As recently as June 17, it was believed these new regulations would take effect on August

1, but the CFPB issued a surprise an-nouncement that they would be issu-ing a proposed amendment to delay the implementation of the regulations until October. The proposed delay is a positive because the additional time for prepara-tion for a redefi ned transaction process will benefi t everyone involved in residen-

tial real estate transactions – real estate agents and brokers, lenders, title insur-ance and settlement service providers, homebuilders, as well as home buyers and sellers.

Through the new regulations, which are known in the real estate industry as the TILA-RESPA Integrated Disclosure (TRID) Rule, the CFPB re-invented mortgage loan disclosure forms currently required under federal law. Along with

these new forms, the regulations include different waiting periods for closing real estate loans.

The new regu-lations will ap-ply to most loans where a home loan applica-tion is received by the lender on or after October 1. So, if a home buyer applies for a loan on Sep-tember 30, their

loan and closing will be subject to the existing rules. But, if a home buyer ap-plies for a loan on October 1 or later, the new rules will apply and the home buyer will get the new disclosure forms and the closing will be subject to the new waiting periods.

The New FormsThe early Truth-in-Lending disclosure, commonly referred to as the TIL, and the Good Faith Estimate will go away on most transactions. The fi nal TIL and HUD-1 settlement statement will also go away on most transactions. Two new dis-closures, the Loan Estimate and the Clos-ing Disclosure, will take their place.

The Loan Estimate is intended to clear-ly communicate how much the borrower will pay for the loan. The CFPB expects the Loan Estimate to be used by borrow-ers as a tool to obtain quotes from numer-ous lenders when shopping for a loan.

The second new disclosure form, the “Closing Disclosure,” captures all of the costs associated with the transaction, in-cluding the fees charged by the lender and fees charged by third parties such as the appraiser, surveyor, real estate bro-

The intent of the new regulations, which were created by the Consumer Financial Pro-tection Bureau (CFPB), is to make residential real estate transactions and lending easier to understand for homebuyers.

kers and title and settlement companies. The Closing Disclosure will also include government charges, such as taxes and recording fees.

The Waiting PeriodsAmong the most signifi cant changes un-der the new regulations is that the Clos-ing Disclosure must be provided to the borrower (or home buyer) a full three business days prior to the closing. Most importantly, if there are changes during that three-business day period, the clos-ing could be delayed. Borrowers and real estate agents need to be aware that a new three-business day waiting period will be required if the disclosed APR on the loan becomes inaccurate within cer-tain percentages, the loan type changes, or a pre-payment penalty is added.

To help ensure that transactions are not perpetually delayed by changed costs, the buyer, seller and their real estate agents will have to avoid chang-

ing costs or adding fees or credits in the 7-10 days before closing. For example, a last-minute repair credit from the seller to the buyer may not only require a new Closing Disclosure and a new three-day waiting period, but it may also require the lender to re-underwrite the loan itself.

The Lender’s RoleUnder the new regulations, lenders will face added liability if the cost and wait-ing period timeframes are not met, and may face major fi nes if they fail to com-ply. As a result, lenders will be much more involved in the closing process to ensure the Loan Estimate and Closing Disclosure are accurate and delivered within the required deadlines. They may limit the borrower’s choice of settlement agents to those that meet the lender’s cri-teria. In addition, because of the manda-tory waiting periods, lenders will have fi nal say on the closing dates.

ConclusionThe new regulations mean everyone in-volved in a residential real estate closing will need to adjust to the new timing and process requirements. During this adjust-ment period, it’s reasonable to expect that loans may take longer to get approved and closed, so home buyers and sellers should keep this in mind as they consider buying or selling a home after October 1.

Your summer herb garden is a bushel of ideas waiting to happen, and this is one of the easiest — and best tasting — ways to put it to use.I’m a big fan of pesto, and I enjoy going beyond the basic basil version. With my parsley plant in overdrive, it was time to do something with it. What better way than a pesto with crunch, tang and zip?Th e fresh lemon juice and zest in this version makes it pop with fl avor. I tossed it with some pasta, grilled chicken and red peppers, and it was a taste bonanza. Th at’s the great thing about pesto. Th ere are hundreds of diff erent ways to incorpo-rate it into your dinner, and hundreds of diff erent variations you can create. Also, it’s easy to freeze into individual portions when you need to amp up the fl avor

profi le of whatever you’re cooking.Th is recipe makes about 2 cups

To make the pesto: Place the parsley, walnuts, cheese, gar-lic and salt in the bowl of a food processor fi tted with a metal blade. Pulse until well combined. Combine the oil, lemon juice and zest in a small bowl. Add the oil mixture to the parsley mixture in a slow stream, pulsing to combine. Serve immediately or freeze.

