ExecutiveReview By Tracy Egan, Executive Director Cooperation among all parties interested in the strength of the New York breeding and racing industries during 2016 led to another year of outstanding competition at the state’s racetracks and steady results in the foaling barns, where the NY foal crop remained more than a third higher than the 2011 low mark. Revenues to the Fund from the Video Lottery Terminals at Finger Lakes Gaming and Racetrack fell slightly from 2015 levels, and the VLTs at the Resorts World Casino were strong for most of the year. Industry leaders in 2016 pointed to the strength of the NY breeding and racing programs as reasons to declare it the best program in the nation. Boyd Browning, President & CEO of Fasig-Tipton, was asked what he would say to someone buying an in-foal mare from the autumn and winter mixed sales of Thoroughbreds:

A: “I would tell them to strongly consider sending that mare to New York. The opportunities there to produce a quality foal are tremendous. The financial incentives are tremendous in terms of the breeder awards that are available there, and if you’re breeding to race the opportunities on the racetrack are unparalleled throughout any of the states that we do business in.”

The programs run by the NYTBDF can boast that in 2016:

· NY-breds won 18 graded stakes races, including three Grade Ones · The New York foal crop held steady, representing 35% growth since 2011 · Five more NY-breds became millionaires · Thirty-three new Thoroughbred farms opened in New York · The Zweig Fund again benefited from its receipt of 2% of Fund revenues, resulting in a

payment of approximately $433,000 The combination of $43.8 million in restricted purse money*, more than 800 restricted racing opportunities, and an enviable awards program have made NY-breds a must-own for most racing stables in New York. GRADED STAKES Perhaps the most important illustration of their improved quality is how well NY-breds perform at the open-company stakes level. New York-breds had another outstanding year in 2016. * See 2016 State-Bred Races on page 77. From January through December, from New York to Japan, from the breeding shed to the racetrack, New York-breds made a powerful impression in 2016. New York-breds accounted for 18 graded stakes victories, including wins in three Grade 1’s by Mind Your Biscuits, Haveyougoneaway and, in Japan, Moanin.

In Japan, Moanin won the Japanese Grade 1 February Stakes at Tokyo Racecourse and set a track record in doing so on February 22nd. A month earlier, he also set a track record while capturing the Japanese Grade 3 Negishi Stakes. Haveyougoneaway won the Grade 1 Ballerina at Saratoga on August 27th, exactly one month after winning the Grade 2 Honorable Miss Stakes at Saratoga. Mind Your Biscuits followed a strong third on November 5th in the Grade 1 Breeders’ Cup Sprint ‒ which became a second when original second-place finisher Masochistic was disqualified for the presence of a banned steroid ‒ with a victory in the Grade 1 Malibu Stakes on December 26th. Both the Breeders’ Cup Sprint and the Malibu were held at Santa Anita in California. Mind Your Biscuits also won the Grade 2 Amsterdam Stakes at Saratoga on July 30th. There is no better promotion for New York-breds than having them win graded stakes at Saratoga, Santa Anita and Tokyo. “I think the New York program is the best in the country,” trainer Linda Rice said. “I see a lot of my owners are aware of it.” So is the New York Racing Association. In 2016, NYRA again held three all New York-bred cards on Showcase Days, two at Belmont Park and one at Saratoga. Trainer Rick Violette, President of the New York Thoroughbred Horseman’s Association, added, “Year after year we have graded stakes winners. It’s not a fluke any longer when a New York-bred becomes a serious graded-stakes horse. People are breeding better mares to better sires.” The numbers reflect that. Three New York stallions ‒ Freud (36th), Posse (39th) and Bellamy Road (47th) ‒ finished among the top 50 in progeny earnings in North America in 2016. New York’s Mission

Impazible ranked 13th among first-crop sires. New York stallion Dublin ranked 19th among second-crop sires. There has never been a better time to race and breed New York-breds. STALLIONS New York’s stallion roster was well-received by the public, although we must note that a larger portion of mare owners bred to out-of-state (mostly Kentucky) sires in 2015 (see charts on pages 36 and 37). New York will have a minimum of 12 new stallions in 2017 seeking to make a national impact. Alphabetically they are:

• Beautyinthepulpit is a multiple-stakes-placed son of leading “sire of sires” Pulpit, whose sons include super stallion Tapit and Lucky Pulpit, sire of 2014 and 2016 horse of the year California Chrome. He comes from a strong female family that shows 57 black-type horses under his first three dams.

• Bethel, representing the A.P. Indy sire line, is a stakes-placed son of Pulpit bred by the mighty Claiborne Farm and Adele Dilschneider.

• Effinex is a multi-millionaire son of Mineshaft who is also from the A.P. Indy sire line. The NY-bred represents the kind of soundness you rarely see in modern times: he started 28 times and earned more than $3 million while winning the Grade I Donn Handicap and several Grade II and Grade III stakes races.

• Fiddlers Afleet is a multiple stakes winner of more than $773,000, including the prestigious $400,000 Oklahoma Derby and the Albany Stakes at Saratoga. Being by Northern Afleet, he represents the Mr. Prospector sire line.

• Laoban is a son of possibly the hottest new sire since Northern Dancer: Uncle Mo. The dark bay won the Jim Dandy Stakes at Saratoga and, while that was his first win, he was also second in the Gotham at Aqueduct and third in the Sham Stakes in California.

• Scatman, a son of the late great sire Scat Daddy (Storm Cat sire line) raced an impressive 19 times, winning the Grade III Aristides Stakes at Churchill Downs and placing in three more stakes.

• Superestrella is a son of Storm Cat who began his stud career in Ohio in 2015 before moving to New York for the 2017 season.

• Tapin Mojo is the son of another “super” stallion: Tapit. While Tapin Mojo notched 5 wins in a 14-race career and earned $119,709, he has the added appeal of being a direct descendant of the great mare La Troienne, “one of the greatest mares ever imported to the United States” according to PedigreeQuery.com.

• Tencendur is a NY-bred son of Warrior’s Reward (Medaglia D’Oro) who was a shining star on the Derby Trail in his three-year-old year of 2015, when he finished second in both the Grade I Wood Memorial Stakes and the Ohio Derby. He lost a shoe in the Kentucky Derby and finished unplaced, but he gave his owners the experience of a lifetime.

• V.E. Day is a son of one of the nation’s top turf sires in English Channel. His turf credentials were solidified by his win in the Curlin Stakes at Saratoga and his second-place finishes in the Brooklyn Invitational and the Temperance Hill Invitational. In addition, his third dam Outside

Sunshine produced Sunshine Forever, the champion grass horse of 1988. That’s a lot of turf, but it didn’t stop V.E. Day from winning the Grade I Travers in 2014.

• War Dancer is a millionaire son of leading sire War Front (by Danzig). War Dancer entered the starting gate 30 times and won six times with five seconds, five thirds and earnings of $1,066,925.

• Wicked Rich is a son of Yes It’s True, representing the Bold Ruler sire line. His dam is a daughter of Triple Crown winner Affirmed and a full sister to 4-time Grade I winner The Tin Man.

