CHAIRMAN’S MESSAGE

To our constituents:

It is a pleasure to write this annual letter to you, because with each passing year we have good things to report about the Certified Aviation Manager program.

Our numbers rose to 358 business aviation professionals holding their CAM certificate in Decem-ber 2016. This growth came as no surprise, because I saw firsthand the enthusiasm for CAM at business aviation conferences where I presented CAM informational sessions. Other CAM Govern-ing Board members such as Charlie Booker, CAM, Winston Carter, CAM, and Kellie Rittenhouse, CAM, joined me or made presentations at conferences they attended. In each case, attendees told us they were ready to apply for the CAM.

You will read later in this report about continuing progress in financial aid for CAM candidates. We are thankful to our generous public and private donors who make scholarship funds available.

Last year saw a focus on developing the latest edition of the CAM exam, which is aligned with the Job Analysis approved in 2015. No exam content was lost, but evolving areas of knowledge regard-ing leadership and safety management were identified and included for testing.

We welcomed our first CAM from the flight attendant community in 2016. There are now CAMs in every business aviation discipline: cockpit and cabin crew, maintenance, scheduling, support ser-vices, IS-BAO auditors, consultants and educators. This diversity of disciplines testifies to the value and recognition the CAM program has earned throughout business aviation.

Speaking of diversity, you elected a diverse cadre of directors to keep your CAM Governing Board fully staffed due to vacancies which occurred last year. This prepares us for the important project we face in 2017 of documenting the CAM reaccreditation application with the National Commission for Certifying Agencies.

I never tire of thanking my Board colleagues for all they do to certify the future of business aviation. Likewise, I never tire of reminding you that we should all be proud of the accomplishments of the accredited CAM program. With your support, we will work together to keep it climbing toward its bright future.

YEAR IN REVIEW

In 2016, the CAM program continued to soar to new heights, maintaining its standing as the industry's foremost managerial certification while adding over 50 new dedicated professionals to the CAM roster.

NCCA ACCREDITATIONThe CAM program maintains its accreditation from the Na-tional Commission for Certifying Agencies (NCCA). The CAM Governing Board (CAMGB) works with ICE to ensure that it continues to comply with accreditation standards through the CAM Job Analysis, form updates, election of officers and proper maintenance of program protocols.

MEE TINGS AND EL EC TIONSThe CAMGB holds two in-person meetings each year: a Midyear Meeting and the CAM Annual Meeting at the NBAA Business Aviation Convention & Exhibi-tion, which is open to all current CAMs. Additional meetings are held by confer-ence call.

At the Midyear meeting, the CAMGB re-elected Jim Buchanan, CAM, as Chair-man, and Rick Mrkacek, CAM, as Secre-tary/Treasurer.

RevenueExpenses

The CAM constituency elected Winston Carter, CAM, Bill Hart, CAM, and Steve Kostas, CAM, to the CAMGB in the 2016 CAMGB election. The CAMGB elected Elizabeth Clark, CAM, Shane Daku, and Robin Eissler, CAM, to fill other vacancies on the board. Also, Jamie Stember, CAM, was appointed to fill a board vacancy.

BUDGE T COMMIT TEE REPOR TThe budget committee works closely with the administrative director and executive committee to monitor the financial activity of the CAM governing board.

NBAA’s financial involvement in CAM Governing Board activities continues to decline as the CAM program matures. Forecasted major expenses related to accreditation, the Job Analysis process and vendor contract updates are spread over several years. (See breakdown below)

sessions, under the supervision of the Testing Committee, to train item writers and research, draft and review new exam questions. These efforts will be used to create updated ver-sions of the CAM exam that meet the quality expected of the program.

M A RKE TING EFFOR TThe CAMGB launched a direct marketing campaign in October 2016 to reach potential candidates and encourage them to take the CAM exam. As a result, 78 candidates took the exam in 2016 – a single-year record for the program. Kellie Rittenhouse, CAM, chair of the marketing committee, credited the effort with bringing in qualified new talent. “There’s nothing like reaching out and talking with candidates to get them motivated to accomplish something," she said. "The personal touch is always important.”

