Dear MeMber,The American Society for Public Administration’s 2015-2016 year was one of significant and sustainable progress. From expanding members’ professional development options to enhancing our partnerships with likeminded organizations dedicated to the public good, ASPA saw forward movement of which its members can be proud.

Presented in this annual report are the results of our efforts to enhance ASPA’s role as the umbrella organization for the field; build our Society, both internally and externally, in meaningful and concrete ways; and more actively engage our members in a broader range of activities that provides value to their daily work whether as practitioners, scholars or students.

Just two of the achievements you will read more about include the partnership ASPA has developed with NIGP: the Institute for Public Procurement and the continued success our professional journal, Public Administration Review. Welcoming three new professional staff members added to the year’s successes.

As you browse through this publication, we hope you can see the continuation of progress that began in 2014 and continues to yield results in 2016. From strengthening our relationships with Chapters and Sections to further professionalizing our communications and development efforts, we tirelessly work to be the voice of the public administration community, within ASPA and beyond. Serving as the critical bridge between the practitioner and academic communities—long a key objective of our Society—continued to guide all of our work as we launched new initiatives and reinvigorated existing ones.

We also know you agree this work is ongoing; it requires sustained commitment that spans ASPA presidents and short-term priorities. Our leadership looks forward to sharing our progress with you in future annual reports, which will continue to be published to coincide with the conclusion of an ASPA president’s annual term. We welcome your feedback and suggestions. After all, ASPA is about our members—both current and future.

Much appreciation goes to our National Council for its tireless commitment to ASPA’s effective governance. about aspaEstablished in 1939, ASPA is the largest professional association for individuals who work in, teach and study public administration. Its diverse membership is committed to strengthening public service through professionalization and education. ASPA supports its members by offering a variety of professional development opportunities, providing access to resources that enhance their skills and advocating for a stronger public service and public sector through collaboration with likeminded organizations.

our MeMbersA reflection of its founding as an interdisciplinary organization that provides a bridge between the practitioner and academic communities, ASPA’s membership is made up of administrators, scholars and students. Many members move between the academic and public service arena as “pracademics,” sharing their knowledge in a university setting while still working in the field at the federal, state and local level. As of December 2015, ASPA had 7,325 members.

Global preseNCeWhile ASPA represents public administration in the United States, you can see from the map to the right that our discipline is relevant around the world. ASPA membership continues to extend its reach around the world, from Brazil to Zimbabwe, from Australia to the Russian Federation. ASPA’s international partnerships with countries such as Kazakhstan, Korea and Australia further our global impact and encourage good governance around the world.

ASPA members work at various levels of the public sector and are directly involved in all public works. These federal, state and local officials make decisions every day that determine how we all experience our communities. In fact, research shows increasing numbers of individuals feel called to public service from a motivation to have a positive impact on the lives around them.

CoNNeCtiNG iN tHe fielDChapters and Sections have always been the bloodline of engagement with our members. In 2015, ASPA redoubled its focus on developing new Chapters and Sections to support member needs. Once again, Chapters and Sections were the focus of ASPA’s 2015 Mid-Year Meeting, which offered an opportunity for their leadership to discuss ways to launch Chapters, take existing ones to the next level and strengthen Section journals. More than 50 individuals participated.

With a network of 59 Chapters across the United States, as well as an International Chapter for our growing body of global members, ASPA has an expansive opportunity for networking within local public service communities. 2015 saw newly reestablished Chapters in Central Virginia and Houston, with more underway in Alabama, Oklahoma and Colorado.

2015 Chapter events also offered an opportunity to celebrate the work being achieved across the country, especially in conjunction with Public Service Recognition Week. Nine chapters held special events in 2015 to network, socialize and honor those who have gone above and beyond the call of duty.

our seCtioNsASPA’s 28 Sections foster collaboration on special interest topics. Members can meet experts in the field, educate themselves through webinars, subscribe to subject matter journals or attend Section-sponsored events and conferences. For example, the Conference of Minority Public Administrators’s 2015 conference, held in Philadelphia in February, featured Pennsylvania State Senator The Honorable Vincent Hughes as its keynote speaker. The Association on Budgeting and Financial Management’s 2015 conference was held in Washington, D.C., and featured plenary discussions surrounding income inequality and a look at the Congressional Budget Office (CBO). ASPA’s Sections produce journals that keep members updated on trends in their specific fields. Currently, 18 Sections have journals that are published regularly.

proMotiNG perforMaNCe MaNaGeMeNt, exCelleNCeaND aCCouNtabilityASPA’s Center on Accountability and Performance Measurement (CAP) encourages the use of performance measurement and managing for results in the public sector. In 2015, CAP and ASPA partnered to produce several popular webinars surrounding this subject. In June, ASPA welcomed Louisville Mayor Greg Fischer to its headquarters to accept the CAP Organizational Leadership Award for his city’s outstanding work in performance management. The award recognizes outstanding application of a systems approach to performance measurement.

