2016 Year in Review

The Institute had many andvaried activities in three pillarsof service: Immersion,

Investment and Inclusion. In all, our93 staff provided services to 8,149clients. 1,218 volunteers assisted byproviding nearly 22,500 hours ofvolunteer service.

Due to a White House initiative toincrease refugee sponsorships,refugee arrivals surged by more than40% for the year to 1,158. Clientsrequired more support than staffcould provide. So, we recruited andtrained more than 100 CommunityEngagement volunteers. Theyprovided more than 2,750 hours ofwelcoming services to clients andprogram support. Forty-six medicalvolunteers provided immunizations, health screenings, and more.

Due in part to the presidential election cycle, anti-immigrant,anti-refugee rhetoric was widespread, especially on the state andnational levels. We redoubled our efforts to help St. Louisansbetter understand and appreciate refugees and immigration. Inall, we offered more than 300 presentations and trainings to10,000 St. Louisans, including Leadership STL and CORO classes, aswell as local health facilities, businesses, schools, and governmentoffices. We provided 80 tours of our campus; posted almost 400stories and information pieces on our Facebook page, reaching4,300 Friends; and grew our email subscriptions to more than7,000 with an “open rate” of more than 22% for our news briefs.

During the year, several organizations recognized the work of theInstitute. In February, the Institute received the Arcus Award forAchievement in Inclusion & Talent Attraction. In May, our Citizenship Program was recognized with a “What’s Right withthe Region” Award by FOCUS STL. In December, I was honored to receive the St. Louis Award, presented by DavidKemper. Local philanthropist David P. Wohl established the award in 1931.

We focused much of our efforts during the year on producing the Institute’s 2016-2018 Strategic Plan. The final plan setsforth key strategic metrics and dashboards with leading indicators, which now form the core of our messaging,programs, and employee performance goals.

By year’s end, it was clear that the unexpected results of the November Presidential election would negatively impactmany federal programs including refugee resettlement.

Our resettlement program continued to help refugeesbuild new lives in St. Louis. In the first hectic months afterarrival, we addressed basic needs for sponsored refugees,including food, housing, clothing, transportation,interpretation, medical access and orientation to the USand St. Louis. New arrivals joined programs with thousandsof other clients to learn English, become more self-sufficient, and to eventually take their places as fullyparticipating St. Louisans of immigrant heritage.

This year, we rapidly and substantially expanded ourservices to address a 40% increase in refugee resettlementsponsorships. Approximately 50% of the 325 cases arrivedin the final four months of the fiscal year. Additionalvolunteers attracted through the newly formed CommunityEngagement Program helped ease staffing pressures.However, the need for more client housing, especially forlarge families, and classroom space was acute. As a result,we had no choice but to house more families longerdistances from the Institute than usual.

To keep English language learning as accessible as possible,we added off-site English classes at St. Louis Association ofCommunity Organizations. SLACO is located in the vicinityof several housing complexes where a substantial numberof new arrivals lived. Arts projects for refugee childrenand a concert by Arda of the St. Louis Symphony were alsoheld at the SLACO offices. A generous donation in thememory of Ellen Post enabled us to reintroduce our Bridge-to-College English preparation classes.

A few short months after their arrival, we helpedimmigrants and refugees get jobs. Prior to firstplacement, many new arrivals enrolled in our state-certified training programs: Alterations and IndustrialSewing or Hotel Housekeeping. We have additionaltraining in Certified Nursing Assistant.

In all, we made 594 job placements during the year at an average starting wage of $9.40. More than 80% were full time jobs; 67% included employer-providedhealth insurance.

In 2016, we launched the International Institute Center forCareer Advancement (IICCA). IICCA includes our CareerAdvancement for Immigrant Professionals (CAIP), offeredfor foreign-born professionals with university degrees fromabroad. Other features include Career Pathways services,mentoring programs, and special learning opportunities. Inspring 2016, the IICCA hosted World Education Service(WES) and IMPRINT, re-credentialing and training expertsfrom New York, for a two-day learning session withInstitute collaborators including St. Louis CommunityCollege.

Refugees and immigrants also prepared for their USCitizenship application and test. We offered beginning,intermediate- and advanced-level classes along with atelephone-based tutorial program. In May, our CitizenshipProgram received a “What’s Right with the Region” Awardfrom FOCUS STL.