To freeze the pesto: Divide the pesto into preferred serv-ing sizes and place in small resealable plastic bags or small plastic containers with airtight lids. Force excess air out of the container, and freeze for up to three months.

Pork loin ranks high on my list of best things ever. It’s fl avorful, it’s moist and it’s pork — and you can’t go wrong with any of those.

A properly cooked pork loin is usually a highpoint of any meal be-

cause, again, it’s pork. If you want to go above and beyond, though, and add some fl air to that perfect meat, think about creating a stuffed pork loin, which elevates it from ensemble player to red carpet star.

This roasted pork loin stuffed with bourbon-soaked fi gs and Gor-gonzola cheese is one of the best things I’ve prepared in a while (which is saying something, as I cook a lot at home.) The bourbon-infused sweetness of the fi gs is a wonderful complement to the tang of the salty cheese, and the roasted garlic wraps it up all together for one, big fl avorful mouth explosion.

The recipe calls for soaking your dried fi gs in bourbon. Do not think about skipping this. The dried fi gs soak up the bourbon nicely, and the fl avors work well together. My rule when cooking with wine or li-quor is use the good stuff. If you don’t drink cheap booze, why would you cook with it? For my fi gs, I used Woodford Reserve bourbon, as

Roasted Pork Loin Stuffed with Bourbon-Soaked Figs and Gorgonzola

INGREDIENTS:1 boneless pork tenderloin1 cup dried fi gs, chopped1 cup good bourbon2 heads roasted garlic, cloves squeezed out8 ounces Gorgonzola cheese, crumbled3 tablespoons chopped fresh sage2 tablespoons brown sugar1 teaspoon dried herbs, like a thyme, rosemary and oregano blend1 teaspoon salt1 teaspoon pepper2 tablespoons maple syrup2 tablespoons balsamic vinegar

it’s what I had at home. Be sure to save the bourbon you soaked your fi gs in, as you will turn that into a wonderful glaze to serve over your pork loin.

I also recognize fi g and Gorgonzola might be a hard sell for some people, so I offer you an optional stuffi ng. The good thing about a pork loin is you can stuff it with just about anything you like and it will probably turn out delicious. I also created a spinach and crimini

mushroom stuffed pork loin which was incredibly easy. Sauté 3 to 4 sliced crimini mushrooms in olive oil until tender and add several big handfuls of baby spinach, cooking until it’s slightly wilted. Substitute that for the fi gs when preparing the loin, or get creative and come up with your own stuffi ng.

Either version — the fi g and Gorgonzola or the spinach and mush-room — will be sure to satisfy.

Preheat the oven to 450 degrees. Line a roasting pan or baking sheet with aluminum foil, and spray it with nonstick spray.

Place the pork on a cutting board and get a sharp knife. Slice it twice to open so you have a lot of space to work with. Start at the bottom of the pork (about 1/4 inch from the bottom) and slice it lengthwise, then continue to cut up and open up the pork. If you like, you can pound the pork with a mallet to fl atten and tenderize it.

Place the dried fi gs in a bowl. Heat the bourbon in a saucepan over medium-low heat until it’s simmering, then pour the bourbon over the fi gs and let them sit for 4 to 5 minutes. In the meantime, spread the roasted garlic cloves over the inside of the pork. Once the fi gs have softened a bit, add them on top of the roasted garlic (save the bourbon they sat in), followed by the crumbled Gorgonzola and then the sage. Tightly roll up the tenderloin and tie it together with kitchen twine. Season the entire outside with the salt and pepper, the dried herbs, and rub it with the brown sugar.

Place the stuffed pork loin on the roasting pan or baking sheet and roast for 30 to 35 minutes, or until the inside is cooked and reads about 140 to 145 degrees. Let the pork rest for 20 minutes before slicing.

Combine the reserved bourbon that the fi gs soaked in with the maple syrup and balsamic vinegar and reduce it by half in a saucepan

over medium heat. Pour it over the pork right before serving. Note: I wanted my glaze a little sweeter, so I threw in a small handful of brown sugar as it simmered.