Other Sections continue their work toward ethics and accountability, including the Section for Women in Public Administration (SWPA), which hosted its 2015 National Awards Breakfast and featured keynote speaker Lynn French, nationally recognized for developing healthy communities for families and children. The Association for Budgeting and Financial Management (ABFM) used its annual conference as a platform to look at a range of equity issues encompassed by state and local fiscal health.

PAR’s 75th Anniversary Celebration

PAR has become the field’s go-to professional journal for top-ranked research and cutting-edge commentary on public administration issues. In 2015, Thomson Reuters’ Journal Citation Metrics announced that PAR jumped 10 spots for 2014. Meanwhile, the journal stood atop Google Scholar’s Public Policy and Administration ratings for 2010-2014. The year also provided members, readers and supporters an opportunity to celebrate PAR’s 75 years of excellence at an anniversary celebration at ASPA’s Annual Conference in Chicago.

Readership and other metrics continued to hold steady or improve, year-over-year, as PAR has continued to produce exemplary content for the public administration community.

PA times2015 brought a new look to PA TIMES as ASPA converted it from a newsletter to a magazine and changed its publication schedule to quarterly. Reviews of the new format were positive as members appreciated the polished, professional look brought to the magazine. The first three issues covered fiscal accountability and transparency, collaboration and consolidation and public services through private delivery.

Just some of the people featured in interviews and as columnists throughout 2015 included Florida Sec. of Commerce Bill Johnson, Las Vegas City Manager Betsy Fretwell, former Maryland Gov. Parris Glendening, Cook County Chair Toni Preckwinkle and Sacramento City Manager John Shirey.

PA TIMES Online continued to produce news, features and columns highlighting emerging public sector trends, profiles of outstanding public servants and must-read reports. More than 425 articles were published on the site throughout 2015. Readers provided comments about each article and engaged in online discussions with each other related to topics of interest.

professioNal DevelopMeNtASPA’s professional development programs—from our annual conference to online webinar series—continued to make great strides, resulting in a 20 percent increase in member participation in 2015 compared with the year before. Our professional development and BookTalk series increased in frequency and participation while we launched a Student and New Professional Series, focused on topics critical to this growing segment of our population. Particularly noteworthy was that member participation in a national, non-conference activity nearly doubled.

WebiNarsASPA offered multiple professional development webinars each month, totalling 16 opportunities. Average attendance—84 members—was 70 percent higher than 2014 and the webinars earned an average rating of 4.3/5. Partnering with likeminded organizations such as the Center for Accountability and Performance Management (CAP), Intersector Project and Government Finance Officers Association provided participants with a diverse range of topics and subject matter experts. Webinar topics included:

• Coping with Emotionally Intense Jobs• Performance Management: Translating Measurement into Real World Application• GIS Technologies in Public Administration: Preparing the Next Generation of Leaders• Creating a High Trust Culture• Applying Lean Principles to Performance Management• Women as City Managers

booktAlksIntroduced in mid-2014, the monthly BookTalk program continued to grow in number and visibility, earning an exclusive sponsorship from Routledge. ASPA held 10 BookTalks, averaging 48 participants and a 4.6 rating. Authors included:

Led by ASPA Student Representative Lindsey Evans, ASPA introduced the Student Webinar Series, focused on topics of particular interest to our student members. The first webinar launched in September, with more planned for 2016. Participation continues to grow. The two inaugural topics were Submitting a Proposal to the 2016 Annual Conference and Taking Advantage of ASPA Resources.

2015 aNNual CoNfereNCe2015’s Annual Conference was a record-setting year for the number of panels offered. This premier public administration event served as the backdrop for PAR’s 75th anniversary celebration, the inaugural Nesta M. Gallas award presentation and other memorable events as ASPA came back to its birthplace: Chicago.