Computer training, Michigan test services, and HigherEducation counseling were also provided. Ourcollaboration with the TRIO Educational OpportunityCenter continued.

care access, health literacy, and family conflict. We referred clientsfor substance abuse and persistent mental illness. Counselingfocused on forced migration trauma which affects all areas of well-being. Elderly Services conducted quarterly events for refugees age60+ on a range of topics, including Medicare, weatherization,disaster preparedness and utility assistance.

We continued oversight of two Rescue and Restore Coalitions whichraise awareness about human trafficking and help link possiblevictims to service providers. Our region includes all of EasternMissouri plus a program in Southeast Missouri.

Our two Immigration Specialists continued to assist clients toprepare immigration applications. Our focus is on helping clientswith paperwork associated with Lawful Permanent Residence, USCitizenship, refugee family reunification, and travel documents.

We also continued to resettle refugees through IISTL’s branch officein Springfield, Missouri, since a number of refugees with overseasrelatives were now living in Southwest Missouri. In all, 123 refugeeswere settled during the fiscal year. Also, through spring, weprovided cultural competency and health literacy education tohealth providers in rural McDonald County through partnerships withMcDonald County Health Dept. and University of Missouri-Extension.

The International Institute Community DevelopmentCorporation (IICDC) is a wholly owned subsidiary of theInternational Institute. IICDC is a certified CommunityDevelopment Financial Institution (CDFI) created with twooverarching goals:

• Increase the number of immigrant entrepreneurs in the region, and

• Help our clients become bankable.

Immigrants and refugees are at high risk of being under-banked, although they are 60% more likely to be entrepreneurs in St. Louis. While our clients do not qualify formainstream lending, they have the skills and experience tobecome successful entrepreneurs.

We use a combination of public and private fundsto help immigrants realize their American Dream.With the capital and business developmentassistance provided by IICDC, our clients’businesses help stabilize families, create jobs, andstrengthen the St. Louis economy.

IICDC offers micro-loans of up to $15,000 torefugee entrepreneurs, utilizing funding from theOffice of Refugee Resettlement (ORR), DHHS. Asecond fund, capitalized with financing provided byfour local banks allows us to offer microloans of upto $35,000 to immigrants. This fund also enables usto leverage refugee loans.

Our culturally sensitive underwriting process includessubstantial hands-on technical assistance to help ourclients develop business plans, build and repaircredit, and prepare financial projections.

In 2016 we managed more than 100 loans,including 50 new loans totaling more than$300,000. Clients used these funds to start orstrengthen business, including used car sales, taxisand Uber, restaurants and bakeries. The table onpage six, prepared by the St. Louis RegionalChamber utilizing IMPLAN data analysis modeling,demonstrates the financial contribution of IICDC-assisted businesses in our community.

We also operated the Women’s Entrepreneur Loan Fund (WE Fund). The fund provides buddingfemale entrepreneurs with access to low interestloans up to $1,000 for up to 18 months. To date, 33women-owned businesses have been supported bythe WE Fund.

An example is Jacqueline. She saw other womenentrepreneurs in the African community increasetheir income by selling traditional clothing. Wehelped her prepare her first business plan,connected her to a successful WE fund graduatefor mentorship, and provided her with start-upseed money.

We also offer matched savings accounts in theIndividual Development Account (IDA) Program.Clients can leverage their savings to obtain a dollar-for-dollar match toward acquiring assets, includinghomes, reliable cars, post-secondary educationtuition, and a new or expanded small business.

In 2016, 21 IDA accounts were opened for a total of 120 matchedaccounts. These savers made monthly deposits toward anaggregate savings goal of $342,000.

We also coordinated submission of 603 state and federal incometax returns in our VITA sponsored Earned Income Tax Credit(EITC) filing service. This free service helped St. Louisans, ofwhom 69% were foreign-born, obtain accurate information andfile their returns. On average, beneficiaries received almost$1,260 in tax refunds. In total $665,000 in federal and $176,000in state refunds were filed.

The International Institute Global Farm (IIGF) program teachesrefugees how to raise healthy and family-friendly produce forpersonal use in Missouri’s climate and how to sell excess producefor supplemental income. This year we expanded our SeasonExtension training for participating farmers. In the trainingfarmers learned how to protect their crops from fall frost toprolong the growing season.