NY-BREDS AT AUCTION IN 2016 The 2016 year-end statistics for New York-breds sold at public auction nationwide complete another illuminating chapter in the tale of the dramatic expansion of the New York-bred sales market. Nothing, of course, has been the same since the grand opening of Genting’s Resorts World New York Casino at Aqueduct Racetrack in October 2011. Subsequent gains in the sales marketplace have been fueled and sustained by two key Genting-driven developments that took effect in 2012: implementation of the enhanced purse structure at the NYRA tracks and a 50% across-the-board increase in breeders’ awards from the Fund. Every year from 2012 forward has produced its own sales headline for New York-breds, as each of the three categories of sale horses in turn – yearlings, weanlings and 2-year-olds in training – experienced its initial “boom year.” Over time, we have seen that this first boom may be followed by one or more years of minor market correction, but in each case there has been a “secondary boom.” In 2015, for example a secondary boom in the yearling market following a year of correction in 2014 produced a new record-breaking peak in all indicators. The headline for 2016 belongs to New York-bred weanlings. The initial “boom year” for weanlings was 2013, followed by back-to-back years of correction in 2014 and 2015. In 2016, weanlings experienced their secondary boom that produced across-the-board increases in total sales, average and median, bringing them back up to their 2013 levels. It is also significant to note that New York-bred weanlings bucked a national trend in 2016 that saw declines in total sales and average in the weanling market. Buyers of New York-bred weanlings are presumably a combination of “pinhookers” who buy weanlings at auction on speculation, believing that they can be sold at a profit as yearlings or two-year-olds, and bargain-minded end users. Arguably, both groups are anticipating strong markets for yearling and juvenile New York-breds in the near term. New York-bred yearlings, a market segment that peaked in 2015 with a record-breaking performance, underwent a market correction in 2016, as did the two-year-old market, which had enjoyed back-to-back boom years in 2014 and 2015. Both groups also experienced declines nationally. In neither case, however, are these corrections a cause for alarm in the “big picture.” From 2010 to 2016, even with the 2016 correction, the New York-bred yearling market increased in value by 120.9% (from $9,956,500 in 2010 to $21,990,000 in 2016). In this same period, the market for two-year-olds, in which sales have been fueled additionally by an enhanced two-year-old stakes program at NYRA tracks, increased by 121.3% (from $5,082,300 in 2010 to $11,246,100 in 2016).

In sum, by the end of 2016 all three markets of New York-bred sales horses have experienced their “initial” booms and, after some natural corrections, have rebounded with “secondary” booms. They continue to hold on to the stunning gains they have made since 2011 and, barring any unforeseen reduction in purses and awards, the 2016 sale profile spells market stability for the future. BECOMING A NEW YORK-BRED In order to encourage breeders to keep their mares and foals at New York State farms, the Fund has firm rules that must be followed to ensure that a foal that is dropped here is eligible to become a registered NY-bred. Breeders must make sure that their mares follow our residency rules, which in some cases necessitates that they are bred back to a registered NY stallion, that they file mare movement cards to help us establish compliance, and that they allow their mares to be inspected by our registry compliance team. It follows that only Thoroughbreds registered by the Fund by virtue of meeting the residency and inspection requirements can be entered in NY-bred-only races held at race meets conducted by the New York Racing Association and Finger Lakes Gaming and Racetrack. Similarly, only registered NY-breds can generate awards for their breeders and owners, as well as for the owners of registered New York stallions. NY-breds can also run in any “open” races in the state and throughout the world. Those who buy and own racehorses appreciate that with a NY-bred there will be more chances to earn money. REVENUE Total operating revenues of $21,647,287 in 2016 represent a decline of $449,106, or 2%, from the record revenues of 2014. The decrease was due to a general decline in all revenue sources except for Resorts World – Aqueduct. VLT revenues accounted for over 65% of the Fund’s total operating revenues in 2016, and the increase in this revenue source has enabled the Fund to pay out supplemental awards and additional purse enrichments for three consecutive years, beginning in 2014. AWARDS AND PURSE ENRICHMENT Breeders, owners and stallion owners earned more than $15 million in awards in 2016, an overall decrease of nearly $2.38 million, or 13.6%, from 2015. Our Board of Directors decided to make additional purse enrichments to the purse accounts at both NYRA and the Finger Lakes. EQUINE RESEARCH The Fund’s contribution of more than $433,000 represents 60 percent of the revenue received by the Harry M. Zweig Fund at Cornell University in 2016. Among the studies funded were those concerning the following: · Macrophage regulation of mesenchymal stem cell function in tissue

· Reducing the equine herpes virus viral load and recurrence through epigenetic control

· Arthritis control through dual-axis lubricin over-expression and catabolic cytokine antagonism

· Effects of equine herpesvirus (EHV) vaccination frequency on host immunity to EHV-1

· Defining the relationship between equine herpesviruses and development of Equine Gastric Ulcer Syndrome (EGUS)

IMPROVEMENTS TO FUND ACCOUNTING PRACTICES The Fund completed a transfer of all of its bank accounts from Bank of America to Trustco Bank in early 2016. The move has resulted in reduced service fees and quicker response times to Fund requests. With the new Trustco agreement, the Fund was also able to recognize almost $31K of interest earnings in 2016, compared to no interest earned on the former Bank of America accounts. Several enhancements to the award section of The Jockey Club software re-write were completed in 2016. These enhancements made significant improvements to the year-end 1099 process and allowed for better tracking of liens and judgments on individual award accounts. During 2016, the Fund began a review of its cyber security to verify that adequate procedures are in place to protect our stakeholder’s personal information and to limit business interruptions due to technical problems with our systems and equipment. Initial results obtained by various tests performed on our system show positive outcomes. We plan to build on the information we have obtained from these results to help establish formal procedures and best practices, and to minimize risks. REGISTRY IMPROVEMENTS The Fund’s registry continues to run smoothly, aided by additional part-time staff support for Registrar Adam Lawrence. The fee for weanling registration was lowered in 2016 from $75 to $50 as part of an effort to increase the rate of registration of foals in their birth year. This change was well-received by our breeders, who also continued to express appreciation for the customer service provided by the Fund in relation to foal and stallion registration. The Registrar also worked closely with The Jockey Club Information Services throughout 2016 on the new awards/registration system to be introduced in 2017. OTHER HIGHLIGHTS The 2016 report highlights NY-bred accomplishments on the racetrack and in the sales ring, and also provides a detailed accounting of the receipts and disbursements in the Breeding Fund’s three incentive areas ‒ breeder awards, stallion awards, and open-company owner awards. Additionally, it contains an analysis of the impact of the New York State Thoroughbred Breeding Program. Also included is a brief review of the Fund’s promotion, education, and aftercare efforts. Please refer to the pages immediately following this Executive Summary for a quick graphic reference concerning breeding and racing trends that are affected by the programs run by the NYS

FinancialReview Under founding statutes, the Fund receives revenue from on-track and off-track Thoroughbred handle in New York, and breakage from regional off-track wagers. Total handle accounted for 28% and 29% of operating revenue in 2016 and 2015, respectively, while breakage accounted for 2% of operating revenue for both years. In 2004, the Fund obtained an additional contractual source of revenue from Video Lottery Terminals (VLTs) at Finger Lakes Gaming and Racetrack (FLGR), which provided approximately 7% and 8% of total revenue for 2016 and 2015, respectively. Further significantly enhancing Fund revenues, Resorts World Casino New York City began operation of VLTs at Aqueduct Racetrack in late 2011. Statutory revenue received from this operation was approximately $12 million in 2016 and 2015, or 57% of total operating revenue in both years. Effective January 1, 2014, legislation provided for the Fund to receive additional revenues from Advanced Deposit Wagering (ADW) sources. Total ADW revenue represented approximately 4% of total Fund revenue in both 2016 and 2015. Total 2016 operating revenues of approximately $22 million were comparable to those in 2015 and 2014. Due to the increase in revenues beginning in 2014, the Fund has been able to significantly increase breeder, stallion and owner award payouts and purse enrichments. As a result, award and purse enrichment expenses were $19.2 million, $19.6 million and $20 million in 2016, 2015 and 2014, respectively, compared to $17.5 million in 2013.

