2016 Annual ReportAlexandria Police Department
Dear Alexandria,
On behalf of the women and men of the Alexandria Police Department, I present the 2016 Annual Report. I am pleased to announce that total Part I crime decreased 4% in calendar year 2016 versus 2015, except in homicides and auto thefts. Alexandria continues to experience historic crime lows.
The decreasing crime rate reflects well on our community and the hard work of the employees of the Alexandria Police Department and our partners. While the report contains the statistical information shared with the FBI, it also includes highlights from each bureau with the Alexandria Police Department.
Three additional homicides occurred in Alexandria in 2016 than in 2015 (from four to seven), and six of the seven homicide cases have been closed. This is a challenge for our officers, as a loss of life is the most serious offense that the Alexandria Police Department investigates.
I promise that we will continue community outreach in 2017. The Alexandria Police Department realizes that in order to remain a safe city, we must establish strong relationships in the community. By working together and strengthening our community partnerships, we can keep Alexandria a safe city for all those who live, work and visit here.

APD made arrests in two homicide cases from 2016. Arrests were made in the homicide of Jose Luis Ferman Perez, which occurred on November 9, 2015, and the December 4, 2015, homicide of Eduardo David Chandias Almendaraz. The incidents were not connected, though both homicide cases involved suspects who were gang members.
Chris Wemple III and Shahram Fard were both promoted from the rank of Captain to Deputy Chief of Police on February 4, 2016. Deputy Chief Wemple joined APD in 1991. He worked in all four bureaus throughout his career. Deputy Chief Fard joined APD in 1995. He was the Patrol Sector 3 Division Commander and the Criminal Investigations Division Commander.
Officer Tarek Helmy was named “CIT Officer of the Year” for his assistance to a disruptive and disorderly woman. Officer Frank Powers was honored for the “CIT Intervention of the Year” for diverting the case of a former U.S. Marine, suffering from PTSD and suspected of property destruction, away from the criminal justice system and into appropriate treatment.
Alexandria Police charged a suspect in connection with the homicide of Melaku Abraha, who died on April 1, 2016, from injuries sustained during a robbery that occurred in the 200 block of South Alfred Street in March 2016. George McGee, II, 22, of Capital Heights, MD, was charged with Murder and Robbery on April 12, 2016.
APD honors and remembers fallen law enforcement officers during Police Week each year. Officers attend the Annual Blue Mass in Washington, D.C. and the department holds wreath layings at the Alexandria Fallen Officer Memorial and Waterfront Park. A memorial service is also held at a local church for officers and the
APD held three community walks around Alexandria during June 2016. Chief Cook, command staff, and officers walked through Andrew Adkins, Arlandria and Del Ray on separate evenings to meet with residents and address any concerns they had.
Alexandria Police charged a suspect with the homicide of Saquan Hall, who died from injuries sustained during a shooting that occurred in the 1000 block of First Street on Saturday, July 2, 2016. Dijuan Clark, 30, was apprehended on July 21, 2016, in another state for the murder in Alexandria.
On August 2, 2016, the Alexandria Police Department partnered with City officials to celebrate the 33rd Annual National Night Out. The celebration is part of a nationwide crime and drug prevention effort sponsored by the National Association of Town Watch (NATW). More than 30 neighborhoods/sites across Alexandria participated.
On September 17, 2016, APD participated in the annual Dulles Plane Pull, which benefited Special Olympics. A record number of teams registered and raised an estimated total of $325K. The APD team raised $4,398.17 and were the fifth highest fundraising team! The APD Team completed our plane pull in 6.393 seconds.
On October 21, 2016, the COPS (Community Oriented Policing Section) Unit and Alexandria Police Foundation hosted the first Annual Scary Haunted Cemetery at Charles Houston Recreation Center. It was a great opportunity for area children and teens to participate in a fun seasonal activity with their local officers.
APD hosted its first “Friendsgiving” on November 22, 2016. This event brought together local faith leaders, community leaders, residents, and property management. A big thanks to the Alexandria Police Foundation, Alexandria Department of Recreation, Parks & Cultural Activities, and My Father’s House congregation for making it all come together.
APD Captain Shirl Mammarella graduated from the FBI Nation Academy, one of 225 graduates in the academy’s 266th Session. The National Academy Program is held at the FBI Academy in Quantico, Va, and consists of 10 weeks of coursework in intelligence theory, terrorism, law, behavioral science, law enforcement communication and forensic science.

Patrol Operations Bureau
The Patrol Operations Bureau provides a range
of services, from preliminary investigations
of major crimes, to problem solving complex
quality of life issues. Officers are assigned to
one of three patrol sectors. While on patrol,
officers are focused on providing outstanding
public service, with an emphasis on proactive
responses to neighborhood crime and public
order issues. Here are some 2016 highlights:
United States Attorney General Loretta E. Lynch (2015-2017) announced the
recipients of the inaugural Attorney General’s Awards for Distinguished Services
in Community Policing. Alexandria Police Officer Bennie Evans was one of 12
law enforcement officers from nine jurisdictions across the country honored at
the ceremony. Officer Evans was selected for the way he embraces community
policing during field operations and through voluntary participation in projects
for the police department and local nonprofit organizations. He also serves
as the department’s homeless outreach liaison. He works to help residents in
need and has helped build trust in the communities he serves. Officer Evans
has successfully de-escalated numerous violent and attempt suicide calls for
service.
The Alexandria Police Department, in partnership with the Alexandria Sheriff’s
Office, Alexandria Fire Department and the Department of Recreation, Parks and
Cultural Activities, is committed to engaging our community through a variety
of ways. In 2016, officers were involved in numerous charitable endeavors
including providing book bags and haircuts before the school year, holiday
meal giveaways at Thanksgiving, and a toy delivery at Christmas. Officers also
brought activities and events into neighborhoods with several community walks,
the APD ice cream cart, and our first spring egg hunt.