Conceived and organized by 2014-2015 President Allan Rosenbaum, Critical Issues Roundtable Dialogues formed the backbone of the panel structure as more than 50 speakers led discussions on myriad topics throughout the conference. They ranged from public service to a changing public sector. ASPA also recognized outstanding public servants by presenting its National Public Service Awards to Bill Johnson, Florida Secretary of Commerce and President and CEO, Enterprise Florida; and David Warm, Executive Director, Mid-America Regional Council.

Under the theme, Building a Stronger and More Equitable Society: The Role of Public Administration, the conference welcomed 1,289 attendees from 48 countries.

The conference began with a plenary session featuring former Maryland Gov. Parris Glendening, former NASA Administrator Sean O’Keefe, Cook County Chair Toni Preckwinkle and Chicago City Clerk Susana Mendoza. They spoke on building a stronger society in the United States. The inaugural Nesta M. Gallas award was presented to Jane Pisano for her career-long leadership as a community builder, engineering programs that promote civic engagement and community involvement. The annual Gloria Hobson Nordin Social Equity Luncheon provided further opportunity to celebrate progress in social equity as H. George Frederickson accepted the award.

Chicago’s AON Center played host to the Welcome Reception, as more than 600 attendees made the most of this networking opportunity with an 83rd floor view of the Windy City. A special reception on Sunday night celebrated PAR’s 75th anniversary in style, treating hundreds of attendees to a wonderful reminder of what PAR has meant to the discipline throughout the years.

tHe Next GeNeratioNIn 2006, ASPA launched the Founders’ Fellows program, aimed at supporting the next generation of public service leaders through a series of professional development opportunities. The Fellows attend and present at the Annual Conference and write a subject matter paper on an issue related to their scholarship or work, which is published in PA TIMES Online.

Initially open to graduate students, the Fellowship program has expanded to include new professionals in the first five years of their public service career. In 2015, the program significantly strengthened its visibility, content and offerings led by President-Elect Susan Gooden. Introduced at the 2015 Annual Conference, this year’s class of 25 Fellows—selected following the most competitive process to date—participated in a year-long series of activities that included ongoing mentoring, webinars and more.

DevelopiNG publiC proCureMeNt professioNalsIn 2015, ASPA continued its renewed efforts to connect with likeminded professional organizations dedicated to advancing excellence in public service. Under the leadership of 2015-2016 President Maria Aristigueta and Executive Director Bill Shields, ASPA began working with NIGP: The Institute for Public Procurement, the professional association for public procurement professionals. Among its priorities, NIGP is seeking to link with the academic and broader practitioner audience to strengthen the visibility and recognition of procurement in a public administration curriculum. Discussion began with Aristigueta’s and Shields’ participation in its academic summit in May 2015 and continued throughout the year.

In September, Shields was named to NIGP’s Governing Board and in December the two organizations began work on developing a procurement Section within ASPA. The goal is to promote ASPA and NIGP membership and provide a wide range of information, professional development and opportunities to bring them together.

keepiNG you iNforMeD

In 2015, ASPA’s communications team began efforts to further professionalize the communications our members receive and become a more robust source of information for the public administration community at large.

Email communications—including The Bridge, Annual Conference newsletters and professional development announcements—were made mobile friendly and easier for members to view on the go. The Bridge focused on content from across the discipline. PA TIMES Online continued its twice-weekly distribution and produced more than 425 new articles from 85 authors throughout the year.

ASPA expanded its social media channels, including Twitter, Facebook and LinkedIn, for broader audiences and topics. Membership in ASPA’s national LinkedIn group was opened to allow for more participation within conversation feeds and larger group awareness. At the end of 2015, ASPA’s national Facebook page had 4,643 likes, the Twitter feed had more than 2,400 followers and the LinkedIn group had more than 20,000 professionals, students and researchers discussing new reports, exchanging information and sharing advice. Our Facebook, Twitter and LinkedIn followers increased by 27, 40 and eight percent, respectively, over 2014.

ASPA’s LinkedIn group of 20,000+ members has engaged in more than 500 discussions since its inception. Its longest serving member joined the group in November 2007.

fuN faCts:

@ASPANational has sent more than 5,000 tweets since the feed began and follows more than 250 organizations and individuals discussing public administration trends. The feed earns an average of eight link clicks and three retweets per day and 2,000 impressions monthly.

Attendees celebrate PAR’s 75th anniversary there. The ASPA presidency transitions from Allan Rosenbaum to Maria Aristigueta. ASPA launches a new Chapter in Central Virginia.

April ASPA publishes its inaugural edition of PA TIMES magazine, transitioning its traditional bi-monthly newspaper into a quarterly magazine.

