President’s Welcome

On behalf of the Washington City/County Management Association and our Board of Directors, I want to welcome you to the 2016 NW Regional Management Conference at Skamania Lodge in the incredible Columbia River Gorge! Led by Derek Matheson, the planning committee has assembled an impressive program, one you definitely will enjoy.

I encourage you to arrive Tuesday evening and join me and my friend, OCCMA President Joe Gall, for a reception at which you can meet friends old and new before heading off to dinner at one of the many restaurants at the lodge or in nearby Stevenson.

We’ll have all the usual events including our annual golf tournament Wednesday morning and the ever-competitive Oregon vs. Washington volleyball game on Wednesday evening! The defending WA champs are eager to defend and retain their volleyball trophy. In between those events we have an excellent lunch keynote address from Martha Perego and Kevin Duggan on ethics.

Thursday is loaded with great sessions and concludes with our conference banquet and some great entertainment. On Friday you’ll have the opportunity to participate in your respective state association and board meetings and be provided with a legislative update.

We’re fortunate to have numerous sponsors and vendors to help us defray the cost of the conference. I strongly encourage you to seek out each of them, visit with them, explore their product(s) and, above all else, thank them for supporting us and our conference!

Lastly, and perhaps most importantly, while you’re at the conference take the time to enjoy the incredible scenery and the many wonderful things to do in the Stevenson area.

ICMA UpdateJeff Towery, ICMA regional Vice President and member of ICMA's Committee on Professional Conduct will lead the luncheon presentation on current ICMA initiatives and services. Jeff will be joined by our other West Coast Vice President, Bob Harrison along with Kevin Duggan, ICMA's West Coast Regional Director, and Martha Perego, ICMA's Director of Member Services. Nearly all of us began our careers in public service as a result of a set of values reflecting traits such as honesty, integrity, stewardship, and simply wanting to make a positive difference in the communities we serve. Leaving a job – whether because of retirement, a better opportunity, or termination – is difficult but is a reality that most of us encounter at least once in our career. Our panelists will reflect on their job transitions to provide at least 5 action items that you should consider when leaving a job.

The idea for this panel discussion came from an ELGL article written by Julie Underwood (current City of Daly City, CA assistant city manager) about resigning as the City of Shoreline, WA city manager. Julie called for departing employees to set up a detailed transition plan for the organization.

Local government is arguably one of the best innovators in the business however when compared to the private sector also the most risk averse. Given the political and often uncertain environment local leaders operate in this is no surprise. Luckily for communities across the country there are a few brave City Managers who have taken the leap to do business differently and through various lessons learned, have moved their communities forward as a result. SquareOne Villages is a new non-profit based in Eugene that has developed an innovative, low-cost model using tiny homes and self-governance to create safe, secure and significantly more affordable emergency shelter and permanent housing for those in need. Presenters: Anna Kowalska, City Administrator, Morawica, Poland and Forum of Sekretarze; Mayor Robert Jaworski, Checiny, PL

For more than a decade, WCMA and its members have collaborated with outstanding Polish counterparts. Cooperation has taken multiple forms, including exchanges and mutual participation in conferences. The partnership agreement was formalized in 2007, and flourishes.

Outstanding local leaders and professionals from Poland will present at this afternoon session. They will touch on their experience leading local government in a society which has “transformed itself“ in the course of one generation – since the collapse of Communism in 1989. City Administrator Anna Kowalska will represent the counterpart organization, the Forum of Sekretarze. Mayor Robert Jaworski, will be adding perspective, representing the second partner, the Foundation for the Support of Local Democracy. A Nationwide leader of the Foundation – Director Agnieszka Migon – may also join us for the conference and the presentation. Although their Polish communities are thousands of miles away, the experiences and challenges of professionally leading toward a “preferred future” are faced by all. Regan Bolli, City Manager, Covington, WARegan Bolli is currently the City Manager of the City of Covington, WA. Prior to Covington, Regan worked as City Manager in Ephraim City, Utah and before entering the local government profession, clerked for Judge Rappaport in the Denver District Court handling both criminal and civil dockets. Following his work in the court he took a position with Hansen Wright Eddy & Haws, a Utah-based law firm, specializing in local government and business law for three years. Regan has also taught as an adjunct professor of business law at Snow College, in Ephraim, Utah.

