Section 1: Overview INTRODUCTION The 2015 SANDAG On-Board Transit Survey involved two types of on-board surveys with bus and rail riders in the San Diego Service area: on-to-off counts and an origin-destination survey. Surveys were conducted on the Metropolitan Transit System (MTS) Bus, MTS Rail (Trolley), NCTD BREEZE, NCTD COASTER, and NCTD SPRINTER.

On-to-Off Count Surveys were intended to identify boarding and alighting patterns of transit riders as well as provide a basis for expanding the results of the Origin-Destination (OD) Survey. The OD Survey element consisted of detailed surveys covering travel behavior and demographics of riders. Both types of surveys were conducted aboard bus and rail routes. Overall, over 88,000 On-to-Off Counts Surveys and nearly 33,900 OD Surveys were completed.

Both surveys were carried out by ETC Institute on behalf of SANDAG between February 2015 and December 2015. The purpose of the study was to gather updated travel behavior data from transit users in the San Diego area that encompasses all San Diego County public transit services. The data will be used to help meet three goals:

• Support activity based model development, and compete for FTA New Starts funding

• Meet FTA Title VI Requirements

• Develop customer profiles for transit agency planning and marketing purposes.

KEY FINDINGS This report represents the ridership profile for NCTD SPRINTER. There are separate reports for MTS Bus, MTS Rail, NCTD BREEZE, NCTD COASTER, and the entire regional system as a whole.

The main objectives of the 2015 On-Board survey analysis were two-fold: (1) examine the demographics, and (2) examine the travel behavior characteristics of transit riders. The survey data used for this analysis was appropriately weighted and expanded to represent the trips made by San Diego County transit riders.

Some important findings from the analysis of the NCTD SPRINTER riders are summarized below:

• Thirty-seven percent (36.9%) of NCTD SPRINTER riders were on trips between home and school.

• Seventy-one percent (71.3%) of NCTD SPRINTER riders use transit four or more days a week.

• Sixty-one percent (60.9%) of NCTD SPRINTER riders are employed on at least a part-time basis.

• Sixty-two percent (61.3%) of NCTD SPRINTER riders are between the ages of 19 and 34.

• Walking all the way is the dominant access and egress mode for all NCTD SPRINTER riders, on average 74.4%.

• Fifty-nine percent (58.9%) of NCTD SPRINTER riders Annual Household Income is below $40,000.

SUMMARY OF METHODOLOGY The survey instrument for the OD survey was designed to be administered as a face-to-face interview using tablet PCs or printed surveys.

The tablet PCs have an on-screen mapping feature that allows for real-time geocoding of addresses and places using either address, intersection or place searches based on feedback from respondents. The respondents can

then confirm the geocoded location based on the on-screen map that shows the searched address/location via a Google Map indicator icon. In addition to using the mapping feature to collect the major survey location’s geo coordinates (home address, origin address, destination address, boarding location, alighting location), the tablet PC also allows the surveyor to walk through each question with the respondent to answer any questions as well as to ensure the quality of the data collected. The respondent can also press the answers to the questions during the demographic section in order to allow for more privacy. (See Tablet/Paper Version Survey: Appendix A of the San Diego Region report).

Respondents who did not have time to complete the survey during their bus trip were also given the option of providing their phone numbers for follow-up. Those who provided their phone numbers were then contacted by ETC Institute’s call center within three days of the original attempt to gather the remaining information needed. The vast majority of records were able to be completed on-board, only a handful of records were completed by phone.

Bilingual interviewers were also hired to administer the surveys on tablet PCs in Spanish. Ultimately, only a handful of surveys were completed in Spanish for the Sprinter.

ORGANIZATION OF THE REPORT The report is organized into the following sections.

• Section 2: A comparison of survey findings to the general population. • Section 3: System-level findings with 2009 On-Board Survey comparisons • Section 4: Survey results with key demographic cross-tabs. • Section 5: Maps of rider’s travel patterns on each route.

Section 2: Population Comparisons This section compares NCTD SPRINTER ridership trends with population trends. It shows the overall change in boardings, ridership, and population by ethnicity, income, and age. The source used for populations trends comes from the SANDAG Current Estimates. Data on boardings is from the SANDAG Passenger Counting Program. All Don’t Know/Refusals have been removed for comparison.

Ridership and Population

Between 2009 and 2015, population in the City of San Diego increased by 1.0 percent, the regional population increased 1.7 percent, the service area population rose 4.5 percent, and NCTD SPRINTER ridership increased by 29.6 percent. NCTD serves a region with a population of 930,825.

Ridership Residences

Approximately ninety-seven (97.4%) percent of NCTD SPRINTER riders said they lived in the San Diego County area. Approximately one percent (0.57%) said they were residents in Mexico.

Section 3: System-Level Trend Comparisons This section contains graphical representations of the survey results for the NCTD SPRINTER system. This section is followed by demographic and route-specific breakouts (Sections 4 and 5). All Don’t Know/Refusals have been removed for comparison.

Trip Purpose Comparison

Thirty-six percent (36.9%) of transit trips were between home and school, while 26.1% of trips were between home and work. The variation between routes regarding trip purpose can be large (see route comparisons in Section 5).

Transfer Comparison

Forty-seven percent (47.4%) of transit riders did not make a transfer along their one-way trip, and 36.2% of transit riders indicated they would make one transfer along their one-way trip.

Ridership Frequency Comparison

Seventy-two percent (71.3%) of transit riders used transit four days a week or more, while just 4.9% of transit riders indicated they use transit less than once a week on average.

Nineteen percent (18.1%) of transit riders did not have a working vehicle available, compared to 21.5% of transit riders with one vehicle and 60.4% of riders with 2 or more vehicles.

Of those riders with at least one or more vehicles in their house, forty-one percent (43.4%) of transit riders could have used one of their vehicles to make their one-way trip.

Gender Comparison

Of all NCTD SPRINTER transit passengers, fifty-seven percent (57.9%) were male and forty-three percent (42.1%) were female.

Age Comparison

A majority (61.3%) of NCTD SPRINTER transit riders indicated that they were between the ages of 19 and 34. Eight percent (8.9%) were 18 years of age or younger and seventeen percent (15.7%) were age 50 or older.

Thirty-eight percent (38.4%) of all NCTD SPRINTER transit riders identified themselves as Hispanic/Latino, 38.8% identified themselves as White, and 12.3% identified themselves as other.

Of those riders that indicated they spoke another language besides English at home, nearly ninety-six percent (95.9%) indicated they spoke English Well or Very Well, and 4.1% indicated they spoke English not very well or not at all.

Of all NCTD SPRINTER transit passengers, nearly sixty percent (58.9%) reported annual household incomes below $40,000. Fourteen percent (13.6%) reported an annual household income of $75,000 or more.

Of all NCTD SPRINTER transit passengers, nearly seventy-six percent (75.7%) rated the SPRINTER service as good, 21.0% indicated it was average, and 3.4% said it was poor.