May Public Service Recognition Week offers ASPA members the opportunity to celebrate public service nationally and in their communities. Nine ASPA Chapters hold awards and recognition events to commemorate the week. NIGP: the Institute for Public Procurement holds its academic retreat, which President Maria Aristigueta and Executive Director Bill Shields attend. Their participation lays the groundwork for a partnership between both organizations that builds into 2016. The Network of Schools of Public Affairs and Administration in Central and Eastern Europe (NISPACee) holds its conference in Tbilisi, Georgia. Its theme, “Insourcing and/or Outsourcing: How Do They Contribute to Public Administration Reform?”, attracts ASPA leaders, including President Maria Aristigueta. ASPA sponsors three panels. ASPA and the National Academy of Public Administration (NAPA) launch Advising Leaders, a joint project designed to provide advice to the next president’s administration.

July ASPA announces a partnership with Routledge to exclusively sponsor its monthly BookTalk e-learning series. The first one, on Institutional Racism, Organization and Public Policy, attracts 95 attendees. The Midwest Public Affairs Conference holds its 2015 event in Milwaukee, Wisc., on “Restructuring Governance: Emerging Solutions for Advancing the Public Interest.” ASPA launches a new Chapter in the Greater Houston area.

Public Administration Review’s 2014 impact factor is announced, sharing that it has jumped 10 spots.

August ASPA announces the theme for its 2016 Annual Conference: “New Traditions in Public Administration: Reflecting on Challenges, Harnessing Opportunities.” Under the leadership of President Maria Aristigueta, ASPA opens its Call for Proposals. ASPA releases its 2014 Annual Report, summarizing the year’s accomplishments. ASPA welcomes new Membership Coordinator Michael Silliman, hired to enhance the Society’s membership recruitment and retention activities. The Fourth International Young Scholars Workshop takes place in Mexico City. Co-sponsored by ASPA and Centro de Investigación y Docencia Económicas (CIDE), the program brings together 25 young scholars for an intensive four-day program designed to strengthen their research and presentation skills.

September ASPA welcomes new Professional Development and Events Manager Asmait Tewelde, brought on to further strengthen the Society’s events coordination, logistics and professional development offerings.

October Led by President Maria Aristigueta, ASPA and the Consortium for University Public Service Organizations (CUPSO) host a forum on the role of public service in U.S. universities. Panelists include Aristigueta, Brian Dabson (University of Missouri), Elizabeth Kellar (ICMA) and Dan Rich (University of Delaware). ASPA welcomes new Chief of Communications and Marketing Karen Garrett, brought on to professionalize the Society’s print and online communications programs. The Association for Budget and Financial Management holds its 2015 conference in Washington, D.C., focusing on political and executive budgeting, state and local financial management and managing financial risk. The Southeast Conference for Public Administration (SECoPA) convenes its 2015 conference in Charleston, S.C. The theme is Research and Application: Promoting Effective Public Service.

November The Northeast Conference on Public Administration (NECoPA) is held at George Mason University in Arlington, Va. The theme, “Challenges of Governance in Global Uncertainty,” focuses on policy and management problems once considered international in scope, but are ones that state and local governments face today. In conjunction with NECoPA, ASPA hosts its Mid- Year Meetings, featuring its second annual Chapter and Section Leadership Meeting. More than 50 members attend.

December ASPA announces the results of its 2015 elections. Jane Pisano is the new Vice President-Elect, succeeding Janice Lachance. New District Representatives and a new Student Representative also are elected. ASPA’s national headquarters moves uptown to 1730 Rhode Island Avenue in Washington, D.C. The new office offers staff more and better space at a lower rent. The International Conference on Public Administration takes place at Universitas Padjadjaran in Bandung, Indonesia. It marks the 11th ICPA that ASPA has sponsored with the University of Electronic Science and Technology of China.

June ASPA and Rutgers University-Newark partner to launch the PA Gateway (pagateway.newark.rutgers.edu), a free, comprehensive resource portal for public administration, public policy and public affairs. ASPA welcomes Louisville Mayor Greg Fischer to its headquarters to accept the CAP Organizational Leadership Award for his city’s outstanding work in performance management. The award recognizes outstanding application of a systems approach to performance measurement. The 11th Annual Transatlantic Dialogue (TAD) takes place in Boston. Co-sponsored by ASPA and the European Group for Public Administration, and hosted by the University of New Hampshire, TAD brings together scholars and practitioners to develop sound knowledge on ways that enable them to succeed.
