Welcome to the Cerritos region. With nearly perfect weather, the region offers a wide variety of shopping, arts, culture and cuisine. Located in the heart of the Los Angeles County/Orange County metropolitan area, the region is readily accessible by three major freeways and is close to three major airports and two of the nation’s busiest seaports. The region is home to some of Southern California’s best shopping with the Los Cerritos Center and Cerritos Towne Center serving as popular destinations. Cerritos is also home to the Cerritos Auto Square, the world’s most successful auto mall.
Well over 3,000 businesses are located in the Cerritos region and the City of Cerritos was named “one of the best places to do business in California” by California Business Magazine and
one of Southern California’s most affordable “business-friendly” cities by the Kosmont Cost of Doing Business Report. In 2008, Cerritos was given the “All American City” award and in 2010 was honored as the “Most Business Friendly City” in Los Angeles County. The “Carson Corridor” runs directly through the City of Hawaiian Gardens, bringing thousands through the community every day making it a desirable location for retailers. The Cerritos Regional Chamber of Commerce has been promoting and enhancing business in the Greater Cerritos area since 1963. The Chamber’s goal is to help create and sustain a positive environment where businesses can thrive. We do this by focusing on economic and community development, government advocacy and relations, membership, and communication. Through these efforts, the Chamber seeks to preserve and improve the business environment while advocating for policies and issues that help our members sell or manufacture their goods and services.
The Chamber is a non-profit organization governed by a volunteer board of directors. Our membership is made up of local businesses and community leaders
who have a common goal of making sure the region remains a great place to do business.
The Chamber is honored to serve the business communities in Cerritos and Hawaiian Gardens and provides a variety of programs designed to help members grow their businesses. From main event luncheons to networking events to the highly regarded Taste of the Region and Business Expo, the Chamber seeks to provide members with the information and access needed to be successful.
Through legislative advocacy, the Chamber gives a voice to all of our members – from small businesses to large corporations. We serve as a critical link between our federal, state, county and local elected and appointed officials.

Chamber Programs, Events and CommitteesThe Chamber provides members with interesting, useful and timely information through a variety of events including workshops, seminars, luncheons and mixers. Chamber events and programs give members the opportunity to hear from policy makers and business leaders, giving them insight and valuable information to consider when making business decisions.
The Chamber also has many active committees and councils to ensure the local business community has an active voice in topics from workforce development to public policy.
Ambassador CommitteeAmbassadors are the most visible Chamber members in the community. The Ambassadors promote networking and teamwork by attending grand openings and ribbon cutting ceremonies. Other responsibilities include welcoming new businesses to the community and
encouraging membership involvement in the Chamber.
Fiesta on the Fairways Golf ClassicThe annual Fiesta on the Fairways Golf Classic tournament is an opportunity for participants to enjoy a day of golf while networking with business and community leaders. The tournament supports the Chamber’s programs, as well as the Los Cerritos Foundation.
Taste of the Region and Business ExpoThe community eagerly awaits the Taste of the Region and Business Expo each year. This table-top trade show is dedicated to “Cuisine, Culture, and Commerce.” It brings together local restaurants, caterers, and businesses showcasing the region’s best food and music. With about 1,000 attendees, this event is one of the region’s largest networking events.
Turkey BowlHeld annually in November, the Turkey Bowl is an opportunity for team building through an afternoon of bowling, fun and networking. Teams representing local businesses compete against each other for prizes and awards.

Networking EventsThe Chamber holds regular Business Networking Luncheon events covering a wide variety of topics including State of the City, State of the County, State of the Nation, as well as the annual Installation Luncheon. Business Networking Mixers are held during the early evenings at
various business locations, providing a fun and social way to connect and conduct business. Mixin’ in the Mornin’ Speed Networking Breakfasts provide members with a quick minute to share your “elevator pitch” to another member, providing increased engagement and creating strong business relationships.

From Humble Beginnings to a Thriving Suburban Community
The region, including Cerritos and Hawaiian Gardens, has been home to many different peoples and cultures. Many came to farm the fertile soil or have their livestock graze in the expansive pastures. The Native Americans were followed by the Spaniards, and later by the Mexicans, who developed wide ranging rancheros. In 1784, Rancho Los Cerritos was founded encompassing a vast area of land, including what is now the Cerritos region.
In the late 1800’s, farms began to replace rancheros with a renewed focus on agriculture and dairy farming. By 1784 private farms were being sold to large companies and the region’s development began. With the discovery of oil in Los Angeles in 1892, the population of the area began to boom. By the end
of World War II, Southern California had developed into an industrial center, pushing farms out into neighboring areas including the Cerritos region.
CerritosThe City of Dairy Valley, which would later become Cerritos, was incorporated on April 24, 1956. The City’s original name reflected the agricultural focus of the community. At the time, Dairy Valley had about 100,000 cows, more than 400 dairies, and over 106,000 chickens on licensed poultry farms. The cows outnumbered the City’s 3,439 residents by 29-to-one. Two years after incorporation, the City voted to become a California chartered city.
In the early 1960’s, rising land values and property taxes began to make dairy operations uneconomical. Soon, the