Although the totals in 2016 and 2015 are comparable, there are considerable changes in each category. In 2015, a supplemental award of 12.5% was paid to breeders, stallion owners, and owners that earned awards. In 2016, the Fund’s board determined that the $2.5 million surplus would provide a greater benefit for NY-breds if used to further enhance purses at NY thoroughbred racetracks. The money, to be distributed after the Fund’s 2016 independent audit is complete, will split the additional purse enrichment according to statutory guidelines, with 60% ($1.5 million) paid to Finger Lakes and 40% ($1 million) allotted to NYRA to bolster purse amounts for NY-bred races. By closely monitoring administration and promotional expenses, the Fund was able to remain below the statutory spending caps of 5 percent and 6 percent, respectively, in 2016. Administration expenses of $774,000 represented 3.6% of total revenues in 2016. Promotional expenses of $1,240,000 represented 5.7% of 2016 revenues. Statutes dictate that the Fund pays the Harry M. Zweig Memorial Fund of Cornell University 2% of its operating revenues to fund equine research. The amount payable to Cornell University

Mares&Foals Mare Report New York State maintained a five-year upward trend in foaling numbers for 2016, as the state’s breeders put only one fewer foal on the ground in 2016 than they did in 2015. The Jockey Club forecast that the nationwide decrease in foals would level out in 2016, resulting in a crop of 22,000 that would signal the end of the contraction in the U.S. foal crop. The sharp decline that began in 2005 followed the peak foal crop of nearly 38,000 foals produced in 2004. New York was not immune to the downward trend, producing only 1,225 foals in 2011. As shown in the NYS foal production chart on page 36 of this report, 1,628 foals were born in New York during 2016. Statistically, that is not a significant change, and the foal crop continues to reflect a 33 percent increase over the benchmark 2011 low. The accompanying charts illustrate the increase over the past decade in the number of mares being covered by out-of-state stallions compared to those covered by in-state sires. A higher percentage of foals born in New York in 2016 were by out-of-state sires. Offspring of unregistered NY stallions and out-of-state stallions earn award money at half the rate paid to runners sired by registered New York stallions (caps on owner awards for both categories of horses are the same, at $20,000 per race). New York is not unique in seeing this trend. As mentioned in the Executive Summary earlier in this report, the state of Pennsylvania has increased awards for PA-sired PA-breds to 40% in an attempt to boost their stallion’s bookings. Stallion Report With all the success New York-breds are having on-track, it’s not a surprise that it has affected breeding in New York State. “People are breeding better mares to better stallions,” trainer Rick Violette said. The numbers back him up. No racing state is likely to surpass Kentucky for decades to come: of the 50 leading stallions in North American earnings in 2016, 38 stood in Kentucky. New York was second with three, one more than California and two more than both Florida and Pennsylvania. Of the other five sires in the top 50, two stood in Japan, two in Korea and one in Ireland. Freud, who will stand at Sequel Stallions New York for $10,000 in 2017, finished 36th with earnings of $5,160,439. Freud had 185 runners, 95 winners and five stakes winners in 2016. His leading earner was Sharp Azteca ($358,250). Posse, who stood at Rockridge Stud in 2016 and finished 37th with $5,034,064 in earnings, was sold last fall and will stand in the Southern Hemisphere. He had 161 runners, 91 winners and six stakes winners, including Mind Your Biscuits. Bellamy Road, who will stand for $7,500 at Dutchess Views Farm, ranked 47th in 2016 with earnings of $4,646,650. He had 195 runners, 101 winners and five stakes winners, led by Land Over Sea, who earned $598,500. Big Brown, who will also stand for $7,500 at Dutchess Views Farms, was 69th in earnings of $3,522,575, led by Dortmund, who bankrolled $270,000. Big Brown sired 144 runners with 67 winners and five stakes winners. Hold Me Back, who will stand for $5,000 at Irish Hill Century Farm, finished 95th with $2,951,825 in earnings. He sired 112 runners, 64 winners and five stakes winners. His leading earner was Voluntario ($179,140). Among first-crop sires, Mission Impazible, who will stand for $7,500 at Sequel Stallions New York, ranked 13th with $653,108 in earnings. Boys At Tosconova, who will stand for $2,500 at Questroyal North, was 39th with $103,201 in earnings. Soaring Empire, who will stand for $3,500 at Rockridge Stud, ranked 46th ($80,854). There were six New York stallions ranked in the top 80 among second-crop sires. Dublin, who will stand for $2,500 at Keane Stud, ranked 19th ($1,487,713). D’ Funnybone, who will stand for $2,500 at Rockridge Stud, was 27th ($939,388). Giant Surprise, whose 2017 stud fee at Rockridge is $5,000, ranked 31st ($781,334). Here Comes Ben wasn’t far behind in 37th ($498,129). He stood at McMahon of Saratoga Thoroughbreds for $7,500 in 2016. Bank Heist was 46th at $287,958. His stud fee at Kaz Hill Farm is $5,000. Wicked Rich, who will stand for $2,500 at Buckridge Farm, was 79th ($108,840). Five New York stallions were in the top 100 in two-year-old earnings, led by Frost Giant, who was 54th ($727,026) and will stand for $5,000 at Keane Stud in 2017. Mission Impazible was 62nd

