coach is on the roster. – Check with your lead referee for further instructions.

Match Start Times The FIRST MATCH of any round or wave MAY NOT

begin before its scheduled time. Within a wave, a match may be advanced no more

than 10 minutes from the scheduled starting time.– The two competing teams, the assigned work team,

the officials, and the tournament staff must all agree.

– You may not “force” a team to start early if they request additional time between matches.

The last round of the wave may be advanced more than 10 minutes provided the two competing teams, the assigned work team, the officials, and the tournament staff all agree.

Forfeitures In the event a complete playing team (6 legal players

and a rostered coach) is not present and ready to play at the scheduled match time, the missing/ incomplete team will forfeit the first set of the match.

The missing/incomplete team forfeits the second set of the match 10 minutes after the forfeiture of the first set.

Procedures to use for forfeits– The coin toss will take place 10 minutes prior to the

scheduled match time, and the team that is present will complete their 4 minutes of warm-up.

– If the team arrives or becomes complete during the 10 minutes between sets, the second set will begin immediately upon completion of line-ups.

– There will be no warm-up time.

Forfeitures If there is potential for a playoff, all teams must

remain in the court area. When Championship completes the playoff

determination and seeding, they will notify the officials and, if necessary, will send a playoff scoresheet to the court.

The referees that worked the last match on that court are responsible for working the playoff match.

All teams must be present and ready to play/officiate when the referee returns from the Championship Desk with the playoff paperwork.

Any team not present or incomplete will forfeit the playoff, whether they are playing or assigned as the work team.

Protests Only decisions on rules can be protested, not

judgment calls.– If a captain attempts to protest a judgment call,

inform them that judgment calls may not be protested.

If a captain protests (or is directed to protest by the coach), DO NOT CONTINUE TO PLAY!!

The protest must be requested by the floor captain prior to the next serve (except in the 14 and under divisions, where the coach may act as the speaking captain).

Protests If a protest is made and accepted by the R1 during

the match, the match is immediately suspended. – The R1 will get off the stand, and the R2 will send a

responsible person to advise the Championship Desk that a protest has been filed. The lead ref may be contacted by phone.

– While waiting for the protest committee to arrive, officials WILL NOT talk to each other (about anything) or to the coaches.• The R1 will stand on the floor next to the stand,

and the R2 will stand by the table. – The protest committee will assemble at the

appropriate court and will resolve the issue before the match commences.

Sanctions Individual sanctions are cumulative for the MATCH,

not the set.– Each TEAM may receive ONE individual Yellow

Card warning per match.– Subsequent acts of unsportsmanlike conduct by

any team member will result in a Red Card penalty. Make sure you recognize issues pertaining to the

sequence of an “Improper Request” and subsequent “Team Delays.”

– These are also cumulative for the match and not just the set.

– A Yellow Card Team Delay warning is NOT the same thing as an individual Yellow Card warning.

– The team may receive one of each.

Sanctions You must inform the lead referee or desk referee

regarding any individual sanctions that are issued, preferably as soon as it occurs.

Referees are not expected to work in a hostile environment!

If at any time, you as a referee or any member of your work team feel threatened, IMMEDIATELY stop the match and have a responsible person report to your lead referee or to the Championship Desk.

– They will call security to address the situation and remove the threat.

Serving All servers must start their service action with both

feet on the sport court. 10’s WILL have a shorter service line.

– Players may serve while standing in the court at the shortened service line.

– It does not matter if other players are standing in that defined area or behind the server.

– The server cannot cause an overlap. 11’s and 12’s will NOT have a shorter service line. For 10’s, 11’s, 12’s, 13’s, & 14’s: One service tossing

error is permitted for each service. Five seconds are allowed for the first toss, and five seconds for the second toss.

Both Liberos CAN serve, but only in the same position.

Match FormatMatch Format All matches will use rally scoring, best 2 out of 3

sets. Team must win by 2 points with no cap. Sets 1 and 2 will be to 25 points, and set 3 (if

necessary) will be to 15 pts.– Coin toss before the 3rd (deciding) set and switch

courts at 8. Some 3 team pools will play an automatic 3 sets, all

to 25 points.– Automatic 3 set matches are noted on the

scoresheet as ‘Number of sets – 3’– No additional coin toss or switching of courts in the

3rd set. One set playoffs are to 25 points, switch courts at

13 points.

Match FormatMatch Format It is not your responsibility to give any coach or

team information regarding where a team finished in the pool or where they might play the next day.

– Please direct them to the tournament desk for that information.

If you have the last match in pool play, you MUST check with the Championship Desk to see if there are any ties in your pool.