City shifted away from agriculture and rezoned most of the City. With a new focus on business, the Dairy Valley Chamber of Commerce was founded on July 2, 1963. On July 16, 1963, the citizens of Dairy Valley voted to permit the building of homes on less than five acres per residence to allow for normal residential development. On January 19, 1967, the City officially changed its name to Cerritos. “Dairy
Valley” no longer described the now suburban community that was developing. The Chamber suggested the name of “Cerritos,” which means “little hills,” as it had a historic and romantic tie with the old California rancho days. With the City now on the land that used to be Rancho Los Cerritos, this seemed fitting.
By 1970 the City had grown to 15,856 residents and by 1972 that number

more than doubled to 37,738. With this explosion in growth, Cerritos was named the fast growing city in California. In 1978, Cerritos dedicated the nation’s first solar-heated City Hall complex. In the early 1980’s, the City developed the Cerritos Auto Square and in 1993, the Cerritos Center for the Performing Arts opened. Both the Cerritos Towne Center and the Cerritos Senior Center at Pat Nixon Park opened in just a year later. In 1997, the City opened the Cerritos Sheriff’s Station/Community Safety Center. The beautiful Cerritos Library opened as a model library of the future in 2002. In 2006, the City of Cerritos celebrated its 50th Anniversary. Looking back on those 50 years, the City has grown from a rural community of more cows than residents into a thriving suburban community offering a great environment for residents and businesses.
Hawaiian GardensDuring the 1940’s, Hawaiian Gardens was a small, rural community made up of dairy farms and agriculture which many considered an unincorporated part of the City of Artesia. As the area grew,
it became a more separate and distinct community. On December 15, 1944, a contract was awarded to Scherrer’s Market to house Hawaiian Gardens’ first post office – formally establishing the community from the surrounding towns.
After fending off many attempts to annex the community into neighboring cities, the City of Hawaiian Gardens was officially incorporated on April 9, 1964. With less than a half square mile in area and an estimated population of 3,300, it was the smallest city in California at the time. The name Hawaiian Gardens was borrowed from a bamboo shack refreshment stand that operated on Carson and Norwalk boulevards in 1927, which was said to have resembled a Hawaiian garden.
The City of Hawaiian Gardens grew quickly, and within five years of incorporation, all of the City’s dirt roads were paved, over 54 streetlights were installed, and the Artesia, Bloomfield, and Carmenita school districts were joined to form the ABC School District.Community programs and local recreational activities have always been a priority for Hawaiian Gardens, with the first Recreation Commission appointed in 1965 and the first park, Lee Ware Park, opened in 1966. The City’s first community center opened in 1967. As the City grew, so did its community and recreational programs. By 1977, the City

was developing the $2.5 million recreation and administration community center complex on Pioneer Boulevard.
In 1988, the Irving Moskowitz Foundation began operating the Bingo Club in Hawaiian Gardens as a charitable, non-profit organization. By April of 2001, the 45,000 square foot Hawaiian Gardens
Casino was bringing new visitors and businesses to the City. The City of Hawaiian Gardens is one of only seven Los Angeles County cities that allows casino gambling. Today, the City of Hawaiian Gardens is a thriving community of over 14,700 and more than 600 local businesses.

The Cerritos region has been called the most ethnically diverse community of its size in the United States. With its central location, financially secure local economy, beautiful environment, and innovative approach to development and services, Cerritos is a great place to live, visit and do business. The City of Cerritos offers many amenities including the world’s first “Experience Library” with museum-quality exhibits and world-class conference facilities.
The City of Cerritos also offers unique services and programs, such as:

and leadership has sustained it. The City of Cerritos built the country’s first solar heated city hall complex, undergrounded all utility lines, and constructed a recycled water system to irrigate parks and street medians. Beautifully maintained neighborhoods, carefully planned retail areas, abundant recreational facilities, and world-class amenities make Cerritos an exciting, attractive place to live and work.
LocationThe Cerritos region is located in the heart of the Los Angeles – Orange County metro center, midway between downtown Los Angeles and the business centers of Anaheim, Irvine and Santa Ana.
Because Cerritos and Hawaiian Gardens are near the center of the Los Angeles County Basin, they have become part of Southern California’s premier commercial crossroads. The cities are served directly by the 5, 605, 91 and 105 freeways and are close to the 405 and 710 freeways. Known for its easy access to all modes of transportation, Cerritos acts essentially as a distribution hub for both Los Angeles and Orange Counties.
The cities of Cerritos and Hawaiian Gardens are located along the Los Angeles – Orange County line, about 30 minutes from both Los Angeles International and John Wayne Orange County airports. Long Beach Airport and the Port of Los Angeles are within