NewYork-BredAuctionSummary NY-BREDS AT AUCTION IN 2016 OVERVIEW The year-end 2016 sales statistics for New York-bred yearlings, weanlings and two-year-olds have added another illuminating chapter to the dramatic and evolving expansion of the New York-bred sales market following the October 2011 opening of Genting’s Resorts World New York Casino at Aqueduct Racetrack. The subsequent influx of VLT revenue into the racing sector, which enabled NYRA to enhance purses and the Fund to implement a 50% across-the-board increase in breeder awards, has completely overhauled the sales marketplace for New York-breds in recent years. Each year from 2012 forward has produced a unique New York-bred sales headline. Each of the three categories of sale horses has experienced an initial and dramatic “boom year,” undergone relatively minor market corrections and then seen a secondary boom. In 2015, the secondary boom in yearling sales produced a record-breaking “peak” in all major indicators (total sales, average price and median price). In 2016, the sales headline comes from the New York-bred weanling market. The weanling sector experienced its initial “boom year” in 2013, followed by back-to-back years of correction in 2014 and 2015. In 2016, there was a secondary weanling boom, with across-the-board increases in all major indicators. It is also significant to note that in 2016, New York-bred weanlings bucked the national trend of declines in the weanling market. In 2016 the New York-bred yearling market, which peaked in 2015, and the two-year-old market, which enjoyed back-to-back boom years in 2014 and 2015, lost some ground. This was also the case for both groups nationally. Such market corrections are not a cause for alarm, particularly in the case of New York-breds, when viewed in the context of overall growth. From 2010 to 2016, the New York-bred yearling market has increased in value by 120.9%, and the two-year-old market, which has been fueled additionally by an enhanced two-year-old stakes program at NYRA tracks, has increased by 121.3%. Thus, despite some year-to-year fluctuations, these markets are by and large holding on to the major gains made in their respective boom years.* * New York-bred sales statistics were obtained from The Jockey Club. The group also posted a 22.3% decrease in average price, down to $45,908 from the 2015 record high of $59,086. The median price fell by 33.3% to $20,000 from $30,000. These declines are not a matter for deep concern, but do call for some discussion and analysis. In the first place, the New York-bred yearling declines in 2016 were part and parcel of a national drop in yearling sales. In a "roller-coaster" year in which some yearling sales posted sharp declines while others thrived, by year's end all major yearling indicators were down nationwide: total sales were off by 4.6%, the national average yearling price fell by 4.2% (to $65,202) and the median price dropped by 16.7% (to $20,000). It should be noted first that in 2016 New York-breds actually narrowed the typical gap between their major indicators and national levels. From 2012 to 2015, the New York-bred yearling average came in approximately $30,000 below the national average, which is always skewed upwards by the very top of the market – the multi-million-dollar sellers with the most coveted pedigrees. In 2016, New York-breds narrowed that gap to $19,000. The $5,000 to $6,000 gap between New York-bred yearling median prices and national median yearling prices seen in recent years was actually erased in 2016, with the New York-bred yearling median matching the national yearling median at $20,000. Another factor to consider is the larger context of post-Genting New York-bred yearling sales. In 2010, total New York-bred yearling sales came in just shy of $10,000,000 ($9,956,500), with a $25,861 average price and a $12,000 median. The market crept up on the east coast in 2011 and 2012, but in 2013 caught on in Kentucky and made a quantum leap, growing by 82% in total sales from the prior year. Following a correction year in 2014, yearling sales took off again in 2015. Even after the correction of 2016, at year-end we are still looking at an increase of 120.9% in total sales of New York-bred yearlings since 2010 (from $9,956,500 in 2010 to $21,990,000 in 2016). The average New York-bred yearling price in that same period has climbed by 77.5%, from $25,861 in 2010 to $45,908 in 2016, and the median rose by 66.7%, from $12,000 in 2010 to $20,000 in 2016. A look at the results of the premier sale for New York-bred yearlings over time is also instructive. The two-day Fasig-Tipton New York-Bred Preferred Yearling sale takes place in Saratoga in August, and for most New York breeders is the single most important weekend of the year. This sale is also a litmus test for the health of the New York-bred yearling marketplace overall. At the preferred sale in 2016, which has gained ground hand-over-fist from a low ebb in 2009-2010, there was only a minimal correction from the 2015 high-water mark:

Hip 230 at the Keeneland January Sale and Hip 458 at the F-T NY-Bred Preferred Yearling Sale A filly and a colt share the honors for the top-selling New York-bred yearling of 2016. At the Keeneland January sale, longtime breeder and owner Virginia Kraft Payson bought a New York-bred filly by Arch for $450,000 as the co-top-selling yearling of the entire sale. The yearling came from the partial dispersal of the estate of breeder Sarah J. Leigh, a theatrical agent who died in August 2015 and had continued the successful international racing and breeding operation of her father, Gerald Leigh. Selling as Hip 230, the dark bay/brown filly is a daughter of the unraced Seeking the Gold mare Seeking Atlantis, a $375,000 broodmare purchase. Seeking Atlantis had produced two prior winners, topped by graded stakes performer Seeking her Glory. “I raced against Gerald Leigh for years, and I really wanted to have one of his families,” Payson said after buying the yearling. “I knew the (filly’s) family and that’s what I liked about her.” Eight months later in Saratoga, at the Fasig-Tipton New York-Bred Preferred Yearling sale, a colt by young sire sensation Uncle Mo also brought $450,000, a sales-record price. Sold as Hip 458, the colt was purchased by Everett Dobson of Cheyenne Stables from the consignment of McMahon of Saratoga Thoroughbreds LLC, Agent. Bred by Andy Beadnell, this colt is the fifth foal out of Miss Bodine, a Kentucky-bred stakes-placed daughter of Vindication whose first two foals (and only two to start) are winners. Miss Bodine is a half-sister to ten winners, including three stakes winners. Dobson told the TDN, “I liked his presence. Obviously Uncle Mo is maybe the most exciting young stallion we’ve had in this sport in many, many years. And it’s a New York-bred. I like that.” Breeder Andy Beadnell commented, “We knew he was going to sell well, but we didn’t know he’d go that high. [Consignor] Joe [McMahon] knew. New York-bred weanlings have come a long way since Genting opened. In 2010, New York-bred weanling sales were anemic, generating just $1,369,500 from 62 individuals sold. After minor advances the following two years, New York-bred weanlings caught on in 2013 (the same year as the first yearling expansion), when the market grew by more than one-third over the prior year: up by 38% in total sales, 37% in average price to $33,590, and 36% in median to $20,000. After weanlings gave up some of their gains in 2014 and 2015, in 2016 they experienced a secondary boom and nearly rebounded to the record levels of 2013. Specifically, in 2016 New York-bred weanlings generated $3,824,200 in total sales, up by 22.2% from 2015. The average weanling price increased by 10.4% and the median increased by 5.6%. The top end was very strong, with a record 10 individuals bringing six figures and a top price of $275,000. Arguably most interesting aspect of the 2016 New York-bred weanling marketplace is that it bucked the national trend. After making a strong showing in 2015, weanlings took a hit nationally in 2016, posting declines across the board: 16.3% in total sales, 7.3% in average and 19% in median. All the major indicators for New Yorkers, by contrast, were up. The outstanding performance of New York-bred weanlings at the premier weanling sale of the year, the Keeneland November sale, deserves particular attention. The group not only improved on last year’s performance but significantly outperformed the general population of the sale in both average and median, which is a striking achievement for a regional breeding program:

Buyers of New York-bred weanlings tend to be (a) “pinhookers,” who buy weanlings at auction on speculation believing that they can sell the horses at a profit as yearlings or two-year-olds, and (b) bargain-minded end users. It is a good sign that both groups appear to be anticipating strong yearling and juvenile New York-bred sales in the near term.

Weanling Top Achiever: Hip 1634 at Keeneland November A $275,000 New York-bred colt from the second crop of Violence (Hip 1634) was the top New York-bred weanling of 2016 in additional to being the top weanling in the opening session of Book 3 of the Keeneland November sale.

Bred by Tom Ryan et al.’s SF Bloodstock LLC, the Violence colt was purchased by owner/breeder Mary A. Sullivan from the consignment of Select Sales, Agent LVII. He is the first foal out of seven-year-old Kentucky-bred Five Star Momma, who brought the top price in the same session ($550,000) and is a multiple stakes winner and multiple graded stakes performer by Five Star Day.

Crestwood Farm’s Phil Hager said, “[I] was looking for a New York-bred colt. We missed on some yearlings, so she wanted to get a weanling. We loved the physical and the mare could really run.” Select Sale’s Carrie Brogden commented, “When the [Violence] baby came to be prepped at my farm about 60 days ago, I called [breeder] Tom Ryan and said, ‘Wow, wow, wow, wow!’ Mares just don’t have first foals like this. Quality is what everyone wants and quality is what he is.” Continued Brogden, “He just exuded class. He was so special. I must have been asked for his vet report 40 times in the back ring. Everyone was falling all over themselves. He is what everyone wants to breed. And on top of that, he is a registered New York-bred.”