DIGITAL CA M S T UDY GUIDEThe new Certified Aviation Manager (CAM) Study Guide makes exam preparation more convenient than ever before. All study guide materials can now be accessed online via any com-puter, mobile device or tablet. Features include a customized homepage to keep candidates on track with their milestones, a downloadable version to support study while traveling, and 100 sample example questions identified by Job Analysis domain.

UPDATED CA M E X A M During 2016, the CAMGB undertook an extensive ef-fort to coordinate and update the CAM Exam to further align it with the results of the 2015 Job Analysis. A team of current and former CAMGB members reviewed and validated over 800 CAM exam questions to fit into the knowledge, skills and abilities identified in the latest Job Analysis.

Based on this process, the Testing Committee devel-oped an updated CAM exam for distribution in 2017. A team of 15 CAMs with various backgrounds and experi-ences in business aviation performed a detailed review of the exam under the supervision of Rachel Tan, Ph.D., of Schroeder Measurement Technologies, the CAMGB psychometric consultant. The team used techniques involving the Angoff Method and Hofstee Method to establish a final cut score. The result of their efforts is a new test form (#7) that is currently being used to test the next generation of CAMs.

Sharing the CAM Story

NBAA launched the "CAM Spotlight" article series in 2016, highlighting the personal stories of newly certified CAMs. These accomplished individuals come from different back-grounds, careers and even countries, but share a passion for aviation and dedication to professionalism. Some of the CAMs featured include:

CAM BY THE NUMBERS

E X A M PERFORM ANCEThe CAM exam is competency-based and criteria-refer-enced. The exam does not use the group for determining performance, but rather an external standard called the “criterion.” Examinee performance is evaluated against this standard to determine whether an individual’s score is sufficient to indicate competence as a professional avi-ation manager recognized by the CAM Governing Board.

For 2016, the passing rate for the CAM exam was 83 percent, with 78 candidates testing and 65 passing.

MEMBERSHIP The CAM Governing Board certified the 358th CAM in December 31, 2016. According to CAM Governing Board Chairman T. James Buchanan, CAM, “Reaching this number is a testimony to the acceptance the CAM pro-gram has earned across all disciplines in business avia-tion. Employers increasingly seek candidates who pos-sess the CAM designation because it is the standard of commitment to excellence and continuing competence.”

RECER TIF ICATIONThe recertification rate for 2016 was 83 percent. Seventy-three of 87 CAMs reaching the end of their three-year terms were recertified.

Accreditation standards mandate that recertification re-quirements demonstrate ongoing education, which helps CAMs stay up to date on relevant industry matters. For 2016, the CAM Governing Board approved a total of 88 unique recertification options: 30 education sessions

at NBAA-BACE, 10 NBAA conferences and seminars, two webinars/online and 29 individual sessions at the Schedulers and Dispatchers Conference. Seventeen other industry-related programs, such as those offered by Conklin and deDecker, FAA and the Darden School of Business were also CAM approved.

NBAA’s Professional Development Program (PDP) con-tinued to offer recertification options for CAMs. In 2016, 14 PDP courses were offered at conferences, seminars, NBAA-BACE and online.

SCHOL A RSHIPSWith the addition of a new scholarship - the Jake Cart-wright Leadership Scholarship - there are now three unique scholarship opportunities available to qualified candidates seeking financial assistance to become a CAM. These scholarships provide monetary awards to help candidates cover application and exam fees, study guide and registration for the NBAA Business Aviation Convention & Exhibition (NBAA Leadership Conference for the Donald A. Baldwin Sr. Business Aviation Man-agement Scholarship). The Certified Aviation Manager Scholarship also now provides an option to apply the monetary award toward CAM recertification.

The CAM Governing Board is an autonomous certification board within the National Business Aviation Association (NBAA). It promotes the interests of stakeholders by establishing and promoting requirements, standards and procedures pertaining to the certification and recertification of aviation managers, including the development and administration of certification examinations.