Regan’s executive board member service includes: Utah City Managers Association, Center for Politics and Public Service at Southern Utah University, Economic Development Corporation of Utah, Snow College Board of Trustees, and the Denver, Colorado Chapter of the Business Law Society. Regan has a Juris Doctor from the University of Denver, Sturm College of Law and a Bachelor of Arts in American Studies from Brigham Young University.

Regan and his Wife Erin have six wonderful children and are actively involved in outdoor and athletic activities.

Dan Bryant, Square One Villages, Eugene, ORDan Bryant is the Senior Minister of First Christian Church (Disciples of Christ) in Eugene and Executive Director of SquareOne Villages, a non-profit which he helped to establish that creates self-managed communities of low-cost tiny houses for people in need of housing. He has received several local and state awards including Ecumenist of the Year Award from Ecumenical Ministries of Oregon, Humanitarian of the Year Award from the Jewish Federation of Lane County, Murnane Social Justice Award from Catholic Community Services, Faith in Action Award from United Way of Lane County, Martin Luther King, Jr. Leadership Award from the Eugene Human Rights Commission, Turtle Award from the City Club of Eugene and the Ulhorn Award from the Lane County Chapter of the National Alliance for the Mentally Ill. He is a past-President of Ecumenical Ministries of Oregon and the City Club of Eugene and Vice Chair of the Lane County Poverty and Homelessness Board. Tracy Burrows, Executive Director, MRSCTracy joined MRSC as the Executive Director in September 2011. She has over 20 years of local government and non-profit experience, specializing in growth management, transportation, and general city management issues. Most recently, she was the legislative liaison for the Seattle Department of Transportation where she led the Department’s efforts to develop a transportation funding ballot measure and advocated on behalf of the city on state and federal transportation policy transportation issues. She has also served as the City of Kirkland’s intergovernmental relations manager, where she was instrumental in successful efforts to regionalize fire and police dispatch services and to secure state annexation funding. She has a bachelor’s degree in economics from Williams College in Williamstown, Massachusetts and a master’s degree in urban and regional planning from the University of Florida.

Charlie Bush, City Manager, Sequim, WACharlie Bush is the City Manager for the City of Sequim (WA). His 18-year municipal career includes serving as Development Services Director and Deputy City Administrator for the City of Issaquah (WA), City Administrator for the City of Prosser (WA), in the City Manager’s Office for the City of Bellevue (WA) and the City of Glendale (AZ), and in the Community and Economic Development Department for the City of Phoenix (AZ). Charlie holds a Master’s Degree in Public Administration from Syracuse University’s Maxwell School of Citizenship and Public Affairs and a Bachelor’s Degree in Political Science from Wittenberg University. He is also a graduate of the University of Virginia’s Senior Executive Institute, of Leadership ICMA (International City/County Management Association), of Leadership Eastside, and is a certified professional coach. Jane Christenson, Deputy City Administrator, Redmond, WAJane Christenson has served as Redmond’s Deputy City Administrator since 2001. Prior to coming to Redmond, Jane worked for several California cities in land use/economic development, public works/environmental and public safety leadership roles. Before joining the ranks of city administration, she worked in economic development consulting, managing complex fiscal impact analyses and market feasibility studies for governments and private development clients throughout the western United States.

Jane earned her BS from Cornell University’s School of Industrial & Labor Relations and her MA in urban planning/public finance from UCLA.

Rich Conrad, Client Programs and Services Regional Representative, Rich Conrad Consulting, LLC, SAFEbuiltRich Conrad, in a consulting role, joined SAFEbuilt in 2015 its first Washington Regional Representative. Rich retired in 2013 after 35 years in Washington local government with last 17 years as City Manager at the City of Mercer Island. While at Mercer Island, Rich gained experience and notoriety Mercer Island’s process re-engineering and organizational change in the community development services. He was also instrumental in the creation of the eCityGov Alliance and MyBuildingPermit.com web portals.