Two-year-olds in training are the top-priced class of sale horses nationally. They are race-ready and, when they make a good impression in the pre-sale “under tack” shows, can bring top dollar. The initial “boom year” for New York-bred two-year-olds in the post-Genting era did not occur until 2014, when the numbers sold increased over the previous year by 72.4%, total sales increased by 90%, and both average and median experienced double-digit gains. Juveniles built on this foundation in 2015, rising by 26.1% in average price (from $56,496 to $71,226) and by 11.85% in median price (from $34,000 to $38,000) while outperforming the national median price that year ($32,000). In 2016, New York-bred two-year-olds gave back ground, posting a 30.1% drop in total sales, a 17.3% decline in average price and a 15.8% decline in median price. On the other hand, the all-important median – the sign of fundamental market strength – of $32,000 outperformed the $30,000 the national median.

As in the case of yearlings, the correction was in keeping with the national sales results, with two-year-olds posting a 4.4% decline in average and a 6.2% loss in median. In addition, as with the yearlings, a look at the bigger picture helps to put the 2016 figures in context. In 2010, New York-bred two-year-olds generated $5,082,300 in sales, with an average price of just $38,502 and a $20,000 median. Since 2010, total sales of New York-bred two-year-olds have increased by 121.3%, the average price has increased by 53.0%, and the median is up by 60.0% percent.

Two-Year-Old Top Achiever: Hip 558 at OBS March

At the Ocala Breeders’ Sales Company’s 2016 March sale of two-year-olds in training, Hip 558, a dark bay / brown filly by Twirling Candy, was purchased by Alex Solis II and Jason Litt on behalf of the Roth family’s LNJ Foxwoods for $825,000, the highest price of the year for a New York-bred juvenile. The filly was also the top-selling female of the sale.

This filly was a brilliant pinhook, originally purchased by Carrie Brogden’s Machmer Hall as a weanling at the Fasig-Tipton New York fall mixed sale for $50,000. On the third day of the OBS breeze show, she showcased how fast she had become, firing a co-bullet (i.e., co-fastest) quarter mile when she covered the distance in :22 2/5.

Consignor Nick de Meric said after the breeze, “She’s been just wicked fast every time she ever breezed. She’s an outstanding mover, very athletic and, as fast as she is, looks like she’ll stretch out and go two turns when the time comes.” “That was a great filly,” Litt said after the purchase. “She did everything right, and we are elated to have her.”

Bred by Mares Rule II and foaled at Rhapsody Farm in Plymouth, the filly is out of Felicitee, a winning daughter of Menifee and a half-sister to graded-stakes-placed Mazella and stakes-placed Veuve. The mare has already produced two winners from two foals to race.

CONCLUSION By the end of 2016, all three markets of New York-bred sales horses have experienced initial “boom years,” undergone market corrections and rebounded with “secondary” booms. In 2016 the weanling sector experienced its secondary “boom year,” while bucking the nation trend of a decline in weanling sales. The New York-bred yearling and two-year-old markets lost ground in 2016, but (a) this was also the case for these classes of sale horses nationally, in which increasing selectivity is the hallmark of the sales market, and (b) these two groups continue to hold on to most of the stunning gains made since 2010. Barring any unforeseen reduction in purses and program awards, the 2016 profile of New York-bred sales, especially the strong numbers for median prices across the board, spells market stability. The success of the weanlings additionally bespeaks buyer confidence in the market for these horses down the road as yearlings of 2017 and two-year-olds of 2018.

J Stables, Head of Plains Partners and M. and C. Summers’ three-year-old colt Mind Your Biscuits, bred by Jumping Jack Racing, put an exclamation mark on the 2016 season for New York-breds on December 26th at Santa Anita. Mind Your Biscuits, who had been a fast-finishing third (and later placed second following the disqualification of Masochistic) in the Grade 1 Breeders’ Cup Sprint on November 5th at Santa Anita, returned to California to win the Grade 1 Malibu Stakes in his final start as a three-year-old. He capped another outstanding year for New York-breds in open graded stakes company. New York-breds won graded stakes from January 2nd through December 26th at Aqueduct, Arlington Park, Belmont Park, Gulfstream Park, Gulfstream Park West, Oaklawn Park, Saratoga, Turfway Park and, a long way from New York, at Tokyo Racecourse. Most people thought Mind Your Biscuit’s final race of 2016 was the Breeders’ Cup Sprint. But trainer Robert Falcone, Jr., who has only been training for four years, called an audible. “Initially, we were going to give a break after the Breeders’ Cup,” Falcone said January 3. “But he was showing us a lot of life when he got back to New York. He was tearing the barn down. He was jumping around the shed row.” So he gave Mind Your Biscuits another shot in a Grade 1, and he delivered. “He’s a really nice horse, he really is,” Falcone said. “We always had high expectations for him, hoping to become a solid New York-bred stakes horse. He just gets better. I don’t think he’s bottomed out yet.” Falcone’s ultimate goal for 2017 is the Breeders’ Cup Sprint, which will be back in California at Del Mar. “I think it says a lot about New York-breds,” Falcone said. “There are New York-breds out there who can run.” Mind Your Biscuits had proven that earlier last year when he captured the Grade 2 Amsterdam Stakes at Saratoga on July 30th. Mind Your Biscuits, a son of Posse out of Jazzmane by Toccet, sold for just $47,000 as a yearling at Keeneland in 2014. In 2016, thanks to four victories, three seconds and one third in nine starts, Mind Your Biscuits earned $740,400, second only to Effinex in New York-bred earnings. Mind Your Biscuits was the third New York-bred Grade 1 stakes winner in 2016. The first was Yukio Baba’s Moanin. Bred by Empire Equines LLC, the son of Henny Hughes out of Giggly by Distorted Humor was originally purchased as a yearling for $90,000 at the Fasig-Tipton Preferred New York-bred Sale. As a two-year-old, he was purchased for $335,000 at Ocala. Trained by Sei Ishizaki, Moanin set a seven-furlong track record at Tokyo Racecourse when he won the Japan Grade 3 Negishi Stakes in a final time of 1:22. On February 22nd, he set a track record for one mile, winning the Japan Grade 1 February Stakes in 1:34.00.