– Generally, the two referees that work the last match in the pool also work any playoffs.

Scoring ProceduresScoring Procedures Scoresheets will be picked up before every match

in the officials area at the Championship Desk. – Please do all personal business (e.g., restroom)

prior to picking up the scoresheet.– Proceed immediately to your court with the

scoresheet.– Please do not fold the scoresheet.

The heading information should be pre-printed on the scoresheet. Write the referees’ names on the scoresheet BEFORE the start of the match.

It will be noted on the scoresheet if a pool plays automatic 3 sets to 25 (Number of sets - 3).

Scoring ProceduresScoring Procedures At the conclusion of the set/match:

– R2 should watch (and assist if necessary) as the scorer records the team names and scores in the results section.

– It is acceptable to use the “T” bar instead of hourglasses to mark out the unused points in the points column.

The R2 should check the entire scoresheet for accuracy.

It is not critical to “chase down” coaches to have them sign the scoresheet.

The R1 will sign the scoresheet after it is checked for accuracy.

Scoring ProceduresScoring Procedures The results of each match must be entered at a

computer in the officials area at the Championship Desk.

– Results must be entered IMMEDIATELY after EVERY match.

– On some days of the tournament, scoresheets for subsequent matches cannot be printed until the results are entered from the previous matches.

– Anyone that “holds” a scoresheet will be released from the tournament.

Match pay will be deducted from both referees if a scoresheet is turned in with incorrect scores.

– Data entry errors will be handled separately from scoresheet errors.

Libero DesignationLibero Designation Teams in all divisions may use Libero players. Libero(s) must be indicated on the lineup sheet

prior to each set.– AAU RULE: the team may identify two

DIFFERENT Liberos for every set regardless of the designation in previous sets.

– Instruct coaches on correct procedures, if necessary.

If a team designates one or two Liberos in Set 1, and no Libero is designated in subsequent sets, check with the coach regarding the use of the Libero(s).

Libero ServingLibero Serving If a team has two Liberos, both Liberos can serve,

but they can only serve in ONE position. If the Libero is already on the court, he/she may

move to position 1 to serve without leaving the court for one completed rally.

– In this case the player that the Libero had previously replaced must return to the court.

If two Liberos are being used, the acting Libero may move to position 1 and serve without leaving the court, or the acting Libero may come off the court at the same time that the second Libero moves into position 1 to serve.

– This double Libero replacement is only allowed for serving purposes.

Professionalism

Any reports of a referee touching a player, making inappropriate comments to players or

coaches, taking pictures of players, having your phone out (while talking with players), showing them pictures, etc., etc., etc., will be cause for

immediate dismissal from the tournament.

Referees must refrain from fraternizing and spending too much time in conversation with the collegiate players who hand out the scoresheets. Any reports of excessive time spent could result

in a referee being sent home.

Professionalism The highest level of referee professionalism is

expected at this tournament. We have a variety of levels of referees, and the

highest level referees should set the primary example for the new and upcoming referees.

Respect your fellow referee, regardless of rank. If you prefer to work (or are assigned) to the lower

age groups, it is not a bad thing. – It is not appropriate to think you only need to work

the highest levels of competition.

Professionalism Be on time for YOUR matches! Finish your morning coffee, soda, breakfast, etc.

before you go to the court for your first match. You are NOT to take any drinks (except a small

water bottle) to the court with you. No eating or drinking at the scoring table. There is a separate area for the officials to get away

from the action. Please confine your eating, drinking, sleeping, etc. to that room/area.

Spend your “off” time in the officials’ lounge, not at the courts or in the officials’ championship work area.

Professionalism Reminders You can be friendly with players and coaches, but

you cannot be their friend. You can ask players for their name, but you should

not go out of your way to speak to players. It is not appropriate to share personal information

with players. It is not necessary for you to talk during the entire

warm-up. You do not need to engage the officiating team in conversation. If you feel the need to talk, talk with your partner.

It is not acceptable to tell players jokes It is not acceptable to comment to players on their

looks or how they play.

Professionalism Reminders It is not up to you to tell playing teams “good job”

after the match. It is not acceptable for you to approach either of the

coaches to tell them “good game/match.” If a coach or player approaches you after the match

to “thank you,” you just need to respond – “thank you” or “you’re welcome.” No other comments are necessary.

Do not be overly officious. Others’ perception is their reality. You have one

and only one chance to make a first impression with others. Make it a good one!

Expectations of a Good Referee Report to your court no later than 20 minutes prior

to the match. Be in proper uniform for the match.