With grants from St. Louis Philanthropic and Missouri Departmentof Agriculture, we added greenhouse growing to the training. Thisallowed our farmers to get an earlier start on the growing season,increasing yields and training them for jobs in area greenhouses.

During the 2016 growing season, 42 families maintained plots atIIGF farm locations. They also received training and materials togrow at home. Due to limited space, most families grew healthyfood for personal consumption rather than for resale. Two IIGFfarmers fed their families and still had nearly one ton of produceto sell.

The International Institute Community Development Corporation(IICDC) was founded in 2006 to increase micro-lending to St. Louis’immigrant entrepreneurs, who are underserved by traditionalfinancial institutions. The IICDC is a wholly-owned subsidiary of theInstitute with separate 501(C)(3) tax exempt status.

IICDC is recognized as a certified Community Development FinancialInstitution (CDFI), by the US Dept. of the Treasury. As such, it makesloans to under- and un-banked individuals in economically-distressed target markets. By using pooled loan funds provided byour partner banks, we meet community needs. Banks receiveCommunity Reinvestment Act (CRA) credit for their participation.

The Institute’s Economic Development employees serve as loanofficers for the IICDC pooled loan fund. The Institute’s Senior VP forPrograms has served as President of the IICDC.

The IICDC pooled loan fund enables us to make loans up to $35,000to immigrants, including refugees. Our banking partners (Carrollton,Midwest, PNC, and Bussey) have helped us carefully build ourportfolio by contributing to our pooled loan fund, providingvolunteer time, and serving on our Loan Review Committee.

In 2016, the IICDC processed more than 100 micro-loans of which 50were new. Repayments totaled $234,788 in principal and interest.The outstanding balance in our loan fund as of December 31 was$362,030. Since the inception of our micro-lending program, wehave disbursed $2.11 million in the form of 294 loans.

We are grateful to Bank of America, MasterCard, Citi and TIAA-CREF,all of which contributed funds that allowed us to provide in-depthtechnical assistance to our clients in business accounting and alsohelped us conduct a satisfaction survey of our clients.

As new Americans become integrated in the broader community, theywant to share their arts and culture with all St. Louisans. Among themost popular venues is our annual Festival of Nations – the largest,most diverse multi-ethnic educational opportunity in our region.

This year, Festival of Nations was held on August 27 and 28 in TowerGrove Park. More than 140,000 visitors attended. Saturday was ourlargest single-day turnout ever.

We welcomed back Wells Fargo Advisors as Festival of Nation’sPresenting Sponsor. WFA presented a $50,000 check to IISTL onSaturday on the Wells Fargo Forest Stage. Wells Fargo Advisors andseveral of their employee affinity groups support the festival and theInstitute’s volunteer program. The company also provided dozens ofvolunteers at the festival and at other Institute activities throughoutthe year.

We continued to work to educate St. Louisans and people all aroundthe nation about refugees and the complexities of the USimmigration system.

During the year, we provided 218 speeches, trainings and tours to10,068 community members in social service, faith, business, health,and other settings. Fourteen group trainings were conducted inSt. Louis and around the nation to help businesses become moreculturally competent.

Anna Crosslin continued to play a leadership role in the STL MosaicProject, a city-county initiative with a rapidly growing nationalpresence. Data released by the American Community Surveyreflected that the St. Louis region’s foreign-born population grewby 8.9% between 2014 and 2015, making the region the fastestgrowing of the 20 largest metros. While the annual pace of thegrowth of the foreign-born population can fluctuate widely fromyear-to-year, the 2015 figures demonstrated that the region washeading in a positive direction.

The Emerson Hall of Nations welcomeddozens of large meetings and eventsincluding two US Citizenship ceremonies,training and outreach by World EducationServices (WES), Leadership STL’s annualimmigration day, and a visit from officialsof Global Detroit.

Anna Crosslin also served as localcoordinator for the WelcomingCommunities Transatlantic Exchange(WCTE), which explored refugeeresettlement strategies in the US andGermany. A German delegation visitedSt. Louis in April, and Executives of FOCUSSTL, the Missouri History Museum, the STLMosaic Project, and the IISTL traveled toGermany in September for the exchange.

After the Presidential elections, staff stepped up theircommunity outreach in the face of more overt anti-refugeeand anti-Muslim hostility. We hosted press conferences toupdate the media. We also made frequent communitypresentations. The International Institute’s web sitecontinued to serve as the most visited St. Louis location for

current and accurate information about the continuingSyrian refugee crisis and refugee resettlement issues.