Gary Barber and Sequel Racing’s five-year-old mare Haveyougoneaway, a daughter of Congrats out of Our Wise Cowgirl by Wiseman’s Ferry who was bred by Andy and Susan Beadnell, duplicated Moanin’s feat by capturing the Grade 2 Honorable Miss Stakes at Saratoga on July 27th and, exactly one month later, the Grade 1 Ballerina Stakes at Saratoga. Trained by Tom Morley, Haveyougoneaway finished seventh in the Grade 1 Breeders’ Cup Filly & Mare Sprint. That gave her a record of five wins and two seconds from eight starts in 2016 with $655,000 in earnings, third highest among New York-breds. “Year after year, we have graded stakes winners,” trainer Rick Violette, President of the New York Thoroughbred Horsemen’s Association, said. “It’s not a fluke any longer when a New York-bred becomes a serious graded stakes horse.” He trained one New York-bred graded stakes winner in 2016, Ralph Evans and WinStar Farm’s four-year-old colt Upstart, who captured the Grade 3 Razorback Handicap March 19th at Oaklawn Park. Bred by Mrs. Gerald Nielsen, Upstart is a son of Flatter out of Party Silks by Touch of Gold. He finished 2016 with a win and two thirds from four starts, for earnings of $482,500. Dr. Russell Cohen’s Tri-Bone Stables’ homebred Effinex also won a graded stakes at Oaklawn Park in 2016, taking the Grade 2 Oaklawn Handicap. He then took another Grade 2 stakes, the Suburban Handicap, at Belmont Park on July 9th. The son of Mineshaft out of What a Pear by E Dubai, trained by Jimmy Jerkens, finished last year with two victories, one second and one third from eight starts to lead all New York-breds in earnings with $1.2 million. The first New York-bred Grade 2 stakes winner in 2016 was Alpha Delta Stable’s three-year-old filly Ancient Secret, who won the Lake George at Saratoga on July 22nd. Bred by Roy Lerman’s Lambholm, Ancient Secret is a daughter of Kantharos out of Privacy by Notebook. Ancient Secret won three of five starts with one third in 2016, earning $238,339. Upstart was one of nine New York-breds who won a Grade 3 stakes in 2016. The first last year was Klaravich Stables and William Lawrence’s three-year-old colt Flexibility, who won the Jerome at Aqueduct on January 2nd. WinStar Farm bred Flexibility, a son of Bluegrass Cat out of the Vindication mare Santa Vindi who is trained by Chad Brown. Flexibility originally sold for $80,000 as a yearling before being purchased for $185,000 at the Fasig-Tipton Florida Two-Year-Old Sale. Paul Pompa, Jr.’s three-year-old colt Converge, who set a track record when he captured the Palm Beach Stakes at Gulfstream Park on February 27th, was the second New York-bred Grade 3 stakes winner last year. Trained by Chad Brown, Converge is a first-crop son of Sidney’s Candy out of Atlantic Ocean by Stormy Atlantic who was bred by Tom Ryan’s SF Racing and was the second-highest-priced yearling ($240,000) at the 2014 Keeneland September Yearling Sale. Converge was the first stakes winner for Sidney’s Candy. Magdalena Racing and Chris Sterbenz’s three-year-old filly Wonderment was the next state-bred Grade 3 stakes winner of 2016, taking the Bourbonette Oaks at Turfway Park on April 2nd. Bred by Michael Landers, Wonderment is a daughter of Cosmonaut out of A Wonder She Is by Three Wonders who is trained by Kenny McPeek. Wonderment sold for $24,000 as a weanling. Team Penney Racing, Wachtel Stable and Brous Stable’s five-year-old mare Flipcup, bred by Team Penney Stable, joined the Grade 3 winners club by scoring in the Arlington Matron May 28th on synthetic at Arlington Park. Bill Mott trains the daughter of Milwaukee Brew out of Dream affair by Touch Gold.

Martin Racing Stable’s three-year-old colt Fish Trappe Road hit the jackpot when he won the $500,000 Grade 3 Dwyer Stakes at Belmont Park on July 9th, which was quite a day for New York-breds. After Fish Trappe Road won the Dwyer, Effinex and New York-bred Samraat, trained by Rick Violette, finished 1-2 in the Suburban Handicap, separated by only a neck. Rhapsody Farm and Jon Davis bred Fish Trappe Road, a son of Trappe Shot out of Electric Shock by Cure the Blues. Fish Trappe Road was in utero when her dam was purchased for $22,000. Fish Trappe Road finished 2016 with two wins, one second and one third in six starts, for earnings of $465,920. Drawing Away Stables’ six-year-old gelding Doctor J Dub, who didn’t make his debut until his four-year-old season and was claimed for $16,000 in his six-year-old debut, proved a great investment when he took the Grade 3 Turf Monster Stakes at Parx on September 5th. Trained by Jena Antonucci, Doctor J Dub is a son of Sharp Humor out of Anotherbusride by Delineator. If there was a feel-good story for New York-breds in 2016, it happened at Gulfstream Park West on November 26th, when Aliyuee Ben J Stables’ homebred nine-year-old warrior Lubash finished second and was placed first in the Grade 3 Tropical Turf Handicap. It wasn’t a tough call. The winner, Rose Brier, veered into Lubash’s path in deep stretch. Trained and brilliantly managed by Christophe Clement, Lubash is a son of Freud out of Nasty Cure by Cure the Blues. Lubash has won 18 of his 51 career starts with nine seconds, five thirds and earnings of $1,448,139. Chester and Mary Broman’s homebred three-year-old filly Highway Star was the final New York-bred Grade 3 stakes winner of 2016, taking the Go for Wand Handicap at Aqueduct on December 3rd. The daughter of Girolamo out of Stolen Star by Cat Thief is trained by Rodrigo Ubillo. Jump Sucker Stable and Oak Bluff Stable’s three-year-old colt Governor Malibu, bred by Oak Bluff Stable and Richard Lundy, performed well in four graded stakes without winning any of them. The son of Malibu Moon out of Akilina by Langfuhr who sold for $150,000 as a two-year-old in 2015, finished second in the Grade 2 Peter Pan and the Grade 2 Jim Dandy, fourth in the Grade 1 Belmont Stakes and fifth in the Grade 1 Travers. Regardless, he won two of his other five starts and earned $489,750, fifth highest among New York-breds in 2016. “I think the past year was terrific for New York-breds,” trainer Rick Schosberg said. “Horses are participating in Grade 1’s. They are stamping themselves as more than competitive.” Trainer Linda Rice agreed. “I think the New York program is the best in the country. I see a lot of my owners are aware of it.”

Showcase Days

Certainly, the New York Racing Association is aware of the quality of New York-breds. Showcase Day, offering several stakes on an all-New York-bred card, was originally a one-time deal each year. NYRA has since made it a three-time deal annually for New York-breds, with Belmont Park hosting two Showcase Days and Saratoga one. The first Showcase Day was on May 30th at Belmont Park. The most anticipated stakes that afternoon was the $125,000 Kingston Stakes, featuring a rematch on a yielding turf course of three New York-bred millionaires: nine-year-old Lubash, Gerald and Susan Kresa’s seven-year-old gelding King Kreesa and Paul Braverman and Timothy Pinch’s seven-year-old gelding Kharafa. But it was