Jay Covington, Chief Administrative Officer, Renton, WAJay Covington has served as the City of Renton’s Chief Administrative Officer since 1990. For eight years prior to his tenure in Renton, Jay served in various positions with the City of Vancouver, WA. He is a past board member and president of the Washington City/County Management Association, and has been recognized by that group and by ICMA for his work in intergovernmental cooperation and other efforts. He has served on board of the Association of Washington Cities, Suburban Cities Association, and for over twenty years, co-led the King County city managers & administrators group. Jay has also served on a number of local community boards and commissions, with a particular interest in at-risk youth. In 2005, Jay was honored by the Municipal League of King County with the Public Official of the Year award. And in

2015, Jay and the City of Renton received recognition from the National League of Cities and ICMA for their efforts to build a more inclusive city.Covington holds a B.S. degree in Business Finance and a Masters of Public Administration from Brigham Young University. He and his wife Sharee have been married for over 38 years and have one son, Cody.

Kevin Duggan, ICMA West Coast Regional DirectorKevin Duggan was appointed ICMA’s West Coast Regional Director in May of 2011. Prior to that he worked in California city government since 1971, the last 27 years as a city manager for the cities of Campbell and Mountain View, California. As West Coast Regional Director, he serves as the primary staff link between ICMA and members and professional associations in California, Oregon, Washington, Alaska, Arizona and Nevada.

He began his career as an administrative intern for the City of Mountain View while earning a BA in Political Science from San Jose State. He then served as an intern for the City of Campbell while obtaining his MPA, also from San Jose State. He worked for Campbell for 18 years, the last 6 as city manager. He then returned to Mountain View in 1990 as city manager where he served until April of 2011.

He has served as President of both the City Manager’s Department of the League of California Cities and Cal-ICMA. Other professional activities have included serving on the State Board of Fire Services, participating in an international city management exchange with Limerick County, Ireland and serving on ICMA’s Task Force on Organizational Structure and Governance. He has served as an ethics trainer for ICMA and has written a number of articles for professional journals with topics ranging from budgeting during tough economic times, city council/city manager relations and ethics.

Nijah Fudge, West Regional Director, Alliance for InnovationNijah Fudge is the West Regional Director for the Alliance for Innovation – a national non for profit inspiring innovation to advance communities. Nijah is a Kansas University Alumni, having received her Master of Public Administration degree in 2012. She has 6 years of experience

Her previous employer was CH2M HILL, where she worked on building and strengthening relationships with local government partners. Her Local government passion areas are Public Engagement and building internal cultures of innovation.

Rick Garza, Director, Washington State Liquor and Cannabis Board Rick Garza has been with the Liquor Cannabis Board since 1997. During Rick’s career with WSLCB he has also held the positions of Legislative and Tribal Liaison, Policy Director and Deputy Director. Prior to joining the Liquor and Cannabis Board, Rick served 13 years as a staff member for the Washington State Legislature, including five years with the Washington State Senate and eight years with the state House. His legislative assignments included Policy Analyst in the state Senate, House of Representatives Staff Director, and adviser to House and Senate leadership.

Steve Hall, City Manager, Olympia, WASteve Hall has served as the City Manager of Olympia, Washington since 2003. Prior to that, he was Assistant City Manager for 13 years. His additional experience includes work as the Assistant to the City Manager in Boulder, Colorado, and Public Management Assistant in Kansas City, Missouri. Mr. Hall holds a Bachelor of Public Administration degree from Western Washington University and a Masters Degree in Political Science/Public Administration from Washington State University. He has served on the Board of Directors of the Washington City/County Managers Association, and the Executive Committee of Washington Cities Insurance Authority. Mr. Hall has been a guest lecturer at The Evergreen State College, South Puget Sound Community College, Centralia Community College, Law Seminars International, the National Association of Counties, and other venues. He is most proud of being the father of three terrific children. In addition, he has been a baseball and basketball coach, volunteer swim instructor, and youth group leader for many years.

Wes Hare, City Manager, Albany, ORWes Hare, city manager of Albany, began his career with Oregon cities as an intern for Lowell in 1987. Following completion of a graduate program in public affairs at the University of Oregon, he was hired as the city administrator in Oakridge in 1988. Wes worked in Oakridge for more than 7 seven years before being named La Grande’s city manager in 1995. He began work in Albany in August 2005. Wes’ long-standing interest in international development has taken him to assignments in Japan, Indonesia, Iraq, Croatia, Sri Lanka, Lebanon, Pakistan, Ethiopia, Morocco, Afghanistan and Jordan. He has published numerous articles on public management and has received the University of Oregon’s Distinguished Alumnus Award as well as the League of Oregon Cities’ Herman Kerhli Award for lifetime contributions to Oregon local government.

