We’re glad you’re here! We look for-ward to our annual meeting with offi-cials and staff from our member cities. This year we are taking “The Direct Approach” to discuss TMRS as your city’s retirement program and in the context of national pension plans and policy. The conference’s theme high-

lights TMRSDirect™ — our initiative for moving our ad-ministrative processes from a paper-based to an online environment.

Security of your employees’ data is our primary concern, and our kickoff speaker would concur with that priority. John Sileo, noted cybersecurity expert and author from Denver, Colorado, will enlighten us about “Cybersecurity Threats and Countermeasures.” Closing out the seminar on Tuesday, another expert in the digital arena, global editor-in-chief of PLANSPONSOR and PLANADVISER, Alison Cooke Mintzer, will discuss “Public Pension Plans and the Uniqueness of TMRS.” Other visiting speakers are Leigh Snell, Federal Legislative Director from the National Teachers Retirement Association; Bob Scott, Chief Financial Officer and Assistant City Manager of Carrollton; Susan Warren of KPMG; Mark Randall, CEO of TMRS’ consulting actuary, GRS; and Tom Clark, Social Security consultant.

The breakout sessions cover plan details and also in-clude tutorials on our two online TMRSDirect applica-tions — MyTMRS and the City Portal. Whether you are a benefits administrator (“TMRS Training Track”) or a fi-nancial decision maker (“Financial Track”), you’ll be able to customize your learning: about investments, actuarial issues, communications, and administration of TMRS at your city. We will also open our City Services Suite during the entire seminar for anyone wishing to analyze their city’s plan design and benefits information or to get a personal benefit estimate.

On Monday evening after the first day of sessions, from 5:30 to 7:30 p.m., be sure to join us at the re-ception buffet dinner in the Marriott Rivercenter. After dinner, beginning at 7:30 p.m., we will board Rio San An-tonio Cruises boats for a tour of the River Walk area.

This overview examines the new auditing requirements from both the employer auditor’s and the employer’s perspec-tive. Bob Scott will discuss the need for an employer due diligence program and specific elements of that program tai-lored to TMRS pension plans. Susan Warren will discuss the audit requirements described in the AICPA’s State and Local Government Audit and Accounting Guide, including those procedures employer auditors are likely to follow during the first-year audit of the GASB 68 pension amounts.

An expert on Social Security will discuss how Social Security affects employees of cities who pay into Social Security and those who don’t. Noted journalist and expert on pension plans of all types, Ali-son Cooke Mintzer will share information about current devel-opments in pensions across the United States, both in terms of plan structure and investments. In addition, she’ll compare and contrast TMRS as a plan, highlighting the unique features of the plan and tracking the trend in some public pensions to-ward “cash balance” features.

clients. She focuses on providing financial and compliance (A-133) audit-ing services to state and local governments, higher education institutions, PERS, and not-for-profits. Susan has multiple clients who have/will imple-ment GASB 67 and GASB 68. She works closely with KPMG’s department of professional practice on implementation questions and trends.

Susan speaks at various conferences on GASB and Singe Audit topics. Susan is a graduate of Texas Christian University and licensed as a CPA in Texas. She is a member of the AICPA and Texas Society of CPAs.

Mark Randall, EA, FCA, MAAAActuary, Chief Executive OfficerGabriel, Roeder, Smith & Company (GRS)

Mark Randall has served on the GRS Board of Di-rectors since 2001. He has more than 30 years of employee benefits consulting experience with an emphasis on public pension retirement systems. Mark is involved in all aspects of general employee

benefits consulting, including design, implementation, financing, and quali-fication issues, as well as actuarial audits, employee communications, and strategic analysis. GRS’ client base includes more than 800 public sector agencies.

He is a Member of the American Academy of Actuaries (MAAA), a Fellow of the Conference of Consulting Actuaries (FCA), and an Enrolled Actuary (EA) under ERISA. He has been a frequent guest speaker at national conferences such as the National Conference on Public Employee Retirement Systems (NCPERS), the Government Finance Officers Association (GFOA), the National Association of State Retirement Administrators (NASRA), the National Society of Institutional Investment Professionals (NSIIP), and also at regional confer-ences such as the Texas Association of Public Employee Retirement Systems (TEXPERS) and the Oklahoma Association of Public Fund Employees.