Whisper Hill Farm’s gray five-year-old gelding Tapitation who wound up in the winner’s circle. Bred by Waterville Lake Stables and trained by Ralph Nicks, the son of Tapit out of the Cozzene mare Derrianne won by a length and three-quarters. King Kreesa was second, Kharafa third and Lubash fourth. Red and Black Stable’s six-year-old Weekend Hideaway dominated the $196,000 Commentator Stakes, scoring by 3 ¾ lengths on the muddy main track. Flying Zee Stables bred the son of Speightstown out of Apocalyptical by Wiseman’s Ferry who is trained by Phil Serpe. Weekend Hideaway finished 2016 with three victories, one second and one third in seven starts, for earnings of $303,000. Chester and Mary Broman’s homebred four-year-old filly Bar of Gold remained undefeated on wet tracks when she won the $200,000 Critical Eye Stakes by a length and a half over Haveyougoneaway on a sloppy track. The daughter of Medaglia d’Oro out of Khancord Kid by Lemon Drop Kid is trained by John Kimmel. Bing Cherry Racing’s former $32,000 claimer Bust Another dominated the $125,000 Mike Lee Stakes for three-year-olds, winning by 3 ¼ lengths. Casey Newick LLC bred the three-year-old gelding by Bustin Stones out of I Drink Alone by Intidab who is trained by Michael Pino. Bust Another had a fine year in 2016, winning four of 12 starts with three seconds, two thirds and earnings of $252,201. The $125,000 Bouwerie Stakes for three-year-old fillies went to Everything’s Cricket Racing’s Flatterywillgetyou, bred by First Class Thoroughbreds. Linda Rice trains the daughter of Flatter out of Tres Chaud by French Deputy who won four of 12 starts last year with three seconds, two thirds and earnings of $252,201. Kendel Standlee’s six-year-old mare The Tea Cups, a daughter of Hard Spun out of Lunar Colony by A.P. Indy who was bred by William Parsons, Jr. and David Howe, captured the $125,000 Mount Vernon Stakes on grass. She is trained by Jeremiah Englehart. Trainer Todd Pletcher and his go-to jockey John Velazquez won three of the six stakes on the second Showcase Day at Saratoga on August 26th. Eric Fein, Christopher McKenna, Harris Fein, Guri Singh and Jerry Walia’s two-year-old colt Syndergaard, named for New York Mets star pitcher Noah Syndergaard, was Pletcher and Velazquez’s first winner of the day, taking the $200,000 Funny Cide Stakes, named for the NY-bred winner of the 2003 Kentucky Derby and Preakness, by a whopping 10 ¼ lengths. Burleson Farms bred the son of Majestic Perfection out of Magic Belle by Gold Case who posted two wins and one second in four starts, earning $323,800 for the year. Barry Schwartz’s homebred two-year-old filly Iron Mizz brought Pletcher and Velazquez back to the winner’s circle when she took the $200,000 Seeking the Ante Stakes by three-quarters of a length. The daughter of Mizzen Mast out of Iron Goddess by More Than Ready finished her first season with two victories, one second and three thirds from seven starts, for earnings of $190,084. Repole Stable’s three-year-old filly Super Surprise was Pletcher and Velazquez’s third Showcase Day winner, taking the $200,000 Fleet Indian by four lengths. Allen Hallett bred the daughter of Giant Surprise out of Miz Lynne Kelly by Langfuhr who won two of four starts with one second, one third and earnings of $197,500 for the year.

Michael Dubb, Bethlehem Stables and Gary Aisquith’s four-year-old filly Fourstar Crook crafted a perfect four-for-four 2016 turf season, which included scores in the $150,000 Yaddo Stakes on Saratoga Showcase Day and the $125,000 John Hettinger Stakes a month later. Trained by Chad Brown, the son of Freud out of Avril a Portugal by D’Accord earned $255,000 in 2016. Former New York Giants Hall of Fame coach Bill Parcells, who races under the name August Dawn Farm, is enjoying his retirement thanks to the accomplishments of two of his New York-breds. The first, his three-year-old colt Hit It Once More, won the $150,000 Albany Stakes on Saratoga Showcase Day wire-to-wire by 3 ¾ lengths. JMJ Racing Stable bred the son of Hard Spun out of Sunday Geisha by Sunday Break who was purchased for $50,000 in May 2015. Trained by Gary Sciacca, Hit It Once More won four of seven starts and earned $348,190 in 2016, 10th best among New York-breds. Parcells’ other New York-bred heavy hitter is his undefeated Bavaro, named for the outstanding former Giants tight end Mark Bavaro. The equine Bavaro finished his two-year-old season two-for-two by winning the $150,000 Great White Way Stakes at Aqueduct on December 17th. In a thrilling edition of the $150,000 West Point Handicap on a yielding turf course, King Kreesa gutted out a nose victory over Kharafa. Horse Partners bred the son of King Cugat out of Storm’s Advance by Storm Creek who is trained by David Donk. King Kreesa won two of nine starts with one second and $257,850 in earnings in 2016. A horse can’t win a graded stakes if he’s not entered in one. Michael Dubb, Bethlehem Stables and Gary Aisquith chose a more conservative campaign for their five-year-old gelding Royal Posse, and he rewarded them and trainer Rudy Rodriguez with an amazing season: five victories and four seconds in nine starts with $569,000 in earnings, fourth highest among state-breds last year. Royal Posse’s connections claimed him for $20,000 in May 2015, and all he’s done is post eight victories, all stakes, and six seconds. In fact, he has now finished first or second in 15 consecutive starts. How’s that for consistency? The son of Posse out of Struckbylightning by Cryptoclearance, bred by Richard Troncone and Richard Troncone, Jr., beat Governor Malibu by 3 ½ lengths in the 41st running of the mile-and-an-eighth $300,000 Empire Classic on a sloppy track, the culmination of the New York Racing Association’s third 2016 Showcase Day on October 22nd at Belmont Park. Then Royal Posse took to the road, capturing his second consecutive $200,000 Claiming Crown Jewel at Gulfstream Park on December 3rd. In the $250,000 Empire Distaff, Bar of Gold ran the race of her life, improving her wet-track record to five-for-five with a stunning 18-length victory for the Bromans. Bar of Gold won two of eight starts last year with three thirds and earnings of $361,500. Earlier on Showcase Day, Marc Keller’s four-year-old filly Quezon won the $150,000 Iroquois by 5 ¼ lengths on a sloppy track as the 1-5 favorite. Apache Farm bred Quezon, a daughter of Tiz Wonderful out of Kalookan Dancer by Olympio who is trained by Bobby Ribaudo. Quezon finished 2016 with two seconds and three thirds from six starts, for earnings of $224,000. Breakin the Fever, a four-year-old gelding bred, trained and owned by Debra Breed, gave Breed her first stakes victory at a NYRA track by holding off odds-on Weekend Hideaway by a half-length in the $150,000 Hudson on the sloppy main track. Breakin the Fever, who regularly races at Finger Lakes,

finished his four-year-old season with six wins from seven starts and earnings of $192,020. Breakin the Fever is a son of Roaring Fever out of Breakers West by Rodeo. In the $250,000 Maid of the Mist, Michael Dubb, Bethlehem Stables and Michael Imperio’s two-year-old filly Bonita Bianca upped her record to two-for-two by taking the $250,000 Maid of the Mist by 5 ¼ lengths. Bred by Dormellito Stud, the daughter of Curlin out of Friendly Michelle by Artax is trained by Rudy Rodriguez. Bonita Bianca had three wins and one third from four starts in 2016, good for earnings of $276,000. Unending rain caused the $200,000 Mohawk Stakes to be switched to the sloppy main track, a move that was just fine with Donegal Racing’s four-year-old colt Brother O’Connell, who won the race by a neck. Bred by the late Sarah Leigh, Brother O’Connell is a son of Giant’s Causeway out of Shared Dreams by Seeking the Gold who is trained by Tom Morley. Brother O’Connell went four-for-eight in 2016, earning $231,636. Harold Lerner, AWC Stables and Nehoc Stables’ two-year-old colt Pat On the Back won the $250,000 Sleepy Hollow by a length and a half. Bred by Sugar Maple Farm, the son of Congrats out of Accomplished by Awesome Again is trained by Kenny McPeek. Pat On the Back went three-for-six with one third, earning $310,020 in 2016. The $200,000 Ticonderoga, switched from the grass to the sloppy main track, went to Joseph Birnbaum’s homebred five-year-old mare Old Harbor, who won by 6 ½ lengths but was pulled up after the wire with an injured tendon. Russell Cash trains the daughter of retired NY sire Raffie’s Majesty out of Royal Mast by Roy. She won three of her seven starts last year and earned $199,108.