Wes has lived most of his life in Oregon and now manages the city where members of his family settled in 1851. He has been married to Evelyn for more than 43 years and they have four grown children who have produced 15 grandchildren.

Bob Harrison, City Manager, Issaquah, WAI currently serve as the City Administrator for the City of Issaquah, WA (33,000 residents). I moved here due to my wife’s heat allergy, as we sought a place with temperate weather and a little less sun. Moving to the foothills of the Cascades has been moving to our own paradise. It is one of the best places on Earth. Before moving to Issaquah, we lived in Wyoming, Ohio, (8,300) which is one of the quaintest and friendliest small towns in America. The City was rife with historic Victorian homes, the best School District in Ohio, and was likely one of the most democratic cities in America. Citizen involvement was the business of the community. I have been fortunate in my career that I have worked in some of the best cities in America, including Wauwatosa and Whitefish Bay Wisconsin.

Professionally, I have been elected as a ICMA Vice President - West Coast with my term beginning in 2013. I have appreciated the opportunity to serve in a variety of volunteer positions with ICMA, as

outlined in my ICMA profile. I have also served as the President of the Ohio City Management Association and on the Board of the OCMA for several years from 2005 to 2010. I am also co-chairing the 2015 ICMA Conference Host Committee with Doug Schulze, City Manager of Bainbridge Island (a very innovative City Manager).

I have benefited from many mentors in my career and hope to return their support of me to other younger professionals who hope to break into this honorable profession.

Mayor Robert Jaworski, Checiny, PLMayor Jaworksi is a leader among successful Polish Mayors, and a strong voice for effective local government. Jaworski, 46, was re-elected to a third four year term as Mayor of historic Checiny, Poland in 2014. In his city, he has led achievements in redevelopment, historic preservation, infrastructure investment (including E.U. funds), and economic diversification. He is a regional leader, interested in the environment of the Nida River area.

Mr. Jaworski’s education includes a Master’s of Science degree from the AGH University in Krakow, and he is an engineer by profession. He and his wife have three sons. His language skills include German, and basic English. He has been active in international exchanges, and his city has “partner cities” in Germany.

Mark Jolin, Housing and Homelessness, Multnomah County, ORMarc Jolin is the Initiative Director for A Home for Everyone, the community-wide, multi-jurisdictional effort to end homelessness in Multnomah County. Prior to this, he served for eight years as Executive Director of JOIN, a Multnomah County based non-profit that helps homeless individuals and families to return to permanent housing. Marc has spent over 20 years working with people experiencing homelessness, including as an organizer, advocate, case manager, program manager, civil rights lawyer, and agency director. He co-chairs Oregon’s Family Services Review Commission and serves on the ACLU’s Lawyers’ Committee and the Board of the Lowstein Trust. Marc has a

Jan Jutte, CPA, CGFM, Deputy State Auditor, Washington State Auditor’s OfficeJan Jutte has more than 40 years of accounting and auditing experience – 30 of those years are with the Washington State Auditor’s Office. She has managed or been the deputy director over virtually every state agency and local government team within the Office. For six years, she was the Director of Legal Affairs and was the liaison to the Attorney General’s Office. In that role, she took the lead on difficult compliance issues regarding law related to municipal finance. She also has been responsible for the Auditor’s Office public records compliance. Prior to being appointed Deputy State Auditor, Jan served as the Director of Operations for the State Auditor’s Office. In that capacity, she was responsible for the support and operational functions of the Office.

Jan enjoys public speaking and has spoken on behalf of the Office to many local government associations and to national organizations such as the National State Auditors Association and the Government Finance Officers Association.

Jan is a graduate of St. Martin’s University.

Anna Kowalska, City Administrator, Morawica, Poland and Forum of SekretarzeHighly organized, Ms. Kowalska has served as Sekretarz of the nationally recognized exemplary City of Morawica. She and Mayor Marian Buras (who presented at the 2014 NW Spring Conference) have worked together as a team as their city transformed itself into a “model city”. Sekretarz Kowalska coordinates a wide variety of partnership activities with international sister cities, including Camas; she does so with energy, enthusiasm, and great competency. Anna is an officer of the Forum of Sekretarze, WCMA’s counterpart professional partner.Ms. Kowalska is fluent in English; she often serves as an interpreter. Her English skills were enhanced during times spent with relatives in Michigan. She has a sparkling, magnetic personality.