Training Track SessionTom ClarkSocial Security Consultant and Speaker

Tom Clark worked for the Social Security Ad-ministration for 33 years before retiring in June 2011. He held the positions of claims rep-resentative, operations supervisor, field rep-resentative and public affairs specialist. Tom made over 6,000 speeches as an employee

of the Social Security Administration, more than anyone in the history of the agency. He also produced and appeared in over 200 informa-tional television shows about Social Security and Medicare and wrote monthly columns which were read by over 2 million persons monthly. Tom received two Commissioner Citations, Social Security’s highest award, and four Deputy Commissioner of Communications Citations for excellence in explaining the complexities of Social Security. Since retiring, Tom has begun a second career as a Social Security consultant and speaker.

Leigh SnellDirector of Federal Relations, National Council on Teacher Retirement (NCTR)

Leigh Snell serves as the Director of Federal Re-lations for NCTR, which represents 68 state, ter-ritorial, and local pension systems serving more than 19 million active and retired teachers, non-teaching personnel, and other public employees.

While he has represented public and private sector clients before the U.S. Congress, the Executive Branch, and a number of regulatory agencies since 1980, his focus has been primarily on public pension plans and their issues. His areas of expertise include retirement policy, taxation, and securities regulation. He is also the co-author of Public Pensions & You: Going UP to the Trustee Level, written for the National Council on Public Employee Re-tirement Systems (NCPERS).

Leigh came to Washington, DC, in 1972. He joined the staff of the Federal Trade Commission (FTC) and served as a special assistant to Commissioner Elizabeth Hanford (later Dole). In 1975, Leigh left the FTC to become a mem-ber of the legislative staff of former U.S. Senator Sam Nunn (D–GA), where he served for five years, eventually becoming the Senator’s Legislative Di-rector. A native Floridian, he received a BA in history from Duke University and a JD from the Georgetown University Law Center.

Robert B. (Bob) Scott, CPAChief Financial Officer / Assistant City Manager, City of Carrollton

Bob Scott is Chief Financial Officer / Assistant City Manager for the City of Carrollton, Texas, where his responsibilities include all aspects of the City’s financial operations. Bob, a CPA, began his career in public accounting, ultimately serving as an au-

dit manager with responsibility for a large number of governmental clients. He has extensive experience in accounting and financial reporting issues, having served on various GASB review committees and taskforces including the pensions taskforce. He has also authored the AICPA course: GASB 68 Accounting and Auditing Workshop. He has worked closely with TMRS and its consulting actuary, GRS, to prepare the GASB 68 reporting packages in a manner that is understandable to employers. An active member of the AICPA, he currently serves as a member of the State and Local Government Expert Panel. In 2008 the AICPA named him the outstanding CPA in local government. Bob is a former member of the TMRS Advisory Committee on Retirement Matters.

Susan Warren is a partner in the Government prac-tice for KPMG’s Austin office. KPMG is TMRS’ exter-nal auditor. Susan has more than 25 years of audit experience serving state and local governments, higher education institutions, public employee retirement systems (PERS), and not-for-profit

TMRSDirect Tutorials Presenter Debbie J. Muñoz Director of Member Services

Debbie began her career in the public retirement arena in 1991 when she was hired as an analyst with the Texas County and District Retirement System. She joined TMRS in 1998. Early in her career she worked as a Member-ship Development Representative and spent much of her time educating the TMRS membership as well as city personnel regarding TMRS benefits statewide. Debbie is dedicated helping members, retirees, and cities. She most recently played a significant role in the develop-ment of the TMRSDirect project and collaborates with other TMRS employees as various online self-service activities are deployed. Debbie earned her BA in Gov-ernment from the University of Texas and served a short stint as a Council member of the City of Kyle.

The Honorable José MenéndezTexas State Senator, District 26, San Antonio

Senator Menéndez is serving his first term in the Texas Senate (District 26) after having served as a Repre-sentative for House District 124. He was elected to the Texas House in 2000, and during his tenure, he was entrusted with an appointment to the powerful Appropriations Committee, where he secured thousands of dollars for Haven for Hope, Morgan’s Wonderland, and other crucial San Antonio initiatives. In his final ses-sion as State Representative, he was appointed Chairman of the House Committee on Defense and Veter-ans’ Affairs, where he passed one of the state’s largest mental health programs for veterans.