Serves about 4Approximate preparation and cooking time is 11/2 to 2 hours.

the backyard and walking around the entire property. Make sure to clean up after your pet prior to a showing. Trust me, you don’t want to be remembered as “that house”. In the winter, we all know it can be a bit more diffi cult. It’s cold and things are frozen. While your buyers may not be walking around the entire property, they are looking through the windows – so take a shovel and throw fresh snow over any spots that may need it if you can’t get out to take care of it normally. If you can see it, so can they. Remove Clutter Even if you don’t think you have clutter, you have clutter. Everyone has clutter. It’s part of everyday life. Go through your possessions and remove personal effects from the home. Think minimalist. Have too much?? Rent a storage space and get it out of there!! Your home is going to be more tempting to buyers that can visualize their own furniture and pictures hanging on the wall.

Smells are BadWhether it is a good scent or a bad one, smells are overwhelming to a buyer. So before you load up your Scentsy or disburse Hawaiian themed aerosol spray, remember that what smells good to you, doesn’t necessarily mean that it will smell good to a prospective buyer. Also keep in mind that a themed scent for each room may scream creativity but it can also leave a potential buyer with a headache, one they will associate with your home. Bad smells are, of course, not good – keep your trash cleaned out in all rooms before a showing and limit your creative, but odorous, food cooking for a time when showings aren’t scheduled as those smells have a way of lingering.

You can fi nd a variety of helpful hints on what to do and what not to do online, but keep your head and don’t overdo. This is not supposed to be overwhelming. That’s why you’ve hired a real estate professional to sell the home. Listen to their suggestions and follow their advice. They want to sell your home as much as you do. Happy Home Selling!!

8 Steps to conquering clutter: Cleanliness with kids is not impossible Famed comedienne Phyllis Diller once said, “Cleaning your house while your kids are still growing is like shoveling the sidewalk before it stops snowing.” Many parents realize that having children means their homes will be fi lled with a vast as-sortment of toys, clothing and other items that seemingly spend more time scattered across the family room fl oor than in children’s bedrooms.Homes where young children lay their heads at night may not be as tidy as the pho-tos lining home decorating magazine spreads. But while lived-in family homes may never be spotless, they do not have to be overrun with clutter, either. It’s possible to fi nd a happy balance with the right strategy and by investing in a few organiza-tional products.

1 Work one room at a time. Cleaning up cluttered homes can seem like a monumental effort when looking at clutter as

a whole. But parents can do themselves a favor by choosing a starting point and tackling the project one room at a time. Find the room that needs the most work or a space where clutter causes the biggest headaches. Once you clean such rooms, you may discover extra motivation to move on to the others.

2 Resist the urge to wander. One of the obstacles many people face when attempting to declutter a home is the tendency to remove

an item from one room only to add it to

the existing clutter in another room. For example, if a child’s toy is in the living room, you may walk that toy up to the bedroom and get involved in tidying up the bedroom, leaving the mess behind in the living room. When organizing a home, stay in a particular room until that room is clean. Have designated bins or bags for items that need to be carried into another room, but only transfer such containers after a room has been cleaned.

3 Cull twice a year. Children accumulate the greatest number of new toys on birthdays and holidays. Set a schedule to go

through existing toys prior to these

events and sort out the broken, old or seldom-used items. Donate these toys to preschools, afterschool programs, family support centers, or babysitting centers at your offi ce or gym. Whatever can’t be salvaged should be put into the trash or recycling bins.

4 Invest in storage cubes and bins. Toys that are easily accessible and seen are easier to fi nd and put away. Develop a storage

system that works for your family. Labeling bins with words (or pictures for children who can’t yet read) helps children identify where things belong. Find a system that will have long-term functionality and grow with the family.

5 Tame the toys. Making too many items available at any given time can become overwhelming to children. Rotate toys rather

than always buying new ones so that items will be fresh and interesting. Toys out of the rotation can be stored in a basement or attic. Belongings that are not requested or missed can be given away. Another idea is to create wishlists for birthdays and holidays. This way friends and relatives only buy what kids want, rather than an array of toys that may just end up taking up space.

6 Get items off of the fl oor. Any organizational system that can move items vertically is benefi cial. Children will

become accustomed to hanging things up rather than leaving belongings on the fl oor. Hooks, hangers and shelving mounted on walls, will free up precious fl oor space.

7 Choose furniture that serves double duty. Beds with drawers underneath or a toy chest that doubles as a bench can work

well in spaces that need some clutter control.

8 Establish a school memory box. Parents can give each of their children a plastic bin where they can store memorable items

from school. Not every assignment or drawing sent home needs to be kept. Reserve the memory box for those special things that have the most meaning.

Kids and clutter often go hand in hand. However, there are ways to keep the mess under control.