– Make sure it is clean and crisp.– Pins are not part of the official uniform and should

not be worn on the uniform. Do not wear fanny packs, cell phones, pagers, or

other paraphernalia unrelated to officiating. Cell phones can be used for timing or contacting

tournament personnel but should not be used for personal use at anytime at the court.

– Anyone using a cell phone for personal reasons during a match will be dismissed from working this tournament!

Expectations of a Good Referee It is not acceptable to take anything other than your

small referee bag to the court. – No suitcases, backpacks, or duffle bags are allowed

to be taken to the court.– Place valuables in the hotel safe.– Leave your outside shoes, jacket, etc. somewhere

else (officials’ lounge). Work as a team with your partner. Make the scorer and line judges be important

functions of the match.

Expectations of a Good Referee Have an attentive, business demeanor while being

pleasant and approachable. Do not fraternize or socialize with the coaches and

players. After the match avoid all contact with the match

participants and fans, especially dissatisfied ones. – Conversing with them only invites trouble, no matter

what explanations you may give for any match decisions.

– If they have a problem with the match, direct them to a lead referee or the Championship Desk.

Partners Each referee has specific duties. Know which

duties are yours, and allow your partner to perform theirs.

– R1: coin toss; checks net; pressure of game balls; and instructs line judges.

– R2: times warm-ups and timeouts; instructs scorer; checks lineups for both teams; authorizes the first entry of the Libero; tosses game ball directly to first server (not to line judge); controls substitutions; and secures game ball after each set.

Partners Since you have a partner for every match at this

tournament, you should perform all related match protocol with your partner.

– Go to and from court with your partner, if possible. – The coin toss should only be conducted when both

referees are present.– If you are the oncoming referee, be courtside when

the previous match finishes.– Check the scoresheet with your partner.

The “off” referee will return the scoresheet to the Championship Desk and enter the scores into the computer results system.

Partners We have referees of many different levels. National and Junior National referees, you are

expected to be role models. Regional and Provisional referees, if you are

looking for feedback, ask your partners. No matter your level of certification, if comments or

advice is given—listen.

Officiating Techniques Use the correct signal for the violation that

occurred.– If the ball was contacted by a fourth person before

going over the net, signal ‘4 hits’, not ‘in.’– If the ball was touched and lands out of bounds,

signal ‘touch’, not ‘in’ or ‘out’. If you need to communicate information to the

team, signal everyone—complaining or not—away from your area and then call the captain over and give them the information.

– Do not ‘holler’ from the stand across the court to the team benches or to the officiating team.

General RemindersGeneral Reminders Check the scoresheet before leaving the

Championship Desk area to ensure you have the right court number and the right time.

Check the scoresheet to ensure you have the correct ball for that age group (10’s, 11’s, and 12’s use the Volley-Lite ball).

Ensure the net height for your age group is correct.

– Contact your lead official to call equipment if the net height is incorrect.

For every match, ensure the court setup is correct.– Check net height, locate game ball, check

placement of antennas, etc.

General RemindersGeneral Reminders Check rosters before EVERY match! Check Libero uniforms before the match while

doing roster checks. – If you forget and notice an illegal Libero uniform

during play, stop play and correct it. Players may not wear headphones during

warm-ups. Police your court (move bags off the playing court,

pick up leftover bottles and trash, etc.) before and after the match.

– No chairs should be placed at the end of the court by spectators.

– No bags, spectators, camera tripods, etc. should be on the court during the match.

General RemindersGeneral Reminders It is extremely important that referees make sure all

work team members—especially coaches—are present for the entire match.

Use your work team as appropriate for that level. – With younger players, expect to overrule line

judges, etc. – Call what you see, and try to see as much as you

can. If substitutes choose to stand, they must stand

past the end of the bench, off the sport court. Make sure no part of the team bench is located in

the attack zone.

General RemindersGeneral Reminders The coach does not have to sit in the first chair, but

no one else may sit between the scoring table and the coach.

Watch the server serve the ball. Use preventative officiating when appropriate and

be fair. Do not give one team an advantage over the other.

Make all of the “objective” calls, and this will help you with the “subjective” calls.

If your match finishes early, do not leave the game ball unattended.

– You may wait in the lounge area until match time, but take the game ball to the Championship Desk(or at the very minimum with you).

General RemindersGeneral Reminders Know how to keep score and how to fix mistakes if

they happen. – Call the lead referee if you are not able to fix a

scorekeeping problem quickly and easily.– If you need a refresher, you should attend one of

the scoring clinics. Respect the facility rules at Disney, ESPN, and the

Convention Center.