Scott Lazenby, City Manager, Lake Oswego, ORCity Manager for the City of Lake Oswego, Oregon and adjunct professor for the Hatfield School of Government at Portland State University. He has also served as city manager of Sandy, Oregon, management and budget director for the City of Glendale, Arizona, and assistant to the city manager for Vancouver, Washington. He has a Ph.D. in Public Administration and Policy from Portland State University, a Master’s degree in Public Policy and Management from Carnegie-Mellon University, and a Bachelor’s degree in Physics from Reed College. He is the author of four works of fiction—including the city management novel Playing with Fire--and the nonfiction book The Human Side of Budgeting.

Steven Marks, Executive Director, Oregon Liquor Control CommissionThe 53-year-old Steven Marks is a veteran of public service, with 30 years of service to the State of Oregon. Prior to joining the Oregon Liquor Control Commission as Executive Director, he served as a policy advisor in the Office of the Senate President, a Senior Policy Advisor to the Governor, and as Chief of Staff to the Governor during his service to the state. From 2004 to 2010 Marks was president of his own public policy and public affairs consulting business, The Marks Network. In 2013, he returned to state government service as a policy advisor within the Chief Operations Officer’s Office, Oregon Department of Administrative Services.

Marks is a graduate of Sutherlin High School and earned his undergraduate degree and Masters Degree in Public Policy, Planning and Management from the University of Oregon.

Bill Monahan, City Manager, Milwaukie, ORBill Monahan has served as City Manager for Milwaukie, OR for the past 5 years. From 1988-1994 and 2005-2010, he was an attorney in private practice where he specialized in land use and local government law. While in private practice, he served as a contract City Attorney for more than ten cities in Oregon.

Bill has represented ICMA in international work in Indonesia, South Africa, Sri Lanka, Jordan, Russia, and China. As a member of the ICMA International Committee, he is the liaison to the ICMA China center based in Beijing. In 2013, Bill taught a summer session course in The History of United States Urbanization at the China University of Political Science and Law (CUPL)in Beijing. In 2013, he presented training to local government officials in Qingdao and Yangzhou, China entitled “Trends in United States Urbanization – Portland, Oregon Region”, focused on the urban growth boundary experience. Bill presented a session on Urbanization at CUPL in May, 2014 and again in April, 2015, where he spoke on Urbanization to officials in Changsha and Yueyang, China. In December, 2015 he represented ICMA at the Asian Cities Forum in Ningbo, China where he presented a keynote on branding cities for leisure.

Bill is planning to retire from local government in October to pursue international work and the practice of law. He formed Integrity Public Management LLC in 2015 to provide service to local government clients.

Dave O’Leary, City Administrator, Shelton, WADave O’Leary, city administrator for Shelton, WA has served as a County Commissioner for Ada County, Idaho; City Clerk for Garden City, Idaho, and City Administrator for Lake Stevens, WA. For the past 11 years, City Administrator for Shelton, WA. Dave has a Masters’ Degree in Public Administration from Boise State University. Dave’s international assignments include mini-consulting in Krapkowice, Poland, teaching community building for the Beijing University of Political Science and Law, and consulting with local government officials on the marijuana business, in De Ronde Vennen, Netherlands. Dave was the 2014 recipient of WCMA’s Program Excellence Award in Local Government Management.

Dave grew up in Boise, Idaho and moved to Washington 17 years ago. He is retiring on May 31st and plans to spend his time consulting, and teaching at the university level both in the United States and overseas. Dave has been married to Sally for 45 years. They have three grown children and two grandchildren.

Martha Perego, ICMA Director of Member Services and EthicsMartha Perego is ICMA’s Director of Member Services and longtime Director of Ethics. Her articles on the ICMA Code of Ethics and advice to members regularly appear in PM Magazine and other professional publications.

