Data CollectionThis is the third year of presenting the Fertilizer Market Situation Statement. The key data set, Fertilizer Use by Product by Country by Calendar Year,1 is presented in Table 1. This is the first year we have included South Africa in the data collection to complete the East Africa fertilizer market assessment. South African data are presented as primary commodity data (Manufactured Product). This is because the primary commodity data is the most accurate source of data in this market, given the significant volumes of custom blends and soil-specific formulations supplied. In all other countries, data are grouped into product groupings or formulations that are either publicly available from tender documents or ministry data. Where there are market sensitivities associated with listing individual product formulations, they have also been grouped to protect them.

Fertilizer tons by nutrients by country are shown in Annex 1.

The data are primarily a mixture of quantitative and qualitative data, derived from a mixture of government data, tender documents, private sector data, and estimates. In most countries, a minimum of four parties and up to eight parties contributed to this data set, and for this we are very appreciative. The data provided are aggregated and challenged to arrive at the figures presented, which should be an accurate representation of the fertilizer markets in East Africa. Table 1 shows fertilizer use by product by country in 2016.

The data presented in this Situation Statement are collected on an annual basis. The demand for fertilizer in all the countries is governed by the major and minor cropping seasons. The peak demand period for each country, as presented in Annex 2, is aligned with the major planting seasons. In reality, most countries will plan to have some planting products on ground one month before the planting season.

Market Characteristics By CountryMarket size is 47,000 metric tons (mt), of which 70% was supplied by the Support Project to the National Subsidized Fertilizer Program (PAN-PNSEB), the government subsidy.

BURUNDI

Market size is 867,000 mt, composed of 61% NPS. Ethiopia has converted all its ammonium phosphate use to ammonium phosphate sulphate products (NPS, NPSZn, NPSB, NPSZnB) and has an ambitious growth plan to exceed 2 million mt of product by 2020.

The 756 kilometer (km) stretch of electric rail line linking Addis Ababa and Djibouti is expected to start full commercial operations in October 2017. The construction of Dichoto-Galafi-Elidar Bolho road, which began in 2016, is expected to be completed in 2019.

In 2016, OCP signed a deal with Ethiopian firm Chemical Industries Corporation (CIC) to construct a $3.7 billion fertilizer plant in Dire Dawa town, eastern Ethiopia, as reported by Reuters.2

ETHIOPIA

Market size is 621,000 mt. 28% was subsidized at a national level (this does not include volumes subsidized at a county level. Competition in the market resulted in an estimated $20/mt reduction in market price.

2016 saw an increasing interest in the balanced fertilizer approach. This was Toyota’s first year of operation of its new blending facility. In 2017, MEA began construction of its granulation plant at Nakuru. ETG is due to commission a blending plant in Mombasa in late 2017.The SGR rail line from Mombasa to Nairobi opened in May 2017.3

KENYA

Market size is 342,000 mt.

In 2016, the Farm Input Subsidy Program (FISP) was reduced by 50% to 90,000 mt, targeting 900,000 beneficiaries. This amount was supplied 60% by the private sector directly, with 40% coming from ADMARC and SFFRF. There was a delay in voucher printing, which led to late implementation of the subsidy program with voucher distribution in December. General comments suggest that even with a 50% reduction in subsidy, the total tons sold remain about the same.

MALAWI

Market size is 437,000 mt.

Fertilizer supplied under FISP, in total, is estimated at 180,000 mt, with 100,000 mt manufactured and provided through NCZ. This is the first year that nine provinces used the electronic voucher system, which allowed farmers to choose from whom they wanted to purchase. Delays in government payment to all participants are a legacy of this program.

ZAMBIA

Market size is 87,000 mt, used for 40% tobacco products and 15% sugar.

A number of concessions are facing operational difficulties (e.g., the Chinese-funded rice project in Xai Xai).

Significant pressures are arising from lack of foreign exchange. Imports into Beira for transit to neighboring countries faced competition from imports through Durban (South Africa).

Yara closed the “Greenbelt” blending plant in Beira.

In 2017, Mozambique gas development projects were awarded to Yara, Shell Mozambique, and GL Energy Africa.4

MOZAMBIQUE

Market size is 289,687 mt.

In 2016, the construction of the Tanzania-Rwanda-Burundi railway began with Phase I, 205 km from Dar es Salaam to Morogoro to be completed by October 2019. Phase I is expected to carry 17 million mt of freight annually and will have six stations, including a dry port at Ruvu.5

In 2017, the Tanzanian government introduced a federal policy (Bulk Procurement System) in which the government will arrange for the tender and importation of major fertilizer commodities into Tanzania. 2017 is a trial year in which the government has consolidated orders for urea and DAP.Under the Bulk Procurement Scheme (BPS), TFRA will assess demand, conduct competitive bidding, award tenders, and enforce regulations of the bulk procurement act, which includes setting and policing end-user pricing.

Total market size is 407,000 mt.

In 2016, 30% of the fertilizers sold were for the Government-Sponsored Command Program and Presidential Input Schemes, mostly loan schemes, and the subsidy was only for the cotton inputs program. Default rates are high.

The government introduced bond notes (alternative currency to USD) in November 2016 based on par value. As of September 2017, importers are saying they currently have to pay a 40% premium to convert to USD. There are severe currency shortages.

ETG commissioned a blender in 2017.

ZIMBABWE

Market size is 1,950,000 mt, composed of 30% urea and 425,000 mt NPKs as compounds, and an estimated 640,000 mt of NPKs are applied as blends.

The figures presented for South Africa are solids only. In addition, 350,000 mt are applied as liquids and specialty products (soluble solids).South Africa is divided into two main regions: Western and Eastern Capes, which consumes 15% of the total fertilizer market, and the Northern region, which takes up the remaining 85%.

Manufacturing companies include Omnia, Foskor, and Sasol.

During 2016, larger amounts of product were bought through Durban, rather than Beira, for export to Zimbabwe and Zambia because of the Durban port costs (in Rand compared to USD for all other eastern African ports) and the availability of cheap freight due to drought-impacted maize harvests.

SOUTH AFRICA

Total market size is 61,000 mt.

A fertilizer blending plant was installed by Grain Pulse during 2017. The Tororo Phosphate project has been slowed by land settlement issues. The completion date is unclear.

UGANDA

Market size is 40,000 mt, made up of 42% 17:17:17. In October 2016, the Ministry of Agriculture and Animal Resources (MINAGRI) and OCP signed a Memorandum of Understanding (MOU) to build a blending plant in Rwanda.

SubsidiesGovernment interventions in the fertilizer value chain play a key role in both development of products and distribution systems and use by end users. Governments either subsidize private sector procurement, usually at the retail level, or are actively involved in the procurement of the product. The level of participation for East African countries is shown in Table 2.

Exchange RatesThe easing of the global commodity cycle, combined with national issues of increasing infrastructural development and associated debts, has seen most currencies devalue against the USD. This has had an impact on local pricing and affordability at the farm level (Table 3). Availability of foreign exchange to purchase fertilizers has also been an issue in a number of countries.