10 miles, and the Long Beach Harbor, Amtrak, and Metrolink are just a few miles away.
ClimateThe “semi-marine” climate of the region is ideal for comfortable living with warm summers and mild winters. The area boasts a unique climate pattern that allows for a cool breeze from the Santa Ana River channel while escaping the coastal fog that often covers beach cities. The Mediterranean climate provides for an average daytime summer temperature of 82 degrees. Winter days average 67 degrees. Nights average about 20 degrees cooler than the daytime average temperature. Average annual rainfall is 13 inches, usually occurring between November and March.
TransportationWith the City of Cerritos, many residents opt to ride a COW rather than walk. Cerritos on Wheels, or COW, is the City’s public transportation system. It was developed to provide residents with an inexpensive, convenient and environmentally friendly method of traveling to parks, shopping centers, the Cerritos Senior Center, Cerritos Library, and other points of interest within the City.
Residents and visitors can also use the COW to make connections to the Long Beach Transit District, the Orange County Transportation Authority
(OCTA), Norwalk Transit, and the Metropolitan Transit Authority (MTA) buses, all of which offer frequent service throughout the community – including service to and from the City of Hawaiian Gardens. Cerritos also offers curbside transportation to seniors and disabled residents through the Cerritos Dial-A-Ride service.
Community SafetyThe region is home to two unique public safety facilities. In Cerritos, the Sheriff’s Station/Community Safety Center provides law enforcement services to Cerritos residents 24 hours a day, seven days a week. The center is located within the Cerritos City Hall complex and houses 80 Los Angeles County Sheriff’s deputies and support personnel. It also houses the Cerritos Community Safety Division. In Hawaiian Gardens, the Public Safety Center is located on Carson Street and is staffed by a Los Angeles County Special Assignment Sergeant and staff. The Public Safety Center was established as a safe place to report crimes or suspicious activity, meet and interact with Sheriff’s deputies, host Neighborhood and Business Watch meetings, and it acts as a hub to provide crime prevention information.
SeniorsBoth Cerritos and Hawaiian Gardens are committed to meeting the needs of their senior populations. The Cerritos Senior Center at Pat Nixon Park is a

place for seniors to socialize, participate in education and art programs, receive human services and enjoy recreational activities and fitness programs. Designed to meet the special needs of the City’s growing senior population, age 50 and older, the Center provides a focal point for their community involvement. Meeting rooms at the Center, including the 5,000 square-foot Majestic Room and catering kitchen, can be rented for special events on evenings and weekends. The Center also features a 5,000 square-foot fitness and wellness center. The Mary Rodriguez Senior Center is located in the City of Hawaiian Gardens Civic Center Complex. The Center offers games, dance classes, recreational opportunities, food and nutritional programs, as well as local excursions for local seniors.
The City of Cerritos has also developed four affordable, high quality housing communities for very-low to moderate income Cerritos seniors, 62 and older, who meet eligibility requirements. The communities of Pioneer Villas, Emerald Villas, Avalon at Cerritos, and Fountain Walk are located throughout the City.
EducationQuality education from preschool to college is available in the region. Families are attracted to the area by the outstanding primary education through ABC Unified and Bellflower School Districts, as well as local private schools like Concordia Lutheran School, Our Lady of Fatima, and Valley Christian Schools. Several colleges and universities are located in the region as well, including Cerritos College and private institutions Northwood University and Irvine University.
ABC Unified schools provide a comprehensive curriculum including all levels of academics, diverse vocational training, and a broad range of extracurricular activities. The District has received county, state, and national recognition for outstanding programs in counseling, alternative education, staff development, and labor relations. The ABC Unified School District is governed by a seven member Board of Education and includes nineteen elementary schools, five middle schools, three comprehensive high schools, a college prep 7-12 school, a continuation high school, infant/children centers, extended-day care, and adult school. The diverse ethnicity of the community is reflected in the K-12 population which is American Indian/Alaskan Native, Asian, African American, Filipino, Hispanic, Pacific Islander, Portuguese, and Caucasion.

The Center presents an annual season featuring performers from September through May. Presentations have ranged from the inaugural performance by Frank Sinatra to command performances by the Royal Shakespeare Company for his Royal Highness, the Prince of Wales. Receiving international acclaim and ranking amongst the top theaters in the nation, the Cerritos Center for the Performing Arts has been one of California’s top venues since its opening.
The Center features a flexible 6,000 square-foot theater capable of six different configurations, ranging from a 1,800-seat arena theater to a 1,331-seat recital hall setting. In addition, there are four rental facilities available for events.

The $40 million library is the first titanium-clad public building in the United States. Its 88,500 square-feet of books, art and technology is spread over three different levels. The library has a substantial book collection, with space for over 300,000 volumes, and features everything from a 15,000-gallon saltwater aquarium to a full-size replica of a Tyrannosaurus Rex fossil in the Children’s Library.

Government Based on Accountability and Stability
City of CerritosThe City of Cerritos was incorporated in April 1956. In 1958, the City became a “charter city” and is administered by a Council/Manager form of government. The five-member City Council is elected “at-large” and serves four-year terms. Council members may only serve two consecutive terms. The Mayor is selected by the City Council and acts as its presiding officer, serving a one-year term. In the Mayor’s absence, the Mayor Pro Tempore assumes his or her responsibilities.
A City Manager, appointed by the City Council, advises the City Council on matters of concern to the City and directs the day-to-day operations of the City’s main departments:

The City Attorney and City Clerk/Treasurer are also appointed by the City Council.