Most recently, Senator Menéndez won a special election to fill Texas Senate District 26. The newest mem-ber among the Senate’s freshman class this past session, he distinguished himself as a common-sense

problem solver who gets to the table where decisions are being made and works with all sides to get the job done for Texas families. He remains very commit-ted to the state’s public education system, utilities and energy infrastructure, housing and economic de-velopment issues, health and human services matters, and the state’s operating budget. He was appointed to the Intergovernmental Relations, Criminal Justice, and Higher Education Committees. In his first session as State Senator, he passed 38 bills that benefited seniors, veterans, and San Antonio families and se-cured millions of dollars for the renovation of the Alamo complex.

David Gavia • Executive Director • Welcoming Remarks

As Executive Director of TMRS, David Gavia implements the Board’s policies and administers the System’s future direction. TMRS is a public retirement system with more than 149,000 members in more than 860 cities. The System pays benefits to more than 48,500 retired Texans and administers a trust fund of over $23.9 billion (as of year-end 2014).

David joined TMRS as General Counsel in 2001 and was appoint-ed Acting Executive Director in August 2009 before the Board chose him as Executive Director in March 2010. Prior to his em-ployment at TMRS, he worked as Assistant General Counsel in the Benefits / Tax area for the Employees Retirement System of Texas (ERS). He received his bachelor of science degree in busi-ness administration from Trinity University in San Antonio and his JD degree from the University of Texas at Austin. In addition to being an attorney, he is also a Certified Public Accountant. He is a member of the National Association of Public Pension Plan Attorneys, the Texas Association of Public Pension Attorneys, the State Bar of Texas, and the American Institute of Certified Public Accountants.

T.J. Carlson, MBA, CAIA, CTP • Chief Investment Officer • Presenter

Since joining TMRS in December 2013, T.J. has built an extremely experienced professional investment staff of 16 and has over-seen TMRS’ diversification efforts into new investment areas, including Absolute Return Strategies, Private Equity, Non-Core Fixed Income, and Real Assets. Prior to joining TMRS, T.J. was the Chief Investment Officer for the Kentucky Retirement System for three years, and before that, a principal at EnnisKnupp.

T.J. also served as Chief Investment Officer and Treasury Director at the Marshfield Clinic in Wisconsin, where he oversaw all cor-porate asset, debt issuance, malpractice insurance assets, the Marshfield Clinic Research Foundation endowment portfolio, in-surance assets for their wholly owned HMO Security Health Plan, two defined contribution plans, and designed and implemented a top-hat 457 deferred compensation plan. He also served as CIO for the West Virginia Investment Management Board.

Rhonda Covarrubias, CPA • Director of Finance • Presenter

Rhonda began her pension career at TMRS in 1994, first as an Investment Accountant and later Controller. She currently serves as TMRS’ Director of Finance. Prior to her employment with TMRS, Rhonda spent five years as an auditor with KPMG, focus-ing on the government, banking, and school district industries. She currently serves as a board member for the Public Pension Financial Forum (P2F2), a national organization focused on pub-lic pension financial operations.

Rhonda is a graduate of Texas A&M University and is a Certified Public Accountant. She is married, with three children who keep her busy. When she can find a little free time, she enjoys garden-ing or spending time at the spa.

Eric W. Davis • Deputy Executive Director

Eric is the Deputy Executive Director of TMRS. He began work at TMRS in 1987 as the Administrative Assistant, also known as the “Road Guy,” and has served as the System’s Membership Devel-opment Officer and Director of Member Services and Information Technologies, as well as the System’s Interim Executive Direc-tor. He graduated cum laude from Texas Tech University in 1983 with a bachelor of arts degree and earned a Master of Public Administration degree from Texas Tech in 1985. Eric is a member of numerous professional associations, both nationally and in Texas, including six years of service on the Government Finance Officers Association’s Standing Committee on Retirement and Benefits Administration.

Michelle Mellon-Werch • Assistant Legal Counsel • Presenter

Michelle recently celebrated eight years at TMRS in the Legal De-partment advising the Member Services and IT departments. She also handles most of the more interesting and complex questions from concerned members, retirees, and participating municipali-ties, as well as open records requests and contract negotiations. Michelle is a native Texan from Houston, who went to Bellaire High School and is fluent in Spanish. She received a joint degree in law and public affairs from the University of Texas School of Law and the LBJ School of Public Policy in 1997. Michelle is fre-quently exhausted by her two teenagers and likes to curl up in a corner and knit to calm her nerves.

