OFFICIAL TEXAS STATE 7ON7 PASSING TOURNAMENT RULES 2015 Edition MOUTH PIECES: It is required that mouth pieces be worn! 1. Field Dimensions A. Field Length45 yards long B. Field Width160 feet (60 feet to hash mark, 40 feet between) C. End Zone10 yards deep 2. Starting the game A. A central time keeper will be designated. All games will begin and end on this persons instructions. He will also announce the time remaining at the 10, 5, and 2 minute mark. B. Visitors will have first possession and wear white (top team in bracket or first team listed will be the visitor). The home team will have first possession the 2nd half and wear a dark color (bottom team in bracket or 2nd team listed will be the home team). C. No team will be allowed to participate without shirts. D. All teams will have two jerseys (white/dark jersey, tshirt, etc.) with player’s number on the front and back. The number on the front must be a minimum of 2” and the number on the back must be a minimum of 4”. E. No football jerseys of any type shall be worn. Tshirts, Underarmour, or basketball type sleeveless shirts are the only choices of acceptable jerseys. F. Visitors (team in white) will always align their team on the right sideline facing the end zone. Home (dark jersey) will always align their team on the left sideline facing the end zone. G. Ball is always placed on the right hash mark when at the 45 yard line. H. Referee will announce/post score before each offensive possession begins. 3. Moving the ball A. Offensive Plays Must All Be Passes! (No Kicking/Punting) B. Field is marked at 15 yard intervals with cones. (3 first downs without a penalty would result in a touchdown) C. Possession always begins at the 45 yard line at the right hash mark. Hash mark placement of the ball must be enforced by officials, in accordance with NCAA rules, once the ball has been advanced. D. No penalty will be assessed in excess of the 45 yd line. On an unsuccessful or successful offensive play from the 45 yard line resulting in an offensive penalty: The ball will be returned to the 45 yard line and 1st down will become 2nd down; 2nd down will become 3rd down; and 3rd down will result in a turnover. E. Offenses always move in the same direction F. All passes must be forward. A pass caught behind the line of scrimmage must be a forward pass. G. Once a forward pass has been thrown, a backward pass (lateral) is allowed. H. Should a swing pass not cross the LOS and before the 4 second count has expired, a defensive player tags the ball carrier behind the 45 yard line, it is a safety.

    byshoving,pushing,orstrikingablowwillbepenalizedbyautomaticfirstdownand5yards.Expulsionofaplayer(s)ifruledunsportsmanlike&flagrant).

    C. Fumblesaredeadballsatthespotwiththelastteamretainingpossession.Amuffedsnapisnotafumble/deadball.The4.0secondcountremainsineffectonsnaps.

    D. Twodelayofgamepenaltiesinthesamepossessionresultsinaturnover.Adelayofgamepenaltyontheextrapointtryresultsinaturnover.

    E. TheQBisallowed4.0secondstothrowtheball.TheOfficialtimekeeperstartsastopwatchonthesnapoftheballfromcenterandstopsthewatchassoonastheQBreleasestheball.

    1. Ifreleaseisunder4.0seconds,theplaygoeson.2. Ifthetimekeeperseesthattheclockhasexceeded4.0seconds,hewaitsuntiltheplay

    isover(theplayisnotblowndead),thenbringstheballbacktotheoriginallineofscrimmagewithlossofdown.(Thetimekeeperwillbeanofficialorcoachfromateamthatisnotplaying)

    3. Allpenaltieswillbemarkedoffona4secondcountEXCEPTforpassinterference. F. DefensivePassInterferenceisthesameasNCAArules.(automatic1stdown&spotfoulup

    to15yds)G. Responsibilitytoavoidcontactiswiththedefense.TherewillbeNOchucking.Deliberate

    bumpingorgrabbing.Theseactionswillresultinatackonpenaltyattheendoftheplay(5yardpenalty)

    H. OffensivepassinterferenceisthesameasNCAArules.(15yardpenalty) I. Interceptionsmaybereturned(noblockingruleapplies).Ifaninterceptionisreturned

    beyondthe45yardline(theoffensiveoriginationpoint)itisatouchdownandpointafterattemptshouldensue.Theteammatesofthepersonwhointerceptedtheballmaytrailtherunnersoastobeinpositiontotakeabackwardspass.Theymaynotblockfororscreenfortherunner.

    J. Offensiveteamisresponsibleforretrievingandreturningtheballtothepreviousspotorthenewscrimmagespotinatimelyfashion.Failuretodosocanresultinadelayofgamepenalty.

    K. Theoffensivecenterisnotaneligiblereceiver(teamsmusthaveacenter).Theballmustbesnappedfromthegroundbetweenthesnapperslegs.(mirrorthegameoffootball)

    L. ThecenterwillberesponsibleforsettingorrepositioningtheRefereesbeanbagatthelineofscrimmage.Onchangeofpossession,theteammovingtooffensewillensurethebeanbaggetstothenewscrimmageline.(centersonbothteamsresponsible).