Karen Reed, Owner, Karen Reed Consulting, Seattle WAKaren is a local-government consultant based in Seattle. She has worked with cities, counties, the state, special purpose districts and nonprofit organizations in Washington for over 30 years. Her consulting practice focuses on public process facilitation and the development of multi-agency governance and service agreements. Recently, Karen has facilitated citizen task forces on homelessness for the Cities of Everett, Redmond and Auburn. Karen served as Assistant City Manager in Bellevue for a number of years and also worked in King County government. She began her career practicing municipal law with a large law firm in Seattle.

Patrick Rollens, Public Information Officer, Corvallis, ORPatrick Rollens is the public information officer for the City of Corvallis, OR. Prior to moving to Oregon in 2015, he served as the Communications & Social Media Coordinator for Village of Oak Park, IL. Patrick’s career began with a four year stint at the Chicago Tribune.

Kristi Rowland, Senior Finance Analyst, Renton, WAKristi Rowland has worked with the City of Renton since April 2007. She has eighteen years of experience working for government entities beginning her career as Controller of the Burns Paiute Tribe in Burns, Oregon. There she learned the complexity and vulnerability of a full-service government with limited funding and resources. Kristi moved to the Puget Sound in 2002 to work with the Muckleshoot Indian Tribe as Technical Writer for the CFO then later as Compliance Officer for the COO. There she developed and implemented a performance based approach to budgeting and found her passion. With the City of Renton Kristi was given the opportunity to grow the City’s performance improvement effort known as Renton Results. She started by working with City departments to refine their metrics and collecting their data.

She later began facilitating lean and other innovation projects with an eye toward creating a culture of continuous improvement. Most recently she has partnered with others to provide regular continuous learning opportunities that are enjoyed by a growing number of staff from all departments and roles with an interest in professional and organizational health and development. Kristi grew up primarily in northwest Montana but has called the Pacific Northwest home since 1996. She has a darling daughter, Elizabeth (7) with her husband, Stuart. Kristi has a Bachelor of Science degree from Eastern Oregon University and is a certified Lean Six Sigma Green Belt. She is an active member of the Government Performance Consortium (GPC), a member of the GPC’s Data Collection and Comparison work group and is also serving as an Ambassador with the Alliance for Innovation.

Sheri Sawyer, Office of the State AuditorSheri Sawyer is the Deputy Director, Local Government Services within the Washington State Auditor’s Office. Free of charge, the Center provides performance-related technical training, online tools and project support to local governments. Prior to her work at the Center, Sheri served as Governor Gregoire’s performance audit liaison for a year and a legislative and policy analyst for the Association of Washington Cities for over eight years. Sheri has a Master of Public Administration from the Evergreen State College.

Paul Schmidt, City Administrator, Chelan, WAPaul Schmidt has been the City Administrator for the City of Chelan since the fall of 2012. Previous to that he was the City Administrator in the City of Oak Harbor and City of Cheney, Washington. Paul’s career in local government now spans 37 years. He has a Master’s Degree in Public Administration from Eastern Washington University and a Bachelor’s Degree from North Dakota State University. Paul has been a member of WCMA since 2000. He has been married to his bride Megan for 34 years and brags openly and often about his three daughters and now three granddaughters. He enjoys many outdoor activities except dealing with wildfires.

Ernie Schnabler, Emergency Director, Cowlitz County, WAErnie Schnabler has been the Director of Emergency Management for Cowlitz County since 2012 after serving ten years as Homeland Security / Emergency Management Coordinator and Grants Manager in Clark County, Washington. Prior to that, in the private sector, he managed international businesses in Europe, Hong Kong, and the U.S. He is an alumnus of the University of Vienna (Austria) and did post-graduate work at Willamette University and Oregon State University (MBA). In the past, he has served as Chair of the Aviation Advisory Committee, as Member of the International Affairs Commission; and as Member of the City Charter Commission, for the City of Vancouver, Washington. His deep passion is “Emergency Services” which is deeply rooted in his 25-year “pro bono” work as a search and rescue mission pilot and former Wing Commander in Civil Air Patrol / U.S. Air Force Auxiliary.

Cate Schneider, Planning and Management Analyst, Department of County Management, Multnomah CountyCate Schneider is a Planning and Management Analyst for the Department of County Management in Multnomah County. Previously she served as the city recorder for the City of Lake Oswego, OR. Cate is a graduate of the Villanova University MPA program.

