2015 Legislative Report CardGraded Work2015-16 State Budget (S.4612/A.6720)The State Budget included a $1.4 billion or 6% increase in school aid that reflected some of the recommendations outlined in our 2015-16 School Aid Proposal including balanced approach to GEA phase out and Foundation Aid phase in, with an emphasis on GEA restoration to average and high need districts, and continuing moratorium on interest rate reset used to calculate Building Aid.

Legislators receive 50 points.

Tax Cap Amendments (S.6012/A.8323)NYSASBO has advocated since the inception of the Tax Cap for technical changes that would reduce the convoluted and punitive nature of implementing the Tax Cap. The Legislature and Governor agreed at the end of the Legislative Session to make administrative changes that would add school district expenses for BOCES capital projects to the capital exclusion and to include PILOT properties in the quantity change factor.

Legislators receive 20 points.

Bill Summaries - SupportOpen Bond Bidding (S.4142 Klein/A.1625 Paulin)This legislation would allow municipalities and school districts to engage in a 3-year pilot program that would permit open bidding for bond sales. Passed Senate.

Avoid Duplicative Fingerprinting of School Bus Drivers (S.2589 Flanagan)This legislation would allow DMV to share fingerprints and background checks of prospective bus drivers with SED to avoid duplicative efforts upon request from a perspective employee. Passed Senate.

School District Evaluation of Disabled Pre-School Students (S.2142 Flanagan)This legislation would authorize school districts to serve as evaluators of disabled pre-school students without prior approval from the commissioner. Passed Senate.

Reduce Frequency of Internal Audits (S.1052 Ranzenhofer)This mandate relief legislation would change the requirement for internal audits annually to only when an OSC audit finds deficiencies. Passed Senate.

Current-Year Aid for New High Cost Students with Disabilities (S.5325 Young/A.7175 Nolan)This legislation would require the state to pay school districts State Aid in the current year for new high cost students with disabilities.

Shared Transportation Incentive (A.7966 Nolan)This legislation would provide an incentive for school districts to share and reduce costs for the transportation of students attending educational programs out of the district by removing the state aid deduction for revenues received for this type of shared service.

Long Range Financial Plans (S.5236 Carlucci/A.29A Paulin)This legislation would require school districts to have a long-range fiscal plan prepared by the chief financial officer.

Allow Best Value for Food Service Contracts (S.5881 Murphy/A.8104 Paulin)This legislation would allow food service contracts to be awarded based on best value instead of lowest cost.

Grandfather Small Group Employers in Health Consortiums (S.5928 Seward/A.8134 Seawright)This legislation would grandfather small group employers in their current health insurance consortiums under the new Affordable Care Act definition of 1-100 employees. Passed Senate and Assembly.

Deductions• Legislators that vote for bills that are detrimental to public schools have 5 points deducted from their score. • Legislators that sponsor bills that are detrimental to public schools have 10 points deducted from their score.

Extra CreditLegislators get extra credit points for voting for budget or omnibus bills that provide increases in school aid or reduce burdens on school districts (i.e., mandate relief or tax cap changes).