    M. Notauntingortrashtalking.(5yardpenalty&expulsionifflagrant).N. Theoffensemustgainatleast15yardsinthefirst3orlessplaysorthedefensetakesover.

    (Thereisnokicking).Fourdownterritoryoccursonlyafteroffenseproceedstoorinsidethe15yardlinecone(thirdquadrant).

    O. Fighting:theplayer(s)involvedwillbeejectedfromthegameandtournament.Ifateamfightoccurs,theteamsinvolvedwillbeejectedfromthetournamentanddeniedparticipationinany/allstatequalifyingtournaments!Theywillalsobedisqualifiedfromparticipatinginthestatetournament.

    P. Anydeadballfoulonaplaythatresultsinthedefensegettingtheballanditisunabletobepenalizedbacktothe50yardlinewillresultinalossofdownpenalty.Thedefense,nowtheoffense,wouldbestartingplaywith2nddown.

    Q. Therewillbeanareareferredtoasthetackleboxthatextends3yardsonbothsidesofthecenterandextending3yardsdeepintothebackfield.Noeligiblereceivermayalignwithinthetacklebox.

  • 5. ScoringA. 6pointsforTDB. 1pointforPATfrom3yardline,2pointPATfrom10yardline.C. 2pointsifateamreturnsaPATbackacrossthe45.D. Officialscoreiskeptbyfieldrefereeandgamemanager.

    6. TieBreakerA. Aftercoinfliptodeterminefirstpossession,teamswillalternate4downseriesfromthe15

    yardline.B. Awinnerisdeterminedwhenoneteamscoresduringitspossessionandtheotherdoesnot.

    (Federationrules).C. Ifasecondovertimeperiodisnecessary,eachteammustthengofortwopointsonthe

    conversionattempts.

    7. TimeA. 20minutehalves(continuousclockforeachhalfsee:startingthegame).B. Notimeouts.(Exception:Injuries.BothgamesontheFieldwillhaltuntilplayer(s)canbe

    removedassoonassafetydictates).C. 10minutehalftime/10minutesbetweengames.D. 7on7tournamentsrequirethatallgamesstart/endatthesametime.E. Teamsmustbeonsiteandreadytoplaywhenscheduled.F. Ifateam(s)arelateandcannotstartwhenthetournamentofficiallystarts,theywillbeginplay

    withwhatevertimeisleftonthetournamentclocknottoexceed10minutesof1sthalf.G. Forfeitwilloccurafter10minutesofthe1sthalf.H. Injurytimeoutsmayreducetheamountoftimebetweenhalvesand/orbetweengamesto

    maintainthegameschedules.

    8. SecondaryCoveragesA. Coveragewillbethechoiceofeachparticipatingteam.

    9. SquadMembers/TournamentFeesA. Players:Maximumof20playersperteam.Thisrulewillbestrictlyenforcedinallqualifying

    Tournaments!B. TournamentFees:

    1. Therewillbeaflatfeeof$300perteamforallDivisionItournaments.Thisisregardlessofminimumnumberofplayersontheroster.Maximumrostersizeis20players.

    2. Therewillbeaflatfeeof$250perteamforallDivisionIItournaments.Thisisregardlessofminimumnumberofplayersontheroster.Maximumrostersizeis20players.

    3. ADepositof$180mustbesenttotheSQThostschoolwhenregisteringforanSQTTournament.(Thisisanonrefundabledeposit).Remainderoffeepaidatonsiteregistration.

    C. Squadmembersmustbefromsameschool.(NoSelectTeams)D. Allparticipantsmusthaveatleastoneyearremainingofhighschooleligibility.E. Nooutofstateteamswillbeallowedtocompeteinastatequalifyingtournament.

    10.Officials

    A. 3RefereeFieldJudgeBackJudgeB. Timekeeper:Adesignatedofficialwillkeepthe4secondclock.C. Mayuse2officialsinSQTpoolplay.

  • 11.CoachesA. Nohighschoolcoachmayserveasacoachorstandwiththeteamonthesideline.B. Eachteammusthaveacoachaccompanyittoany/alleventstoserveasaschool

    administratorondutyfortheirparticularteam(s).Thisindividualisresponsiblefortheactionofthoserepresentinghisschool.

    C. Allhighschoolcoachespresentmustsitintheendzone.Nohighschoolcoachesareallowedonthesideline.

    D. Allteamcoacheswillwearanidentifyingtagforclarificationpurposes.Ateammaynothavemorethanfour(4)coachesonthesideline.

    12. FailuretoPayEntryFeeA. InallSQTsconsistingof16ormoreteams,therewillbeaflatrate$300perteamregardless

    oftheminimumnumberofplayers.Themaximumnumberofplayersis20.B. InallSQTsconsistingof8teams,therewillbeaflatrate$250perteamregardlessofthe

    minimumnumberofplayers.Themaximumnumberofplayersis20.C. TheseruleswillbestrictlyenforcedatallSQTs.Violationwillresultinadisqualificationfrom

    advancementtotheChampionshipRound.