Dan Wattles • Director of Governmental Relations • Presenter

Dan has been with TMRS since 2010. Prior to coming to TMRS, Dan worked in governmental relations for the Texas State Audi-tor’s Office, the Texas Department of Housing and Community Affairs, and the Texas Department of Commerce. He has also worked for the Wisconsin, Arizona, and California Legislatures and spent four years in the U.S. Navy. Dan has his bachelor’s degree in public administration from the University of Arizona, a master’s degree from the LBJ School of Public Affairs at the University of Texas at Austin, and is a Certified Public Manager. Dan is an avid fan of the Arizona Wildcats.

Bill Wallace • Director of Communications • Closing Remarks

Bill began his career in the public pension field in 1985 as a re-searcher and database programmer for the Texas State Pension Review Board. He then spent several years at the Employees Re-tirement System (ERS) of Texas in government relations and plan-ning, serving as the System’s liaison to the Comptroller’s state-wide payroll project, among other duties. He joined the TMRS staff in 1999 and has been the agency’s Director of Communica-tions since 2004. He has a master’s degree in English from the University of Texas.

Anthony Mills • Senior Regional Manager (Regions 3 and 4)

Anthony has more than 20 years of public retirement program experience. He currently serves as the senior manager of TMRS’ Regions 3 and 4 (covering all of East Texas, portions of Cen-tral Texas, and parts of the DFW Metroplex). Before coming to TMRS in 2004, Anthony spent 11 years as a benefits educator with the Employees Retirement System of Texas (ERS), where he trained employees and administrators about the State’s benefit programs. He also worked with the Texas County and District Retirement (TCDRS) as a field services representative. Anthony holds a bachelor’s degree in history from the University of Texas at Austin. He is an avid fan of the Texas Longhorns.

David Rodriguez • Senior Regional Manager (Regions 1 and 2)

David joined TMRS in 1997. He has been a member of the Com-munications Department as a Regional Manager and a Member-ship Development Specialist for the past 18 years. He currently serves as the senior manager of TMRS’ Regions 1 and 2 (covering the Panhandle, all of West Texas, the Rio Grande Valley, San An-tonio, and parts of the DFW Metroplex). David has a bachelor of science degree from Texas Tech University in Lubbock, an MA in Business Communication from Jones University, and completed the Certified Public Manager program at Texas State University in San Marcos. Before coming to TMRS, David worked as a regional sales director for New York Life.

Sean Thompson • Regional Manager (Region 3)

Sean joined TMRS as a Records Technician in 2005 and was promoted to the Member Services Department that year. In April 2008 he joined the Communications Department and was pro-moted to his current position in 2014. As a member of the Travel Team, Sean helps TMRS educate its more than 149,000 members in 860 participating cities Prior to his employment at TMRS, he worked as an assistant to the Athletic Director of St. Edward’s University. He holds a bachelor of science degree in sports man-agement from Texas A&M University and an MBA from St. Ed-ward’s University.

Colin Davidson • Regional Manager (Region 1)

Colin joined TMRS in 2006. He has been a member of our Re-cords Department, Call Center, and Retirement Team, and now is a member of the Communications Department as a Regional Manager of City Services. Like all of the Travel Team, he goes where needed in Texas but mainly covers the Panhandle and parts of the DFW Metroplex. In addition, Colin has been working

on some of the online initiatives under TMRSDirect as well as the Facebook page. Colin has a bachelor of arts degree from the University of Texas in Austin. When he’s not visiting Texas cities, Colin enjoys distance running and reality TV.

Shannon Lucero • Regional Manager (Region 4)

Shannon Lucero has been with TMRS for 13 years, having worked as a Membership Analyst, Support Services Analyst, and currently as Regional Manager in the Communications Department. Shan-non received her bachelor’s degree in 2010 in business manage-ment from the University of Phoenix. She is currently working on her Communications Certification through the UT Professional Development Program. Prior to TMRS, Shannon worked for the Texas Public Finance Authority. She is married and has three adorable children.

Lorraine Moreno • Regional Manager (Region 2)

Lorraine joined TMRS in February of 2000. She was initially a member of the Retirement team, then worked in the Membership team and the Call Center before joining the Communications De-partment in 2007 as a member of the Travel Team. Lorraine cur-rently serves as a Regional Manager wherever needed in Texas, but primarily in the San Antonio area and the Rio Grande Valley. Prior to coming to TMRS, Lorraine worked with the Travis County Domestic Relations Office processing child support claims, and before that she worked as a pre-legal for 12 years at an Austin law firm. She has attended Austin Community College and St. Edwards University and has her Medical Assistant and EMT certi-fications. Lorraine is currently attending ACC.