The Operations Support Bureau supports APD through
specially trained units such as canine, motors, school
resource officers, parking enforcement, school crossing
guards, Special Operations Team (SWAT), hostage
negotiators, crash reconstruction and hack inspection.
It is responsible for the Incident Command System
(ICS) and is National Incident Management System
(NIMS) compliant. Here are some 2016 highlights:
In 2016, K9’s Chance, Gage, XigXag, Trajan, Zara, Stryker and Czekaj received ballistic
and stab-protective vests thanks to charitable donations from the nonprofit organization
Vested Interest in K9s, Inc. This charity provides protective vests and other assistance
to dogs in law enforcement and related agencies. The program is open to dogs actively
employed in the U.S. with law enforcement or related agencies who are certified and at
least 20 months of age.
APD took delivery of a new Mobile Command Center in 2016. The mobile command
center was built by Farber Specialty Vehicles. The project took approximately 1.5 years
from design to delivery. The bus provides an office in the field when responding to
events, providing—computers, telephones, and protection from the environment. The
mobile command center has already been used for several special events, assistance to
the Fire Department, and mutual aid to the Fairfax County Police Department.
Administrative Support Bureau
The Administrative Services Bureau is responsible for personnel recruitment and training, facilities, policy and accreditation, and technology, data and analysis. This includes the Records Management Systems (RMS), tactical computers, crime analysis, security management and maintenance. This Bureau also oversees the Information Services Section, which provides criminal history records, warrants, and accident reports. Here are some 2016 highlights:
On June 15, 2016, APD was re-accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) for the “Gold Standard Assessment.”
APD was found to be in compliance with all applicable 480 standards in the areas of policy and procedure, administration, operations and support services. The decision to re-accredit was granted by CALEA’s 21-member Commission Board at a public hearing following a review of the presented documentation. The Department was successfully re-accredited for the ninth time since 1986. The Department will maintain an accredited status until it is required to undergo the process again in April 2020.
In 2016, staff within the Administrative Services Bureau (ASB) continued preparations for the transition to a new Records Management System (RMS) and a new electronic Field Based Reporting (FBR) system. These technologies allow staff to capture information through the completion of police incident reports, crash reports, citations, and more. These systems ensure data is timely, accurate, secure, and readily accessible. The new RMS/FBR replaces a 15+ year old system with newer technology, better system infrastructure, and increased reliability. It also allows APD to easily share appropriate information with our law enforcement partners and the community.

Here are some 2016 highlights:
APD purchased a Full Spectrum Imaging System (FSIS) in 2016.
It is the most advanced image capturing system currently
available. The FSIS will digitally capture a high-resolution image
in all spectrums and display it in real time. Although the key
feature is viewing and capturing untreated latent prints; FSIS is
also able to view and capture altered documents, urine, semen,
saliva, blood, primer residue, footwear, untreated latent prints,
fumed prints, dye-stained prints, and more.
Alexandria Police made an arrest in a series of bank robberies
that occurred in Alexandria during April 2016. Budder Khan,
26, of Arlington, was arrested on May 12, 2016, for two counts
of Robbery. Detectives investigated the case and through
collaboration with the FBI and Arlington County Police were
able to identify and apprehend the suspect. Khan was charged
with the robbery of SunTrust Bank (April 18) and Wells Fargo
Bank (April 28).

Public Information Office
The Alexandria Police Department Public Information Office operates on the understanding that social and traditional media are important and valuable resources for keeping the Alexandria community informed of serious crimes, safety issues and department events. Public Information Officers (PIOs) respond to serious crime and critical crash scenes, and to police scenes where the media is present. PIOs also have daily contact with the public, answering questions and providing information, through Department social media accounts.

“The decreasing crime rate reflects well on our community and the hard work of the
employees of the Alexandria Police Department and our partners,” said Chief of Police

As in previous years, Alexandria continues to experience historic crime lows. These
remain some of the lowest Part I crimes the City has experienced since the 1960’s.
The Federal Bureau of Investigation (FBI) divides offenses into two categories, Part I and Part II
crimes. Part I crimes are considered more serious in nature because they include crimes against
people. Statistics from 2016 show some of the lowest Part I crimes the City has experienced since
the 1960’s. All but two categories of Part I crime dropped in 2016
Officers in Alexandria continue to remain active and vigilant despite an overall decrease in incidents.
Calls for service, which includes traffic stops made by officers, dropped by two percent from 70,255
in 2015 to 68,610 in 2016. A total of 4,902 arrests were made in 2016.
