REPORTING DAMAGE TO SCHOOL PROPERTY
The school playgrounds are used by many children of the district. The greater percentage of these children are careful to avoid the destruction or defacement of school property. However, since there are a few who abuse their privileges, the cooperation of all parents and children is needed in helping to reduce vandalism.

Should it be necessary to close school due to weather conditions or other emergencies, announcements will be made over the following radio stations:

Valley Stream UFSD thirteen GoalS
Valley Stream UFSD Thirteen is committed to meeting the needs of all students. In compliance with federal and state law, the district offers comprehensive programs for students with disabilities. The district’s Committee for Preschool Special Education (CPSE) meets to review results of evaluations completed for children between the ages of 2 and 5. The district’s Committee of Special Education (CSE) meets regularly to evaluate school-age students and to make recommendations for programs including, but not limited to, related services of speech, occupational therapy, physical therapy and counseling, as well as resource room, inclusion and special class programs. If you believe your preschool or school-age child may be in need of an evaluation, please contact the Office of Special Services at 516-568-6260.
All non-English speaking or Limited English Proficient students who enter the district’s schools are tested and evaluated for the English as a New Language Program. Parents are informed of ENL class placement and are invited to attend an orientation early in the school year in which the program is described.
Enrichment is offered for all students within their classrooms; however, the district’s Gifted & Talented Program services identified students in grades 4-6 in a pull-out model. Students are selected using multiple criteria. Prior to admission to the program, parents are informed of the recommendation and consent is obtained.
The district ensures confidentiality of personally identifiable data and information or records pertaining to a student with a disability. Parents have the right to access their child’s records and may do so by contacting the Assistant Superintendent for Special Services.

KinDerGarten reGiStration
A child must be 5 years old by December 1 of the year in which he or she begins kindergarten. Kindergarten registration is held at the school the child will attend in November of the year prior to entrance.
Kindergarten registration takes place throughout the year at the Registration Office located at Memorial Junior High School, One Kent Road, Valley Stream. Please follow the information below to register new students. Records needed for registration are certificate of birth and proof of residency in Valley Stream UFSD Thirteen. New residents may register school-age children by obtaining a registration packet from their school district website at www.valleystream13.com or by calling the Central Registration Office at 516-872-5674. Upon completion of the packet, an appointment must be made with the residency officer for review before the student is able to attend school. Students entering sixth grade must show proof of varicella vaccine or proof of disease signed and stamped by the doctor.

The district utilizes an electronic point of sale system that allows students to have more time to enjoy their meals and gives parents the ability to track their child’s purchases, charges and prepayments.
Students may purchase any of the full lunches offered on the menu using the balance in their electronic account. They will be guaranteed lunch without having to worry about bringing lunch money. Students eligible for free or reduced-price lunch use the same electronic system.
Please contact the main office of the student’s school for details. Students approved for reduced-price lunch may establish a prepaid account.

Bus service will be provided as follows:
Kindergarten through third grade: pupils residing one-half (1/2) mile or greater from the school they attend; fourth through sixth grades: pupils residing one (1) mile or greater from the school they attend.
The above applies equally to private, parochial and public school students. Bus route information for the public school is mailed out directly from the school the child attends.

Pupils attending schools out of the district are eligible for transportation if the distance to the school is not more than fifteen (15) miles. New York State law requires transportation requests for the following September to be filed on or before April 1

CODE OF CONDuCTThe Board of Education is committed to providing
a safe and orderly school environment where students may receive, and district personnel may deliver, quality educational services without disruption or interference. Responsible behavior by students, teachers, other district personnel, parents or guardians and other visitors is essential to achieving this goal.
The district has a longstanding set of expectations for conduct on school property and at school functions. These expectations are based on the principles of civility, mutual respect, citizenship, character, tolerance, honesty and integrity. The Board recognizes the need to clearly define these expectations for acceptable conduct on school property, identify the possible consequences of unacceptable conduct, and ensure that discipline, when necessary, is administered promptly and fairly. To this end, the Board adopted a district code of conduct. The code of conduct and versions written in age-appropriate language are available in the main office of each school and on the district website, www.valleystream13.com.
Unless otherwise indicated, this code applies to all students, school personnel, parents or guardians and other visitors when on school property or attending a school function.
Dignity for All Students In July 2012, the Board of Education adopted the Dignity for All Students Act. The Board of Education is committed to providing an educational and work environment that promotes respect, dignity and equality for all. The Board recognizes that harassment and bullying are detrimental to student learning and achievement. This behavior both interferes with the mission of the district to educate its students and disrupts the operation of district schools. Such behavior affects not only the students and employees who are its targets, but also those individuals who participate in or witness such acts.
The Board expects students to conduct themselves in an appropriate manner for their respective levels of development, maturity and demonstrated capabilities, with a proper regard for the rights and welfare of other students and school staff, the educational purpose underlying all school activities and the care of school facilities and equipment. The Board believes that the most positive school climate is one that is culturally sensitive and which models positive behavioral interactions that clearly show there is no tolerance for antisocial behaviors
such as bullying, harassment and discrimination. To this end, the Board strictly prohibits all forms
of harassment by district employees, students and volunteers against students including, but not limited to, hazing, bullying, cyberbullying and sexting, which may occur on school grounds, on school buses, while using school property or at off-campus school functions. The Board also strictly prohibits any harassment including hazing, bullying, cyberbullying and sexting that occurs off-campus and endangers the health and safety of students or staff members, substantially disrupts the educational process, or creates a reasonably foreseeable risk of such disruption. Conduct which is of such a severe nature that it either has or would have the effect of unreasonably and substantially interfering with a student’s educational performance, opportunities or benefits, or mental, emotional and/or physical well-being, or reasonably causes or would reasonably be expected to cause a student to fear for his or her physical safety, is expressly prohibited. When harassment is of a sexual nature, Board Policy No. 0110 provides additional information and clarification on student, staff and district responsibilities in this area.
