• Pennsylvania’s allocation for 2015 is $36,248,458• $32,024,989 for Entitlement Program• $3,498,500 for Competitive Program• $724,969 for State Administration
• Entitlement Application Deadlines• October 30, 2015 - Cities, county only applications and boroughs, town
and townships with population of 10,000 or greater and those municipalities that opted out of the urban county program.
• December 11, 2015 - Counties applying on behalf of one or more entitlement boroughs and/or townships

2015 CDBG Program
• Maximum amount of grant is $750,000
• Priority: Infrastructure projects that demonstrate a serious problem to the health and safety of those in the service area
Grantees are eligible to apply for other types of projects, such as blight remediation – must have a 3-5 year strategy
• Deadlines
Applications received up to August 1, 2015—Round 1Applications received between August 2, 2015 and February 29, 2016—Round 2NOTE: CD&H Alerts and Updates Memo states February 27 - Saturday

• Activities with Contract Conditions – FY 2014 contracts and olderInvoices will not be processed for any activities that are conditioned. This may include administrative costs if the administrative costs are conditioned.
• Activities with Contract Conditions – beginning with FY 2015 contracts Grantees will not receive an IDIS set-up letter until all contract conditions have been cleared. Environmental clearances will not be executed on conditioned activities.

If a grantee does not agree with the ACS data, can an income survey be undertaken?
Yes, an income survey may be undertaken, as long as the income survey meets the requirements of HUD’s methodology, as listed in HUD CPD Notice 05-06 and 24 CFR 570.483(b)(1)(i) (Refer to Survey webinar)
NOTE: What happens when ACS DATA SUPPPORTS LMI of LESS THAN 46%
Answer: The grantee is required to provide documentation of known demographic changes that may have impacted the ACS results prior to undertaking the survey and receive DCED’s approval before moving forwardEXAMPLE: Job losses, natural disasters or other demographics to support possible significant changes in data.