Our staff and student interns posted 385 stories onFacebook, Twitter and other social media sites. Storieswere reposted and retweeted thousands of times.

The Institute was featured or mentioned 77 times inregional, national, and international media.

Our 97th Anniversary Celebration

On Nov. 13, IISTL staff and volunteers hosted an OpenHouse to celebrate our anniversary with a variety ofimmersive experiences for children and adults. Starting inthe gym, we invited guests to visit a refugee camp tent,sized to fit a family of four. Guests had to choose whichitems to take with them when they fled their homes andhow to use the gallon of water allocated to each familyweekly at the refugee camp. The event also included alanguage lesson and even a mock US Citizenship test.

Businesses Support Refugee ResettlementWe are grateful to a number of St. Louis businesses, which raisedfunds to help support the Institute’s refugee resettlement program.Of special note are fundraisers by Rooster and Lulu’s Local Eatery,both popular S Grand restaurants, as well as by The Royale onKingshighway and Tick Tock Tavern in Tower Grove East. In 2016, the Institute received more than $65,000 of in-kind donations.

Donations of new and gently used items from local communitymembers are valuable. We were able to more adequately supplyfamilies with items they needed to get settled into their newhomes. Furniture, personal care items, clothing, and householdsupplies were essential in providing a warm welcome to our NewAmericans when they first arrived in St. Louis.

Our Adopt-A-Family (AAF) program received tremendous supportfrom families, schools, businesses, and religious and civicorganizations. The Institute is able to supply families with onlyminimal necessities when they first arrive. The AAF program offersextra assistance at a time when the burden of heating bills andwinter clothing requirements can be high. The program also servesas a way for the community to learn about a refugee family andwelcome them to our city.

In total, 62 newly arrived refugee families received more than$46,000 in AAF support. It came in the form of rent and utilityassistance, clothing, household items, school supplies, furniture,bicycles, toys, and more.

More than a dozen faith-based groups and businesses participatedin our popular Community Lunch series. Held quarterly in 2016,four or five groups banded together for each event. They provideda welcoming lunch for students and clients at the InternationalInstitute. It was a chance for our newcomers to relax and chat withtheir hosts before heading back to afternoon classes.

In addition, 1,218 volunteers provided nearly 22,500 hours ofvolunteer service in 2016. Clients required more support than staffcould provide. So we recruited and trained more than 100Community Engagement volunteers. They provided more than 2,750hours of welcoming services to clients, including home visits, aswell as program support. Forty-six medical volunteers providedimmunizations, health screenings, and more.

Volunteers tutored English students, conducted mock citizenshipinterviews, toiled in our two urban gardens, showed clients how touse public transportation, prepared taxes, and helped variousdepartments reorganized in the midst of rapid resettlementexpansion. More than 400 of the volunteers came out in the August

heat to ensure 140,000 St. Louisans enjoyed ethnic food,music, and dance at our annual Festival of Nations.

Some of our most dedicated volunteers were part of thenationwide AmeriCorps and VISTA programs. In 2016, 18AmeriCorps and VISTA served full-time for 11 monthsalongside staff in our EconomicDevelopment, Education, WorkforceSolutions and Client Servicesdepartments. They arranged clientmedical appointments, provided lifeskills training, prepared apartmentsfor newly arrived refugees,welcomed arrivals at the airport, enrolled children inschool, recruited and trained farmers, prepared resumesand training curricula, arranged immunization clinics andmuch more!

Junior Board Increases Impact

The Junior Board of the International Institute works to raiseawareness of the agency and the importance of immigrants in ourregion. They support Institute clients and programs throughfundraising and events. These events include Happy Hour fundraisersand our annual Trivia Night, which yielded more than $11,500 forInstitute programs. The Junior Board also provides essential volunteersupport for other Institute-sponsored events, including Festival ofNations and our annual Thanksgiving Dinner Celebration.

This year, the Junior Board expanded the Holiday Craft Bazaar, adding apreview on Friday evening with live music providing the perfectambiance for shopping. Held in the Institute’s gym at the beginning ofthe holiday season, the event featured local vendors selling unique craftsfrom countries around the world, kids’ crafts, hot drinks, and foodtrucks. Join us for our 2017 event on December 1 - 3!