State Comparisons The incentives provided by New York’s Thoroughbred Breeding and Development Fund, coupled with the high purses at NYRA and plentiful restricted racing opportunities for registered NY-breds (more than 800 races at NYRA and the Finger Lakes), continued in 2016 to make the New York program the envy of other states. Two states that compete with NY for mares, stallions, and horses to fill the starting gates in the Mid-Atlantic region – Maryland and Pennsylvania – have adjusted their breeding awards and advertising campaigns in an attempt to capture a larger share of the Thoroughbred breeding population:

• Maryland now offers 30% awards on purse money for first- through third-place finishes, while NY offers 15% awards on second- and third-place finishes.

• Maryland’s ad pitch is “Better Stallions. Better Mares,” without providing any specifics. • Maryland changed the name of its Maryland Millions Day to Maryland Pride Day in what some

see as a reaction to NYRA’s three million-dollar purse days for NY-breds. • Pennsylvania will pay 40% awards to PA-sired PA-breds for first- through third-place finishes

beginning on January 2, 2017. This mimics the NY program, which offers double awards to NY-sired award earners.

• Pennsylvania can now boast that it’s the only state to have a stakes race upgraded by the American Graded Stakes Committee, as the Pennsylvania Derby will be a Grade I race in 2017.

Only Louisiana offered more racing opportunities (993 LA races vs. 816 restricted races for NY-breds in NYS), but NY-breds were offered $18,271,958 more in purse money than those racing in LA.

Promotion&AdvertisingReport The Fund’s promotional budget encompasses advertising in a broad range of equine-centric media that includes radio, TV/cable, print and online. It also supports the promotion of interest among youth in the breeding and racing of Thoroughbreds through a fellowship program and scholarships provided to students enrolled in equine studies programs at New York State colleges and universities. Additionally, the Fund spends promotional dollars with Thoroughbred aftercare facilities in NYS because we believe, like John Phillips, President of the Thoroughbred Aftercare Alliance (TAA), that solving the aftercare problem is tied to the survival of the sport of horse racing: “The bottom line is that the post-racing treatment is an increasingly significant part of how the public looks at and judges the sport and, if we don’t respect that, if we bury our head in the sand, we jeopardize the viability of the sport moving forward.” By spending promotional dollars with TAA-approved facilities here in New York State, the Fund not only helps ex-racehorses, we reach the individuals that are within the circle of influence of each organization. Significantly, we demonstrate that the New York Breeding and Development Fund recognizes the importance of helping off-track Thoroughbreds. John Phillips, President TAA:

“I want to emphasize that those who participate in this sport at any level, at any location, in any role must realize the public demands a good-faith effort to address post-race retraining, retirement or humane management as necessary for those horses left out of the current reintegration system or markets. We heed this concern, the sport grows; we ignore it, we become a relic.”

In 2016 the Fund spent $118,000 with TAA facilities in NY, including the following:

Fund, Inc.

The Fund’s largest spend, at $400,000 annually, is a “sole source” contract with the Saratoga Springs-based trade and membership group New York Thoroughbred Breeders, Inc., which represents a majority of breeders in NYS. The NYTB uses a significant portion of that money to host seasonal events tied to their members’ interests, such as their annual awards dinner, Fasig-Tipton cocktail party and pre-breeding-season holiday party. It also hosts a website (NYTBreeders.org) that compliments the Fund’s website (NYBreds.com). The NYTB promotional write-up can be found on pages 92 to 96 of this report.

The Fund has a unique responsibility to keep those who have already invested in Thoroughbreds informed about equine health issues, any changes in rules affecting NY-breds, and of course the mailing of award checks. Therefore, we communicate as directly as possible by posting important information on our website, and through e-mail blasts to stakeholders who have provided us with their contact information. Naturally, we also handle phone calls and e-mails on a daily basis. Advertising Platforms in 2016:

Since 2014, decisions on where to spend promotional dollars have been made in concert with the Fund Board’s Ad Hoc Committee on promotion, consisting of the following Fund Board members:

It should be noted that all promotional spends above $25,000 are approved by the full Board of Directors. TDN/Thoroughbred Daily News was once again the number-one promotional outlet for the Fund, as it is widely recognized as the place where industry leaders turn for information on racing and breeding. It is e-mailed to more than thirteen thousand subscribers virtually every day of the year. Therefore, we consistently use this outlet to promote the breeding and racing of NY-breds, the purchase of NY-breds, and the recruitment of quality broodmares and stallions to New York State. The Fund’s ads generally present a macro view of NY-bred awards and achievements, in contrast with the “micro” ads placed by NYTB focusing on individual achievements. Radio & TV HRRN, the Eclipse Award-winning broadcast organization based in Lexington, Kentucky, promoted NY-breds by airing commercials produced by the Fund, broadcasting one or more NY-Bred Showcase Days and providing links to NYBreds.com on its website. Broadcasts are aired nationwide on Sirius XM Satellite radio, as well as on many traditional radio affiliates, and are streamed to a worldwide audience on www.horseracingradio.net. Once again, the Fund ran television ads voiced by famed race caller Tom Durkin on Thoroughbred Week, which is aired in Florida, Kentucky and Maryland and during NBC Broadcasts of Triple Crown and Breeders’ Cup races.

Print & online ads Promoting the purchase of NY-breds and NY stallion seasons, and recruiting boarders for NY farms is unlike any other kind of advertising. People buy toothpaste and cars year-round, but stakeholders in the Thoroughbred industry change their focus according to the time of year. They make decisions on which stallions to breed to late in the year and in the first few months of the year. Potential purchasers of NY-breds may want to purchase two-year olds that are close to starting, and therefore focus on mid-winter and spring juvenile sales. Other buyers prefer shopping the yearling sales each summer in hopes of paying a lower price for a youngster who could develop into a star at a two-year-old-in-training sale or a standout on the racetrack. The ad below is an example of a print/online ad that would run at year’s end and at the beginning of a new year as we attempt to recruit pregnant mares to NYS for foaling and subsequent breeding to a stallion registered with the NY Thoroughbred Breeding and Development Fund.

Throughout the year, the Fund reminds the breeding and racing industries that the program created by the NYS Legislature in 1973 was designed to encourage people to create horse farms on abandoned farms and to give NY breeders an advantage over those participating in any other state’s program.

In the 2016 NY-Bred Preferred sale conducted by Fasig-Tipton, only 23.5% of the cataloged entries were sired by registered NY stallions. Traditionally, NY breeders have tended to breed an athlete that would help their bottom line when it reached the racetrack via the breeder-awards program. Increasingly, however, participants in our program, particularly breeders located in other states, attempt to breed a “commercial” horse that will bring them a profit much sooner via the sales ring. In an attempt to promote NY stallions, the Fund has created farm videos featuring stallions and posted videos of the stallion shows hosted by NY farms on our website (www.nybreds.com). Additionally, we create ads to remind breeders that they earn twice the awards from their racehorse if it’s sired by a NY sire rather than a stallion that stands in another state or is not registered with the Fund.

Scholarships and Fellowships

Once again the Fund was pleased to present six equine students with $3,000 scholarships each to pursue their equine studies in New York. A symbolic check presentation was made during NYRA’s Annual College Day at the track in Saratoga Springs on July 29, 2016.

Radley worked in the stable of multiple Eclipse Award-winning trainer Todd Pletcher. Kate Joslyn’s Fellowship was at McMahon Thoroughbreds of Saratoga.*