    13. TeamAreaA. Noteamshallhaveadditionalathletesonthesidelineorintheteamtentpartiallydressedina

    teamuniform.(exceedingthemaximumof20thatarelistedontheroster)B. TheTeamZonewillbeanareaonthesidelinewhereonlyteammembersmaybeduring

    gameplay.Thiswillbetheareafromthe15yardlinetothe30yardline.PlayersandcoachesmaynotbeoutoftheTeamZoneduringgametime.

    14.QualifyingEligibilityStateQualifyingTournamentA. TeamsareeligibletoqualifyfortheTexasState7on7Tournamentbyplacing1stor2ndinan

    SQT.B. StateQualifyingTeamsthatfailtoparticipateinaSQTthattheyhaveregisteredforwithout

    priornotice,willbeeliminatedfromfurtherSQTplayandfromtheStateTournamenteveniftheyhavequalifiedfortheStateTournamentinapreviousSQT.

    C. PriorNoticeisdefinedasinformingthehostschoolbythe1stbusinessdayoftheweekoftheSQT.(SubjecttoBoardReview)Thetermofthedisqualificationisonecalendaryearfromthedateofthemissedtournament.

    D. AschoolmayonlyqualifyforthestatetournamentonceandtheyqualifyfortherespectivetournamentbasedontheSQTinwhichtheyfirstqualify.IfaDivisionIIschoolfirstqualifiesataDivisionISQTthentheywillbeaDivisionIcompetitorattheStateTournamentandmaynotadvancepastpoolplayinanyotherSQTregardlessofdivision.Likewise,ifaDivisionIIschoolqualifiesfirstinaDivisionIISQTtheywillcompeteintheDivisionIIstatetournamentandcannotadvancepastpoolplayinanyotherSQT,regardlessofdivision.

    E. TeamsthatMUSTparticipateinDivisionIarethosewithin5Aor6A(public)andtheSPCorTAPPSDivisionI(private).TeamsthatmeetthiscriteriaarenotpermittedtoparticipateinDivisionII.

    15. TournamentTieBreakerA. HeadtoHead,PointsScored,PointsAllowedwilldeterminethepoolwinnersorteamsto

    advance.B. Inathreewaytie,onlythescoresofgamesbetweenteamsinthetiewillbecounted.Oncea

    winnerhasbeendeclared,theremainingtwoteamswillrevertbacktoheadtoheadtobreaktheremainingtie.

  • C. Aforfeitwillbetreatedthesameasaqualifyingteaminabracket.Theteamforfeitingortheteamthathasqualifiedwillnotcountinthetiebreakerscenariowhendeterminingheadtohead,pointsscoredorpointsallowed.Inessence,abracketwithaqualifyingorforfeitingteambecomesathreeteambracket!

    16. FanSeatingA. FansMUSTsitbehindtheirteamwhentheyareplaying.However,afterthecontest,they

    mustrelinquishtheirpositiontothefansoftheteamscheduletoplay.B. Fansmaynotsitbehindsomeoneelsesteamduringacontest.

    NEWRULESFOR2015

    TeamsthatMUSTparticipateinDivisionIarethosewithin5Aor6A(public)andtheSPCorTAPPSDivisionI(private).TeamsthatmeetthiscriteriaarenotpermittedtoparticipateinDivisionII.

    TheTeamZonewillbeanareaonthesidelinewhereonlyteammembersmaybeduringgameplay.Thiswillbetheareafromthe15yardlinetothe30yardline.PlayersandcoachesmaynotbeoutoftheTeamZoneduringgametime.

    Therewillbeaflatfeeof$300perteamforallDivisionItournaments.Thisisregardlessofminimumnumberofplayersontheroster.Maximumrostersizeis20players.

    FansMUSTsitbehindtheirteamwhentheyareplaying.However,afterthecontest,theymustrelinquishtheirpositiontothefansoftheteamscheduletoplay.

    7ON7STATECHAMPIONSHIPTOURNAMENTS

    A. Thetournamentwillbedividedintotwodivisions:DivisionI(5A6ASPCTAPPSDiv1)andDivisionII(1A4Aothers)

    B. Eachdivisionwilldivideintosixteengroupsoffourandplayaroundrobin(3gameseachteam)C. Thetoptwoteamsfromeachpoolwillthenbeenteredintoa32teamsingleelimination

    championshiptournament.Theremaining32teamswillthenbeenteredintoasingleeliminationconsolationtournament.

    D. Ifthereisatieinpoolplay,headtoheadisthefirsttiebreaker,totalpointsscoredissecond,totalpointsallowedwillbethird.Afterthat,wewillflipacoin!Onceawinnerhasbeendetermined,wewillrevertbacktoheadtoheadtodeterminetheotherplaces.Note:ina3waytie,onlythescoresofgamesbetweenteamsinthetiewillbecounted.

    E. Ateamremovedfromanystatequalifyingtournamentforfightingwillnotbeallowedtoparticipateinthestatetournamentforthatparticularyear.

    F. Anyteamleavingthestatetournamentcausingforfeitureofascheduledgame,willresultinsaidteambeingkeptoutofallstatequalifyingtournaments