Doug Schulze, City Manager, Bainbridge Island, WADoug Schulze is a native of Minnesota and has served five local governments since 1992. He holds a Master of Art’s degree in Urban and Regional Studies and a Bachelor’s degree in Public Administration from Minnesota State University – Mankato. He has been an International City/County Management Association Credentialed Manager since 2003. Schulze served as a commissioned officer in the Minnesota Army National Guard from 1987 – 1995.

His local government management career began in Savage, Minnesota, where he served as an administrative intern from June – December 1988. He was hired by the City of Savage as an administrative assistant in December 1988 and promoted to assistant city administrator in 1990. Doug served as city administrator of Sandstone, MN from November 1992 – October 1996, city manager of Medina, Washington from 1996

- 2006, Normandy Park, Washington from 2006 – 2012. He has served as city manager for the City of Bainbridge Island, WA since November 2012.

Doug was elected to the Washington City/County Management Association Board of Directors in 2008 and as Vice President of the Washington City/County Management Association in 2011. In August 2012, he was selected to serve as President of the Washington City/County Management Association. He is a Board Member of the Association of Washington Cities and has served on numerous International City Management Association committees.

Doug and his wife, Lisa, have two adult sons and a daughter.

Dexter Sullivan, Business Development and Public Affairs Manager, SAFEbuiltDexter Sullivan has been working with municipalities and K-16 customers for 24 years. He has successfully secured multiple Community Development partnerships for SAFEbuilt ranging from supplemental support services to Code Enforcement “Neighborhood Improvement Teams” to multiyear Building Department startups. As SAFEbuilt’s national Business Development & Public Affairs Manager, Dexter travels the US in acquiring new business while supporting major accounts in 8 states.”

Jeff Towery, Assistant City Manager, Springfield, ORJeff Towery began his career in Coos Bay, OR by serving as Assistant to the City Manager, City Manager Pro Tem and Assistant City Manager from February 1986 to May 1990. From there he went on to Cottage Grove, OR as the City Manager from June 1990 to March 1997 and held the same position in Auburn, NY from April 1997 to November 1998. In December 1998 he established Towery Consulting where he provided consulting services to local governments and other agencies until December 2005 on a part time basis. In August 2001 Towery joined Lane County, OR as a Management Analyst II for one year and then served as the Land Management Manager until April 2007. He was hired as Assistant City Manager for the City of Springfield, OR in April 2007.

Towery holds a Master of Public Administration degree from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a Bachelor of Arts degree from Montana State University. He has served on a variety of boards and committees for several professional and community organizations including the International City/County Management Association, the Oregon Chapter of ICMA, United Way and Rotary. Towery currently serves ICMA as one of three West Coast Vice-Presidents, sitting on the Committee for Professional Conduct and Board Liaison to the Sustainable Communities Advisory Committee (2015) and Governmental Affairs and Policy Committee (2016). He is married to Doris and has two children, Jared and Paige.

Allison Williams, Executive Services Director, Wenatchee, WAAllison Williams is the Executive Services Director for the City of Wenatchee, a position she has held since 2005. Wenatchee has a Strong Mayor form of government, so she serves the Mayor in carrying out the policy direction of the City Council and the day to day management of the City. Prior to this position, she was Community Planner for the Department of Community and Economic Development. She also served as the Executive Director of the Wenatchee Downtown Association from 1992 to 1998. Allison’s lengthy public sector experience is on the job and she has had a leading hand in the transformation of Wenatchee’s waterfront as well as numerous other projects and programs. This last summer, under the Mayor’s strong leadership, Wenatchee ended over 100 years of city led fire service and annexed in to Chelan County Fire District. The effective date of the annexation was July 1, 2016, just three days after one of the most devastating fires in Wenatchee’s history – the Sleepy Hollow Fire. She has a BA from Gonzaga University. She has been married for almost 27 years to her husband Allan and has two amazing sons, Christian, 19 and Sam, 14.

Kent Wyatt, Senior Management Analyst, Tigard, ORKent Wyatt is a senior management analyst for the City of Tigard, Oregon and founder of the Engaging Local Government Leaders (ELGL). ELGL is a non-profit, with more than 1,000 members which provides networking and educational opportunities for all stakeholders inthe local government arena.
